(from page 16)In his address, the Secretary-1 said that he and

his party comprising the ministers and departmentalheads visit Mon and Kayin states to facilitatedevelopment projects of the two states and to attend theopening ceremony of Technological University(Mawlamyine).

It is learnt that up to February this year, MonState has already reached 90 percent of its target ofGDP for fiscal 2008-2009. Hence, efforts should bemade to meet the target within the remaining period. Indoing so, extra efforts should be made for the weaksectors. Moreover, all should accelerate their work toexceed the target in the sectors that are gainingadvantage. In this way, Mon State will see moredevelopment.

The government is striving for the nation’s annualper capita income to reach K 600,000. Living standardof the nation will further improve only if there is

Government striving fornation’s annual …

increase in per capita income. Hence all possiblemeans should be sought and implemented to reach andeven exceed the target.

Every country in the world is trying to overcomethe current global financial crises. The impact is highon industrialized nations and low on agro-based nations.

As Myanmar is an agro-based nation, the countrywill achieve more benefits if basic advantage can beutilized effectively. The prices of agriculture productsfall to a certain level. The nation will see better prospectsfor extending markets, if we boost production andreduce cost of production.

Mon State runs a large number of rubber farms. It should strive to boost rice, fish, rubber and fruitproduction to increase per capita income.

Service personnel on their part should makecoordinated efforts for the producers and dealers to runjoint ventures on a wider scale. They should renderassistance to both producers, who need capital, anddealers. Tripartite cooperation and supervision willlead to developing the agriculture sector and benefitingindividuals and the region. Waste minimization will

help reduce cost and boost production. The government is striving to maintain peace

and stability and achieve progress. The government isalso making efforts for equitable development of thecountry and for narrowing the development gap. Forequitable development of the border areas and ruralareas, the government is implementing the developmentproject for rural areas, the project for 24 special regionsand five development tasks for rural areas.

Governmental employees who are supervisingthe projects on behalf of the State play an importantrole in implementing the projects, and they are to abideby the rules and regulations. At the same time, they areto organize the people to participate in implementingthe development tasks.

In implementing the tasks, officials concernedare to try to realize the real situations of the people andregions not to fall burden on the people, he said.

Afterwards, Secretary-1 Lt-Gen Thiha ThuraTin Aung Myint Oo cordially greeted those present atthe meeting.

4 THE NEW LIGHT OF MYANMAR Wednesday, 25 March, 2009

(from page 1)Deputy General

Manager Mr Shoji Tsutsuiof the Kansai ElectricPower Co., Inc of Japan, technicians of ChinaNational ElectricalEquipment Corporation(CNEEC) and Zeing OrientHolding Group of China, national race dancetroupes, members ofMyanmar orchestra troupe, band troupe, pompom andaerobic troupes, localauthorities anddepartmental personnel, social organizations andlocal people.

In his address, PrimeMinister General TheinSein said that today is a dayon which Kengtawng HydelPower Plant is opened as agesture of hailing the 64thAnniversary Armed ForcesDay.

As the project is a largescale hydel power plantcapable of generating 54megawatts as well as thebiggest of its kind in ShanState, it took about fiveyears to be completed, headded.

He said that ShanState, the largest in areaand the greatest inpopulation among theseven states, is a placewhere national races suchas Bamar, Pa-O, Palaung,Kachin, Intha, Dhanu,Kokang, Wa, Lahu, Kaw,Taungyo, Myoungzee,Lishaw, Thaine,Yinkyar,Yinnet, etc. residetogether with Shannationals.

Efforts fordevelopment of nationalraces, improvement of

In the time of Tatmadaw …education and healthstandard, bettertransportation andfostering friendship amongnational races could not becarried out in successiveeras. Moreover, as a spateof armed insurgenciesreigned at the instigation ofcolonialists, the region wasdevoid of peace, stabilityand security with poortransport. With discord anddissension among nationalraces and low livingstandard, Shan State wasrife with evil socio-economic consequencesand lagged behind indevelopment, he noted.

In the time of theTatmadaw governmentefforts were made to put anend to the armed conflictsthat had been deeplyentrenched in Shan Statefor ages and forge nationalreconsolidation. Peace andstability is compulsory forthe people to travel fromone place to another and dobusiness with peace ofmind. Therefore, effortswere made with goodwillto put national race armedgroups under the umbrellaof peace and to foster mutualtrust and understanding andcooperation among nationalraces, he disclosed.

Under thecircumstances, steps werebeing taken in allseriousness fordevelopment of Shan Stateafter designatingTaunggyi, Lashio,Kengtung and Panglongregions as specialdevelopment regions. Andit is obvious that Lashio, eastern Kengtung and

Panglong regions areseeing equitabledevelopment likeTaunggyi region, he said.

In the economic sector, the whole Shan State hasenjoyed economicdevelopment by 16 % peryear during the third five-year plan period (from2001-2002 to 2005-2006),about 14 % in the first yearof 2006-2007 during thepresent fourth five-yearplan period, and 9 % in thesecond year of 2007-2008.

In the agriculturalsector, there were over 1.4million acres of arablelands in Shan State in 1988.Now, there are 3.2 millionacres of arable lands in thestate. At the same time, thesown acreage of paddy hasbeen increased from 0.8million to 1.4 million, thatof edible oil crops from0.15 million to 0.35million, and that of maizefrom over 80,000 to300,000. As far as foodsecurity in the region isconcerned, all the regionsof Shan State (South), ShanState (North) and ShanState (East) have nowenjoyed self-sufficiency inrice, he said.

Likewise, Aung-ban-Pinlaung-Loikaw railroad,Shwenyaung-Yakswakrailroad, Shwenyaung-Taunggyi railroad andT a u n g g y i - N a m h s a n -Monei railroad in ShanState were constructed. Andthose tasks called for hardwork, diligence andperseverance, for it is hillyregions complete withravines and gorges. Atpresent, new Namhsan-Kengtung railroad is underconstruction.

To bring about bettertransport in Shan State,Hsipaw-Namlan-Panketuroad, Yakswak-Kyaukgu-Nawnghkio road,Hanmyintmo-Myogyi-Ywangan road, Pinlaung-Pyinmana road are newroads for Shan State. Andold roads such as Mandalay-Lashio-Hsenwi-Muse road,Taunggyi-Mongping-Kengtung road, Lashio-Mongyai-Tangyan road,Tangyan-Pamhsan road,Hsenwi-Kunlong-Laukkiroad are under renovation.

There are new bridgesspanning River Thanlwin, namely, Takaw-et Bridgein Tangyan Township,Tarhsan Bridge inMongpan Township andTapar Bridge in KutkaiTownship and two old ones—Kunlong Bridge andTarkaw Bridge — totallingfive. Moreover, NamteinBridge, Matlan Bridge andLangkho Bridge wereconstructed.

For human resourcedevelopment, moreuniversities and collegeswere opened in specialdevelopment regions alongwith extended opening ofbasic education schools. Inthe past, there wereuniversity and college onlyin Taunggyi, the capital ofShan State. At present, alarge number of universitiesand colleges emerged in thestrategic regions such asLashio, Kengtung andPanglong regions. As aresult, local people canhave easy access to basiceducation and highereducation, he said.

In the meantime, general hospitals in ShanState were upgraded whilemore new hospitals, dispensaries and ruralhealth centres wereopened, he noted.

All in all, Shan Statehas now been on the righttrack on development, formarked progress has beenmade in all sectors.

In the electric powersector, there were onlythree small-scale hydelpower plants in Shan State, one in Namkhan, one inMuse and one in Tatgyi inthe past. Now, more smalland medium scale hydelpower plants such asNamhmyaw, Namh-saungngon, Pakyethaw,Namhsaung Creek,Zawgyi-1, Zawgyi-2,Namshan Creek,Namwout, Maipan,Mongla, Namlap, Hsiluhave emerged. Apart fromZawgyi hydel powerplants, other hydel powerplants are now in a positionof generating electricity.

The 54 megawattKengtawng Hydel PowerPlant opened today and the600 megawatt ShweliHydel Power Plant beingimplemented are largescale hydel power plantsthat will be connected withnational grid. Therefore, they will contribute bothregional and nationaldevelopment, he said.

At present, powergenerated fromKengtawng Hydel PowerPlant is being distributedto Kengtawng, Loilem,Namhsan, Langkho,Mongnai, Mongpan,Maukmai, Panglong andLaikha, and the socio-economic status of thoseregions is improving likeother regions.

In addition, UpperKengtawng Hydel Powerproject is beingimplemented.

On completion, it willbe able to feed power tothe present KengtawngPower Plant and contributea lot to both Shan State andthe nation.

Likewise, the recentlycompleted 600 megawattShweli Hydel PowerProject in Shan State(North) is a nationalproject that was jointlyimplemented with aneighbouring country.

The government ismaking all-out efforts fornational development. From 1988 up to date, itimplemented altogether 12hydel power plants, namely, Hsedawgyi,Baluchaung-1, Zawgyi-1,Zawgyi-2, Zaungtu,Thaphanseik, Paunglaung,Mone, Pathi, Yenwe,Khabaung and Kengtawngthat are capable ofgenerating 599 megawattand have to do with thenational grid. Powergenerated from hydelpower plants has nowincreased three times whencompared with the periodof 1988 in which LawpitaPower plant and two Kintapower plants couldgenerate only 196megawatt.

At the same time,Shweli and UpperKengtawng project inShan State, Yeywa project,Upper Paunglaung projectand Namcho project inMandalay Division,Lower and Upper Buprojects along Mone Creekand Kyiohn Kyiwa projectin Magway Division,Htamanthi, Shwesaye,Manipur, Yazagyo, andMyittha projects inChindwin basin, Phyucreek, Kon creek,Shwekyin, Thaukyekhat-2 projects in BagoDivision and Thahtaycreek, Saingtin and Ancreek projects in RakhineState are underimplementation.

Feasibility studies arebeing made forimplementation ofThanlwin Project andAyeyawady Project thatare major projects.

Meanwhile, strenuousefforts are being made forconstruction of sub-powerstations in order to supplyelectricity right down toconsumers spending alarge amount of funds, hesaid.

HAILING THE 64TH ANNIVERSARY ARMED FORCES DAY

The book"Narrative of theBurmese War in 1824-26" by H. H Wilsonsays that the militarystrategy of allMyanmar troops is"establishment ofFortress Defence" aftermarching forward andstationing troops stepby step; that with goodideas, Myanmarsoldiers dischargemilitary duties withheart and soul; andthat Myanmar troopsfought their enemieswith unwavering spiritand bravery from thetrenches, so Myanmarsare fierce soldiers.

As mentioned inthe book, the MyanmarTatmadaw reallyscared all theirenemies. The pointsstated in the bookreflect what sort of theMyanmar Tatmadawis. Indeed, Myanmarsformed theirTatmadaw based onpatriotic spirit. At thattime, they were notpaid soldiers. In timesof emergency, they

came out of their homeplaces leaving theirbusinesses and gatheredto repulse alien attackswith bare swords.

One of thedocuments onmobilizing the peoplefor the military purposesaid that in marching tothe frontline to reoccupythe areas, the troopswould not forciblyrecruit the men found;that the operation wouldbe carried out only withthe troops they had beenwell-organized in theroyal city; and that sothe heads of townshipand villageadministrative bodieshad to make sure thatunwilling men were notsummoned or recruitedforcibly.

Local authoritiesnever forcibly recruitedmen without daringspirit and fighting spirit, and they organized onlythe sort of men whowanted to join the armyof their own volition. There were many folksongs composed on thepeople's attitude and

stances towards the headof the Myanmar armedforces and servicemen.

A folk song revealsthe fact that the lass didnot worry about thesituation that herboyfriend would have todischarge militaryservices in the frontline, and instead she wasproud of that.

That indicated thatthe people and theTatmadaw were notdivisible from eachother. In addition, localpeople had to supportsalaries, rations andammunition to the frontline troops. So, it wasapparently clear that theentire people did theirbit in repulsing the alien

attacks.To make objective

judgments on theTatmadaw with fine, historic traditions, andthe historicalbackground of theTatmadaw membersborn of the people whohave been serving thepublic interests at riskto life for long, no onecan deny that since itsbirth, the Tatmadaw hastaken the leadership rolein enhancing the dignityand generating aprosperous future of thenation, standing by thenational cause.

It was put on recordboth locally andglobally that KingAnawrahta unified theFirst Myanmar Empire,King Tabinshwehti andKing Bayintnaungunified the SecondMyanmar Empire, andKing Alaungphaya UAung Zeya unified theThird Myanmar Empirein the soil of Myanmar.Myanmar was unifiedinto a stronger one withthe firm leadership roleof the Tatmadaw leadersand the strength of theTatmadaw, not with theskills of talkative andboastful politicians.Today's members of theTatmadaw are thedescendants of theMyanmar soldiers whomanaged to help themother country regainindependence andmaintain the

independence andsovereignty in thecourse of the Myanmarhistory.

Since it was born,Myanmar has beenstanding tall as asovereign nation withown monarchs in theglobal community.Myanmar people haverelayed culturalheritage, fine traditionsand customs from onegeneration to the next.

Due to its richnatural resources,Myanmar became afocal point of thecolonialists withexcessive covetousnessincluding the British. They applied a varietyof ways and means tomeddle in the internalaffairs.

Taking one stepearlier than othercolonialists andexploiting generosity ofnational people, theBritish waged threeaggressive wars againstMyanmar. The warsbrought a black stain onthe history of Myanmar.

The MyanmarTatmadaw concededloss to the colonialistsdue to armed power gap,but it did not give upanti-colonialist strugglesas guided by patrioticancestors. The book"Our Burmese War" byW. E. B Laurie said thatShwedagon hill battlewas very fierce andcaused bloodshed; that

many of the Britishtroops sustainedinjuries, many of themlosing their limbs; andthat Myanmar troopsengaged in the battlewith great tenacity tilltheir deaths.

Notwithstandingthe invasion of thenation, the MyanmarTatmadaw did notsurrender to thecolonialists. TheTatmadaw dispersed itsmembers as a strategicmove and launchedguerilla attacks on theinvaders in cooperationwith national races invarious regions. So, thecolonialists were notable to restore peaceand stability till 1900.Due to the strong senseof patriotic fervour ofmembers of thereduced MyanmarTatmadaw, the BurmaIndepen-dence Armywas formed on 26December 1941.

From that time on,the revived MyanmarTatmadaw has becomethe force that plays theleadership role in thenational cause. Inspiredby the sense ofpatriotic spirit, youngmen joined the armywith no hopes forsalaries and privileges,as evidenced by thefact that 15,000 bahtsand 5000 Myanmarkyats was allMinamikekan group

(from page 8)could collect till December 1941 for the BurmaIndependence Army.

A large number of people of various nationalraces joined the BIA and made supreme sacrificesfor the country to regain independence. In theend, the colonialists had to withdraw from theMyanmar soil thanks to the combat skills, gallantry, tenacity and dauntlessness of BIAtroops.

Similarly, the Tatmadaw effectivelymobilizing the participation of the people managedto crush the Fascists who had showed extremetorture to the people. Like the Tatmadaw in thethree Myanmar empires, the Myanmar Tatmadawregained its prestige. And the Anti-FascistResistance could be launched at the national levelwith the participation of all national races. In thebattles, the Tatmadaw managed to revive nationalsolidarity and unyielding spirit of various nationalraces such as Kachin, Kayah, Kayin, Chin, Bamar,Mon, Rakhine and Shan.

The Tatmadaw born in the anti-colonialistmovements and Anti-Fascist Resistance has beenable to maintain the fine traditions of the Unionof Myanmar till today. The Tatmadaw has beenable to stand for 64 years successively as thenational Tatmadaw with fine traditions in thenational leadership role, not as an ordinary one.So, the role of the leaders of the Tatmadaw is ona par with that of the founders of the first, secondand third Myanmar empires. The Tatmadaw isthe most well-organized force that has beenmaking sacrifices with great resilience insuccessive periods to unify the nation into today'sthe Union of Myanmar. The most onerous taskthe Tatmadaw has been discharging is the nationalduty to ensure perpetuity of the nation from thetime of independence struggles to date. And it isthe Tatmadaw that is protecting the nation withthe sense of national interest hand in hand withthe people from the threats posed by the neo-colonialists to subjugate the nation again.

Tatmadaw members born of the people from

all strata of life have to uphold the four oaths. They never hesitate to sacrifice their lives ifnecessary for the sake of the nation. They canbear shortage of rations and great difficulties inthe battles. They give priority to the interest ofthe nation, rather than that of their families. Theyhave such a daring spirit to make all forms ofsacrifices that one may be owed in documentingthose events.

So, those who have been taking the leadershiprole in nation-building tasks from the times ofthe First Myanmar Empire to date are theTatmadaw, Tatmadaw members or the sons ofthe people. Therefore, the history of the nationcannot be separable from that of the Tatmadaw, and vice versa. Leaders of the Tatmadaw are theones who dedicate themselves to the tasks forperpetual existence of the Union of Myanmar, home to various national races, and inspire thepeople to strongly equip themselves with a senseof Union Spirit. Regarding the Tatmadaw and itsmembers, Head of State Senior General ThanShwe in the 63rd Anniversary Armed Forces DayParade on 27 March 2008 gave guidance, saying,"Our Tatmadaw is the patriotic force the peoplefounded in the independence struggles. Since itsbirth, the Tatmadaw has been tackling a varietyof difficulties and adversities to accomplish theformidable tasks."

As given guidance, the nation has enjoyednational reconsolidation at the unprecedented leveland the people have a sense of Union Spirit thatcan guarantee the everlasting existence of theUnion.

The Tatmadaw that is consisted with warfareexperts, those with strong nationalistic fervour, those who are very sensitive to dangers posed tothe people, and those discharging duties at therisk of life, that maintains fine traditions, andthat is in the embrace of the people, stands bypublic interests. The evidence is supported by thefour objectives of the 64th Anniversary ArmedForces Day.

The Prime Ministerfulfilled the requirements.

He said he came toMongnai in Langkho toopen Kengtawng hydropower station, which isthe biggest one in ShanState at present. Threeturbines installed at the

station can generate 54megawatts.

The station distributespower to Loilem,Namhsan, Langkho,Maukmai, Mongnai andKengtawng in Loilem andLangkho Districts. Surpluselectricity can be suppliedto other regions throughpower grid. Therefore,

Kengtawng hydro powerstation serves the interestof the State and Shan State,he said. Construction of upperKengtawng power stationcapable of generating over50 Megawatts is now underway. On completion of theproject, there will besufficient power supply inShan State and surpluselectricity can be used inother regions.

Out of the seven States,

Shan State is the largestone and its population isalso the largest. It is animportant state for regionalrelations and security as itborders with the People'sRepublic of China, LaoPeople's DemocraticRepublic and Thailand, hesaid.

He said in the past, the

national people lived underthe divide-and-rule policyfor years. Until the countryregained the independence, there was suspicion amongthe national people andthey fought for nearly over50 years. As a result ofthis, general deteriorationoccurred and social livesof the local people werelow.

After the Tatmadawgovernment had taken theState duties, it carried out

measures for security, prevalence of law and orderand elimination ofinsurgency as the prioritytasks in Shan State. Later,it implemented borderareas and national racesdevelopment project, 24-special regiondevelopment project, ruraldevelopment project forequitable progress of theall national races. As aresult, there have beenbetter foundations onsecurity, transport, education, health andelimination of narcoticdrugs and the people in theregion enjoy fruitfulresults, he said.

He said border areaslagged behind indevelopment. Therefore,Central Committee forDevelopment of BorderAreas and National Raceschaired by the Head ofState was formed in 1989.Moreover, the Ministry ofProgress of Border Areasand National Races andDevelopment Affairs wasconstituted. Now security, transport, education, healthand socio-economic life ofthe people in the borderareas have improvedunprecedentedly.

He spoke at length onefforts for prevalence oflaw and order throughoutthe nation, better transport, strong economicfoundations anddevelopment of humanresources, laying down theseven-step Road Map andapproval of the

constitution by 92.48percent of the voters, holding of the election in2010 and the need toparticipate in the effortsfor successful holding ofthe election.

He said the goal of theState is the emergence ofa peaceful moderndeveloped nation. Thegovernment alone cannotestablish a peacefulmodern developed nation. It is necessary for thepeople to unitedlyparticipate in the nation-building tasks.

Now the governmentis not only building a newnation but also trying toensure perpetuation ofsovereignty, overcomingvarious kinds of obstaclesat home and abroad, hesaid.

The main requirementfor perpetuation ofsovereignty is the UnionSpirit. Shan State wheremany national races liveis a small Union. It isimportant for everyone toforge the Union Spiritregardless of where theylive. The Prime Ministerurged the people to build anew modern developednation and to safeguardsovereignty in unity afteraccepting the fact that onlyUnion Spirit is the truepatriotism all thenationalities will have tosafeguard.

Private jet sales, premium travel slumpPARIS, 24 March—Battered by the crisis and under

pressure to ditch the high-flying lifestyle, executivesfrom Tokyo to New York are shunning private jets andbusiness-class fares, spelling hard times for both in-dustries.

North American private jet makers, from Bombar-dier to Cessna and Hawker Beechcraft, have an-nounced thousands of layoffs as they report a lag innew orders and a rash of cancellations for the status-symbol company planes.

“We’ve barely sold any Falcons since January,” saidSerge Dassault, of the eponymous French manufac-turer which has logged around 40 cancellations for itsflagship private jet since September, around eight per-cent of all orders.

Chief executive Charles Edelstenne said he “wouldbe ecstatic” if Dassault Aviation rounds out 2009 withan equal number of orders and cancellations, but pre-dicted the year “will be much worse than that” for busi-ness.

“We don’t see any orders coming in,” he added.A company plane can cost anything from four to 40

million dollars (three to 30 million euros), rarely paidupfront: the sort of expense that is taking a back seatas lenders turn off the credit tap.
