Executive & Steering Committees Barcelona May 2016 EFEA WORK PLAN 2016- 2017 IN PROGRESS During the weekend of 6-7 May 2016 meetings of Executive and Steering Committees were hold in Barcelona. The main objectives of both meetings were to monitor of EFEA WORK PLAN 2016-2017 and to take some strategic decisions for the future of EFEA. Besides, it was necessary to review the tools for communication and dissemination the key activities of networking in EFEA. From the conviction of the commitment of all those who are part of this network, I encourage all our associations and all our partners to participate in the challenges we have set ourselves for the future. Promoting collaboration with relevant stakeholders (Public Networks & Transnational Associations). 3. Activating publications (Website, Newsletter and ESEM Journal) & disseminating information. 4. Enrolling new members (National/ Regional Associations and individuals). 5. Presenting new proposals in Erasmus+ Calls (especially, in KA-2 and in KA-3). 6. Keeping updated documentation and accounts. 7. Exploring new activities. For doing this plan, it is necessary the effort of all members in our network, it is not only a matter of the Executive Committee and the Steering Committee, but we need all our national/ regional associations and all individual members. Some news/events of EFEA

EUROPEAN INTERVISITATION PROGRAMME-EIP (BARCELONA, 24-27 MARCH 2017)

The EFEA major event is going to be held in Barcelona. The selected theme is “THE MANAGEMENT OF SCHOOL INNOVATIONS”. It includes,

as usual, school visits (Friday and Monday) and conferences-debates (Saturday and Sunday). There are different modalities of participation and

prices (depending on the number of days everyone could participate).

IV RONDE DES PYRÉNEES (VIELHA, 9th APRIL 2016)

On Saturday April 9 was held at Vielha (Spain), the fourth edition of the International Seminar of education administrators from countries and regions of the Pyrenees (EFEA Cross-border activity). The debates were on the theme “Democracy and social benefits of education”. The previous editions were: Toulouse (2013), Pamplona (2014) and Narbonne (2015). V Ronde des Pyrénées will held in Lavelanet, Ariège (France) 29th April 2017. EFEA President presented the EFEA WORK PLAN 2016-2017 and the Barcelona EIP-2017.

EFEA PRESENTATION IN GREEK NATIONAL ASSOCIATION OF SCHOOL MANAGEMENT CONGRESS (ATHENS, 9 APRIL 2016)

Management and Appointment of Executives in Education Cyprus Educational Administration Society (CEAS) was invited to participate with a keynote speaker at the conference entitled “Management and Appointment of Executives in Education” that took place in Athens on April 9, 2016. The conference was organized by the newly formed Greek Association for Educational Administration (EODE). CEAS was represented by its Vice-President Dr. Yiannis Kasoulides who gave a speech concerning the pros and cons of the Cyprus Educational Evaluation System and also a perspective of a future reform. The Greek Association decided to focus in the Educational Evaluation System and more precisely to the method or methods of appointing educational leaders as a result of the Greek Government’s introduction of a new Head teacher’s promotion policy in which the School’s Board of Teachers choose its one Head teacher for a period of two years. Following the two keynote speakers a fruitful discussion took place where participants shared their thoughts and concerns about the newly introduced policy stressing the need for a deeper and scientific exploration of the methods that are used worldwide. Dr. Kasoulides mentioned that such policy of Head teachers’ appointment would be unrealistic and even unthinkable in the context of the Cyprus Educational System which strictly follows an escalated promotion method with no turning backs. Nevertheless, the Greek system was consider by many as more democratic and maybe an improvement of the previous model where Head teachers were appointed by special educational councils that were formed by every newly elected government. At the business lunch that was given after the end of the conference Dr. Kasoulides took the opportunity to provide information about EFEA and its activities and especially the upcoming event of the EIP 2017 in Barcelona. The members of the Greek Association showed quite interested in becoming an EFEA member and efforts towards this direction are ongoing.

EFEA PRESENTATION IN EUROCITIES NETWORK MEETING (LEIPZIG, 11-13 APRIL 2016)

EFEA participated in the Euro-cities EUROCITIESMEETING meeting, in Leipzig (Germany), on Early School Leaving (Study Visit).

The establishment of synergies with other networks and transnational Partnerships is one of the strategies included in The EFEA Work Plan. EFEA representatives presented our association, the Barcelona EIP-2017 and

explored possibilities for further collaboration (projects, interest groups, publications, etc.)

NETWORKING: EFEA IN WFATE MEETING SIGNATURE OF MoU WITH ATEE (BARCELONA, 21-23 APRIL 2016)

EFEA president participated in the WFATE meeting hold in Barcelona. In this Conference was

discussed the topic “INNOVATION IN TEACHER EDUCATION WITHIN A GLOBAL CONTEXT”. During the plennary session in the Barcelona University Paraninf a Memorandum of

Understanding (MoU) was signed by the presidents of EFEA and ATEE (Association for Teacher Education in Europe).

This MoU establishes the collaboration between ATEE and EFEA for the next two years and

offers a framework for concretes activities in fields of commun interest.

EFEA PRESENTATION IN FINLAND (RETRAINVET PROJECT, ROVANIEMI, 25-30 APRIL 2016)

EFEA was presented in the Arctic Circle in the framework of RETRAINVET (VET Network Project in Erasmus+ Key Action 1).

In this, there was included the main EFEA objectives and activities, and specificly the

presentation of the Barcelona EIP-2017.

DEVELOPING A CURRICULUM FOR EUROPEAN HEAD TEACHERS. CuCoEH PROJECT SUBMITED TO ERASMUS+ (KA-2, CALL 2016)

30th March 2016 was submitted the CuCoEH project (Developing a Curriculum through

Competencies for European Head Teachers) in the last Call of Erasmus+, Key Action 2, with the participation of EFEA. Total budget is 77.560€

The other partners are: UIC (International University of Catalonia) as a coordinator, IPL

(Polytechnic Institute of Lisbon), and Innovation in Education (Professional association in Belarus). The stages of the project can be described as follows: 1. Detailing the requirements from basic to state of the art of training courses currently

available for head teachers in the participant countries in the first seminar with the participation of the four partners to exchange their experiences.

2. Gathering and systematizing research about head teacher needs and Competencies. 3. Selecting and developing in detail the necessary Competencies for European head teachers

unified by UIC as organizers, according to the experts' comments. 4. Exploring the ways and formulas for accrediting the Competencies for European head

teachers. 5. Disseminating the results throughout European educational institutions. EFEA as an

international organisation has a direct access through individual memberships of EFEA.

ESEM- THE JOURNAL OF EFEA

After considering the commercial possibilities

for editing our Journal “European Studies in Education Management” (ESEM) in a professional way, it was decided in the Steering Committee meeting that EFEA will continue publishing for free the ESEM Journal in open access in the EFEA website. It is planned that before summer 2016, it is going to publish three monographic:

- Participation of young people and adults in education processes and practices. - Evaluation on Education (II). - Early School Leaving

They correspond to the volumes of Spring-2015, Autumn-2015, and Spring-2016, which had been retained until the decision about marketing was made.

All members of our network and partnership or collaborator associations are strongly invited to submit contributions and articles for next ESEM. It will be a monographic about the theme of our European Intervisitation Programme (Barcelona. 2017): “THE MANAGEMENT OF SCHOOL INNOVATIONS”. MEETING WITH EUCEN REPRESENTATIVES

EFEA is exploring the possibilities of collaboration with EUCEN (European University

Continuing Education Network). The aims of EUCEN are:

! To contribute to the social, economic and cultural life of Europe through the promotion and advancement of lifelong learning within higher education institutions in Europe and elsewhere. - To foster universities' influence in the development of lifelong learning knowledge and policies throughout Europe.

A meeting took place between EFEA president and EUCEN representatives in April 2016.

EFEA PARTICIPATES IN EUROPEAN UNION LAUNCHING OF ERASMUS+ KEY ACTION-3

EFEA participated in the Info-day Erasmus+ Key Action 3: Support for policy reform – Social Inclusion through education, training and youth hold in Brussels 18th April 2016. There are some opportunities of partnership in order to be partner in projects, especially as a disseminator – for our strategic position – with universities and public bodies. Deadline is: 22nd June 2016. !More&information:&https://eacea.ec.europa.eu/erasmus-plus/events/infoday-erasmus-plus-key-action-3-support-for-policy-reform-%E2%80%93-social-inclusion-through-education_en Similarly, EFEA –as an umbrella organization- can apply training for its members in the framework of Erasmus+ Key Action-1. Next Deadline will be over March 2017. EFEA Executive Committee is waiting for proposals and ideas for canalizing projects in both Key Actions. We encourage all our members to take part on it.

EFEA SUBMITS EPNoSL

EFEA, according its Work Plan 2016-2017, has submitted for being part of EPNoSL (European Policy Network on School Leadership). It is a partner-run consortium created in 2011 in response to the increasing European focus on school leaders’ professional development, including preparation and selection of school leaders.
