BORDER SECURITY AND ILLEGAL IMMIGRATIONFirst Undocumented Person from Somalia, Africa, Arrested in Chiriqui, Panama  – 15 October

2009

An undocumented person identified as Faray Yassan Ubale, 22, fromSomalia, was arrested at the David Bus Terminal in Chiriqui [8.4000 -82.3167], Panama. He is the first person from Somalia, Africa, to bearrested in Chiriqui. Given this, an investigation is underway by theNational Migration Service to determine how Ubale arrived to Panama.

In an unrelated case, on 14 October 2009, Ángel Fidencio Aguilar Díaz,a 47-year-old Nicaraguan national (passport number C1379320), wasdetained in Paso Canoas [8.5361 -82.8385], Panama, for entering the

country illegally. Both individuals await deportation.

More Than 19,000 Minors Deported to Mexico from the U.S. during 2009 – 11 October 2009

According to Mexico’s National Institute of Immigration, more than 19, 000 minors have been deportedfrom the U.S. to Mexico during 2009. The following are statistics regarding the average age and sex of those individuals crossing the border:

  1,636 were 11 years or younger (majority of this age group is from Baja California)  17,834 were between 12 and 17 years of age (majority of this group is from Sonora)

  15,153 of the 17,834 were male  12,258 crossed the border without adult supervision or one of their parents

  Since January of 2009, U.S. authorities have deported 441,942 Mexican nationals

Over the last 24 hours, five police officers from the Mazatlan, Navolato, Culiacan, and Los Mochismunicipalities of Sinaloa were murdered in separate incidents. All of the murders were carried out by

groups of armed men. The following is information regarding the deceased and the incidents surroundingtheir deaths:

  Jorge Vargas Osuna, 28, assigned to the Unidad de Delitos Patrimoniales, from the Villa Union

district of Mazatlan [23.2167 -106.4167], Sinaloa, was abducted from his residence and laterfound with hands and feet tied together and with a gunshot wound to the head.

  Octavio Camacho Castro, 43, and Antonio Cuadras Cazares, 29, were killed by an armedcommando while patrolling in unit 1435 in Navolato [24.7672 -107.6944], Sinaloa. The gunmenused AK-47’s in this instance.

  Victor Manuel Vazquez Guzman, 32, was dragged out of restaurant and murdered in the streetsof Culiacan [24.7994 -107.3897], Sinaloa

  Manuel Valentin Gonzalez Hernandez, 34, was shot to death by an armed group

Authorities find Bullet Ridden Body near Canal Seven in Culican, Sinaloa  – 18 October 2009

The body of an unidentified 25 year old male wasfound near canal seven, approximately 150 metersfrom Benjamin Hill Boulevard, in the San Rafaelneighborhood of Culiacan [24.7994 -107.3897],Sinaloa. The murder victim had been shot eight timesand had bullet wounds in his head, neck, and chest.His hands had also been tied behind his back with

brown tape. Shell casings found around the bodyindicate that the aggressors utilized 9mm and .45caliber weapons.

Comment: On 14 October 2009, police found the body of farmer in the same area. His hands had alsobeen bound with brown tape.

Hitmen Burn down Auto Parts Store in Ciudad Juarez, Chihuahua  – 15 October 2009

On 14 October 2009 at 2230 hours, a group of hitmen doused the interior of an Auto Value with gasolineand set it on fire in Ciudad Juarez [30.3167 108.0833], Chihuahua. This is the fourth time that hitmenhave targeted auto parts stores in Ciudad Juarez, Chihuahua. Of those, three belonged to the Auto Valuechain.

Three Murders Reported in Ciudad Juarez, Chihuahua  – 15 October 2009

Three individuals were killed on 14 October 2009 in separate incidents in Ciudad Juarez [30.3167 -108.0833], Chihuahua; they were as follows:

  The first victim was killed at 0415 hours at the intersection of Venezuela and 20 de NoviembreStreets in the Partido Romero neighborhood. He had been shot multiple times with a 9mmweapon.

  At 1100 hours, Jesus Manuel Gonzalez Nevarez, 48, was killed, and Jaime Fernandez Jurado, 25,was wounded. (The location of this incident was not provided).

  Former ministerial police officer Ramon Alberto Sanchez Medina, 36, was shot at least eighttimes with a 9mm pistol outside a house located at the intersection of Plutarco E. Calles and RioChampoton Streets in the Fovissste Chamizal neighborhood. Police recovered eight 9mm shellcasings from the crime scene. In this incident, Luis Manuel Rodriguez Munoz was wounded.

Comment: Ramon Alberto SANCHEZ Medina was a police officer from 2002-2004. He was fired in2004 due to his involvement in a kidnapping case. He was also arrested for his involvement in diggingnarco graves in front of a house located in Las Acequias neighborhood of Ciudad Juarez, Chihuahua.

Bullet Riddled Body Found inside Late Model Car in Chihuahua, Chihuahua – 15 October 2009

The body of an unidentified male was found inside a black 1989 Chrysler without plates in Chihuahua[28.6333 -106.0833], Chihuahua. The car was parked in front of a corner store on the Barranco AzulStreet near the Chihuahua Municipal Jail. According to witnesses, the victim was shot at least 15 times.Three shell casings were recovered from the crime scene.

Body Found Floating on the Lerma River in Morelia, Michoacan  – 15 October 2009

The body of an unidentified male around 35 years of age was found floating on the Lerma River inMorelia [19.7000 -101.1167], Michoacan. From marks left on his body, it is believed the murder victim

was beaten before being shot three times in the head.

Man Killed in Tapachula, Chiapas is Identified  – 15 October 2009

The unknown man that was reported beaten and killed on 14October 2009 in Tapachula, Chiapas, has been identified bylocal authorities as Jhony Tomy González González, 31,originally of Lerdo de Tejada, Veracruz. Gonzalez went

missing at 2000 hours on 11 October 2009. Later, kidnapperscontacted his wife demanding a ransom of $(MXN)500,000/$(USD) 38,185. Unable to pay the ransom, thekidnappers carried out their threat and killed GonzálezGonzález. The search for the kidnappers is still underway bylocal authorities.

Abandoned Vehicle Found with Bullet Holes in Simojovel, Chiapas – 15 October 2009

Municipal police agents located an abandoned Nissan pickup(plates DA-31-756) three kilometers from the Simojovel[17.2000 -92.6333], Chiapas. After inspecting it, eight bulletholes made by a high powered weapon were noted on thewindshield. An eyewitness stated that he saw theaforementioned vehicle pass by the city dump at 0300 hours at a

high rate of speed, as if it were being chased.

Deaths in Cancun, Quintana Roo, Related to Organized Crime – 

15 October 2009Deputy Attorney Patricia Sánchez Carrillo, statedthat the multiple execution carried out on 13October 2009, was related to organized crimeviolence. The bodies found in Racho Viejo,Quintana Roo have been identified as:

  Jaime Ulises Martínez Trejo, 28

  Ricardo Guadalupe Trejo Chan, 26

  Jessica Guadalupe Calderón Loría, 19  Greta Gutiérrez

These individuals were found after an anonymous phone tip received by authorities. The two males andone female were suffocated, while the other female showed signs of strangulation. Also found at thescene were a single sandal and one handgun round; from the alleged assassins.

Attempted Kidnapping Deterred in Cancun, Quintana Roo  – 15 October 2009

On 14 October 2009 at around 1500 hours, a 30-year-old female lawyer that was seen leaving the PlazaArte HSBC bank on Andres Quintana Roo Avenue, was robbed of $(MXN) 85,000 pesos that she justwithdrew from her bank account, as well as nearly subjected to a kidnapping. The female had just left thebank and entered a taxi when it was intercepted by two trucks on La Luna Avenue. One of the allegedthieves, Leopoldo Ivan Gonzalez Cerril, 27, of the Federal District, was arrested while trying to force thewoman into the cab of a black Ford Lobo truck, with Quintana Roo plates, as she resisted and screamedfor help. Gonzalez Cerril, as well as the other unknown assailants, is under investigation for the allegedinvolvement with a gang of robbers that preys on bank account holders.

International Airport  – 15 October 2009

National police officers discovered a new technique in which a curtainmade of decorative stones was being utilized to ship cocaine to a courierbox at the Tocumen International Airport [9.0833 -79.3833]. The curtainhad 798 decorative stones. Each one of the stones then had cocainewrapped in foil and clear plastic in its interior. The courier box in whichthe curtain was found arrived from Peru and was destined for England.

Mexican National Arrested with Cocaine Pellets in his Stomach at the Tocumen International

Airport in Panama – 

15 October 2009Panamanian authorities operating out of the Tocumen International Airport [9.0833 -79.3833] arrestedMexican national Jose del Carmen HERNANDEZ Gutierrez after his nervous posture prompted officersto search him. X-rays revealed he had 46 capsules of cocaine in his stomach. At the time of his arrest,Gutierrez was getting ready to board a plane destined for Cancun, Mexico. Investigations regardingHERNANDEZ Gutierrez revealed that he had made multiple trips to Panama before his arrest on 15October.

SOUTH AMERICAFARC Guerillas Attack Aircraft near Guaviare, Colombia – 15 October 2009

Minutes after taking off from the Miraflores Airport [1.3375 -71.9519], a DC-3 aircraft en route to SanJose del Guaviare, received gunfire from suspected FARC members operating in the area. One of thebullets hit the fuselage. As a result of the attack, one passenger was injured but no deaths were reported.

Police Identify Mastermind behind Escape of ELN Leader in Arauca, Colombia – 15 October 2009

Domingo Garcia Perez, the alleged number two of the ELN, has been identified as the mastermind behindthe planned escape of Carlos Marin Guarin aka Pablito. A police intelligencereport states that Garcia Perez has been active in the guerrilla group for nearly12 years. During this time, he has served as a guerrilla fighter and a mid-levelcommander. Currently, he is the leader of ELN’s border group which isresponsible for carrying out kidnappings and extortion. This group is alsoinvolved in the trafficking of weapons, explosives, and narcotics. Currently, thegovernment is offering a $(COP) 1 million reward for information leading to thearrest of Garcia Perez.

Comment: ELN guerrilla boss Carlos Marin Guarin aka Pablito, escaped while being transferred out of an Arauca prison. At this time, alleged ELN guerrillas ambushed the holding vehicle, killing one securityguard and injuring another. Pablito is believed to be in Venezuela.
