    Introduction1IntheeventofacatastrophicincidentorthreattotheNationalCapitalRegion(NCR),thesignificant2

    federalpresencewouldbothnecessitateandcomplicatearobustresponse. Inordertofacilitatethe3

    coordinationthat

    would

    be

    required

    for

    the

    integration

    of

    federal,

    state,

    and

    local

    response

    efforts,

    the

    4

    OfficeofPersonnelManagement(OPM)andtheFEMAOfficeofNationalCapitalRegionCoordination5

    (NCRC)havecompiledthisdraftNCRFederalConceptPlan(CONPLAN)ofCatastrophicPlanning6Assumptions.7

    Forplanningpurposes,acatastrophicincidentisdefinedintheNationalResponseFrameworkasany8

    naturalormanmadeincident,includingterrorism,whichresultsinanextraordinarylevelofmass9

    casualties,damage,ordisruptionseverelyaffectingthepopulation,infrastructure,environment,10

    economy,nationalmorale,and/orgovernmentfunctions.11

    Furtherdiscussionregardingthenatureofcatastrophicevents,includingriskanalyses,limitations,and12

    criticalassumptions,isprovidedintheNCRCatastrophicIncidentStrategicPlan,finalizedonJanuary,2,13

    2010.14

    Background15CoordinationamongfederaldepartmentsandagenciesintheNCRduringacatastrophiceventiscritical16

    toprotectinglifeandproperty;however,nosinglecomprehensivepolicyexiststocoordinatethe17

    protectivemeasuresnecessarytosafeguardthefederalworkforceduringsuchanevent.18

    StateandlocaljurisdictionswithintheNCRareresponsiblefordevelopingemergencyoperationsplans,19

    whichincludeprovisionsforpublicsafety. TheNCRjurisdictionshavedevelopedvariousmechanismsto20

    coordinateemergencymanagementactivities,includingaRegionalEmergencyCoordinationPlan21

    (RECP),RegionalEmergencySupportFunctions(RESFs),anNCRFirstHourChecklist,andvarious22

    MemorandaofUnderstanding(MOUs). (Formorereferences,pleaseseeAppendixB.)23

    However,therewasnoestablishedmechanismtocoordinateanddeconflicttheplanningassumptions24

    andpotentialprotectiveactionsthatfederalagenciesmayimplementfollowingacatastrophicincident25

    intheNCR.26

    Purpose27ThepurposeofthisCONPLANistoidentifytheauthorities,responsibilities,andpotentialactionsofkey28

    federaldepartmentsandagenciesthatmayberelevantduringacatastrophicincidentintheNCR29

    particularlyanincidentthatmaytriggerthelargescaleearlyreleaseoffederalemployeesormass30

    evacuationoftheregion.31

    ThisCONPLANrepresentsthefirstefforttocapturetheplanningassumptions,anticipatedcoordinating32

    mechanisms,andpossibleactionsthatfederaldepartmentsandagenciesmayimplementwithinthe33

    Thisdocumentisnotanoperationalplan,butratheracollectionofauthoritiesandassumptions,which36

    willbemadeavailabletoNCRstakeholderstoinformotheremergencyplanningefforts. Nothinginthis37

    documentsupersedes

    or

    replaces

    any

    other

    existing

    plans,

    authorities,

    agreements,

    or

    responsibilities.

    PlanningProcess39InDecember2009,representativesfromFEMANCRCandOPMestablishedanewsubcommitteeofthe40

    JointFederalCommittee(JFC),calledtheNCRFederalWorkforcePreparednessSubcommittee41

    (NFWPSC),whichguidedthedevelopmentofthisCONPLAN.42

    Aspartofthiseffort,FEMANCRCandOPMstaffinterviewedrepresentativesfromacrosssectionof43

    federalagenciestodetermine:44

    Supportneededfrommunicipal,county,andstateentitiesduringacatastrophicincidentinthe45NCR,giventhatOPMorotherappropriateauthorityhascalledfortheearlyreleaseofallfederal46

    employees;47

    Externalauthoritiesorresponsibilitiesthatmayaffecttheplansoroperationsofother48stakeholders;49

    Protectivemeasuresoractionsthatmightbetakentoprotectemployeesofeachagency50(particularlymeasuresthatmightimpactotheragencies);51

    communityintheNCR. Asthiseffortprogresses,planningassumptionsandauthoritiesfromadditional61

    departmentsandagenciescanbeincluded,andexistingsummariescanbeenhanced.62

    Under

    current

    law,

    only

    the

    GovernorsofMarylandandVirginia,andtheMayoroftheDistrictofColumbia,mayissueevacuation92

    ordersfortheirrespectivejurisdictions.93

    However,OPMcouldcallfortheearlyreleaseofallfederalemployeesintheNCR,andtheWhiteHouse94

    couldchangetheContinuityofOperations/ContinuityofGovernmentCondition(COOP/COGCONLevel)95

    forallexecutivedepartmentsandagencies,which,whencombined,mayhavethesamepracticaleffect96

    asanevacuationoffederalemployees.97

    1. Eachfederaldepartmentandagencydevelops,maintainsand,whennecessary,implementsan100OccupantEmergencyPlan(OEP)toprotectlifeandpropertyinfederallyoccupiedspaceunder101

    emergencyconditions(41C.F.R.10271.20).102

    2. FederaldepartmentsandagencieswithintheNCRhavecurrent,approvedplansthatdescribe103theevacuationand/orshelterinplaceproceduresfortheirfacilitiesandpersonnel.104
