DEFINITION OF NG911
7
• NG911 is an Internet Protocol (IP) based system that allows digital information (e.g., voice, photos, videos, and text messages) to flow seamlessly from the public, through the 911 network, and on to the 911 call‐taker, dispatcher and first responders. Major components of NG911 include the following: – Procedures ‐ Processes and policies for handling 911 voice, text,
images, and video from multiple devices and applications. – Databases ‐ Data relating to the 911 caller’s whereabouts and/or data
associated with the caller. – Spatial Routing ‐ Accurate routing and dispatch of 911 calls based
upon a caller’s longitude and latitude coordinates. – i3 Architecture ‐ IP based 911 system functionality from call
origination through call completion. – ESInet ‐ The IP network that is the supporting infrastructure for system
solutions.

Common Obstacles to NG911
Adapted from the Department of Homeland Security
• Funding– Competing initiatives
• Lack of authority– DMS and Board have limited authority over the
counties
• Legislation– Current statutes may limit the future state
• Contractual obligations– Counties may be bound by existing long-term
contracts
THE STATE OF 911 IN FLORIDA
11
• Work in partnership with Florida counties to promote the deployment of advanced 911 systems statewide and champion educational opportunities to the 911 community in support of the delivery of exceptional 911 services to the residents and visitors of the State of Florida
12
E911 Board Mission Statement
12
• Statewide NG911 call routing• Statewide NG911 geographic information system
(Statewide 911 mapping system)• Hosted public-safety answering point (PSAP) NG911
CPE systems• Statewide NG911 education and web training• Statewide NG911 management information system
(MIS)• Statewide E911 pre-arrival instructions• Statewide language translation services
13
Strategic Initiatives
13From the Board’s Annual Report
• 67 Counties working independently with some exceptions– Regional wireless routing– National IP routing initiatives– Text to 911– County to county transfers from separate providers
• The trend is for counties working together regionally– Education on NG911 solutions– Education on NG911 red flags and roadblocks– Collaborating on issues, systems, text to 911, etc.– Examining solutions/costs/legislation– Assessing and improving GIS– Stakeholder awareness– 911 Board awareness– Organized efforts to create “a voice” for 91114
