EXPLANATORY HANDBOOK ON THE REQUIREMENTS FOR
PERMANENT RADICATION IN PARAGUAY
This manual aims to guide potential investors who are going to set up their factory and /
or open a company in Paraguay, on the requirements and modalities of the presentation
of the documents before the office of the General Directorate of Migration to obtain the
Permanent Identification Card.
They are further detailed and specified by clarifying the types of requirements and
amounts of copies required to be submitted, as well as explaining where the investor or
manager should go to present all the files necessary to obtain the Immigration
Certificate.
1. Proof of foreign investor, which must be managed in SUACE. Present the
original and 1 (one) copy of the document authenticated by Paraguayan
scrivener
2. The passport of the investor, if the document is not in the Spanish language,
must be translated into the Spanish language by a translator enrolled in the
Supreme Court of Justice, if he is Brazilian, it may be in Portuguese. Check if
you have the status of single or married in order to request your marriage
certificate which must be as indicated in number 2) of the requirements required
by the General Directorate of Migration. Present the original and 2 (two) copies
of the document authenticated by Paraguayan scrivener.
In case of other countries that require a visa, present the same with the
certification of Visa issued in the Ministry of Foreign Affairs.
3. Birth Certificate, the original birth certificate must be legalized by the
Paraguayan Consulate in the country of origin and legalized by the Ministry of
Foreign Affairs, located on Alberdi y Eduardo Víctor Haedo/ Asuncion, and / or
Apostilled in the country of origin.
If the document is not in Spanish, it must be translated into the Spanish language
by a Translator enrolled in the Supreme Court of Justice (in case of Brazilian
does not require translation). Present the original and 2 (two) copies
authenticated by Paraguayan scrivener.
4. Certificate of marriage or divorce, the original marriage certificate or divorce
sentence must be signed by the Paraguayan consulate in the country of origin
and legalized by the Ministry of Foreign Affairs (MRE), located on Alberdi y
Eduardo Víctor Haedo, Asunción, and / or Apostilled in the country of origin.
If the document is not in Spanish, it must be translated into Spanish by a
translator enrolled in the Supreme Court of Justice of Paraguay. (In case of
Brazilian translation is not required). Submit the original and 2 (two) copies
authenticated by Paraguayan scrivener.

5. One photo, must be of the type card photo 3 x 3 in colors
6. Certificate of criminal record of the country of origin: This must be endorsed by
the Paraguayan consulate in the country of origin legalized by the Ministry of
Foreign Affairs, located on Alberdi y Eduardo Víctor Haedo/Asunción and / or
Apostilled in the country of origin.
The responsible official must verify the seal and signature if it corresponds to the
consulate or to the Ministry of Foreign Affairs-MRE, because there are similarities
between the stamps of those institutions, and if it is the case, the document must go to
the Ministry of Foreign Affairs (MRE) for legalization corresponding. Uruguay and
Brazil have consulates in Asuncion.
If the document is not in Spanish, it must be translated into Spanish by a Translator
enrolled in the Supreme Court of Justice. Present the original and 2 (two) copies
authenticated by Paraguayan scrivener.
7. Entry card or passport stamp, this is indicated by the stamp on the passport
presented by the interested party at the airports or on a ticket that is used at the
borders, when entering by some point in the country they seal the date of entry
to the country. The original must be presented for verification and 2 (two)
authenticated copies made by Paraguayan scrivener.
All documents issued in Paraguay must have a date after the proof of arriving in
Paraguay presented at the time of requesting their admission for the investor's record,
the date of their declaration issued by Interpol must coincide with the date of the card or
entry ticket or stamp of passport.
Submit 2 (two) copies authenticated by Paraguayan scrivener
8. Health Certificate
The interested party should go to the general physician in order to request a complete
check-up, if he has a hemogram done in his / her country of origin can use to show to
the doctor, otherwise, if he / she has to do the doctor's request, the health certificate
must contain the person is in a good mental health, physical and that it lacks of infecto-
contagious diseases.
Once the certificate is issued, the interested party must have legalized it at the
Directorate of Registries of Professionals under the Ministry of Public Health and
Social Welfare (MSPBS) located on the street Brasil c / Manuel Dominguez-Asunción.
Present the original and 2 (two) copies authenticated by Paraguayan scrivener.
9. Certificate of life and residence, the investor must bring a certificate of life and
residence to the Commissary of the neighborhood where he or she will live, in

case he/She does not have his possible address, he may eventually use the
address of a Hotel where he is staying, and the Commissioner responsible.
10. Present the certificate of life and residence, an original and 2 (two) copies
authenticated by Paraguayan scrivener.
11. Information certificate, original and 2 (two) certified copies, this document
issued by the National Police, which is at Boggiani Street and RI 2 Ytotoró,
Street, telephone 021 610525-Asunción.
12. Interpol certificate, present it original and 2 (two) certified copies, this document
is obtained at Coronel Gracias Street, Number 468 c / Tte. Rudy. Street, hone
021 480112-Asuncion.
13. Affidavit of law, must be done in writing with a sheet of certification of
signatures, present in original and 2 (two) certified copies. Model is in (Annex
1) of this Manual.
This model helps the scribes and interested as a model that must be written by the clerk
filling all fields with the data provided by the interested party, then the investor must
sign.
The record number of the Certification of Signatures is obligatory and complete all the
data of the Affidavit.
The fee must be paid at the migration office, located in SUACE, the amount is Gs.
1,408,380 (one million four hundred eight thousand three hundred and eighty guaranies), cost without fine.
It should be noted that this may vary according to the change in the Minimum Wage.
In addition, in order to facilitate the foreigner, the Certificate of Filing is issued
simultaneously, the cost of which is Gs. 140,838 (one hundred and forty thousand eight hundred thirty-eight guaranies). This will be required for the Paraguayan ID card if it is
not done at the time of obtaining the card, it may delay the investors to make the
registration.

This Declaration was made for the purpose of its presentation in the General Directorate
of Migration, of the Ministry of the Interior.

* Depending on the country of origin in the case of Brazilians is usually 90 days, in the
case that it does not specify is valid in Paraguay for 180 days.
