WINTER WEATHER RESPONSIBILITIES
As the weather turns colder and snow is bound to fall, it is a good to time
to remind our residents of their winter weather responsibilities.
SNOW EMERGENCY ROUTES
The City of Terrytown has two Snow Emergency Routes—Terry Boulevard from North 10th Street to the Carpenter
Center (dead end) and Stable Club Road from Five Rocks Road to North 10th Street.
Ordinance No. 227—
Whenever the city administrator or chairman of the City Council finds, on the basis of falling snow, sleet or freezing rain or a forecast by the United States Weather Bureau or other weather service, that weather conditions will make it neces-sary that motor vehicle traffic be expedited and that parking on snow emergency routes by prohibited or restricted for snow plowing and other purposes, he or she may put into effect a parking prohibition on snow emergency routes.
1. Such parking prohibition shall automatically go into effect without public announcement on any part of any snow emergency route on which there has been an accumulation of snow and ice of 3 inches or more.
2. Once in effect, a prohibition under this section shall remain in effect until terminated by announcement of the city administrator or chairman; provided, any street area which has become substantially clear of snow and ice from curb to curb for the length of the entire block shall be automatically excluded.
3. While the prohibition is in effect, no person shall park or allow to remain parked any vehicle on any portion of a snow emergency route during the time from 8:00 a.m. until 5:00 p.m. of any day.
Whenever a vehicle becomes stalled for any reason on any part of a now emergency route on which there is a parking prohibition in effect, the person operating the vehicle shall take immediate action to have the vehicle towed or pushed off the roadway of the snow emergency rout into the first cross-street which is not a snow emergency route. No person shall abandon or leave a vehicle in the roadway of a snow emergency route except for the purpose of securing assis-tance during the actual time necessary to go to a nearby telephone or to a nearby garage, gasoline station, or other place of assistance and return without delay.
SIDEWALKS
We all have a duty to keep our sidewalks clean to prevent slips, trips and spills.
Ordinance No. 286—
A. It is unlawful for the owner or occupant of any property within the city to allow snow, sleet, ice, mud or other sub-stance to accumulate on any sidewalk which adjoins or passes through the property.
B. Any sidewalk described in subsection (A) shall be cleared within five hours after a storm ceases. However, if the storm causing the accumulation takes place in the nighttime, then the occupant and/or owner shall have until 8:30 a.m. on the morning following the storm to clear the sidewalk.
C. If an owner or occupant fails, after five days’ notice by publication or personal service, to comply with the terms of this section, the city may remove the substance with the cost of removal to be paid out of the street fund. The City Council shall charge the cost of the notice and removal to the person(s) upon whom the notice was served.
