Gent lemen : I bid you welcome in t h e name of the Re public of the Un ited St at es of Indonesia .

Cooperation with the ~nited Nat ions and its specialized agencies has been an est ab l ished. policy of this Government since its coming into office fou r ·i;1onths ag o . Vie Indone si nn s r ec ogniz e that national ism alone is not enou,sh and that j_t is only through properly int e gr at ed collaboration on a worldwide scale that penc e and prosperity can be a s sure d .

You gent lemen are here primarily to explore the possibil:l.tie s of such col laboration in the e.conomle field . Tho composition of your miss ion - i nc ludil1c; a s :Lt does e xpe rts in agricult1n°e , educ at ion and he a lth - indicates , however , that due attention will be paid to those fundamentnl· social questions wldch bear a close relation to Ge·onomic develo pment .

It is fitting indeed that Indonesia should have been chos en as one of the first count rie s - if not the first - to be s urveyed in connection wit h the Un i ted Nations plan for technical assistance to underdeveloped areas . •r:10 Indonesian question ·was one of the fir s t matters to be t aken u p 'oy t h e Security Council, vvhich , through it s Commission, continues to keep a watchful eye upon the progress ·of the new state 1i'ih ich it had, so much to do with brine;ing to bir th . We hope t hat we may l ook confidently t o the United Nat ions for the same sympathy m1 d be l p in the i'ut ure •

And, as you vvill so on see for yourse lves , we do need a good deal of hBlp . For neariy a decade l arge areas of Indonesia have been cut off from norr.1al contact 1:1ith other c ountr:Le s and at the same time have suffered heavy des truction . There is urgent need of rehab ilitation and teclmical assis t anc e j_n i nclustrv , in aFriculture , in eciu cation, in public healt:1 , in vihich r,dght V be called nsoc ial Enginecr ing11 gene r ally .

Fort11natoly we heve been blessed in Indonesia with a generous sh are of nat lJro.l r esources . •rhe problem with v•rhich we arc gra1Jpling is the developn1ent of these resources for the benefi t , not a :privi le ged few but of the populat ion at l arge . We wish to see the ge neral stan dnrd of living of the Indonesian peopl e r ai sed to a decent and dignifi~d l evel .

But _we are mindi'ul o.lso of our r es:::ions ibilit ies 2s a member -howeve r new and inexperienced as yet - of the family of n ations . It is our f ervent hope that a s time 3oe t3 on we may be able to make an increasingly cont r ibution to the -weli'nr e of our neighbours a.'1d all other rnernbeI'S of the worlcl comr:mnity .
