1. Event Details:
1.1. Introduction
The Traffic Management Plan (TMP) has been prepared for the Flavours of Fingal event to rd th
The main focus of the TMP is to ensure that patrons can access the site as quickly and safely
as possible, minimising impact on regular road users, and maintaining Emergency Services
access. The Flavours of Fingal will actively encourage use of and promote public transport
as the preferred mode of travel to and from the site.
The TMP aims to ensure that normal background traffic can continue to function with
minimal impact from the event.
This document will be updated and revised throughout the planning period until a final
agreed version is circulated before the event.
1.2. The Event
With admittance for the public between the hours of 10:00 and 19:00hrs.
The attendance to the event is expected to be 40,000 a day over the two days of the event.
The setup and preparation for the event will commence in the week prior to the event, with
On the day of the event exhibitors and participants will arrive at the venue from 7:00am to
setup their exhibitions.
1.3. Traffic Management Overview
The Traffic Management Strategy has been developed to promote access to the event via
Public Transport and the Shuttle Bus/Park’n’Ride service. To achieve this we will make use
of the two main access routes, Hearse Road and Turvey Avenue, to separate different modes
of traffic. Patrons arriving in private cars will be directed to use Turvey Avenue to access the
internal car parking, while Hearse Road will be used, as a protected route, to service Public
Transport, Emergency Services, Disables Users and local traffic accessing Donabate.
1.4. Consultation
This Traffic Management Plan has been develop in consultation with;

Dublin Bus;
Irish Rail;
Eirbus;
Traffic Management Consultants and Suppliers; and
Local Landowners.

1.5. Ticketing
Car Parking for the ‘The Flavours of Fingal’ event will be ticket only. The ticket pricing is

Patrons arriving on foot, using public transport and free shuttle buses can access site
free of charge;
Use of Internal Car Parks - €20 Sat and Sun.
Tickets to be issued and pre-purchased for all car parking.

2. Receiving Environment
2.1. Site Location
Newbridge Demesne is located to the south-west of Donabate and comprises of land bounded
by Turvey Avenue to the north, Cobbe’s Lane to the west and Hearse Road to the south.
Existing accesses to Newbridge Demesne are from Cobbe’s Lane and Hearse Road as shown
in Figure 2-1.

2.2. Existing Road Network
The surrounding road network, serving Newbridge Demesne, comprises:
M1/Lissenhall Junction – is a motorway connecting Dublin with Belfast. Access to Newbridge Demesne is from Junction 4 (Lissenhall). Slip lanes provide access onto the R132 through signalised junctions travelling northbound and southbound.
R126 Hearse Road – is a single carriageway regional road with an approximate width of 6.0m. This road links the R132 and Junction 4 on the M1 to Donabate town, which lies immediately east of Newbridge Demesne. There are no signalised junctions on this road. This road provides access to a number of local roads including Cobbe’s Lane and two accesses into Newbridge Demesne. The R126 passes over the railway line in Donabate. No pedestrian or cyclist facilities are provided along the R126 until the junction with The Square.
Turvey Avenue – is a single carriageway local road ranging from approximately 7.0m wide at the junction with the R132 to approximately 5.0m along the boundary of Newbridge Demesne. This road links the R132 in the west with the R126 in the east at Donabate. There are no signalised junctions on this road. This road provides access to a

number of local roads including Cobbe’s Lane, Turvey Allotments & Nature Reserve, Turvey Golf Club and a number of housing estates. No pedestrian or cyclist facilities are provided along Turvey Avenue until the junction with The Square.
Cobbe’s Lane – lies on the western boundary of Newbridge Demesne. This is a local road with approximate width of 5.0m. This road links Turvey Avenue to the north with R126 to the south. There are no signalised junctions on this road. This road provides a single access to Newbridge Demesne. No pedestrian or cyclist facilities are provided.
R132 – is a dual carriageway regional road that connects Swords, to the south, with Balbriggan to the north. The R132 is approximately 1.24km to the west of Cobbe’s Lane and has junctions with Turvey Avenue and R126. There are two roundabouts on the R126 road providing access to Tesco Donabate Distribution Centre and to Turvey Avenue. No pedestrian or cyclist facilities are provided.

3. Accessibility
3.1. Entrances to Site
The following junctions provide vehicular accessibility to the site.
1. Cobbe's Lane/Newbridge Access Junction – This is a splayed access to Newbridge Demesne providing both right and left turning lanes and presented in 3-1. There is no provision for cyclists. Pedestrians have a small strip of footpath at the junction along the car parks access road.

2. R126 Hearse Road/Newbridge Access Junction – This is a splayed access serving Newbridge Demesne providing both right and left turning lanes and presented in Figure 3-2. There is no provision for pedestrians or cyclists. This is the main entrance to Newbridge Demesne and car parking grounds. There are bus stops provided on both sides of the roadway.

3. R126 Hearse Road/Kilcrea Gate Access Junction – This is the secondary entrance to Newbridge Demesne and shown in Figure 3-3. There are bus stops provided on both sides of the roadway.

4. R126 Hearse Road/Donabate Entrance – This is a temporary entrance to Newbridge Demesne and shown in Figure 3-4 for access to the site from Donabate. There are bus stops provided on both sides of the roadway.

3.2. Pedestrian and Cycling Accessibility
There are no dedicated pedestrian facilities at the Cobbe’s Lane or Hearse Road entrances.
The Square access is pedestrian and cyclist only and is the pedestrian access point from
Donabate Town and train station. The distance from this Demesne entrance to the train
station is approximately 300m.
Pedestrian facilities will be provided to the external Car Park A, crossing Turvey Avenue by
a marshalled crossing to a temporary footway, through adjoining fields, to connect to the
Cobbe’s Lane entrance.
Existing Pedestrian and cycle facilities will be maintained at Lissenhall/M1 junction.
3.3. Public Transport Accessibility
NTA/ Go Ahead Dublin
In terms of public transport provision, regular direct access to the Newbridge has Dublin Bus
routes 33, 33B and 33D serving Donabate Town and the R126. The 33 route serves Lower
Abbey Street to/from Balbriggan, the 33B serves Swords to/from Portrane while the 33D
serves Dublin city centre to Portrane. The 33A serves Swords to/from Balbriggan via the
R132. The nearest bus stops along this route to Newbridge Demesne are at the R132/R126
junction with the M1 and the R132/Batter Lane. These services operate hourly apart from the
peak periods when it is half hourly. The Hearse Road and Kilcrea Gate entrances have bus
stops located directly opposite the entrance gates.
Additional services will be provided for the duration of the event in agreement with Dublin Bus.
Shuttle Bus
A dedicated shuttle bus service will be provided by ?? for the duration of the event. This
shuttle bus service will serve the facilities at Car Parks B, C, and D. This shuttle
bus service will access the venue via the main entrance on Hearse Road, a turning head will
be provided adjacent to Newbridge House.
An additional dedicated Shuttle Bus service to the venue we will serve:
Balbriggan
Skerries via Lusk
Rush
Portrane via Donabate
Swords
Rail
Commuter rail services can be accessed by the nearest train station (Donabate) which is
located within a 1.4km walking distance from Newbridge House, or 300m from Newbridge
Demesne. Trains operate every 10-15 minutes during peak periods and twice per hour in the
off-peak. Routes serving this station include the Drogheda/Dundalk service, Rosslare
Europort service and Commuter services to Bray train station.

The overall analysis of the existing and proposed public transport services show that the site
is accessible and well connected to the city centre, albeit the relative frequency of services is
limited.
For the duration of the event additional rail services will be provided from Malahide to
Donabate in agreement with Irish Rail.

4. Car Parking
4.1. Internal Car parking
A number of car parking locations have been identified within Newbridge Demesne,
indicated on Figure 4-1 (and drawing TSK002-01).
These car parks provide and estimated 6,575 available spaces as indicated in Table 4-1.

4.2. External Car Parking
A number of car parking locations have been identified outside the boundaries of Newbridge
Demesne, indicated on Figure 4-2 (and drawing TSK002-02). These external car parks will
be back up facilities locations served by a dedicated fleets of buses for the duration of the event.

These car parks provide and estimated 6,590 available spaces as indicated in Table 4-2.

4.3. Disabled Parking
Disabled patrons will be directed to park in designated area in the internal car parks via the
Public Transport route using the Hearse Road main entrance. This area is behind the Big Red Barn at
Front of House

5. Traffic Flow Profile
A typical arrival and departure profile has been developed, based on similar events organised
elsewhere, for ‘Flavours of Fingal’ to generate the likely arrival and departure pattern. In the
process of developing an arrival / departure profile, a number of assumptions were made and
are summarised below:
Targeted visitors during the event of 40,000 per day;
Start/ End Time: 10:00 – 19:00 hours; and
Car mode split of 85% with an average car occupancy of 2.5.
Table 5-1 presents a typical arrival and departure profile of visitors with start and end times
from 10:00hrs to 19:00hrs. Applying the car mode split of 85% to the visitor numbers, the car
parking numbers and parking accumulation number is presented. A peak hour occupancy of
the car park is also presented. (e.g. (2,400 visitors X 85% mode split) / 2.5 occupancy = 816
cars).

The link capacity of Hearse Road and Turvey Avenue road sections, which are the main
roads leading to the Newbridge car parking grounds, were examined and it was determined
that, based on the likely traffic generation from the event, that Hearse Road did not have
sufficient capacity to service the event. The traffic management plan has been developed to
exploit the capacity of Turvey Avenue to allow Hearse Road to maintain it’s existing
function, serving Donabate, through the duration of the event.

6. Traffic Movements
6.1. Entrances
Turvey Avenue
For the duration of the event, the traffic management plan has been developed to utilise Cobbe’s
Lane, via Turvey Avenue, as the main public entrance to the event. A supplementary entrance will
be opened, on Cobbe’s Lane, to provide access to Car Park 1. The existing entrance on Cobbe’s
Lane will be used as an exit from the Car Parks.
Hearse Road
The main entrance on Hearse Road, as shown in Figure 6-1 (and drawing TSK002-09), is
reserved for access by:
o Public Transport;
o Emergency Services; and
o Access to disabled parking.

The Kilcrea Entrance, on Hearse Road, will be reserved for exhibitor access through the duration
of the event.
The Donabate Entrance, on Hearse Road, will be used for access/egress for patrons travelling
from Donabate and beyond.
6.2. Internal Car Park Loading
Car parks 1 through 4 are designated for event visitors coming from outside of the Donabate
peninsula and Car Park 5 has been identified for use of Donabate traffic attending the event.
Internal car parks numbers 1 through 4 will be loaded via the entrance on Cobbe’s lane, while
Car Park 5 will be loaded from the eastern end of Hearse Road as indicated in Figure 6-2 (and

TSK002-07). The proposed loading profile for 1 to 4 would be sequentially filled as vehicles
enter the site.
6.3. Internal Car Park Unloading
The internal car parks will be unloaded via the entrance on Cobbe’s lane, and via Hearse
Road for Car Park 5 as indicated in Figure 6-3 (and drawing TSK002-08).

Car Park 1 would be directed to exit north onto Cobbe’s Lane and then marshalled out onto
Turvey Avenue. Other vehicles leaving car parks 2 to 4 would be directed to either turn north
for North Fingal destinations and the M1 northbound or south for Swords and M1
southbound. Vehicles exiting car park 5 would be directed in a similar manner either north or
south.

7. Traffic Management Strategy
For the duration of the event a number of restrictions will be applied to the surrounding road
network to manage the flow of traffic to and from the venue. The main intervention, during
the AM peak, will be restricting Turvey Avenue to a One-Way system to allow access to the
venue, as indicated in Figure 7-1.
Local traffic bound for the Donabate peninsula will be diverted down Hearse Road
During the PM peak a number of these restrictions will be removed to allow for the ease of egress from the venue, as indicated in Figure 7-2. Turvey Avenue will revert to two-way.
These restrictions will also be accompanied by local interventions, during the event, at the
Lissenhall/M1 Junction as shown in Figure 7-3.

Traffic management will be deployed to guide traffic through the junction unopposed and
therefore increasing the capacity of the throughput significantly. Several marshalling points
will be implemented to accommodate pedestrian movements and access and egress for
Emergency Vehicles.

8. Traffic Signage and Plans
8.1. Publication of routes
Routes to the festival will be published on promotional literature and via local media and on
the official website. Routes will be emphasised and highlighted.
8.2. Traffic Management Supplier
We will contract a professional traffic management company to design, deploy, maintain and
remove all traffic management signage related to the event. The Traffic Management
Supplier will be required to produce drawings of all signage, VMS, Marshal and Gardaí
deployments.
8.3. Signage
Routes to the festival will be well signposted and will remain so until the event is over. All
signage will comply with Chapter 8 of the Traffic Signs Manual and will be deployed as per
the design Traffic Management Plan.
8.4. Temporary VMS
Temporary portable VMS will be installed to reinforce the Traffic Management Plan. These
will be located on the M50, M1, and R132 at critical decision points.
8.5. Alternative Route Signage
Alternative route signage will be installed if required.
8.6. Traffic Marshals
The Traffic Management Supplier will supply a number of Traffic Marshals to supervise the
operation of the traffic management for the duration of the event. They will liaise with the
Gardaí prior to undertaking an intervention.
8.7. Vehicle Recovery and Towing
The Traffic Management Supplier will provide, on-site, a manned Vehicle Recovery and
Towing service for the duration of the event to ensure that any breakdowns are dealt with in a
timely manner and to prevent any incident propagating into the surrounding road network.
