Goals• The EULER -project aims to define and demonstrate the benefits of SDR in

enhancing interoperability and fast deployment in case of national and

international joint emergency service operations.

• The task is to build upon recent efforts on the SDR architecture standard

shared at European level and based upon the SCA concepts.

• The work consists of specifying, designing and developing a security

referential platform including high data rate waveforms (software defining

the services, communication protocols, interfaces, algorithms, security

features, spectrum use, etc. for SDR) for security applications.

• Contribution to the further development of SDR architecture standard to

fully support decomposition of waveforms and components to the GPPs,

DSPs and FPGAs.

• Euler provides an illustrative case of waveform portability.

Why interoperability in PSC?

• Sample scenarios(*)

– Wildfire scene: Direct communication between fire

fighters and aircrafts using legacy aviation

waveforms

– Building collapse: Communication between TETRA

phones of resque teams and GSM phones of victims

– Disaster site: Fire brigades, police, medical

personnel, etc. all use their own equipment for

interoperable communication. Single SDR base

station handles the complexity.

Approach

• The EULER-project will

– propose a new high-data-rate waveform for

emergency and security operations and its

implementation for SDR following the ESRA

recommendations,

– provide proof-of-concept waveform implementation

and portability on several software defined radio

platforms and

– realize an integrated demonstrator targeted towards

end-users,

– strengthen and mature ongoing efforts in Europe in

the field of SDR standardization.11

Motivation for ESRA

• Technical approach to SDR programming

– Wider scope than recommending *one* technology (e.g. SCA)

– But defining common unifying denominator

– Core requirements : portability

– Decoupling platform interfaces from programming rules

– Compatibility with different platform specifications

• Ability to have custom runtime environments for

platforms, depending on their usage model.

– In particular, be compatible with SCA

EULER contributions to ESRA:

Definition of SDR platforms• ESRA specification extension and maturation: SDR standardization

is still a work in progress, especially in the scope of better

supporting portability, specialized devices (DSPs and FPGAs), and

also in the specification of general enough hardware abstraction

layers (an example being the so-called Transceiver capability).

– The aim to realize a high-data-rate portable waveform emphasizes these

needs, because of the implied important use of the DSP and FPGAs specialized

devices for performance reasons.

• Derive from PSC information and communication assurance

requirements the constraints on the architecture of the SDR

embedded platform

– Define architectural strategies to answer, prototype and integrate them

– Investigate and evaluate the strategies for highly-optimized implementations

and perform its integration on the SDR platforms.
