The global challenges: Energy and Climate
.Link climate change and GHG emissions proven
=> Action needed now..Increase in world population and welfare
=> Increase in energy needs – even more for electricity=> Security of supply becomes more acute.Economy and competitiveness
=> Cheap oil and gas is over=> New low carbon economy to be built while keeping
economic competitiveness

EU Energy Policy Initiatives.Kyoto 1998 – April 2009 Climate-Energy package EU Proposals at Copenhagen.« An Energy Policy for Europe » - Jan 2007
- Target 2020: 20 % CO2 reduction vs 1990 and Vision 2050: 60 to 80% reduction
- Nuclear energy is beneficial for security, environment andcompetitiveness
- Need to launch a SET Plan: increase R&D efforts and budgets.EU Council of March 2007
- Adopt the « Energy Policy for Europe » 3x20 - Launch High Level Group Safety and Waste - ENSREG- Broad discussion on opportunities and risks of NE - ENEF

EU Energy Policy Initiatives
.« A European Strategic Energy Technology Plan » - SET Plan of November 2007
- Need R&D and Innovation for low carbon energy
- Need work together – ia European Energy Research Alliance
- Propose 6 initial European Industrial Initiatives: Wind, Solar, CCS, Biofuels, Grid, Nuclear Fission
- Communication on the financing of the SET plan adopted by Commission on 7 October 2009: need + 50 Billion Euro over 10 y.Second Strategic Energy Review of November 2008

The European “Nuclear” Scene
Nuclear Power in the EU today: 1/3 electricity, +/- 150 NPPs in 15 MS, +/- 130 GWe installed, full fuel cycle
Opportunities and Challenges for the future: ia
Nuclear is good for climate, security supply, competitiveness
Safety, Waste, Non Proliferation and Security = public acceptance
Nuclear ageing = PLIM/PLEX and human/capacity resources
Liberalisation of the electricity market
Financial crisis = investment ?
Divergent policies of MS on nuclear
Nuclear development in other parts of the world
EU/EC role: Policy and Financing: - Foster a stable regulatory & investment climate - Foster Knowledge, Research and Innovation
Legislation: eg Nuclear Safety Directive, Waste Directive
Foster convergence through dialogue : ENEF, ENSREG
Foster coordination and integration of R&D and innovation - with the ultimate goal => sustainability of nuclear power – from present to future: SNETP, IGDTP, SET Plan
| 7IAEA INPRO JANUARY 2009
Legislation: Nuclear Safety Directive
- Adopted by the Council on the 25 June 2009
- Set common legally binding ground for nuclear safety in the EU, on the basis of the IAEA Standards and Guides
- The EU is the first regional entity where this exist and it can serve as a model for others = a basis for support and cooperation with « new comers to nuclear » Instrument for Nuclear Safety Cooperation INSC
- A similar approach will be proposed by the Commission for 2010 in the field of nuclear waste management

Financing the SET Plan
. EC Communication on Financing – adopted on 7 October 2009. The « scope » of the Communication:
Financing of the SET Plan – strongly linked with all 6 EII
Estimation of needs: R&D in energy need to go from 3 to 8 Billion Euros/year = + 50 Billion Euros over 10 years
Covers wide portfolio of financing tools – need pooling of resources at national, EU and corporate level. Role of financial sector (EIB). Public/Private – grants/loans/incentives – « Carbon financing ». For Council in Spring 2010 and EP: need to set priorities within the EU Budget… and national budgets…
| 23IAEA INPRO JANUARY 2009
Conclusion
To solve the energy/climate challenge- Nuclear energy is and will be part of the energy mix
- We need: Safety ! + Public Acceptance
PLIM/PLEX for GenII + waste management GD
Positive and stable investment climate for GenIII
Demonstration of the sustainability of GenIV
- Tools at EU level: legislation, Forums (ENEF, ENSREG and SNETP/IGDTP), SET Plan (implementation mechanism and financing means)
