GAME OVERVIEW:

* FFP MANAGEMENT reserves the right to reduce the number of games due to unforeseen circumstances.

* All teams must be fully paid exactly on deadline dates before tournament start else teams may be

subject to penalty fees. * Teams not fully paid before the first game of the tournament shall be declined play.

(See Appendix Figure 2)

A coin toss determines first and second possession or direction of play. ALL PLAYERS JERSEYS MUST BE NUMBERED AND SHORTS WITH POCKETS ARE STRICTLY

NOT ALLOWED.

The offensive team takes possession of the ball at their own 5-yard line and has (4) tries to make

at least 25 yards (mid-field). If the team fails to make at least 25 yards (mid-field) after the

4 tries, the ball changes possession and the new offensive team takes over on their 5-yard line.

Once the team makes 25 yards (mid-field), they will have another 4 tries to make 1st down. This

will be same until the offensive team scores or there is a change in possession.

For the first down to be awarded to a team, the ball carrier’s hip must cross mid-field.

Once a team crosses mid-field and gain first down once.

The field shall be 70 yards in length (25 yards per half) with a 10-yard end zone at each end.

The width shall be 35 yards. There will be a 5-yard “NO RUN ZONE” right before 1st down (MID-

FIELD) and the end zones. This will prevent any “power rushing” for short yardage gain.

If a team has a COMPLETE roster ON THEIR FIRST GAME and in the event loses a player and

cannot comply with roster rules for the rest of the day, that team will still be allowed to play with

a “MAN DOWN”.

A team CANNOT start the day with 6 players only

A team CANNOT add a player once roster has been finalized

No player can switch teams once tournament has started.

PLAYER’S CONDUCT:

The league also reserves the right to “DENY” player/s or teams from joining the tournament if it is

deemed that they are not suitable for the leagues evolving culture and games. This includes anyone

or any team that does not wish to abide by the rules and regulations heavily enforced by the FFP and

BLFC. FFP League President/Commissioner’s decision is final.

The League shall “ETERNALLY” AND AUTOMATICALLY BAN ANY PLAYER THAT SHOWS AN

UNSPORTSMANLIKE CONDUCT (ILLEGAL HITS BEYOND PLAY, ON-FIELD/OFF-FIELD TRASH

TALKING), INITIATES FIGHTS (VERBAL/PHYSICAL), AND BREACHES LEAGUE TRUST. Bans are

effective after due process which shall be decided by Commissioner Joseph Pagulayan.

We are a friendly league encouraging flag football community and individual player’s growth.

Anyone/ Any team who shall be seen and considered as detrimental to league expansion and against

a “legal” (non-banned FFP/BLFC member) player’s right to play shall be asked to conform to the

League’s policies or be refused entry to any tournament ran by the FFP/BLFC

Only team captains are allowed to raise any all concerns to the head official. No player may speak to

any other official at any point in the game (based on referee’s discretion).

BADGERING (direct/indirect) will be penalized with unsportsmanlike conduct with a 15 yard penalty;

and automatic first down for defensive calls or loss of down for offensive calls.

o TO BADGER: Verb; Ask (someone) repeatedly and annoyingly for something; pester: direct

or indirect (Oxford Dictionary, 2014).

o INDIRECT BADGERING; Making loud comments within ear-shot of the official shall be

subject to penalty under this clause.

o Second offense on the specific will merit an ejection from the game. Third offense can merit

a banning subject to due process to be presided by Commissioner Joseph Pagulayan.

UNNECCESSARY ROUGHNESS: When any player excessive force with the intent to harm or

physically injure another player.

o Unsportsmanlike Conduct - 15yd; automatic 1st down / loss of down; official warning.

OFFICIAL WARNINGS: Official warnings may be given by the officiating crew for major

offenses and will transcend all games for the duration of the tournament.

GAME SCHEDULE / REGULATION TIME:

All FFP games will be on ALL SUNDAYS except for multiple weekend tournaments wherein the last day will be on a SATURDAY.

Game schedules will be released a week prior to gameday

Teams must field 7 players at all times, with at least 2 females. In the event that a team lacks female

players they may play ONLY UP TO 1 MAN DOWN.

Team roster size is maximum 15 players with at least 2 females.

If a team is not present or is incomplete for their scheduled game they forfeit the game (DEFAULT)

after a 5 minute grace period.

There are TWO (2) 20 minute halves (running time) to a game with a 2-Minute Warning

(stop-time).

Clock stops for out of bounds, incomplete passes , touchdowns, and time outs (LAST 2 mins 2nd

half)

Each time the ball is spotted a team has 30 seconds (play clock) to snap the ball.

o Delay of Game penalty: 5 yards; repeat down.

The play-clock starts when the Line of Scrimmage marker is set by the referee.

The play is set when the Center puts the ball down on the LOS or when the Center touches a “set”

ball on the LOS.

Each team has 2 TIME OUTS per half with 30 seconds for every time-out.

ONLY CAPTAINS, QB, AND THE DEFENSIVE COORDINATOR MAY CALL TIME-OUTS. Only

the head referee may call an official time out.

Regulation time may not end with a penalty called against the offense.

SCORING:

NO PLAYER CAN DIVE INTO THE ENDZONE. Diving shall be penalized from the point of

infraction; 5 yards with use of down.

Once ball has been caught and breaks the “invisible” plane of the endzone, it is

considered a touchdown

Games are played 20 minutes (running time) with a 2-minute warning (stop time). Highest

score at end of regulation wins.

Touchdown = male 6 points; female 7 points

Extra points = 1 ( FIELD GOAL 5 yards out); 2 (10 yards out) *regardless of gender

Safety = 2 points; change possession *regardless of gender

Standing W = 3 points L = 0 points D = 1 point

* For draw, this will be based on win over loss and/or quotient.

OVERTIME:

If the teams are tied at the end of 40 minutes, teams move directly into overtime.

Coin toss determines possession during overtime. “ONE PLAY ONE STOP RULE” applies >

Each team receives one offensive play

5 yards – 1 point (need not be a kick)

10 yards – 2 points

If after the overtime the scores are still tied, the game is considered a draw.

ONLY IN THE SEMI-FINALS and FINALS THAT THE OVERTIME WILL ONLY END WHEN A

CLEAR WINNER CAN BE DECLARED

FORMATION:

OFFENSIVE LINE WILL CONSIST OF A CENTER (C), A GUARD (G) AND A TIGHT END (TE)

AT ALL TIMES. TIGHT END must always line up beside the CENTER.

o Illegal Formation on the Offense – 5 yd penalty; repeat down.

DEFENSIVE MUST LINE UP ON CENTER AND GUARD AT ALL TIMES. LINING UP ON TE

WILL BE OPTIONAL.

o Illegal Formation on the Defence – 5 yd penalty; repeat down.

DEFENSIVE LINEMEN MUST LINE UP AT LEAST HALF BODY IN FRONT OF

CORRESPONDING OFFENSIVE LINEMAN.

o Illegal formation on the Defence – 5 yd penalty; repeat down.

Gender on the line is defined by the offense. Defence must follow suit. Defence must

match the gender of AT LEAST the CENTER and GUARD. If Defence does not have enough

female players, that position will remain vacated.

TIGHT END MUST RAISE HIS/HER HAND BEFORE THE SNAP. Once this gesture is

recognized by referee’s player may lower the hand.

o Illegal Procedure – 5 yd penalty; loss of down.

ONLY THE TIGHT END IS ALLOWED A 2 YARD BUMP-N-RUN ZONE

ANYONE IN THE BACKFIELD IS ALLOWED TO BLOCK.

Teams are allowed to overload on one side. (TE, 3WRS on one side of the field)

PASSING

The QB cannot cross into the neutral zone coming from the snap. This includes jumping over the

neutral zone to make a forward pass.

o 5 yd penalty; repeat down.

There can be an unlimited number of backward pitches, hand-offs, and lateral passes in the

backfield. Any pitch or hand-off with a forward motion is considered a forward pass. Please see ruling

on forward passes in the section below.

A “Forward Pass” is defined as any time a ball is given, thrown, pitched, tossed, or handed off to a

person who is in any way down field from the plane of the passer.

Intentional Grounding is defined as a QB throwing the ball onto an area wherein there is no eligible

receiver.

o 5 yd penalty; use of down.

There may only be ONE FORWARD PASS on every play.

o Illegal procedure - 5 yd penalty; loss of down.

ROUGHING THE PASSER is defined as intentional contact with malice by another player.

o Unsportsmanlike foul – 10 yd; automatic first down.

“Sacking” the quarterback is performed by pulling off a ball carrying quarterback’s flag before he

passes the ball.

Sacking the quarterback while in passing motion must be performed before the ball attains forward

motion (regardless if the ball has left the passers hand).

RUNNING

A “Run Play” is defined as the ball BEING CARRIED across the line of scrimmage.

There can be an unlimited number of backward pitches, hand-offs, and lateral passes in the

backfield. Any pitch or hand-off with a forward motion is considered a forward pass. Please see ruling

on forward passes in the section below.

A “Run Play” in the No Run Zone (see definition of “Run Play” above) will be penalized. Officials will

whistle the play dead once runner has crossed the Line of Scrimmage.

o 5 yd penalty; repeat down.

Absolutely No laterals, pitches or passes of any kind after the ball has crossed the line of scrimmage.

o 5 yd penalty from the point of infraction; used down.

Shoulder Blocking and Diving into the end zone is NOT ALLOWED.

o Diving into End Zone/ Shoulder Blocking – 5 yd penalty from point of infraction; used down.

o In the case of diving touchdowns, the score will be taken back and the ball will be spotted at

5 yd from the point of infraction.

The ball is spotted where the ball carrier’s flag is pulled (tackled)

There is no lead blocking or blocking downfield. Players are allowed to take steps due to momentum

but must have a clear intention of stopping.

o Unsportsmanlike foul – 10 yds; from the spot of the foul; loss of down.

FLAG GUARDING: When an offensive player protects the flag with hands, elbows, forearms, the ball

and any other means aside from hip, torso, or leg movements.

o 5 yd penalty from point of infraction; used down

RECEIVING

A “Reception” is defined as a player catching and having full control of the ball with 2 feet “IN” field.

For a catch to be considered “Inside” the both the player’s feet must be inside the borders of the field

without touching the chalk lining.

“Full control of the ball” is defined as the player catching and having clear and unquestionable control

and possession of the ball.

“Swiping” is defined as a defensive player interfering (swatting at the ball, forcing the ball out of a

receiver’s hand) with a receiver’s “Full Control of the Ball”.

Player must have two feet in bounds when making a catch.

If a player runs out of bounds while running his route, he is not eligible to catch the ball.

A player that is pushed out then re-enters the field is still eligible to catch

Upon successful reception of the ball, only the ball carrier is allowed to run beyond the line of

scrimmage.

A receiver catching the ball in mid-air and eventually falls to ground is allowed to run provided

receiver has not been ONE HAND touched by a defensive player while still down.

If a fallen receiver regains his footing (both knees of the ground) without being touched by a

defensive player, he must be de-flagged.

If the ball makes any and all contact with the ground, the play is whistled dead.

There is no 5 yd bump and run. This will be penalized as illegal contact.

o 10 yd; repeat down.

It is pass interference by either team when any player movement beyond the line of scrimmage

significantly hinders the progress of an eligible player of such player’s opportunity to catch the ball.

o 5 yd from point of infraction

DEAD BALLS

Ball must be snapped between legs, not off to one side.

o The moment ball is raised from the set position it is considered snapped.

o Sissy snaps (When the ball is snapped anywhere not between the legs of the Center), 5yds

repeat down.

Play is dead when:

Ball carriers flag is pulled.

Ball carrier steps out of bounds.

Touchdown is scored.

Whistle is blown

Ball carriers flag falls out – one hand touch rule applies.

When ball carriers knee hits the ground – one hand touch rule applies. (Exception: when ball

carrier has already redefined running motioned and no touch has been made.)

No fumble recovery allowed. Ball is spotted where it hits the ground.

Anytime ball touches the ground, it is considered a dead ball (when Center hikes the ball to QB on

direct snap).

Once ball is in possession and ball hits the ground

Strictly no swiping.

RUSHING THE QUARTERBACK

Offense dictates gender of the defensive match up. Example: If the offense plays 2 girls on the

line defensive needs to play 2 girls as well

If Offense put 3 girls on the line Defence needs not put in 3 girls if an extra girl is unavailable.

Defence then must leave the TE unguarded.

Aside from the defensive line, another player from the defense is allowed to rush the QB provided

player must be 7 yards from the line of scrimmage when the ball is snapped.

Players not rushing the QB may defend at the line of scrimmage.

Once the ball has been handed off/pitched/passed, the 7 yard rule is no longer in effect and all

defenders are eligible to rush.

o Any player inside the 7 yd rushing zone (except DL) may not enter the back field prior to the

ball being handed off/pitched/passed. Any player coming from beyond 7 yards may rush on

the snap. ILLEGAL RUSHER

A special marker or the field official will designate 7 yards from the line of scrimmage.

OFFENSIVE / DEFENSIVE LINE

Coming from a SHOTGUN, it is a DEAD BALL if the ball is not caught by the quarterback

o Coming from a shotgun and it is not caught by the quarterback, if the ball’s initial landing

point is within the end zone, it is considered a SAFETY.

Coming from a DIRECT SNAP, it is a DEAD BALL if quarterback fumbles the snap

If the snap goes DIRECTLY into the endzone, it is considered a SAFETY (2 points & possession)

FALSE START, offensive players may not move in any way before the snap after the ball is set.

(exception for the offensive player in “motion”)

o 5 yd, repeat down

OFFSIDES: When part of the body of a player is on the neutral zone before the ball is snapped.

(applicable to both offense and defence)

o 5 yd, repeat down

ILLEGAL MOTION: a player in Motion may not move or make any forward progress.

o 5 yd, repeat down

NEUTRAL ZONE INFRACTION ON THE DEFENSE: A defensive player (most often a lineman)

may not jump into the neutral or “startle” an offensive player causing him to false start.

o 5 yd, repeat down

HOLDING (OFFENSE): When an offensive lineman (including the TE), grabs or holds any article of

clothing or limb from the opposing player that prevents them from having a free range of motion

inside the box.

o 5 yd, repeat down

BLOCK FROM BEHIND: When an offensive lineman blocks a defensive player behind the lateral

plane of the shoulders.

o A defensive lineman who willingly and consciously gives his back to the offensive line nullifies

this privilege.

o 5 yd, repeat down

TARGETING: Intentionally hitting a player above the shoulder or below the belt (hitting the neck,

clawing the face, cut blocking, hitting the groin.)

o Unsportsmanlike Foul: 10yd; automatic 1st down or loss of down.

PASS INTERFERENCE: Spot of Foul and 1st down (1-yard from end-zone at most)

ILLEGAL CONTACT DOWNFIELD (bump and run, blocking, etc.): 1st down at POI (POINT OF

INFRACTION)

HOLDING: 5 yards at end of run and 1st down

ILLEGAL FLAG PULL (when flag has been pulled even before receiver has the ball): 10 yards and

1st down

ILLEGAL RUSHING (start rush from inside 7 yard marker): 5 yards repeat down

SWIPING: 10 yards and 1st down

***OFFENSE:

FALSE START: 5 yards repeat down

OFFSIDES/ lining up in the neutral zone: 5 yards loss of down

ILLEGAL MOTION (more than 1 person moving, false start, motion, etc.): 5 yards repeat down

HOLDING: loss of 5 yards from LOS used down

ILLEGAL FORWARD PASS (ball is passed after it has crossed the line of scrimmage): 5 yards loss

of down

OFFENSIVE PASS INTERFERENCE (Illegal pick play, pushing off/away defender): 10 yards from

LOS and loss of down

FLAG GUARDING: 10 yards (from point of infraction) loss of down

DELAY OF GAME: clock will stop, 5 yards loss of down

SNAPPING THE BALL BEFORE REFEREES ARE SET (wait for the ready whistle): 5 yards loss of

down.

INTENTIONAL GROUNDING : 5 yards loss of down

NOTE:

1. Referees determine incidental contact, which may result from normal run of play. Only the team

captain may ask the referee questions about rule clarification and interpretation.

2. Player cannot question judgment call.

3. Only the team captain may ask the referee questions about rule clarification and interpretation.

4. Games cannot end on a defensive penalty, unless the offense declines it.

EXTRA POINT:

After a Touchdown is scored an extra play shall be awarded to the team that last scored to give them a chance to earn extra points.

The game clock is stopped and only the play clock starts as the extra play ensues only during the 2 minute warning.

IF FIELD HAS ACCESS TO UPRIGHTS (FIELD GOALS):

PASS OR RUN FROM 10 YARDS = 2 POINTS

FIELD GOAL KICK FROM 5 YARDS = 1 POINT

FIELD GOAL DETAILS:

1) Uprights Standard is 15 ft Length (L) x 6ft in height (H) minimum (Appendix Figure 1)

2) Field Goal attempt Line Up:

OFFENSE: 7 PLAYERS One (1) kicker, One (1) Setter, and Three (3) Offensive Linemen

and Two (2) Wide Receivers.

DEFENSE: 7 PLAYERS One (1) rusher from seven yards, Three (3) Defensive Linemen,

Two (2) Cornerbacks (eligible to blitz as long as they come from 7 yards from LOS)

3) The BALL is set up to 10 YARDS behind the LOS then Kicker raises his hand

4) Play ensues only after Referee blows the whistle and Kicker shouts puts down his hand.

NOTE: IN THE EVENT THERE IS NO ACCESS TO FIELD GOALS THEN EXTRA POINT WILL FOLLOW THE CHOICE BETWEEN A PASS OR RUN FROM 10 YARDS (2 Points) AND PASS FROM 5 YARDS (1 Point)

PENALTIES ON EXTRA POINT:

In the event a penalty is called during the attempt, then a replay or an extra attempt will be granted.

SPORTMANSHIP/ROUGHING

If the field monitor or referee witnesses any acts of tackling, elbowing, cheap shots, blocking, or an

unsportsmanlike act. The game will be stopped and the player can be taken out from the game and

will be removed from the tournament.

Trash talking is illegal. Official has the right to determine if the language is offensive. Player will be

taken out of the game. Same goes if trash talking or heckling comes from the players or coaches

from the sidelines they shall be asked to be taken out of the game/tournament. Refusal to conform

to the rule or leave the playing field shall result in an automatic game loss for the corresponding

team. Upon seeing these players/coaches in succeeding tournament days will automatically result in

the team’s forfeiture for the remaining games of the tournament. (League shall not refund any

registration fees resulting from the enforcement of league policies, rules, regulations)

Foul play will not be tolerated.

Defender must return flag back to ball carrier at all times. –5 yard penalty

Referee only answers to team captains and/or coaches regarding challenge calls
