6 I. General provisions

1 Name and headquarters

1. TheFédérationInternationaledeFootballAssociation(FIFA)isanassociationregisteredintheCommercialRegisterinaccordancewithart. 60 ff.oftheSwissCivilCode.

2. FIFAheadquartersarelocatedinZurich(Switzerland)andmayonlybetransferredtoanotherlocationfollowingaresolutionpassedbytheCongress.

2 Objectives

TheobjectivesofFIFAare:

a) toimprovethegameoffootballconstantlyandpromoteitgloballyinthelightofitsunifying,educational,culturalandhumanitarianvalues,particularlythroughyouthanddevelopmentprogrammes;

b) toorganiseitsowninternationalcompetitions;

c) todrawupregulationsandprovisionsandensuretheirenforcement;

d) tocontroleverytypeofAssociationFootballbytakingappropriatestepstopreventinfringementsoftheStatutes,regulationsordecisionsofFIFAoroftheLawsoftheGame;

e) topromoteintegrity,ethicsandfairplaywithaviewtopreventingallmethodsorpractices,suchascorruption,dopingormatchmanipulation,whichmightjeopardisetheintegrityofmatches,competitions,Players,OfficialsandMembersorgiverisetoabuseofAssociationFootball.

7I. General provisions

3 Non-discrimination and stance against racism

DiscriminationofanykindagainstaCountry,privatepersonorgroupofpeopleonaccountofrace,skincolour,ethnic,nationalorsocialorigin,gender,language,religion,politicalopinionoranyotheropinion,wealth,birthoranyotherstatus,sexualorientationoranyotherreasonisstrictlyprohibitedandpunishablebysuspensionorexpulsion.

4 Promoting friendly relations

1. FIFAshallpromotefriendlyrelations:

a) betweenMembers,Confederations,Clubs,OfficialsandPlayers.EverypersonandorganisationinvolvedinthegameoffootballisobligedtoobservetheStatutes,regulationsandtheprinciplesoffairplay;

b) insocietyforhumanitarianobjectives.

2. FIFAshallprovidethenecessaryinstitutionalmeanstoresolveanydisputethatmayarisebetweenMembers,Confederations,Clubs,OfficialsandPlayers.

5 Players

TheExecutiveCommitteeshallregulatethestatusofPlayersandtheprovisionsfortheirtransfer,aswellasquestionsrelatingtothesematters,inparticulartheencouragementofplayertrainingbyClubsandtheprotectionofrepresentativeteams,inspecialregulations.

6 Laws of the Game

1. EachMemberofFIFAshallplayAssociationFootballincompliancewiththeLawsoftheGameissuedbyTheIFAB.OnlyTheIFABmaylaydownandaltertheLawsoftheGame.

2. TheIFABisanassociationinaccordancewithSwisslawwithitsheadquarterslocatedinZurich(Switzerland).ThemembersofTheIFABareFIFAandthefourBritishAssociations.

3. Theorganisation,dutiesandresponsibilitiesofTheIFABaregovernedbythestatutesofTheIFAB.

4. EachMemberofFIFAshallplayfutsalinaccordancewiththeFutsalLawsoftheGame,asissuedbytheExecutiveCommittee.

7 ConductofbodiesandOfficials

1. ThebodiesandOfficialsmustobservetheStatutes,regulations,decisionsandCodeofEthicsofFIFAintheiractivities.

2. ExecutivebodiesofMemberAssociationsmayunderexceptionalcircumstancesberemovedfromofficebytheExecutiveCommitteeinconsultationwiththerelevantConfederationandreplacedbyanormalisationcommitteeforaspecificperiodoftime.

8 Officiallanguages

1. English,Spanish,FrenchandGermanaretheofficiallanguagesofFIFA.Englishistheofficiallanguageforminutes,correspondenceandannouncements.

2. MembersareresponsiblefortranslationsintothelanguageoftheirCountry.

3. English,Spanish,French,German,Russian,ArabicandPortuguesearetheofficiallanguagesattheCongress.Qualifiedinterpretersshalltranslateintotheselanguages.DelegatesmayspeakintheirmothertongueiftheyensureinterpretationintooneoftheofficialCongresslanguagesbyaqualifiedinterpreter.

4. TheStatutes,RegulationsGoverningtheApplicationoftheStatutes,theStandingOrdersoftheCongress,decisionsandannouncementsofFIFAshallbepublishedinthefourofficiallanguages.Ifthereisanydivergenceinthewording,theEnglishtextisauthoritative.

10 II. Membership

9 Admission, suspension and expulsion

TheCongressshalldecidewhethertoadmit,suspendorexpelaMember.

10 Admission

1. AnyAssociationwhichisresponsiblefororganisingandsupervisingfootballinallofitsformsinitsCountrymaybecomeaMemberofFIFA.Consequently,itisrecommendedthatallMembersofFIFAinvolveallrelevantstakeholdersinfootballintheirownstructure.Subjecttopar. 5andpar. 6below,onlyoneAssociationshallberecognisedineachCountry.

2. MembershipisonlypermittedifanAssociationiscurrentlyamemberofaConfederation.TheExecutiveCommitteemayissueregulationswithregardtotheadmissionprocess.

3. AnyAssociationwishingtobecomeaMemberofFIFAshallapplyinwritingtotheFIFAgeneralsecretariat.

4. TheAssociation’slegallyvalidstatutesshallbeenclosedwiththeapplicationformembershipandshallcontainthefollowingmandatoryprovisions:

a) alwaystocomplywiththeStatutes,regulationsanddecisionsofFIFAandofitsConfederation;

b) tocomplywiththeLawsoftheGameinforce;

c) torecognisetheCourtofArbitrationforSport,asspecifiedintheseStatutes.

11II. Membership

5. EachofthefourBritishAssociationsisrecognisedasaseparateMemberofFIFA.

6. AnAssociationinaregionwhichhasnotyetgainedindependencemay,withtheauthorisationoftheAssociationintheCountryonwhichitisdependent,alsoapplyforadmissiontoFIFA.

7. ThisarticleshallnotaffectthestatusofexistingMembers.

11 Request and procedure for application

1. TheExecutiveCommitteeshallrequesttheCongresseithertoadmitornottoadmitanAssociation.TheAssociationmaystatethereasonsforitsapplicationtotheCongress.

2. ThenewMembershallacquiremembershiprightsanddutiesassoonasithasbeenadmitted.Itsdelegatesareeligibletovoteandbeelectedwithimmediateeffect.

12 Members’ rights

1. Membershavethefollowingrights:

a) totakepartintheCongress;

b) todrawupproposalsforinclusionintheagendaoftheCongress;

c) tonominatecandidatesfortheFIFApresidency;

d) totakepartincompetitionsorganisedbyFIFA;

e) totakepartinFIFA’sassistanceanddevelopmentprogrammes;

f) toexerciseallotherrightsarisingfromtheseStatutesandotherregulations.

2. TheexerciseoftheserightsissubjecttootherprovisionsintheseStatutesandtheapplicableregulations.

13 Members’ obligations

1. Membershavethefollowingobligations:

a) tocomplyfullywiththeStatutes,regulations,directivesanddecisionsofFIFAbodiesatanytimeaswellasthedecisionsoftheCourtofArbitrationforSport(CAS)passedonappealonthebasisofart. 66par. 1oftheFIFAStatutes;

b) totakepartincompetitionsorganisedbyFIFA;

c) topaytheirmembershipsubscriptions;

d) toensurethattheirownmemberscomplywiththeStatutes,regulations,directivesanddecisionsofFIFAbodies;

e) toconveneitssupremeandlegislativebodyatregularintervals,atleasteverytwoyears;

f) toratifystatutesthatareinaccordancewiththerequirementsoftheFIFAStandardStatutes;

g) tocreatearefereescommitteethatisdirectlysubordinatetotheMember;

13II. Membership

h) torespecttheLawsoftheGame;

i) tomanagetheiraffairsindependentlyandensurethattheirownaffairsarenotinfluencedbyanythirdparties;

j) tocomplyfullywithallotherdutiesarisingfromtheseStatutesandotherregulations.

2. Violationoftheabove-mentionedobligationsbyanyMembermayleadtosanctionsprovidedforintheseStatutes.

3. Violationsofpar. 1 (i)mayalsoleadtosanctionsevenifthethird-partyinfluencewasnotthefaultoftheMemberconcerned.

14 Suspension

1. TheCongressisresponsibleforsuspendingaMember.TheExecutiveCommitteemay,however,suspendaMemberthatseriouslyviolatesitsobligationsasaMemberwithimmediateeffect.ThesuspensionshalllastuntilthenextCongress,unlesstheExecutiveCommitteehaslifteditinthemeantime.

2. AsuspensionshallbeconfirmedatthenextCongressbyathree-quartermajorityoftheMemberspresentandeligibletovote.Ifitisnotconfirmed,thesuspensionisautomaticallylifted.

3. AsuspendedMembershallloseitsmembershiprights.OtherMembersmaynotentertainsportingcontactwithasuspendedMember.TheDisciplinaryCommitteemayimposefurthersanctions.

4. MemberswhichdonotparticipateinatleasttwoofallFIFAcompetitionsoveraperiodoffourconsecutiveyearsshallbesuspendedfromvotingattheCongressuntiltheyhavefulfilledtheirobligationsinthisrespect.

14 II. Membership

15 Expulsion

1. TheCongressmayexpelaMember:

a) ifitfailstofulfilitsfinancialobligationstowardsFIFA;or

b) ifitseriouslyviolatestheStatutes,regulationsordecisionsofFIFA;or

c) ifitlosesthestatusofanAssociationrepresentingAssociationFootballinitsCountry.

2. Thepresenceofanabsolutemajority(morethan50%)oftheMemberseligibletovoteattheCongressisnecessaryforanexpulsiontobevalid,andthemotionforexpulsionmustbeadoptedbyathree-quartermajorityofthevalidvotescast.

16 Resignation

1. AMembermayresignfromFIFAwitheffectfromtheendofacalendaryear.Noticeofresignationmustreachthegeneralsecretariatnolaterthansixmonthsbeforetheendofthecalendaryearandbesentbyregisteredletter.

2. TheresignationisnotvaliduntiltheMemberwishingtoresignhasfulfilleditsfinancialobligationstowardsFIFAanditsotherMembers.

15II. Membership

17 Independence of Members and their bodies

1. EachMembershallmanageitsaffairsindependentlyandwithnoinfluencefromthirdparties.

2. AMember’sbodiesshallbeeitherelectedorappointedinthatAssociation.AMember’sstatutesshallprovideforaprocedurethatguaranteesthecompleteindependenceoftheelectionorappointment.

3. AnyMember’sbodiesthathavenotbeenelectedorappointedincompliancewiththeprovisionsofpar. 2,evenonaninterimbasis,shallnotberecognisedbyFIFA.

4. Decisionspassedbybodiesthathavenotbeenelectedorappointedincompliancewithpar. 2shallnotberecognisedbyFIFA.

18 Status of Leagues and other groups of Clubs

1. LeaguesoranyothergroupsaffiliatedtoaMemberofFIFAshallbesubordinatetoandrecognisedbythatMember.TheMember’sstatutesshalldefinethescopeofauthorityandtherightsanddutiesofthesegroups.ThestatutesandregulationsofthesegroupsshallbeapprovedbytheMember.

2. EveryMembershallensurethatitsaffiliatedClubscantakealldecisionsonanymattersregardingmembershipindependentlyofanyexternalbody.ThisobligationappliesregardlessofanaffiliatedClub’scorporatestructure.Inanycase,theMembershallensurethatneitheranaturalnoralegalperson(includingholdingcompaniesandsubsidiaries)exercisescontrolovermorethanoneClubwhenevertheintegrityofanymatchorcompetitioncouldbejeopardised.

1. TheCongressmaybestowthetitleofhonorarypresident,honoraryvice-presidentorhonorarymemberuponanyformermemberoftheExecutiveCommitteeformeritoriousservicetofootball.

2. TheExecutiveCommitteeshallmakethesenominations.

3. Thehonorarypresident,honoraryvice-presidentorhonorarymembermaytakepartintheCongress.Theymayjoininthedebatesbutmaynotvote.

20 Confederations

1. MembersthatbelongtothesamecontinenthaveformedthefollowingConfederations,whicharerecognisedbyFIFA:

a) ConfederaciónSudamericanadeFútbol–CONMEBOL

b) AsianFootballConfederation–AFC

c) Uniondesassociationseuropéennesdefootball–UEFA

d) ConfédérationAfricainedeFootball–CAF

e) ConfederationofNorth,CentralAmericanandCaribbeanAssociationFootball–CONCACAF

f) OceaniaFootballConfederation–OFC

2. FIFAmay,inexceptionalcircumstances,authoriseaConfederationtograntmembershiptoanAssociationthatbelongsgeographicallytoanothercontinentandisnotaffiliatedtotheConfederationonthatcontinent.TheopinionoftheConfederationconcernedgeographicallyshallbeobtained.

3. EachConfederationshallhavethefollowingrightsandobligations:

a) tocomplywithandenforcecompliancewiththeStatutes,regulationsanddecisionsofFIFA;

b) toworkcloselywithFIFAineverydomainsoastoachievetheobjectivesstipulatedinart. 2andtoorganiseinternationalcompetitions;

c) toorganiseitsowninterclubcompetitions,incompliancewiththeinternationalmatchcalendar;

d) toorganiseitsowninternationalcompetitions,particularlyyouthcompetitions,incompliancewiththeinternationalmatchcalendar;

e) toensurethatinternationalLeaguesoranyothersuchgroupsofClubsorLeaguesshallnotbeformedwithoutitsconsentandtheapprovalofFIFA;

f) attherequestofFIFA,tograntAssociationsapplyingformembershipthestatusofaprovisionalmember.ThisstatusshallgrantAssociationstherighttotakepartintheConfederation’scompetitionsandconferences. AnyotherrightsandobligationsoftheprovisionalmembershallberegulatedbytheConfederation’sstatutesandregulations.ProvisionalmembersmaynottakepartinFIFAfinalcompetitions;

g) toelectordismissthevice-presidentsandtheothermembersoftheExecutiveCommitteetowhichtheyareentitledincompliancewiththeseStatutes;

h) toproposeonecandidatefortheofficeofthefemalememberoftheExecutiveCommitteebasedonproposalsfromitsmemberassociations;

i) tonurturerelationsandcooperationwithFIFAactivelyandconstructivelyforthegoodofthegamethroughconsultativemeetingsandtodiscussandresolveanyproblemsrelatingtotheinterestsoftheConfederationsandFIFA;

j) toensurethattherepresentativesappointedtoFIFAbodiesorelectedtotheExecutiveCommitteecarryouttheiractivitiesonthesebodieswithmutualrespect,solidarity,recognitionandfairplay;

k) tosetupcommitteesthatworkcloselytogetherwiththecorrespondingcommitteesatFIFA;

l) exceptionallytoallow,withFIFA’sconsent,anAssociationfromanotherConfederation(orClubsbelongingtothatAssociation)toparticipateinacompetitionthatitisorganising;

m)withthemutualcooperationofFIFA,totakeanyactionconsiderednecessarytodevelopthegameoffootballonthecontinentconcerned,suchasarrangingdevelopmentprogrammes,courses,conferences,etc.;

n) tosetupthebodiesnecessarytofulfilthedutiesincumbentuponit;

o) toprocurethefundsnecessarytofulfilitsduties.

4. TheExecutiveCommitteemaydelegateotherdutiesorpowerstotheConfederations.Tothisend,FIFAmayconcludeanappropriateagreementwitheachoftheConfederationsconcerned.

5. TheConfederations’statutesandregulationsshallbesubmittedtoFIFAforapproval.

20 V. Organisation

21 Bodies

1. TheCongressisthesupremeandlegislativebody.

2. TheExecutiveCommitteeistheexecutivebody.

3. Thegeneralsecretariatistheadministrativebody.

4. Standingandad-hoccommitteesshalladviseandassisttheExecutiveCommitteeinfulfillingitsduties.TheirprimarydutiesaredefinedintheseStatutesandtheircomposition,functionandadditionaldutiesaredefinedintheFIFAOrganisationRegulations.

21V. Organisation

A. Congress

22 Congress

1. ACongressmaybeanOrdinaryoranExtraordinaryCongress.

2. TheOrdinaryCongressshallbeheldeveryyear.TheExecutiveCommitteeshallfixtheplaceanddate.TheMembersshallbenotifiedinwritingatleastthreemonthsinadvance.TheformalconvocationshallbemadeinwritingatleastonemonthbeforethedateoftheCongress.Thisconvocationshallcontaintheagenda,thePresident’sreport,thefinancialstatementsandtheauditors’report.

3. TheExecutiveCommitteemayconveneanExtraordinaryCongressatanytime.

4. TheExecutiveCommitteeshallconveneanExtraordinaryCongressifone-fifthoftheMembersmakesucharequestinwriting.Therequestshallspecifytheitemsfortheagenda.AnExtraordinaryCongressshallbeheldwithinthreemonthsofreceiptoftherequest.

5. TheMembersshallbenotifiedoftheplace,dateandagendaatleasttwomonthsbeforethedateofanExtraordinaryCongress.TheagendaofanExtraordinaryCongressmaynotbealtered.

23 Vote, delegates, observers

1. EachMemberhasonevoteintheCongressandisrepresentedbyitsdelegates.OnlytheMemberspresentareentitledtovote.Votingbyproxyorbyletterisnotpermitted. 2. DelegatesmustbelongtotheMemberAssociationthattheyrepresentandbeappointedbytheappropriatebodyofthatAssociation.

3. ConfederationdelegatesmaytakepartintheCongressasobservers.

4. Duringtheirtermofoffice,membersoftheExecutiveCommitteemaynotbeappointedasdelegatesfortheirAssociation.

5. ThePresidentshallconducttheCongressbusinessincompliancewiththeStandingOrdersoftheCongress.

24 CandidatesfortheofficeofFIFAPresident,

for the Executive Committee and for the chairmen, deputy chairmen and members of the Audit and Compliance Committee and the judicial bodies

1. OnlytheMembersmayproposecandidaturesfortheofficeofFIFAPresident.AcandidaturefortheofficeofFIFAPresidentshallonlybevalidifsupportedbyatotalofatleastfiveMembers.MembersmustnotifytheFIFAgeneralsecretariat,inwriting,ofacandidaturefortheFIFApresidencyatleastfourmonthsbeforethestartoftheCongress,togetherwiththedeclarationsofsupportofatleastfiveMembers.AcandidatefortheofficeofFIFAPresidentshallhaveplayedanactiveroleinAssociationFootball(e.g. asaPlayeroranOfficialwithinFIFA,aConfederationoranAssociation,etc.)fortwoofthelastfiveyearsbeforebeingproposedasacandidate.

2. ThegeneralsecretariatshallnotifytheMembersofthenamesofproposedcandidatesatleastonemonthbeforethedateoftheCongress.

3. EachConfederationmayproposeonecandidatefortheofficeofthefemalememberoftheExecutiveCommitteebasedonproposalsfromitsmemberassociations.Confederationsmustnotifythegeneralsecretariat,inwriting,ofacandidaturefortheofficeofthefemalememberoftheExecutiveCommitteeatleastfourmonthsbeforethestartoftheCongress.

23V. Organisation

4. TheconditionstobeobservedduringacandidaturefortheofficeofPresidentarestipulatedintheElectoralRegulationsfortheFIFAPresidency.TheseregulationsshallbeissuedbytheExecutiveCommittee.

5. TheExecutiveCommitteemaysubmitproposalsfortheofficesofchairmen,deputychairmenandmembersoftheAuditandComplianceCommitteeandthejudicialbodies.TheExecutiveCommitteeshalldetermineinadvancethenumberofseatstobeassignedtoeachConfederationintherelevantcommittee.Proposalsshallbesubmitted,inwriting,tothegeneralsecretariatatleastfourmonthsbeforethestartoftheCongress.TheprocedureshallbelaiddownintheFIFAOrganisationRegulations.

25 Ordinary Congress agenda

1. TheSecretaryGeneralshalldrawuptheagendabasedonproposalsfromtheExecutiveCommitteeandtheMembers.AnyproposalthataMemberwishestosubmittotheCongressshallbesenttothegeneralsecretariatinwriting,withabriefexplanation,atleasttwomonthsbeforethedateoftheCongress.

2. TheCongressagendashallincludethefollowingmandatoryitems:

a) adeclarationthattheCongresshasbeenconvenedandcomposedincompliancewiththeStatutes;

b) approvaloftheagenda;

c) anaddressbythePresident;

d) appointmentoffiveMemberstochecktheminutes;

e) appointmentofscrutineers;

68 Obligation

1. TheConfederations,MembersandLeaguesshallagreetorecogniseCASas anindependentjudicialauthorityandtoensurethattheirmembers,affiliatedPlayersandOfficialscomplywiththedecisionspassedbyCAS.Thesameobligationshallapplytointermediariesandlicensedmatchagents.

2. RecoursetoordinarycourtsoflawisprohibitedunlessspecificallyprovidedforintheFIFAregulations.Recoursetoordinarycourtsoflawforalltypesofprovisionalmeasuresisalsoprohibited.

3. 1. TheExecutiveCommitteeshalldecidethevenueforthefinalcompetitionsorganisedbyFIFA,withthesoleexceptionofthevenueforthefinalcompetitionoftheFIFAWorldCup™,whichshallbedecidedbytheCongressinaccordancewithpar. 2ofthisarticle.

2. ThedecisiononthevenueforthefinalcompetitionoftheFIFAWorldCup™aimstoachievetheobjectiveofsecuringthebestpossiblehostingconditionsinthehostcountryandshallfollowtheprocedurebelow:

a) BasedonspecificregulationstobeissuedbytheExecutiveCommittee,theFIFAgeneralsecretariatshallestablishafairandtransparentbiddingprocedure,invitingallqualifiedMemberstosubmitabidanddefiningindetailtherequirementsforthebiddingandhostingaswellascriteriaforselectingthehostoftheevent.

b) Basedonitsbestjudgement,theFIFAgeneralsecretariatshallsubmittotheExecutiveCommitteeapublicreportevaluatingthecomplianceofallbidswiththebiddingprocedureandtherequirementsforhostingtheevent,takingintoconsiderationthedefinedcriteriaforselectingthehost.

8 Change of Association

1. IfaPlayerhasmorethanonenationality,orifaPlayeracquiresanewnationality,orifaPlayeriseligibletoplayforseveralrepresentativeteamsduetonationality,hemay,onlyonce,requesttochangetheAssociationforwhichheiseligibletoplayinternationalmatchestotheAssociationofanotherCountryofwhichheholdsnationality,subjecttothefollowingconditions:

a) Hehasnotplayedamatch(eitherinfullorinpart)inanOfficialCompetitionat“A”internationallevelforhiscurrentAssociation,andatthetimeofhisfirstfullorpartialappearanceinaninternationalmatchinanOfficialCompetitionforhiscurrentAssociation,healreadyhadthenationalityoftherepresentativeteamforwhichhewishestoplay.

b) HeisnotpermittedtoplayforhisnewAssociationinanycompetitioninwhichhehasalreadyplayedforhispreviousAssociation.

2. IfaPlayerwhohasbeenfieldedbyhisAssociationinaninternationalmatchinaccordancewithart. 5par. 2permanentlylosesthenationalityofthatCountrywithouthisconsentoragainsthiswillduetoadecisionbyagovernmentauthority,hemayrequestpermissiontoplayforanotherAssociationwhosenationalityhealreadyhasorhasacquired.

3. AnyPlayerwhohastherighttochangeAssociationsinaccordancewithpar.1and 2aboveshallsubmitawritten,substantiatedrequesttotheFIFAgeneralsecretariat.ThePlayers’StatusCommitteeshalldecideontherequest.TheprocedurewillbeinaccordancewiththeRulesGoverningtheProceduresofthePlayers’StatusCommitteeandtheDisputeResolutionChamber.OncethePlayerhasfiledhisrequest,heisnoteligibletoplayforanyrepresentativeteamuntilhisrequesthasbeenprocessed.

66 IV. Sporting integrity

9 Principle of promotion and relegation

1. AClub’sentitlementtotakepartinadomesticleaguechampionshipshalldependprincipallyonsportingmerit.AClubshallqualifyforadomesticleaguechampionshipbyremaininginacertaindivisionorbybeingpromotedorrelegatedtoanotherattheendofaseason.

2. Inadditiontoqualificationonsportingmerit,aClub’sparticipationinadomesticleaguechampionshipmaybesubjecttoothercriteriawithinthescopeofthelicensingprocedure,wherebytheemphasisisonsporting,infrastructural,administrative,legalandfinancialconsiderations.LicensingdecisionsmustbeabletobeexaminedbytheMember’sbodyofappeal.

3. AlteringthelegalformorcompanystructureofaClubtofacilitateitsqualificationonsportingmeritand/oritsreceiptofalicenceforadomesticleaguechampionship,tothedetrimentoftheintegrityofasportscompetition,isprohibited.Thisincludes,forexample,changingtheheadquarters,changingthenameortransferringstakeholdingsbetweendifferentClubs.ProhibitivedecisionsmustbeabletobeexaminedbytheMember’sbodyofappeal.

4. EachMemberisresponsiblefordecidingnationalissues,whichmaynotbedelegatedtotheLeagues.EachConfederationisresponsiblefordecidingissuesinvolvingmorethanoneAssociationconcerningitsownterritory.FIFAisresponsiblefordecidinginternationalissuesinvolvingmorethanoneConfederation.

67V. Laws of the Game

10 Amendments to the Laws

1. FIFAshallnotifyitsMembersofanyamendmentsanddecisionsregardingtheLawsoftheGamewithinonemonthoftheordinaryannualmeetingofTheIFAB.

2. TheMembersshallenforcetheseamendmentsanddecisionsnolaterthan1JulyfollowingTheIFAB’sannualmeeting.ExceptionsmaybegrantedonlytoMemberswhosefootballseasonhasnotterminatedbythisdate.

3. MembersmayapplysuchamendmentsanddecisionsassoonastheyhavebeenissuedbyTheIFAB.

11 Nomination

1. EachrefereeandassistantrefereeappointedtoaninternationalmatchshallbelongtoaneutralMemberunlessotherwisepreviouslyagreedbytheMembersconcerned.

2. TherefereeandassistantrefereeschosentoofficiateataninternationalmatchshallbeincludedintheofficialFIFAListofInternationalRefereesandAssistantReferees.

12 Report

1. Therefereeofeveryinternational“A”matchshallsendareportwithin48hoursofthematchbothtoFIFAandtheMemberonwhoseterritorythematchwasplayed.

2. ThisreportshallbemadeontheofficialformgiventotherefereebytheMemberunderwhosejurisdictionthematchwasplayed.

3. Thereportshallrecordallthedisciplinarymeasurestakenandthereasonsforthesemeasures.

13 Reimbursement

1. Refereesandassistantrefereesatinternationalmatchesshallbeentitledto:

a) adailyallowance;

b) reimbursementoftravelexpenses.

FIFA’sExpensesRegulationsshalldeterminetheamounts,travelcategoryandnumberofdaysdueforreimbursementtowhichrefereesandassistantrefereesareentitled.

2. TheamountowedtotherefereesandassistantrefereesshallbepaidtotheminaneasilyconvertiblecurrencyonthesamedayasthematchbytheorganisingMember.

3. TheexpensesforhotelandboardincurredbyrefereesandassistantrefereesofinternationalmatchesshallbebornebytheorganisingMember.

70 VII. Final provisions

14 Objectives

1. FIFAshallensurethatitsobjectivesareachievedandsecuredsolelybyusingsuitablematerialandhumanresourceseitherofitsownorbydelegatingtoMembersorConfederationsorbyworkingwiththeConfederationsinaccordancewiththeFIFAStatutes.

2. Withreferencetoart. 2 (e)oftheFIFAStatutes,FIFAshalltakeactionespecially,butnotexclusively,againstirregularbettingactivities,dopingandracism.Theseactivitiesareprohibitedandsubjecttosanctions.

15 Enforcement

TheRegulationsGoverningtheApplicationoftheStatuteswereadopted attheCongressinSãoPauloon11June2014andcomeintoforceon1April2015.

1 Participation in the Congress

1. EachMembermayberepresentedattheCongressbyamaximumofthreedelegates,allofwhommaytakepartinthedebates.

2. Thenamesofthedelegates,includingtheonewiththerighttovote,shallbesubmittedtothegeneralsecretariatbeforetheopeningoftheCongress.Thegeneralsecretariatentersthedelegatesmentionedontoalist(numbered1 to 3).Thedelegatewiththerighttovoteisenteredasnumber 1.IfthedelegatewiththerighttovoteleavestheCongressduringthedebates,thedelegateenteredasnumber 2ontheMember’sdelegationlistisentitledtovote.Ifthisdelegateisalsoabsent,thedelegateenteredasnumber 3isentitledtovote.

3. FIFAshallbearthecostsoftravelandaccommodationforthreedelegatesofeachMembertakingpartintheCongress.TheExecutiveCommitteeshallissueappropriatedirectivesinthisconnection.

2 Chair

1. ThePresidentshallchairtheCongress.IfthePresidentisunabletoattend,thelongest-servingvice-presidentavailableshalldeputise.Ifnoneofthevice-presidentsispresent,theCongressshallelectamemberoftheExecutiveCommitteeaschairman.

2. ThechairshallensurethattheCongressisconductedinstrictcompliancewiththeseStandingOrders,openandclosetheCongressanddebates,and,unlesstheCongressdecidesotherwise,grantdelegatespermissiontospeakandconductalldiscussions.

3. Thechairshallberesponsibleformaintainingorderduringdebates.HemaytakethefollowingactionagainstanyCongressparticipantwhodisturbsthedebates:

a) acalltoorder;

b) areprimand;

c) exclusionfromoneormoresessions.

4. Ifanappealismadeagainstsuchaction,theCongressshalldecideimmediatelywithoutdebate.

3 Scrutineers

Atthebeginningofthefirstsession,theCongressshallappointanadequatenumberofscrutineerstocountthevotesandtoassisttheSecretaryGeneralindistributingandcountingvotingpapersissuedfortheelections.TheExecutiveCommitteemaydecidetouseelectronicequipmenttodeterminetheresultsofavote.

4 Interpreters

OfficialinterpretersshallbeappointedtotranslateintotheofficiallanguagesoftheCongress.TheyshallbeappointedbytheSecretaryGeneral.

5 Debates

1. Debatesoneachitemontheagendashallbeprecededbyashortreport:

a) bythechairoramemberoftheExecutiveCommitteedesignatedforthispurpose;

b) byarepresentativeofthecommitteedesignatedbytheExecutiveCommitteetogiveareport;

c) byadelegatefromtheMemberthatrequestedtheitembeincludedintheagenda.

2. Thechairthenopensthedebate.

6 Speakers

1. Permissiontospeakisgrantedintheorderinwhichitisrequested.Aspeakermaynotbeginspeakinguntilhehasobtainedpermissiontodoso.SpeakersshalladdresstheCongressfromtherostrumintendedforthispurpose.

2. Aspeakermaynotspeakforasecondtimeonthesameitemuntilallotherdelegateswhohaverequestedpermissiontospeakhavespoken.

7 Proposals

1. Allproposalsshallbesubmittedinwriting.Proposalswhicharenotrelevanttothesubjectunderdiscussionshallnotbeadmittedtothedebate.

2. Anyamendmentshallbedrawnupinwritingandpassedtothechairbeforebeingputtothedebate.

8 Procedural motions and closing of debates

1. Ifaproceduralmotionismade,discussiononthemainquestionshallbesuspendeduntilavotehasbeentakenonthemotion.

2. Ifamotionismadetoclosethediscussion,itshallimmediatelybeputtothevotewithoutdebate.Ifthemotionisapproved,permissiontospeakshallonlybegrantedtothoseMemberswhohaveaskedtospeakbeforethevotewastaken.

3. ThechairshallclosethediscussionunlesstheCongressdecidesotherwisebyasimplemajority(morethan50%)ofthevalidvotescast.

9 Votes

1. Votingbysecretballotisprohibited.

2. Beforeeachvote,thechair,orthepersondesignatedbyhim,shallreadthetextoftheproposalaloudandexplainthevotingprocedure(quorum)totheCongress.Ifanobjectionisraised,theCongressshalldecideimmediately.

3. Votesmaybetakenbyrollcallifrequestedbyatleast15oftheMemberspresentandeligibletovote.

4. No-oneiscompelledtovote.

5. Asarule,votesaretakenbyashowofhands(votingcards)orbytheuseofelectronicequipment.

6. Proposalsshallbeputtothevoteintheorderinwhichtheyaresubmitted.Iftherearemorethantwomainproposals,theyshallbeputtothevoteinsuccessionandthedelegatesmaynotvoteformorethanoneoftheproposals.

7. Alterationstoamendmentsshallbeputtothevotebeforetheamendmentsproper,andamendmentsbeforethemainproposal.

8. Proposalswithoutavoteagainstareregardedashavingbeenpassed.

9. ThechairshallchecktheresultsofthevoteandannounceittotheCongress.

10. No-oneispermittedtospeakduringthevoteanduntilaftertheresulthasbeenannounced.

10 Elections

1. Electionsshallbecarriedoutbysecretballotwithballotpapersorbyusingtelevoters,electronicvotecountersthatguaranteethesecrecyoftheelection.ElectionsofthePresidentshallnotbecarriedoutbyusingtelevoters.TheSecretaryGeneral,assistedbythescrutineers,shallconductthedistributionandcountingoftheballotpapersorthedistributionandevaluationofthetelevoters.

2. Thenumberofballotpapersthathavebeendistributedshallbeannouncedbythechairbeforethecount.

3. Ifthenumberofballotpapersreturnedisequaltoorlessthanthenumberofballotpapersdistributed,theelectionshallbedeclaredvalid.Ifthenumberreturnedexceedsthatoftheballotpapersdistributed,thevoteshallbedeclarednullandvoidandanothervoteshallbetakenimmediately.

4. Thechairshallannouncetheresultofeachballot.

5. TheSecretaryGeneralshallputtheballotpapersthathavebeencollectedandcountedintoenvelopesintendedforthispurposeandsealthemimmediately.Thegeneralsecretariatshallkeeptheseenvelopesanddestroythem100daysaftertheendoftheCongress.

11 Calculation of majorities

1. Thesimplemajority(morethan50%)shallbecalculatedforelections,votesandotherdecisionsonthebasisofthenumberofvalidballotpaperscollectedorthenumberofvalidvotescastelectronically.Blankballotpapers,invalidvotesorelectronicvotesmanipulatedinanyotherwayaswellasabstentionsshallbedisregardedwhencalculatingthesimplemajority.

2. Theabsolutemajority(morethan50%)shallbecalculatedonthebasisofthenumberofMemberspresentandeligibletovote.

3. IfduringanelectionaMembercaststwoormorevotesinsupportofonecandidateononeballotpaperorthroughanelectronicvotecounterinanelectionround,orifduringavoteaMembercaststwoormorevotesforthesamematter,onlythelastvotecastshallbeconsideredvalidandcounted.

12 Independence

1. AcandidatefortheofficeofchairmanordeputychairmanoftheAuditandComplianceCommitteeorofeitherofthetwochambersoftheEthicsCommitteeshallnotbeconsideredindependentif,atanytimeduringthefouryearsprecedinghisterm,heoranyfamilymember(spouse,children,stepchildren,parents,siblings,domesticpartner,parentsofspouse/domesticpartnerandsiblingsandchildrenofdomesticpartner):

• heldanypaidpositionormaterialcontract(directlyorindirectly)withFIFAand/oranyMember,Confederation,LeagueorClub(includinganyoftheiraffiliatedcompanies/organisations);

• wasemployedbyFIFA’soutsidelegalcounselorbyFIFA’sauditor(andwasengagedinauditingFIFA);

• heldanypaidorvoluntarypositionwithanon-profitorganisationtowhichFIFAand/oranyMember,Confederation,LeagueorClubmakesannualpaymentsinexcessofUSD 100,000.

2. TheinvestigatorychamberoftheEthicsCommitteeshallreview,atleastannually,thattheindependencecriteriaaremetbythecandidatesfortheofficesofchairmananddeputychairman,orbytheincumbentchairmananddeputychairmanoftheAuditandComplianceCommittee.

3. TheAuditandComplianceCommitteeshallconductthereviewsassetoutaboveinrespectofthecandidatesfortheofficesofchairmenanddeputychairmen,ortheincumbentchairmenanddeputychairmenofbothchambersoftheEthicsCommittee.

4. DetailsarestipulatedintheFIFAOrganisationRegulations.

13 Integrity check

1. ThecandidatesfortheofficesofthePresident,thevice-presidents,thefemalememberandtheothermembersoftheExecutiveCommittee,thechairman,deputychairmanandmembersoftheAuditandComplianceCommitteeandthechairmen,deputychairmenandmembersofthejudicialbodiesshallbesubjectedtoanintegritycheckpriortotheirelection.

2. TheintegritycheckforthecandidatesfortheofficesofthePresident,thefemalememberoftheExecutiveCommittee,thechairman,deputychairmanandmembersoftheAuditandComplianceCommitteeandthechairmen,deputychairmenandmembersofthejudicialbodiesshallbeconductedbytheinvestigatorychamberoftheEthicsCommittee.

3. Theintegritycheckforthecandidatesfortheofficesofchairmen,deputychairmenandmembersofbothchambersoftheEthicsCommitteeshallbeconductedbytheAuditandComplianceCommittee.

4. Theintegritycheckforthecandidatesfortheofficesofthevice-presidentsandtheothermembersoftheExecutiveCommitteeshallbeconductedbytherespectiveConfederationpriortotheirelectioninaccordancewiththestandardsestablishedintheFIFAOrganisationRegulations.TherespectiveConfederationshallprovidetheFIFAgeneralsecretariatwiththeresultoftheintegritycheckconductedbytheConfederationforitsinformation.

5. Theintegritycheckshallbeconductedagainpriortoare-electionorextensionofthemandate.

6. FurtherprovisionsgoverningtheintegritycheckshallbestipulatedintheFIFAOrganisationRegulations.
