EU Policy Cycle – five years of joint experience

The EU Policy Cycle for serious international and organised crime has the objective of tackling the most important serious and organised criminal threats to the EU in a coher-ent and methodological manner through optimum co-operation between the relevant services of the Member States, EU Institutions and EU Agencies as well as third coun-tries and organisations, including the private sector where relevant.

Therefore, the Conference would like to create an environment for peer-to-peer exchange between the representatives of the Member States and the Drivers and Co-Drivers of the EMPACT priorities in order to create synergies and support the mecha-nism of the EU Policy Cycle. The EU Institutions and EU Agencies will play their role in facilitation in line with their mandates, in particular Europol by providing a platform for information exchange and operational coordination.

Benefit of OAP actions for Member States (1st workshop)

There have been many successful actions delivered within the Operational Action Plans led by various Member States. The possibility of having the funding facilitated by Europol grants has increased the potential for a fruitful cooperation.

During the Conference, we wold like to highlight the examples of successful actions and find out how the Member States can benefit from leading an action or participat-ing in the OAP 2016 actions. Drivers and Co-Drivers are investing concerted efforts in order to get the Member States actively involved.

Hence, we would like to promote close connection between the Drivers` teams and Member States and assist them in their task to ensure successful operational actions. Drivers and Co-Drivers are invited to highlight the advantages of being an active par-ticipant in an OAP action.

Independent Evaluation Mechanism (2nd workshop)

The European Commission and the Member States are called upon to elaborate an independent evaluation mechanism in 2015. The start of the evaluation has been scheduled in 2016 with the involvement of MS, Agencies and COSI.

The report on the outcome should be submitted to the Council in March 2017. The Standing Committee on Operational Cooperation on Internal Security (COSI) will play a central role, since COSI should adopt the mechanism before the end of 2015 and evaluate lessons learned from the Policy Cycle with the aim of integrating them into the next Policy Cycle.

We would like to offer an opportunity for an open exchange of views regarding the evaluation.

EU Policy Cycle - law enforcement capacity building (4th workshop)

The European Police College (CEPOL) participates in the EU Policy Cycle since it has been launched and complements the operational actions by providing learning and training possibilities.

Having the new Regulation recently approved by the Co-legislators, CEPOL would like to strengthen the role of law enforcement training and continue in its effort of supporting all EMPACT priorities with the aim of enhancing knowledge and skills approaching a wider target group of law enforcement officials.

Taking into account the opportunities given by the expanded mandate we are inviting you to reflect on the role of training with regard to the EU Policy Cycle.
