Dear Federal Fleet Professional,

On behalf of the U.S. General Services Administration (GSA), welcome to FedFleet 2021.

Every year, FedFleet is a unique, educational experience that gathers fleet management and automotive procurement professionals for a week of training. FedFleet is a chance to collaborate and share what is happening in fleet management. While this year’s digital format is different than usual, I’m glad that we still have this chance to interact directly with you, our valued customers.

This year, FedFleet is offering 25 different training sessions. The conference will begin with the New Fleet Manager Training which always provides great resources and information for individuals who are new to the fleet manager role. We know that electrification is on everyone’s mind, so throughout the week we have sessions on everything from charging stations to electric vehicle suitability. At the end of the training event, please also join us for closing remarks by Gina McCarthy, the White House National Climate Advisor, Katy Kale, GSA’s Acting Administrator, and Charlotte Phelan, GSA’s Assistant Commissioner for Travel, Transportation, and Logistics.

I want to thank our industry and agency partners for their continued dedication to FedFleet. Throughout the week, we have speakers and panelists from various offices in GSA, the U.S. Department of Energy, and nine other Federal agencies. We will also hear from several industry experts throughout the training event. This cross-industry collaboration provides a great opportunity to learn and discuss federal fleet topics.

Over the next several days, we have a great series of training sessions planned, and I encourage you to take advantage of them and attend as many as you can. Whether you are interested in learning more about electrifying your fleet or understanding federal fleet policy, all of the session leaders are ready to walk you through the different topics and answer any questions you may have.

FedFleet 2021 Speakers

Gina McCarthy is the first National Climate Advisor—the president's chief advisor on domestic climate policy—and leads the White House Office of Domestic Climate Policy focused on mobilizing a whole-of-government approach to tackling the climate crisis, creating good-paying, union jobs, and securing environmental justice. Previously, she served as 13th Administrator of the Environmental Protection Agency and then as President and CEO of the Natural Resources Defense Council (NRDC). One of the nation’s most trusted and accomplished voices on climate issues, she has been at the forefront of environmental and public health progress in a variety of leading roles for over three decades.

In her time leading the EPA, McCarthy oversaw successful efforts to reduce greenhouse gases, mitigate air pollution, conserve critical water sources, and safeguard vulnerable communities from chemical hazards. She spearheaded the Obama-Biden Administration’s Clean Power Plan, which set America’s first-ever national standards for lowering carbon emissions from power plants, and helped pave the way for the Paris Climate Agreement. Prior to her role with the NRDC, McCarthy was a professor at the Harvard T.H. Chan School of Public Health and currently serves as chair of the board of directors of the Harvard Center for Climate, Health, and the Global Environment.

Throughout her career, McCarthy has advised five administrations of both Democratic and Republican Massachusetts governors on environmental matters, and she served as Commissioner of the Connecticut Department of Environmental Protection prior to being appointed by President Obama to head up the EPA’s Air Office. As EPA administrator, she pursued innovative global collaborations with the United Nations and the World Health Organization, and on global efforts to address pollution. Born and raised in Boston, McCarthy graduated from the University of Massachusetts Boston and earned a master of science at Tufts University.

Katy Kale is the Deputy Administrator, and current Acting Administrator of the General Services Administration under the Biden-Harris Administration.

In this capacity, she leads a staff of more than 11,200 GSA employees nationwide, overseeing more than 370 million square feet of property, approximately $75 billion in annual contracts, 4.9 million government credit and purchase cards, and 225,000 leased vehicles within GSA’s fleet.

Prior to serving as the Deputy Administrator and Acting Administrator of GSA, Katy was President & Chief Operating Officer of Elevate. There she led growth strategy, operational process, financial planning, and performance management, and ensured they were aligned with the broader purpose of serving the nonprofit sector.

A public servant at heart, Katy was a senior leader in the Obama Administration, serving as Assistant to the President for Management and Administration, Director of White House Operations, and Chief of Staff of the US General Services Administration. She also served 10 years in the United States Senate working on operational and legislative issues for several Senators.

Katy is a graduate of George Mason University.

Charlotte Phelan joined GSA on November 25, 2019, as the Assistant Commissioner for the Office of Travel, Transportation, and Logistics (TTL). Ms. Phelan comes to GSA from the Department of the Navy, where she served on the staff of the Deputy Assistant Secretary of the Navy – Research, Development, Test & Evaluation as the Director for Naval Research and Development Establishment.

As Assistant Commissioner for TTL, Ms. Phelan provides strategic direction and oversight for GSA’s Offices of Fleet Management and Travel, Employee Relocation and Transportation. TTL also serves as the Government-wide Category Manager for the non-tactical motor vehicle and travel categories.

Ms. Phelan has a B.S. in Information Technology and an M.S. in Information Technology with a concentration in Security, Assurance, and Digital Forensics. She is currently pursuing a Doctor of Business Administration with an estimated completion of September 2021.

Bill Toth is the Director for GSA Fleet which provides safe, reliable, low-cost lease vehicles and economical fleet management services to federal agencies and acquires all non-tactical vehicles for federal agencies, purchasing over 50,000 vehicles annually.

By consolidating all federal agency requirements, this leverages the government’s buying power to achieve significant discounts of 24 percent or more below manufacturer’s invoice prices. In fiscal year 2020, these discounts equated to more than $509 million in cost avoidance/savings for federal agencies. The leasing program manages over 226,000 vehicles, providing non-tactical support to civilian and military customer agencies. GSA Fleet manages all aspects of a full service leasing program, including vehicle acquisition, maintenance and repair, and accident management.

Mr. Toth has worked for the federal government for over 30 years and he brings a diverse background of management and operational experience, serving in various positions across the former Federal Supply Service (FSS) and in the Federal Acquisition Service (FAS). Mr. Toth previously served as the Director of the Planning and Performance Division in the Office of Strategic Business Planning and Process Improvement. Prior to this, he was the Director of the Service Contract Division in the FSS Office of Commercial Acquisition; and Chief of the Program Operations Branch in the Office of Transportation and Property Management.

Mr. Toth earned a bachelor’s degree in finance from Towson University in 1990, and a master’s degree in business administration in 2005 from Marymount University.

Connie Aaron is a Program Analyst for GSA’s Office of Government-wide Policy with more than 30 years of experience in Federal fleet management. She previously worked for GSA Fleet where she was responsible for overseeing two Fleet Management Centers with 6,000 federally owned and leased vehicles in the Washington, DC area. Connie holds the designation of Certified Federal Fleet Manager (CFFM) through the National Property Management Association (NPMA).

Al Adams is Chief Product Cybersecurity Officer at General Motors, responsible for the end-to-end security posture of General Motors vehicles and connected services globally. Adams joined General Motors in 1993 as an Electrical Development Engineer and held a variety of validation and design and leadership responsibilities throughout his early career.

In 2011, Adams was appointed Director of the HVAC/Electrical Engineering Department at the Pan-Asia Technical Automotive Center (PATAC) joint venture in Shanghai China. In China, he grew the capacity and capability of the organization, culminating with his team’s creation of a new small car electrical architecture launched in multiple countries. After his overseas role, Adams became Director of Electrical Architecture in GM North America, a key leadership role in the launch of the Vehicle Intelligence Platform Electrical Architecture (VIP). Adams was then named Chief Product Cybersecurity Officer in December 2019.

Adams received a Bachelor of Science Degree in Electrical Engineering from Kettering University (formerly GMI) in 1993, and a Master of Science Degree in Electrical and Computer Engineering from Oakland University in 1995.

Eric Adams is a Policy Analyst for GSA’s office of Government-wide Policy. He is a graduate of George Mason University’s Schar School of Public Policy. As a member of the Motor Vehicle Division, Eric is contributing to efforts to establish evidence-based policies and regulations that help agencies improve the effectiveness and efficiency of managing their assets.

Lander Allin leads the GSA Fleet Offering Support Division. He has served in a variety of roles with GSA Fleet including as head of the Agency Reform Plan effort, and as director of the Leasing Support Division, and the Acquisition and Remarketing Division. Lander has been with GSA Fleet for over 20 years. He holds a bachelor’s degree in American Government and a master’s in Urban Planning from the University of Virginia.

Shilpan A. Amin is vice president, GM Global Purchasing and Supply Chain (GPSC), a position he has held since November 2019.

Amin is responsible for the strategic direction of GM’s worldwide purchasing, supply chain and logistics operations. Drawing on extensive technical expertise as a leader in purchasing and engineering, he is focused on collaborating with GM’s 20,000 global suppliers to deliver exceptional vehicle quality, innovation and value to GM customers.

Prior to this role, Amin was executive director of Global Purchasing Interiors and Exteriors for General Motors where he led a team of 200 members and more than 600 suppliers.

Amin began his career with GM in 1996 as a product engineer in advanced product development for steering systems. He has held various leadership roles within GM’s vehicle engineering and Global Purchasing and Supply Chain organizations, including executive director of Global Purchasing and Supply Chain Program Management and executive director Global Propulsion Systems Engineering Vehicle Integration and Operations.

Amin is on the external Board of Directors for the Pontiac Regional Chamber as well as the Asian Pacific American Chamber of Commerce. He serves on the Leadership Advisory Board for the General Motors

Asian Connections Business Resource Group. He previously served on the Board of Directors for General Motors Global Propulsion Systems Venture Capital and continues to lead the Forward Marine project to use GM’s electrification technology leadership to transform the marine industry.

He has earned a Transformational Leadership certificate from Stanford University’s Graduate School of Business and holds two advanced degrees: a master’s degree in engineering from Rensselaer Polytechnic Institute and an MBA from the University of Southern California’s Marshall School of Business. He earned his bachelor’s degree in mechanical engineering from Michigan State University.

Stephanie Anderson is a Data Analytics Specialist in OGP's Office of Evidence and Analysis. She has been with GSA for 7 years, since October of 2014. Since starting at GSA, Stephanie has worked on several data projects and initiatives from Mission Support Benchmarking to the President’s Management Agenda Key Performance Indicators (KPIs) to the Motor Vehicle Fleet. She has seen the transformation of the Fleet data from the aggregate to the asset-level, and is excited for the additional analysis capabilities that this granular level Fleet data brings.

Dave Bailey has been with GSA since June 2015 and is a GSA Fleet Service Representative (FSR) at the Salt Lake City Fleet Management Center (FMC). He is responsible for 850 vehicles and 45 Federal Customers. Prior to joining GSA, Dave worked civil service at Hill Air Force Base as a Vehicle Control Officer for 13 years where he controlled over 600 Air Force owned, leased vehicles and equipment assets, Prior to that Dave served in the Navy / Seabees (CM1) for 9 years.

Maria Banuelos is a Zone 4, Region 9 Senior Fleet Service Representative. She also held the Sales Contracting Officer position in Arizona for 5 years. Mrs. Banuelos started her career with the Arizona Fleet Management Center 32 years ago this July. She currently manages 74 customers and 728 vehicles. She holds a Bachelor’s degree in Business Management from Arizona State University.

Devin Beckes is a GSA Fleet, Fleet Service Representative (FSR) at the Pittsburgh Fleet Management Center, New Cumberland Field Office. He is responsible for 655 vehicles assigned to 45 federal customers. Additionally, he oversees the marshalling operations at North East Pennsylvania Auto Auction. Prior to joining GSA Fleet, Devin served 20 years in the U.S. Air Force, working as a Firefighter/EMT and Vehicle Control Officer. He retired in 2009 at the rank of Master Sergeant. Devin brings the perspective of both a former GSA Fleet leasing customer and of an FSR. Devin holds an associate’s degree in Fire Science Technology from the Community College of the Air Force.

Jesse Bennett is a Research Engineer at the National Renewable Energy Laboratory (NREL) in Golden, Colorado and has worked extensively on the intersection of the utility industry and transportation supporting fleet electrification and research on the impact EV charging will have on the grid. Jesse studied electrical engineering at Bucknell University and prior to his current position at NREL, served as a standards and specifications engineer at Duquesne Light, the electric distribution utility in Pittsburgh, Pennsylvania.

Julian Bentley is the Managing Director and founder of Bentley Energy Consulting. Mr. Bentley has more than 25 years of experience providing energy and environmental management consulting services, focusing on helping private and public sector clients improve energy management. Since 2007, Mr. Bentley has supported the Federal Fleet Program, assisting Federal agencies in developing and implementing comprehensive strategies to improve fleet efficiency, maximize alternative fuel use, improve fleet fuel

management, reduce petroleum consumption, and meet regulatory requirements. He is a leading authority on electric vehicles, including their deployment and related charging infrastructure for fleets, and teaches courses on electric vehicles for George Washington University’s Environmental & Energy Management Institute and the European Energy Centre. Mr. Bentley received his M.B.A. from the Kenan-Flagler Business School, The University of North Carolina and his B.S. in Chemical Engineering and Economics from Carnegie Mellon University.

Casey Brennan is Chief of Staff of the National Oceanic and Atmospheric Administration’s Offices of Law Enforcement. His office manages a fleet of LE vehicles used to conserve and protect our nation’s marine resources and their natural habitat. Casey’s prior responsibilities at NOAA include serving as the Executive Officer of the Office of Science and Technology. In 2019, Casey and his law enforcement vehicle team were presented with the agency’s highest honor, the NOAA Administrator’s Award for their work with the GSA Fleet LE team to enhance NOAA’s LE vehicles.

Kyle Bromir joined GSA Fleet in July 2019 as a Program Analyst on the Fleet Innovation Branch. As a Contracting Officer’s Representative II (FAC-COR II), he provides program management and customer support on GSA’s telematics service. Kyle holds a B.A. in History from Wingate University and a master's degree in Public Administration from the University of North Carolina at Chapel Hill.

Dan Buckingham is the GSA Fleet Ordering Management Branch Chief within GSA Fleet’s Offering Support Division. Dan is responsible for the ordering activities for GSA-leased vehicles as well as supporting customer agency purchase ordering activities. Dan has nineteen years of experience with GSA Fleet in a variety of positions including leading the Vehicle Engineering Branch and the Accident Management Program. Dan holds a bachelor’s degree in history from the University of Maryland.

Fabian Cardona, CFFM, is the Assistant Director of Mobile Assets for HQ Department of Homeland Security. Over his more than 25-year fleet management career, he has directed and supervised large and small federal fleets. Mr. Cardona successfully navigated the transition from vehicle technician to enterprise-wide fleet manager, and he possesses a combination of first-hand experience with a deep knowledge of vehicle and equipment technology and fleet management organization that is rare in the fleet management profession.

Prior to joining DHS, he spent 2 years as a Senior Consultant for Mercury Associates where he enabled Federal and local government and corporate fleet managers to excel at their duties. Prior to Mercury, he spent 21.5 years in the Air Force from which he honorably retired in November 2014. In his Air Force career, Mr. Cardona served as vehicle maintenance Superintendent and Installation Fleet Manager for various small and large fleets. He started his military career as a technician and ended it as a logistics and Fleet Management advisor to general officers in CONUS and OCONUS (e.g., Afghanistan, Iraq) assignments. He has overseen fleet maintenance programs with as many as 160 military and civilian maintenance technicians.

Since his retirement, Mr. Cardona has also held positions as a service manager for Penske Truck Leasing and as program manager for a defense contracting agency where he participated in the world-wide deployment of the Defense Property and Accountability System, DPAS, the new fleet management information system for the Air Force.

Clint Chandler has been with GSA since January 2018 and is a GSA Fleet Service Representative (FSR) at the Oklahoma City Fleet Management Center (FMC). He is responsible for 940 vehicles and 40 Federal Customers. Prior to joining GSA, Clint served with the U.S. Army for 26 years as an Infantryman, Drill Sergeant, Operations NCOIC, and First Sergeant. He retired in 2010 at the rank of First Sergeant. After retiring from the Army, he continued to work for them as a heavy equipment operator and fleet manager. As a fleet manager, Clint managed 680 leased vehicles as a customer of GSA at Fort Drum, New York, where he applied for the position of FSR and moved to Oklahoma City with his wife of 27 years.

Dionne Chisolm is the Department of Homeland Security’s Fleet Manager. Her office is responsible for managing an annual operating budget of $367 million. DHS’ component-level fleet managers rely on Dionne’s leadership and guidance on vehicle utilization, home-to-work, internal controls, and other administrative responsibilities for over 52,000 vehicles, both agency-owned and leased. Under Dionne’s leadership, DHS developed and implemented a three-tiered definition concept for utilization of law enforcement vehicles, allowing them to adhere to federal environmental sustainability mandates, including several executive orders. This successful initiative became the precursor of an FMR bulletin issued by GSA that adopted a similar model.

Scott Conlon is the National Fleet Program Manager at the Forest Service.

Tim Currie is the agency fleet manager for NASA and has many years of experience in federal fleet management including with the USPS.

Amy Cushman manages the Idaho National Laboratory (INL) Fleet Services organization which oversees the light/heavy duty fleet, including five light duty motor pools and a heavy equipment motor pool; fleet management information system; telematics system; and reporting requirements. Amy has over 20 years of service at INL with experience in warehousing, finance, business systems, property, and transportation.

Christie-Anne Edie is a Colorado native and mom to 2.5-year-old triplets. In her free time, she works full time as a High Performance Operations Specialist for GSA. She collaborates with her Facility Managers in Wyoming, Fort Collins, Boulder, and Lakewood to discover ways to minimize utility usage and cost, reduce waste, and enhance the health and wellness of building occupants. Her primary functions include tracking Energy/Water Utilization Indexes and setting Targets, cataloging Energy Conservation Measures, budgeting Energy & Water Efficiency projects, and Project support. Christie-Anne is the Regional Program Manager for National Preparedness/Resiliency, Recycling, and Electric Vehicle Charging Stations.

In 2008 Christie-Anne joined the Peace Corps and served as a Community Health Educator in Madagascar and Burkina Faso. Upon her return she worked in the White House as a Sustainability Analyst and started a nonprofit organization called Schools for Change in Africa that builds gender-neutral schools in West Africa. She continuously seeks ways to inject her passion for sustainability and helping others into her work

Ryan Daley is a senior manager at Mercury Associates where he is primarily responsible for managing federal clients and contracts. He has more and 10 years of experience in fleet management consulting in both the private and public sector. His past experiences include working directly with Federal agencies as the Federal Fleets Project Manager at the National Renewable Energy Laboratory (NREL) supporting the US Department of Energy. Mr. Daley also spent time with an EV leasing company, Vision Fleet, before supporting the Electrification Coalition’s efforts to electrify municipal fleets around the country. Prior to joining Mercury, he served as CEO of Denver-based Sawatch Labs, where he spearheaded the creation of an industry-leading decision-support platform while leading business development and customer success.

Frank Dankovich was appointed Director of Fleet Sales in December 2013. He is responsible for Daily Rental, Large Commercial, and Government Fleet Sales for the Chrysler, Jeep, Dodge, Ram Truck, and FIAT brands. Prior to this position, he was Head of Government Sales and Operations.

Caitlin Dorame started with GSA Fleet as a program analyst on the Alternative Fuel Vehicle team in July. Now working in the Offering Management branch she has carried over much of what she has learned on the AFV team to continue supporting customers with their electric vehicle and alternative fuel needs. Caitlin is a University of Texas Alum and Morocco returning Peace Corps Volunteer.

Lisa Dubee has been with GSA Fleet since May 2005. She is a GSA Fleet Service Representative (FSR) at the Pittsburgh Fleet Management Center. She is responsible for approximately 600 vehicles and 55 Federal customers. Lisa has a bachelor’s degree in Business Administration from Robert Morris University.

Leonard (Len) Fedoruk is the Purchase Director for GSA Fleet. He brings to this position over 44 years of automotive industry and management experience in procurement, global supply chain procurement and project management, manufacturing operations, labor-management-human resource management, as well as new supplier/new technology business development expertise for global operations at General Motors Company. In addition, Len served as a Manager of Commercial Risk/Underwriting and Premium Accounts Manager at The St. Paul Companies in New York City. He holds a bachelor’s of science in Business Management and Training & Development from Oakland University in Rochester, Michigan and Juris Doctor of Law from Michigan State University-School of Law.

He has received several awards over his career, including the Federal Acquisition Service - Commissioner’s Award for Excellence in 2011, 2012 & 2013, the U.S.Army Commander’s Award for his service to the Department of Defense, and awards for outstanding innovation and cost savings measures by General Motors Company.

Bill Frykman is the executive director of Ford Motor Company’s City Solutions team. In this role, Bill works with a team of urban mobility experts engaging with cities to accelerate new mobility solutions from microtransit to autonomous vehicles. Through his nearly 25 years at Ford, Bill has been at the forefront of technology including leadership roles on every connected vehicle program from the industry’s first connected light-duty fleet vehicles to the Mustang Mach-E electric vehicle. Prior to joining Ford, Bill was a commercial banker in Los Angeles. Bill graduated from UCLA with a degree in economics and earned an MBA from Northwestern’s Kellogg School of Business. Bill resides in Birmingham, MI, with his wife and three children.

Cynthia Gardiner is a Senior Policy Analyst within the Office of Government-wide Policy at the General Services Administration (GSA). She has fourteen years of federal service including twelve years of personal property management experience at GSA and two years of development work with the Peace Corps. She earned a bachelor’s degree from the University of Virginia and a master’s degree in public policy from the George Washington University.

Joddy Garner is a Program Analyst within GSA’s Office of Government-wide Policy’s Motor Vehicle Policy Division. She has worked on numerous fleet initiatives contributing to the efficiency of the federal motor vehicle fleet. Prior to joining the Motor Vehicle Policy Division, Joddy worked in GSA’s Office of Asset and Transportation Management co-leading various strategic planning and performance management efforts and she also managed the federal per diem program for over 10 years for GSA’s Travel Management Policy Division.

Bill Garrett is the Director of Personal Property Management Policy within the Office of Governmentwide Policy (GSA). He previously spent 10 years with the Department of Homeland Security and 2 years at the Department of Commerce. Prior to that, he spent 7 years accumulating property and financial management experience, working as a business advisor within a number of Federal agencies. He served as an officer in the U.S. Navy for 5 years and holds a bachelor's degree in Mathematics from the U.S. Naval Academy and a Master's degree in Business Administration from Georgetown University.

Stephanie Gresalfi is the Branch Chief of GSA Fleet’s Offering Management Branch and is currently detailed to Fleet’s newly formed Zero Emission Vehicle (ZEV) team. In her role she advises agencies on how to electrify their fleets and make efficient vehicle choices, take advantage of GSA Fleet’s many offerings and plan for electric vehicle charging. In 2016, she served as a Senior Sustainability Advisor to The White House Council on Environmental Quality working to obtain commitments from cities and states to deploy electric vehicles nationwide and improve acquisition management across government. Stephanie is a 2019 graduate from the Partnership for Public Service's Excellence in Government Leadership Program where her team enhanced FEMA-related resources for disaster mitigation. Stephanie holds a master’s degree in Business Administration from the University of Maryland and a bachelor’s degree in History and Business Administration from The George Washington University.

John Hawkins Jr. is the Chief of Transportation Services at the Department of Homeland Security. His team is responsible for parking, transit, executive transportation and shuttle services. John has extensive knowledge in the electrification spear working to deploy infrastructure at the DHS Headquarters St. Elizabeth’s campus. John plans to deploy electric shuttles and other efficient modes of transportation to complement the current DHS Fleet which will significantly reduce GHG emissions and better serve the over 5,000 employees that work at the DHS St. Elizabeth’s campus.

Cabell Hodge works in the Center for Integrated Mobility Sciences at the National Renewable Energy Laboratory, where he conducts research and supports the federal fleet through the U.S. Department of Energy Federal Energy Management Program.

Mark Isserman is a Region 10 Fleet Service Representative beginning in 2013 at the Boise Idaho Field Office. He is responsible for 59 customers, 784 vehicles in four states. Prior to accepting the FSR position he was an Intelligence Analysis for the Texas Department of Safety/Texas Rangers at the McAllen Joint Operations Intelligence Center. He spent 24 years in the Air Force Transportation/Logistics field, retiring as a Master Sergeant. Mark earned a BA in Emergency and Disaster Management from American Military University.

Eric Jones ’ work at GSA Fleet has been focused on the Law Enforcement Vehicle Program beginning with the establishment of the LE Vehicle Team. He is passionate about the program and service to his customers. In his career history with local and federal Government agencies, Mr. Jones has worked in public safety field operations and law enforcement fleet management. Additionally, his experience as a Contract Specialist provides awareness of the critical procurement work that supports a successful fleet program. As an end user and fleet manager of vehicles ranging from police sedans to fire department hook & ladder trucks, he has seen first-hand the importance of having reliable equipment that fits the mission. Eric earned a Bachelor’s degree in Business Management at Radford University and is an adjunct instructor at the Fairfax County Fire and Rescue Academy.

Mike Kastner is the Managing Director of National Truck Equipment Association (NTEA)and is a government relations expert with more than 30 years of political involvement on Capitol Hill. As the industry’s key liaison in Washington, DC, and Ottawa, he monitors relevant regulations and safety standards, protecting and advancing the interests of the work truck industry. Mike leads all legislative and regulatory lobbying efforts across the United States and Canada and reports key developments back to the industry.

Mike was appointed by the U.S. Trade Representative and Secretary of Commerce to the Industry Trade Advisory Committee on Automotive Equipment and Capital Goods. He also served as Chairman of the ASAE Public Policy Committee and has earned the Certified Association Executive (CAE) designation. He holds a bachelor’s degree in political science from Michigan State University (East Lansing, Michigan).

Lisa King is the Executive Director, Global Purchasing Operations and Strategy. In this role Lisa is responsible for procurement strategy and policy, Purchasing IT infrastructure, for vehicle programs and ensuring that component sourcing strategies are aligned with global product programs, and that sourcing is delivered on time and to budget, for regional Purchasing operational performance, and for Indirect Purchasing. Prior to this role, Lisa has held a variety of Purchasing positions across all vehicle components, with particular depth in raw materials, stampings, chassis, transportation and manufacturing equipment, as well as in Ford’s Supplier Technical Assistance through which supplier quality performance is led. Lisa was Vice President Purchasing Ford Sollers – Ford’s joint venture in Russia. Lisa has also held roles as the Deputy General Manager of Ford Otosan, Ford’s joint venture in Turkey, an 11,000 employee, $7 billion revenue and 3 plant operation. Lisa was also Product Director for the Transit family of products globally. Lisa joined Ford in 1996 having graduated from Loughborough University in England, and after an early career with Ernst & Young Consulting. Executive Director of Global Purchasing Operation & Strategy for The Ford Motor Company.

Christina Kingsland is the Director of Business Management for GSA Fleet. Her division is responsible for financial management, rate setting, minimum replacement criteria, the fleet card contract and its oversight and much more. Additionally, Christina is leading GSA Fleet’s team to support the Administration’s fleet electrification priorities. Christina has been with GSA for 18 years and with GSA Fleet for the past eight years. She holds a bachelor’s degree in Accounting from Virginia Tech and an MBA from George Mason University.

David Kringel has been with GSA since 2003 and is a Fleet Service Representative at the Norfolk Fleet Management Center located in Chesapeake, VA. He provides customer service support for over 1300 vehicles across five Naval installations in the coastal Virginia area. He holds a BBA and MBA from Campbell University and a MA Theology from the University of Valley Forge.

Jamie Lindabury is the Branch Chief for the Product Integration Division and is responsible for the implementation of software products, human centered design, vision, and strategy for the modernized fleet system (GSAFleet.gov). Jamie manages a team that is responsible for supporting the Product Managers with a centralized communications strategy, training needs, usability testing, or helping to facilitate other user feedback methods. Previously, Jamie spent eight years supporting other Information Technology investments at GSA. He holds a Bachelor’s Degree from Lycoming College, is a certified Project Management Professional (PMP) and has received a master's certificate in Project Management.

Carlos Marrero Has been with GSA since 2010 and is a Fleet Service Representative at the Milwaukee Fleet Management Office located in West Allis WI. He supports 116 customers and 1038 vehicles across 4 states. He has a BA in Automotive Technology from Southern Illinois University. Just became a Contracting Officer’s Representative II (FAC-COR II).

Adrian Martinez is a Fleet Management Coordinator III at NASA Jet Propulsion Laboratory and has vast experience with operating and deploying electric vehicles and working with firms and the State of California on NASA Infrastructure projects.

Thomas Moriarty is the Director of the Vehicle Management Division for GSA Fleet. He previously served as the GSA Fleet Director of the Leasing Acquisition and Remarketing Division, and the Business Management Division. Prior to GSA Fleet, he supported tactical communications development for the United States Army as a defense contractor. He earned a Bachelor of Arts degree in Economics from the University of Virginia and a Master of Business Administration from the College of William and Mary.

Brian Moseley is the Loss Prevention Team Manager at GSA Fleet. His office is responsible for managing the GSA fleet card program and contract and monitors fraud waste and abuse within the program. Brian has been with GSA Fleet for nine years and previously worked as a Fleet Service Representative and a loss prevention specialist. Prior to joining GSA Fleet, he spent five years with the Florida Department of Transportation as a Regional Fleet Manager where he ran all aspects of the program from day-to-day operations, annual acquisition, fuel and maintenance budget forecasting, disposal and remarketing, fuel card program and the human capital plan.

David Munn is the Branch Chief of the Innovation team at GSA Fleet. This team responsible for deploying ancillary vehicle services and cost savings solutions across the U.S. Government fleet. Working at the intersection of transportation and information technology for the past 10+ years, David has spearheaded a number of initiatives and customer-focused offerings for the federal fleet community, including: GSA Fleet’s Telematics program, GSA's first mobile apps for fleet and asset management, and the development of GSA Fleet's online Short Term Rental program. A New England native, David received his master’s in Technology Management from Georgetown University and B.A. in Policy Management from Dickinson College.

Jessica Murray is the Director of the Product Integration Division for GSA Fleet. Her division is responsible for managing the 19 legacy applications that power business operations as well as the cloud-native modernization and product management efforts currently underway. Jessica joined GSA Fleet in 2010 and holds a Bachelor’s of Arts from Clemson University and is a certified Lean/Agile practitioner.

Randy Parker is the senior vice president of National Sales for Hyundai Motor America. In this role, Parker is responsible for all aspects of sales and distribution of Hyundai vehicles in the U.S., including sales strategies, fleet and certified pre-owned operations, dealer relations, market representation, and other related activities with the mission to grow Hyundai sales and market share. Parker also oversees Hyundai’s seven regions that work directly with Hyundai retailers on sales and service. Parker was named senior vice president of National Sales in February 2021.

Prior to joining Hyundai in May 2019 as vice president of National Sales, Parker had more than three decades of automotive industry experience and leadership roles at both Nissan and General Motors. He served as division vice president, Global Light Commercial Vehicle (LCV) Sales and Marketing, at Nissan Motor Company where he was responsible for the automaker’s LCV business unit based in Yokohama, Japan.

At Nissan, he was also vice president of Infiniti North America, where he was in charge of the brand’s overall performance in the U.S., Canada and Mexico, and previous to that the regional vice president of Nissan USA’s western region.

Prior to Nissan, Mr. Parker spent nearly 25 years at General Motors working in a variety of sales, marketing and finance roles. He holds a Bachelor of Science degree from Texas Christian University.

Ed Peper, Jr., was named U.S. Vice President of General Motors Fleet in 2012. In this position, he has overall responsibility for building relationships and growing sales with GM’s fleet and commercial customers. These customers account for approximately 20 to 25 percent of GM’s total U.S. annual sales volume.

Peper started his career with General Motors in 1984 as a Cadillac District Sales Manager and has held a number of sales and marketing management positions since then. From 2005 to 2009, he led Chevrolet, GM’s largest brand. During his tenure at Chevrolet, he launched 22 new products and led the brand to total U.S. sales leadership in both 2005 and 2007. From August 2009 through 2011, Peper served as General Sales Manager for Cadillac, where he was responsible for leading the Cadillac field organization and dealers. In that position, Peper helped restore Cadillac’s sales and customer satisfaction momentum and built great relationships with its dealers.

In his current position, Peper has reshaped the business model by growing sales and share in key market segments, putting a greater emphasis on conquest sales and providing business solutions that offer customers more value. In doing so, he has grown commercial fleet sales 35 percent over the last five calendar years.

Peper received his Bachelor of Arts degree from Hillsdale College with a major in English. Peper has been inducted into the Hillsdale College Athletic Hall of Fame and was a Hillsdale College Distinguished Alumni Award recipient in 2007. Peper also holds a Master of Business Administration degree from the University of Chicago Booth School of Business, and he recently completed the Transformational Leadership Program through Stanford University’s Graduate School of Business.

Philip Podgorny was named general manager, commercial vehicle sales, for Ford North American Fleet, Lease and Remarketing Operations Jan. 1, 2021. In this role, he is responsible for US Commercial and Government Sales. Most recently, Podgorny had served as general manager, commercial vehicle parts and service since July 2016.

Podgorny’s Ford career began with a summer internship as a “picker, packer and checker” at the Detroit Parts Distribution Center in 1990 while a student at Western Michigan University. After graduating with a degree in business administration and marketing in 1992, he joined Ford as a customer service agent in 1993. He was promoted to parts and service zone manager out of the California Regional Office in 1994 and went on to hold a number of management positions in the field, including retail marketing manager, dealer operations manager, sales zone manager and district manager.

In 2007, Podgorny was promoted field operations market area manager – Central Region. Two years later he took on responsibility for contests and incentives as C&I regional marketing manager - Southwest. He became sales and marketing manager for the Central Market Area in 2008, and then was assigned Boston regional manager in 2013. During this time, he led all vehicle sales and service operations in the New England marketplace.

Podgorny returned to Ford’s Dearborn headquarters in 2015 as U.S. dealer relations manager, with responsibility for dealer relations nationwide and the national dealer council. He became general manager, commercial vehicle parts and service 6, leading Fleet service marketing, sales and service support.

Through his more than 25 years with Ford, Podgorny has developed a strong geographic acumen honed through his assignments across the country. His work in the West taught him about the import market, while serving in the East gave him experience with leasing. His time in the Southwest grounded him in Ford’s dominant truck business and his assignments in Dearborn have provided insights in field operations, contests and incentives, and marketing.

Ben Prochazka joined the Electrification Coalition in October 2012 as the Director of Strategic Initiatives to help lead the Outside the Beltway Initiatives and now serves as the Executive Director. Ben has spent more than a decade working on environmental, human rights, and voter engagements efforts. His experience includes leadership roles as the Campaign Director for the Save Darfur Coalition, the Legislative Director for the Colorado Environmental Coalition, the Colorado State Director for the New Voters Project, and numerous public interest campaigns as the Western States Field Organizer for U.S. PIRG. Ben has led numerous innovative and impactful e-mobility programs and provided thought leadership at international electric mobility conferences and strategic program development over the last 6 years with the EC.

Ron Rogers is the Supervisor of the Personal Property Management Office for the Department of Labor. In this capacity, Mr Rogers is responsible for overseeing DOL’s Fleet, Personal Property and Moving Services Programs and its approximately 4,000 owned and leased vehicles. He began his federal career at the Department of Transportation as a Printing Specialist. He moved to the Federal Railroad Administration as a Management Analyst responsible for providing oversight and development in areas of personal property, real property, facilities, logistics and motor fleet. After FRA, he became a Supply Management Specialist and later Acting Branch Chief for the Mine Safety and Health Administration where he was responsible for providing oversight and guidance for Property, Motor Fleet, and Facilities. Outside of his federal career, Ron has also served as AFGE Local 12, Head Steward and held several positions in the printing industry as a CSR with Master Print, Production Coordinator with Stephenson Printing, and Market Traffic Coordinator with National Electronic Warranty. Ron is a graduate of Clemson University.

Lori Ruderman is the Director of Transportation Services within the Program Support Center at the Department of Health and Human Services. HHS has approximately 5,000 owned and leased vehicles in its fleet. Prior to HHS, Ms. Ruderman spent eight years with the Department of Interior, fifteen years in the healthcare industry, and four years with the United States Air Force. She earned a Bachelor of Science degree from Longwood University and a Master of Arts degree from Chapman University.

Gregg Sawl has worked for the Department of Energy at the National Energy Technology Laboratory for the past 12 years in roles as Fleet Manager, Sustainability/Energy Manager and Facilities Engineering Supervisor. Prior to NETL, he worked for Naval Reactors at the Bettis Atomic Power Laboratory for 20 years in roles as Project Engineer, involved with laboratory construction/upgrades, energy management and sustainability. Before working in the Federal Government, he spent 9 years in private industry for a construction management firm. Gregg was the DOE Sustainability Champion in 2012.

George Schaubhut is the Vehicle Management Branch Chief for GSA Fleet. Mr. Schaubhut oversees GSA Fleet's policy, recall, safety, and national vendor programs. He previously served as GSA Fleet's Branch Chief for Maintenance and Accident Management Branch, Program Manager for the Alternative Fuel Vehicle Program, and served as a Remarketing Analyst for the vehicle sales program. He was GSA Fleet's project manager for the American Recovery and Reinvestment Act's Energy Efficient Motor Vehicle Procurement as well as the plug-in electric vehicle pilot. He earned Bachelor of Arts degrees from American University in Political Science and Interdisciplinary Studies: Communications, Economics, Legal Institutions, and Government; and a Master of Arts from George Mason University in Transportation Policy, Operations, and Logistics.

Kaitlyn Scheider is a Program Analyst with the Short Term Rental Branch and has been with GSA Fleet since February 2019. She is just returning to Fleet part time from a detail with the Presidential Transition Support Team and will be back full time in September. Kaitlyn holds Bachelor’s Degrees in Political Science and International Studies from the University of Wisconsin-Madison.

Jeff Schetrompf is a member of the General Services Administration’s Office of Design and Construction (ODC) where he is a national Subject Matter Expert in electrical engineering. Primary responsibilities include providing assistance to regional personnel in technical design reviews during the planning, design, and delivery of new construction, renovation, and expansion projects. He also assisted in the development of GSA’s P-100 “Facilities Standard for the Public Buildings Service” section related to requirements for electrical vehicle infrastructure in GSA facilities. Prior to joining ODC, Jeff was the lead engineer for GSA’s New England region where the team provided technical support to varied projects. While in this role, the electrical program was expanded to include an emphasis on energy conservation and sustainability.

Jason Shuttlesworth serves as the Fleet and Support Equipment Manager for the Missile Defense Agency (MDA). He oversees the MDA's worldwide mission support needs including acquisition, operation, maintenance, reporting, and disposition of vehicles and related support equipment.

Mark Singer is a Senior Transportation Analyst in NREL’s Center for Integrated Mobility Sciences. Mark Singer has supported the Federal Energy Management Program (FEMP) Fleet task since joining NREL in 2009 and is the project manager for the Fleet Sustainability Dashboard (FleetDASH) web application tracking fleet fuel use behaviors. Mark has supported DOE advanced vehicle technology efforts with analytic expertise ranging vehicle acquisition planning, alternative fuel infrastructure siting, sustainable fleet operations reporting, regulatory implementation, and consumer acceptance. Mark developed a background in data visualization, decision support tool development, and reporting across a range of industries and functional areas. He has an M.S. in Industrial Engineering from Purdue University.

Gregory Spann, Sergeant USMC Retired, serves as the Program Manager / Headquarters Fleet Manager for Non-Tactical Vehicles, for the U.S. Army. Mr. Spann manages a fleet of over 65,000 vehicles. He provides guidance and clarifying policies regarding non-tactical vehicle management for the entire Army and is the Resource Manager for Base Operations Transportation functions Army-wide. Prior to working for the Army, he was the Agency Fleet Manager and Transportation Branch Chief for the Smithsonian Institution where he managed a mixed vehicle fleet, off-road carts and all-terrain vehicles, horticulture, building maintenance, and material handling equipment, and over 150 marine watercraft.

Mr. Spann’s federal experience includes serving as a GSA Fleet Transportation Operations Specialist and Fleet Service Representative. Mr. Spann is currently attending Lancaster Bible College (Greenbelt, MD Campus) in pursuit of his bachelor’s degree in Biblical Studies with a minor in Business Management.

Ron Stewart is the project technical lead for the Federal Automotive Statistical Tool (FAST), the Web-based compliance reporting tool managed by the U.S. Department of Energy (DOE) and the U.S. General Services Administration (GSA) to collect information about the Federal government's fleet of motor vehicles. Ron works for DOE's Idaho National Laboratory and has over 30 years of experience as a software engineer, project manager, and Web-based application developer in a variety of subject matter areas.

Chouaib Touraq is a Data Analytics Specialist in OGP's Office of Evidence and Analysis. He has been supporting GSA since October of 2016. He has 8 years of experience in the private sector. Chouaib has been supporting different offices within and outside GSA with their data needs. He has been supporting the Office of Asset of Transportation and Management for the last 4 years. Chouaib graduated from George Mason University with a degree in Applied Information Technology.

Lexi Tucker was brought on as senior editor of Government Fleet magazine in June 2020 after serving as the same for Luxury Coach and Transportation magazine for five years. Government Fleet covers a myriad of topics that pertain to public fleet managers, including maintenance, telematics, remarketing, electric vehicles, technician training, adapting to changes caused by the COVID-19 pandemic, and more. Lexi interviews government fleet managers across the country, writing articles that assist readers by providing solutions to common problems and sharing new ideas and best practices. She is a graduate of Loyola Marymount University in Los Angeles, Calif. and has a bachelor's degree in English, with a minor in Journalism.

Eugene Tumblin is the Policy and Fleet Program Manager for the U.S. Department of Transportation in the Office of Facilities, Information and Asset Management. Mr. Tumblin provides leadership, policy development and operational oversight to the Department’s nearly 6,000 vehicle Fleet Management Program. He previously served as Branch Chief for the Department of State's General Services Department overseeing procurement, facilities and space management, records management, fleet and personal property management, mail management and purchase card program. Prior to joining the civil service, Eugene served on active duty as a Senior Logistician with the US Army including four years with the White House Communication Agency as a Vice Presidential Communications Officer. He earned a Bachelor of Science degree in Information Management from Columbia College and a Master of Arts degree in Procurement and Acquisitions Management from Webster University.

Frank Turner is a Fleet Service Representative from Zone 2, serving in the Atlanta Fleet Management Center. Frank has been with GSA for 9 years. He’s a retired military Officer (U.S. Army) Chief Warrant Officer 3. Frank has over 20 years of Fleet and Automotive experience. He holds a Bachelor of Science Degree in Multidisciplinary Studies, and a Master’s Degree, in Business Management; from Grantham University.

James Vogelsinger is the Director of Motor Vehicle Policy within the General Services Administration's Office of Government-wide Policy. This office has responsibility for regulations governing Federal Motor Vehicle Management, the Motor Vehicle Executive Council (MVEC), the Federal Vehicle Policy Council (FEDFLEET), and various program initiatives aimed toward improving the effectiveness and efficiency of the Federal motor vehicle fleet. Jim's experience spans over 32 years of Federal motor vehicle policy development and Federal motor vehicle acquisition. A graduate of Wake Forest University, Jim has also earned Graduate Certificates in Information Management from Marymount University and Information Technology Project Management from George Washington University. In 2011, Jim completed Leadership training at the Federal Executive Institute in Charlottesville, VA.

Alan Westenskow is the Director of Business Development for Proterra where he identifies and develops financing options and procurement solutions for Proterra electric buses and charging infrastructure. Alan has worked at Proterra for nearly 6 years and prior to his work at Proterra he spent 16 years as a public finance municipal advisor providing financing solutions to local governments for energy, transportation and other public infrastructure projects. Alan leads Proterra’s federal government and GSA efforts, he developed Proterra’s battery leasing program and he helps lead Proterra Energy’s commercial business where he helps customers with their charging, infrastructure and energy needs.

Jay Wrobel is the Manager of Facility & Fleet Optimization at the US Department of Energy. At DOE, Jay’s team supports federal agencies (including Dept of Defense and others) in meeting energy-related goals, implementing advanced technologies and practices and providing energy leadership to the country through federal best practices. He has over 15 years of experience in the energy efficiency field and holds degrees from Boston University and the University of Chicago.

Ray Wynter is a Program Analyst with GSA’s Office of Government-wide Policy. He has over 30 years’ experience at GSA in various program initiatives aimed toward improving the effectiveness and efficiency of our federal customers including vehicle policy and management. Prior to Motor Vehicle Policy, Ray was a Senior Reality Specialist and instrumental in crafting GSA’s Telework Policy and developing the desk sharing program which has become GSA’s new normal. A master’s degree from Long Island University, Ray is also a graduate of the Graduate School USA; Executive Potential Program and earned a Graduate Certificate in Emerging Leaders from Harvard University.

Dan Zdarko is responsible for developing and executing a business development strategy focused on supporting, promoting and maximizing the GSA Fleet telematics program within the federal government for leased vehicles. By working closely with GSA leadership, Dan looks to help build knowledge and awareness of telematics within the federal government. He also partners with approved federal Geotab resellers promoting and developing opportunities for telematics adoption on agency-owned vehicles, as well.

An East Coast transplant based out of Phoenix, Dan joined Geotab in 2018. Prior to his role as Federal BDM within Geotab's Government Team, he was a Partner Account Manager - SLED West supporting the AT&T account.
