Under the CSS on Conservation and management of mangroves & coral reefs, the CS-I division of Ministry of Environement & Forests is providing 100% Central Assitance to the coastal States/UTs, who so request to implement their approved Management Action Plans on annual basis. Mangroves Plantation is a major component of the MAPs.

5. The role and functions of NAEB are given in Annexure. 6. The eco-innovative idea submitted by you has not been received in NAEB, therefore, the

information may kindly be treated as 'Nil'

In 'case the applicant is not satisfied with the reply, he can prefer an appeal to the designated Appellate Authority i.e. Dr. Mohan Lal , Deputy Inspector General of Forests (NAEB), Ministry of Environment & Forests, Paryavaran Bhavan, New Delhi within a period of one month.

The detailed role and functions of the NAEB are given below.

• Evolve mechanisms for ecological restoration of degraded forest areas and adjoining lands through systematic planning and implementation, in a cost effective manner;

• Restore through natural regeneration or appropriate intervention the forest cover in the country for ecological security and to meet the fuelwood, fodder and other needs of the rural communities;

• Enhance the production of fuelwood, fodder, timber and other forest produce on the degraded forest and adjoining lands in order to meet the demands for these items;

• Sponsor research and extension of research findings to disseminate new and proper technologies for the regeneration and development of degraded forest areas and adjoining lands;

• Create general awareness and help foster people's movement for promoting afforestation and eco-development with the assistance of voluntary agencies, non-government organisations, Panchayati Raj institutions and others and promote participatory and sustainable management of degraded forest areas and adjoining lands;

• Coordinate and monitor the Action Plans for tree planting, ecological restoration and eco-development; and

• Undertake all other measures necessary for promoting afforestation, tree planting, ecological restoration and eco-development activities in the country.

which violators are penalized/punill!hed. (c) Name, designation, address and contact numbers of the authority competent to

grant such permission. (d) Format of application for seeking permission (e) Purpose for which excavation of shallow tubewells is allowed (t) Terms & conditions to be fulfilled prior to and after permission/excavation.

2. Panjab University, Chandigarh had excavated two shallow tubewells in 2011. Despite best efforts, Division Engineer (Horticulture) is avoiding the truth On permission for excauation of said-tulrewells. Please disclose/supply: (a) Application, if any, made by the University to the competent authority seeking

such permission. (b) Copy of the permission, if any, granted thereof. (c) Violation, ifany, committed by the University in excavation of said tubewells. (d) Action taken/ penalty imposed, if any, in respect of excavation of said tubewells.

Attached herewith is RTI application of Sh. Narayan Singh Chouhan, resident of Village-Bortara, PoJarod, Via Bhatapara Distt. Baloda Bazar-493118 received in our office on 27'h June, 2013 from the RTI Cell, MoEF. The applicant has asked about the guidelines issued vide letter No. 1-58/09 MOS (IC) dt.15.7.2009. However, it is not at all clear what about the guidelines were. We have checked all our records but the said letter is not traceable.

Whereas an RTI application of Shri Paras Nath Singh of Aligarh was received in this Ministry on transfer from the Department of Personnel & Training.

2. Whereas the said RTI application was received by the CPIO of the RTI cell on 04.06.2013.

3. Whereas the CPIO transferred the said RTI application of Shri Paras Nath Singh to the CPIO. Ministry of Shipping on 17th June 2013.

4. Whereas, not satisfied with the delay in transfer of application, Shri Paras Nath Singh has now preferred an appeal date" 25th June 2013. before the First Appellate Authority of this Ministry, "equesting for providing the information sought by him free of cost in view of the transgression, by the CPIO, of t.he maximum time limit oHille days laid down for such transfer.

S. Whereas the first appeal should be preferred before the First Appellate Authority in that pubiic Authority to which the actual CPIO, who deals with the RTI Application, belongs.

6. Now therefore the appeal of Shri Paras Nath Singh of Aligarh, is hereby transferred to First Appellate Authority, Ministry of Shipping for further necessary action in the matter. Shri A.C. Ojha, US

. (RTI) and (PIO in this Ministry is also directed to adhere to the prescribed time limit in such cases of transfer of RTI applications in future.

7. With thee above, the first appeal dated 25th June 2013 of Shri Paras Nath Singh is disposed off.
