EXECUTIVE SUMMARY

1.0 PROJECT DESCRIPTION

1.1 Introduction

M/s. Sidharth Papers Limited is registered under The Companies Act, 1956 vide Regn.

No. 24268 on 07.10.1986 for manufacturing of Kraft Paper by its Promoter Sh. Jitender

Kumar, a noted industrialist with vast experience to run the paper mills since last 30

years. The company was established under his guidance and was commissioned in the

year 1987. Recently, in 2011, the mill established Common Captive 6 MW power plant

and Chemical recovery Plant of 120 TPD black liquor solids firing capacity for black

liquor generated from Sidharth Paper Limited and its sister concern Siddheshwari Paper

Udyog Limited, which is located adjacent to the premises.

1.2 Type of Project

M/s. Sidharth Papers Ltd. has an existing Kraft Paper manufacturing plant of 60 TPD at

7 km stone, Moradabad Road, Kashipur, District Udham Singh Nagar, Uttarakhand. They

are now proposing for an expansion of Kraft manufacturing capacity from 60 TPD to110

TPD within the existing premises.

As per the EIA Notification the project falls in Category “A” Project activity S. No.-5 (i)-

(3) (Pulp manufacturing and Pulp & Paper manufacturing industry) further the project

site lies within 10 km radius of interstate boundary (Uttarakhand-Uttar Pradesh) hence

it falls under Category `A’ and requires Environmental Clearance from MoEF, New Delhi

The project was considered by EAC (M) for TOR approval on 07.03.2013. Terms of

Reference (TOR) have been issued by MoEF, New Delhi for preparation of EIA/EMP

report vide letter no. J-11011/14/2013-1A-II (I) letter dated 25th April, 2013.

1.3 Need for the Project

Paper and paper board has become an essential requirement of our life. The current

global paper and paper board demand is 402 million MT per annum. The paper demand

has doubled in 20 years from 242.79 million MT in 1990 to 402 million MT in 2011.

To enhance the economy of the country, the Government of India has planned the Delhi-

Mumbai Industrial corridor which will be built by a whopping US$ 90billion in technical

collaboration with Japan. The project will see major expansion of Infrastructure and

Industry – including industrial clusters and rail, road, port, air connectivity – in the

states along the route of the Corridor.

Besides this, the project has proven/will prove beneficial in terms of socio economic

development as it has provided/will provide benefits to locals. Further, the average

income level, which is the indicator of socio – economic status of house hold is expected

to increase, which will ultimately result in the better living standard of the people.

2.0 DESCRIPTION OF THE ENVIRONMENT

2.1 Presentation of Results (Air, Noise, Water & Soil)

Baseline study of the study area was conducted during Summer Season, 2013 and

Additional one Month (December, 2013) Monitoring was also conducted.

The concentration for all the 8 AAQM stations for PM10 & PM2.5 ranges between 65.8 to

96.0 µg/m3 and 27.5 to 45.0 µg/m3 respectively during summer season, 2013. SO2

ranges between 7.5 to 15.0 µg/m3 and NO2 ranges between 18.4 to 28.0 µg/m3.

During winter season, 2013, PM10 & PM2.5 for all the 8 AAQM stations ranged between

67.3 to 98.2 µg/m3 and 29.5 to 49.3 µg/m3, respectively. SO2 and NO2 were in the

range of 8.2 to 16.3 µg/m3 and 19.5 to 30.5 µg/m3, respectively.

Ambient noise levels were measured at 8 locations around the project site. During the

baseline study it was seen that in day time noise level varies from 51.83 to 58.83Leq. dB

(A) in day time and in night time 42.35 to 48.96 Leq. dB (A).

The ground water analysis for all the 8 sampling stations shows that all the Parameters

Like TDS (273.00 to 571.00 mg/l), pH (7.28 to 7.73), Total Hardness (116.56 to 349.28

mg/l), Alkalinity (215.18 to 387.06 mg/l), Chloride (5.87 to 87.71 mg/l), Calcium (22.60

to 110.01 mg/l) & Magnesium (8.23 to 24.67 mg/l) etc. are found within the permissible

limits.

The analysis results for soil shows that soil is slightly alkaline in nature as pH value

ranges from 6.69-7.38 & is silty loam in texture. The concentration of Nitrogen has been

found to be in good amount in the soil samples.

2.2 Biological Environment

Flora: species which are most commonly found in the study area are Pipal (Ficus

religiosa), Ashok (Polyalthia longi folia), Kikar (Parkinsonia aculeata), Gulmohar

(Delonix regia), Kathber (Zizyphus xylopyra), Bargad (Ficus bengalensis), Babul (Acacia

arabica), Imli (Tamarindus indica), Dhak (Butea monosperma), etc.

Fauna: Commonly found animal in the study area are Langur (Prubytis entellus),

Chuchundar (Crosidora murria), Bagula (Ardea cineria), Kabutar (Columba livia), Green

Girgit (Calotes versicalor), etc.

2.3 Socio-Economic Environment

The population as per 2011 Census records is 482628 (for 10 km radius buffer zone).

Scheduled Caste population of the study area (10 km) is 16.93% and Scheduled Tribe is

0.14%.

Percentage of literacy is 74.04% and that of workers those actually engaged in

occupation is 31.96%. Total no. of household in the area is 87379.

3.0 ANTICIPATED ENVIRONMENTAL IMPACTS AND MITIGATION MEASURES

� Impact on Air Environment - The key air emissions from the plant activities

(loading/unloading, transportation and storage of coal and other raw materials) are

Particulate Matter, Oxides of Nitrogen (NOx) and Sulphur dioxide (SO2). Gaseous

emissions are being/will be generated from transportation of vehicles. Use of

proper mitigation measures are being/will be taken like water sprinkling during

Material transfer activities & development of green belt along the road sides to

control fugitive emissions.

� Impact on Water Environment - There is/will be minimal discharge of liquid

effluent from the plant site. All the effluent will be treated in the Effluent

Treatment Plant and the treated effluent after pressure sand filter will be utilized

partially in pulp mill, green belt development and dust suppression. Therefore, no

significant impact on surface water bodies is anticipated due to plant operations.

� Impact of Noise - During construction phase, noise will be generated from vehicle

movement for transfer of construction materials, operation of heavy equipments

and machinery like vibrators, cranes, welding machines etc. However, the impact

will be of short term duration. The plantation and the green belt around the plant

boundary also mitigate noise in the surrounding areas.

� Impact on Land Environment – No adverse impact on the surrounding land is

anticipated. It will be ensured that there would not be any effluent discharge from

the plant during operation and management will adopt and practice best

measures to prevent release of pollutants outside the plant premises.

6.0 PROJECT BENEFITS

The proposed expansion project activity will help in meeting the growing demand of

Paper hence will help in the economic growth of the country. It will result in growth of

the surrounding areas by increasing direct and indirect employment opportunities in

the region including ancillary development and supporting infrastructure.

7.0 ENVIRONMENT MANAGEMENT PLAN

7.1 Air Quality Management

� ESP has been provided to reduce the PM level from the boiler within permissible

limits.

� Control of fugitive dust emissions during material handling by back water

sprinkling.

� Green belt around the periphery and within premises has been developed.

� Ambient air quality and stack emissions are regularly monitored and effective

controls exercised, so as to keep the emission within the statutory limits and same

will be continued.

7.2 Water Quality Management

The waste water is generated from wet washing of raw material, pulp washing process

and paper making process along with boiler & chemical recovery operations.

� The wastewater from wet washing section shall be treated in the ETP, as such

after mixing in common mill stream. During generation of wastewater, approx.

25% is recirculated back into its own process and remaining is discharged to ETP.

� During pulp washing process, the generated black liquor is sent to the chemical

recovery section where it is evaporated and fired in F.B.R. The evaporated water -

Condensate & Foul Condensate - is recirculated back to boiler & pulp washing,

respectively. The chemical recovery operation is virtually a zero-discharge

scheme, wherein all water generation is either recirculated back to the process or

evaporated through its chimney.

� The wastewater generation in paper making is partially recycled to pulp mill for

pulp dilution at different stages, as it contains fiber, fines & chemicals and

balanced is sent to ETP for further treatment. The wastewater from pump sealing

& hydraulics is used in self reciculation.

� The wastewater from boiler section is generated in the form of cooling tower

bleed or from steam traps. Both are sent for treatment in ETP.

7.3 Noise Management

� Time to time oiling and servicing of machineries is being/will be done

� Acoustic enclosure for Turbine & D.G. sets are/would be provided.

� The green belt development helps in absorbing noise.

� Earmuffs provided to workers while running the equipments of the plant.

� Periodic monitoring is being/will be carried out

7.4 Solid Waste Management

� Primary ETP sludge is reutilized back into paper making.

� The secondary clarifier and Tertiary treatment sludge is collected in either sludge

beds or dewatered through decanter and utilized within the plant.

� The ash from the boilers is being/will be utilized for filling low lying area within

the campus and also utilized by nearby farmers in their fields

7.5 Greenbelt Development and Plantation Program

� About 3.05 ha area from the total area of 7.8 ha has been covered under Green

belt, which is more than 33% of the total plant area. Greenbelt has been developed

and maintained properly around the plant boundary and along the road sides.

� Local species are being/will be planted as per CPCB guidelines.

7.6 Socio-Economic Environment

Better education facilities, proper health care, road infrastructure and drinking water

facilities are basic social amenities for better living standard of any human being. SPL

has conducted and provided such facilities to the nearby villagers and will further

improve the facilities in the area, which will help in uplifting the living standards of local

communities.
