    FAQ FOR SEEKING NOC FOR HEIGHT CLEARANCE

    Frequently Asked Questions (FAQ) provides easy answers to the applicant queries, seeking

    height clearance for the structures around airports, as well as illustrate the NOC application

    Procedure.

    (Note: The NOCAS site is best viewed at Chrome 40 & above, Firefox 36 & above or Internet Explorer 11 & above)

    Q.1.Why No Objection Certificate (NOC) for height clearance, to proposed structure (building,

    communication mast, transmission line, Chimney etc.) in and around the airport is required?

    Ans. Obtaining NOC for height clearance is a statutory requirement. Govt. Of Indias Notifications from time to time i.e. SO988, SO 1589, SO 84 and Latest being GSR 751 (E) makes it mandatory to obtain NOC for height clearance prior to start of construction.

    Q.2. What is NOCAS2 ?

    Ans. No Objection Application system version 2 (NOCAS2) is an automated and online system. NOCAS2 minimizes human interference in issuance of NOC. Applicant can apply at any time from any place for NOC for height.

    Applicants may access NOCAS on AAI website www.aai.aero by clicking through Apply/Track link or directly access the login page http://nocas2.aai.aero/nocas

    Q.3. How an applicant can access NOCAS for submitting online application?

    Ans: A new applicant needs to register himself/herself with NOCAS, by clicking the Registration Link (New User? Register Here). After successful acceptance of registration form, applicant will get a link on his/her email. Now by clicking the link, the applicants account gets activated and the applicant gets registered to the NOCAS2 website. Now, the applicant can access the website by logging in. Email ID of the applicant becomes his/her user ID. After login, the applicant is diverted to Applicant Dash Board. Applicant can now submit online application through Apply NOC link provided on his/her dash board.

    Q.4. Can I update my profile after final submission of my application? Ans. Yes, you can update information in respect of communication address and mobile number. Rest fields are not editable. Therefore, applicant needs to be careful and sure about the information filed while registering himself/ herself. Q.5. Who issues NOC height clearance for Civil and Defence airports?

    Ans: The Airports Authority of India issues the No Objection Certificate on behalf of Central Government in respect of All Civil Aerodromes in India including the l i c e n s e d State Government aerodromes and the Private aerodromes where civil commercial flights are operating as listed at Schedule III of G.S.R 751 (E). For Defence Aerodromes, No Objection Certificate for height clearance is issued by respective defence authorities, in accordance with the notification and subject to any other restriction or condition which such authorities deemed fit. Q.6.Which are the offices of AAI issuing NOC?

    Ans. No Objection certificates for Height Clearances for all the civil airports in India are issued by AAI regional NOC offices located at Delhi, Mumbai, Kolkata, Chennai, Guwahati. Regional NOC offices are responsible to safeguard all the civil aerodromes in their respective regions. List of airports in respective regions may be accessed at List of Airports

    However, depending upon the NOC applications received four NOC offices located at Nagpur, Ahmedabad, Bangalore and Hyderabad airports issues NOC for the respective airports as well as the airports located close by.

    Q.7.What are the documents required to apply for NOC of building and or other structure

    except fixed Communication mast?

    Ans: (Documents required to be uploaded: (In pdf/jpg form -maximum size of 200 kilo byte each)

    1. WGS 84 Site Coordinates and Site Elevation certificate. (a) If the plot size is more than 300 Square meters than co-ordinates of all corners, including

    coordinates of nearest point from the airport, of the site/plot or the structure, as the case may be, encompassing all the CTS/plot/survey numbers are required. If the plot has only three corners i.e. triangular plot; even then minimum four coordinates are required.

    (b) If the plot size is less than 300 square meters than one coordinate of the point of the plot

    nearest to airport.

    Resolution up to 10th of the second in format of DD MM SS.s. and position accuracy within 3

    meters.

    (c) Site Elevation Certificates in meters with accuracy within 0.5 Meter or 1/2 meter. Site elevation

    of highest point of the plot must be given.

    Note: Site Elevation and site coordinates certificate should be as per format, if issued by

    any agency other than Survey of India.

    2. Undertaking 1A (Annexure-IA) for all structures except the communication masts and

    transmission lines or Undertaking 1B (Annexure -IB) for power transmission lines. Format of

    Undertakings are also available on AAI website nocas2.aai.aero/nocas

    The undertaking 1A also has provision of Authorization Letter in name of applicant from the

    Owner/Lessee is applicable (if owner/Lessee himself is not filing the NOC application).

    3. Permission letter from the concerned airport operator if the proposed structure has been planned within the airport premises.

    Q.8. How many days it will take to issue NOC?

    Q. 9. I am facing some NOCAS related problem. Who can help me?

    Ans: Before filing an application for NOC in NOCAS2, it is advisable to refresh your system. Remove all history cache and check whether pop up feature is on or not. Thereafter start the process.     Q.10. I have applied for NOC on line recently, Can I start my construction work this time?

    Ans. (i) No c o n s t r u c t i o n w o r k s h a l l s t a r t b e f o r e i s s u e of N O C. Applicant s u b m i t an Undertaking to this effect while applying for NOC. This provision is as per the clauses made in G.S.R.751 (E).

    No building or structure shall be constructed or erected and no tree shall be planted on any

    land within the limits specified in Annexure I and II from Civil and Defence Aerodromes and

    Aeronautical communication stations listed in Annexure-IIIA, IIIB, IIIC, IIID and IIIE without

    obtaining No Objection Certificate.

    (ii) However for the cities for which Colour Coded Zoning Map (CCZM) have been prepared,

    building/ structure proposals can be approved by Local Bodies without referring to AAI. Provided

    that Requested Top Elevation (RTE*) is below Permissible Top Elevation (PTE*) as per Colour

    Coded Zoning Map (CCZM).

    Q.11. Up to what distance from airport an applicant has to obtain NOC for a building

    or mast?

    Ans. Up to 20 KM for Visual Flight Rules (VFR) Airports and up to 56 KM for Instrument Flight Rules (IFR) Airports. Distances are measured from Aerodrome Reference Point (ARP) of nearest airport/s.

    If the site is located beyond 20 KM of the VFR civil airport or 56 KM of IFR civil airport and if the

    height of the desired structure is below 150 M above ground level, then NOC for height

    clearance from AAI is not required.

    Q.12. From where can we get W GS-84 Co-ordinates?

    Ans: (i) The Site coordinates and Site elevation may be obtained from Survey of India.

    (ii) Alternatively, the certificate in standard format (available in NOCAS website) may be

    obtained from Government departments like CPWD/ State PWD or Govt. approved

    Department / Agency authorized for the purpose/ Railways/MES. Aerodrome Operators

    fo r their respective cities {e.g. Delhi International Airport Limited (DIAL), Mumbai

    International Airport Limited (MIAL}, Bengaluru International Airport Limited, and Hyderabad

    International Airport Limited}, Urban Local Body authorized/licensed

    Surveyors/Architects/Engineers or AAI Empaneled Surveyors may also issue certificate, if

    they are qualified and equipped for this purpose. These agencies must be able to meet the

    accuracy criteria for Site Coordinates and Site Elevation as described earlier.

    Q.13. Does AAI charge for issuance of NOC for height?

    Ans: There is no fee for applying and obtaining NOC for height.

    Q.14.What is GSR751E?

    Ans: GSR751E is a Statutory Order issued by Govt. Of India for Safeguarding of Aerodromes,

    notified on the 30th September, 2015 replacing earlier notification SO 84 E and may be viewed

    Q. 15. I have submitted my application online, can I know whether it is ok.

    Ans: Although there are certain validation checks, applicants are advised to take extra care

    while filling their applications through NOCAS, and should check carefully that all rows and

    columns are filled accurately. Incomplete applications are liable to be rejected.

    Q.16. Can I modify the application after online submission? Ans: NO, the applicant cannot modify the NOCAS application after it is submitted. Applicant shall take due care to fill the data correctly as per the available documents and certificates before submit the online application. The required documents are also to be uploaded as per the format given at NOCAS website.

    Q.17. What is the validity of NOC?

    Ans: The validity of NOC in respect of buildings shall be 05 (Five) years and the validity for Chimney /Transmission Lines /Masts shall be 07 (Seven) years from the date of issue.

    Q.18. What is the process of revalidation of NOC?

    Ans: Applicant may apply for revalidation of NOC online, if the construction work is either completed or is in progress. The NOC shall be revalidated for such a period so as not to exceed the total period of 8 years for buildings and 12 years for Masts/Chimneys/Transmission Lines, from the date of initial issue.

    An undertaking on form 1C (Annexure 1C in the guidelines) shall be submitted by the applicant, along with revalidation application.

    However, if the construction has not started within the validity period, NOC validity will not be

    extended. The applicant may apply for fresh NOC and the permissible top elevation will be re-

    assessed by the concerned Designated Officer of AAI before issue of revised NOC.

    For Masts, Pole, Chimney, and Transmission Lines : Surveyed Site Elevation &

    Coordinates of the centre of the site in at least 7 digits (DD MM SS.s)) W GS- from a qualified professional or an agency, authorized for the purpose by the concerned Department/Unit/Local Body of the Government

    Q. 19. How Auto Settle Tool works?

    Ans: On receipt of the online NOC application by NOCAS, the application will be checked for the

    following auto settled criteria.

    1. The location of the proposed structure is beyond 20KM from VFR airports or beyond 56 KM

    from the IFR airports and requested height of proposed structure is less than 150 m AGL.

    2. If the proposed structure is of 20 m AGL or more, then application first will be verified by

    AAI, then thereafter will be auto settled if meeting the criteria of CCZM.

    or

    3. For airports /cities where Colour Coded Zoning Map (CCZM) have been issued by AAI if the

    top elevation of proposed structure is equal to or below the elevation permitted in CCZM, the

    Local Bodies can approve the building plans of such structures, as per their byelaws without

    obtaining NOC from AAI;

    or

    3. In addition to above criterion, SACFA masts cases will be auto settled if

    I. the mast is beyond 7 KM from the airport ARP and proposed top elevation is up to 40M

    above the Aerodrome elevation; or

    II. The mast is beyond 20 KM from the airport ARP and proposed top elevation is up to

    100M above the Aerodrome elevation;

    For auto settled case, system generated letter (without signature), stating that NOC from

    AAI is not required and the reason thereof, will be issued automatically.

    Q.20. What is Check Approximate Top Elevation? What are its benefits?

    Ans: This tool in Nocas2 will empower the prospective NOC applicant, to check himself what is the approximate building top elevation he may expect from the NOC office. Accordingly, he can plan the proposed structure and apply for NOC. However it is important to note that the maximum permissible top elevation, issued in NOC may vary from approximate top elevation, depending upon the variation in site co-ordinates, aeronautical data and change in calculation methodology etc. Applicant of the cities for which CCZM has been prepared may find some variation in elevation approved by CCZM and Check Approximate Elevation (CAE).The highest ceiling in CCZM is around 150 m AGL, whereas CAE ceiling is around 300m AGL. CAE is indicative only and Applicant needs to apply for NOC from AAI, whereas Local Bodies can approve building/structure proposal if they follow CCZM criteria without referring to AAI.

    Q. 21. What is the purpose of View Issued NOC?

    Ans: The issued NOC can be viewed by applicant as well Local bodies for the purpose of verification.

    Q.22. W hat is Grievance Redressal Mechanism regarding issue of height clearance or NOC

    procedures?

    Ans: For the redressal of grievances, applicant may contact Designated Officers of concerned

    NOC Offices. The contact details are given at Q.6. above.

    After issue of NOC, applicant may request for the review to the Designated Officers or appeal

    to the Appellate Committee set up by MoCA.

    Appeal fee is Rs.200, 000/- plus applicable service tax. Full procedure is given in NOCAS guidelines.

    Q.23. Can user know the status of his application?

    Ans: Yes, user can check his/her status through login on his/her dash board on AAI website. (nocas2.aai.aero/nocas)

    Q.24. Can I get any information whether my application is accepted or rejected?

    Ans. User can check his/her status on AAI website through log in on his/her dash board. If due

    any reason, application is rejected then user shall get information at his/her registered

    mobile/email.

    Q.25. What is purpose of SACFA NOCAS integration? How it benefits the Telecom Operators?

    Ans. Ministry of Civil Aviation and Ministry of Communications and IT has integrated the Standing

    Advisory Committee on Radio Frequency Allocation (SACFA) s online application server and

    Airports Authority of Indias NOC Application System (NOCAS) server to facilitate the Telecom

    Operators, Broadcasters and other Wireless users to obtain expeditious clearance from SACFA

    Secretariat and AAI.

    Q.26. What is single window clearance?

    Ans. It is the Govt. of Indias initiative for Ease of Doing Business. As per the direction received,

    website of NOCAS has been integrated with website of Local Bodies of Delhi & Mumbai. Applicant

    shall apply in the Common Application Form (CAF) developed by Urban Local Bodies of Mumbai

    and Delhi for NOC for height as well. ULBs after assessing the application will refer to AAI, if

    required by posting it their website. AAI NOCAS2 will fetch application from there and process it.

    The result will be posted back on NOCAS2 website. The ULB will fetch the result from there. The

    applicant will get NOC from concern Local Body.
