The government is allowing universities to charge up to £9,000 per year, raising the cap from its cur-rent level of £3,290. The government will continue to loan students the money for fees. Each month graduates will pay back 9% of their income above that threshold. The interest rate at which the re-payments are made which is currently 1.5% will be raised. Under a constant amending system, the in-terest rate will rise from 0 for incomes of £21,000, to 3% plus inflation for incomes above £41,000. It was clear cuts needed to be made but there is more time to repay these fees the system is trying to make education more affordable over a period of time but it seems it is only being looked at from the total being paid, and not when its due.

A number of police officers were injured after they came under attack from youths, some wearing scarves to hide their faces, scenes of chaos.

Eight people were taken to hospital with injuries after the violence flared at Millbank Tower, next to the River Thames in central London. Hundreds of pro-testers stormed the building after smashing through the windows chanting "die Tory scum". Rocks, wooden banners, eggs, shards of glass were thrown at po-lice officers trying to beat back the crowd with metal batons and riot shields.

Inside the building, windows were kicked in, desks and chairs were overturned and the walls were daubed with anarchist graffiti.
