    EPPC NCR HEALTH COUNCIL

    PRIMER

    I. INTRODUCTION

    The EDSA People Power Commission (EPPC) is bestowed with the mission to promote People

    Power not only as a historical event but as an ideal that will continuously lead and inspireFilipinos to work as one in bringing about a Philippines of decency and prosperity.

    Executive Order No. 82. (s. 1999) mandates the formation of the EPPC as an institution

    dedicated to conceptualize, organize, and implement activities that will exhibit and inculcate

    the spirit that united all Filipinos during the EDSA revolution.

    To accomplish its goal, EPPC moves together with government and non-government

    organizations in a concerted effort to enliven the EDSA spirit in every Filipino so that they may

    make concrete steps in fulfilling our shared goalang pagtahak sa matuwid na daan.

    Thus, the formation of EPPCs Provincial/Sectoral Councils nationwide.

    II. CONCEPTION

    EPPC through its specially commissioned consultant, Serafin Arviola and a health practitioner &

    policy reform advocate Alvin Dakis, initiated a call for health professionals and advocates in a

    meeting on May 31, 2012 to introduce EPPC and its plan to start its Provincial & Sectoral

    Councils including those from the health care sector.

    III. VISION & MISSION STATEMENT

    Vision: A nation free from inequities and injustices in the health care system, where Filipinos

    work together in the spirit of the EDSA volunteerism, democracy and unity.

    Mission: To promote People Power not only as a historical event but as an ideal that will

    continuously lead and inspire Filipinos to work as one in bringing about a Philippine health care

    system of justice, equity and universality.

    IV. COMPOSITION

    The EPPC NCR Health Council is the first of EPPC s Sectoral Council on Health and it pioneers in

    a tripartite approach on its engagement:

    Health Professionals

    Health Advocates Communities

    Health Professionals: The frontline service providers necessary to deliver basic and complex

    health care services to the people. Health professionals joining EPPC Health Council varies from

    direct patient service provider such as doctors, dentists, midwives, nurses,

    physical/occupational therapists and allied health care professionals such as pharmacists,

    medical technologists, dieticians etc.

    Health Advocates: Health advocates are volunteer professionals or non-professionals whose

    advocacy revolves around a certain health concern, disease or policy. Health Advocates help

    provide health information and with proper education and training, can provide some basichealth services like health monitoring (as with the cases of Barangay Health Workers). In this

    context Barangay Health Workers are categorized as Health Advocates.

    Community: The direct beneficiary and efficient partner of health programs. The community is

    a group of people living in a locality and is consumers of health services. In this context, the

    community is also an active partner in creating and implementing health care programs and

    services.

    V. GOVERNANCE

    The NCR Health Council during its initial meeting agreed to adopt the general structure of

    governance of the EDSA People Power Commission stating that it is a local commission on

    health. The Council decided that it will be headed by a Chairperson and ably assisted by

    different Commissioners along with a Vice Chairperson and chief of the Secretariat.

    Stressed further that each of the fiver (5) health commissioners shall be focusing on one (1)

    field necessary to effectively run the local commission.

    Furthermore, each of the Health Commissioners is given a specific function that will help

    address a fully functional local commission:

    Commissioner for Research & Continuing Education (RCE Commissioner): The Commissioner

    responsible for academic research that will be used for policy recommendation, strengtheningof evidence-based programs and for providing continuing education for the Councils tripartite

    members.

    Commissioner for Council Development (CD Commissioner): The Commissioner responsible for

    activities to strengthen the members of the Council; mediates arising, perceived and actual

    internal conflicts between members or officers; Chairs the Councils nominations & elections

    committee; and creates and implements the plan to increase and retain members and develop

    leadership skills of officers.

    Commissioner for Social Communications (SC Commissioner): The Commissioner responsible

    for developing programs to enhance the Councils presence in the social and mainstream

    media. This is the Commissioner in charge of developing the Councils website, social

    networking sites, and publications, also with developing press materials and communication

    strategy plan.

    Commissioner for Community Development (ComDev Commissioner): The Commissioner

    responsible for developing and implementing a plan to enhance a communitys health system

    through mobilizing the Councils pool of health experts and volunteers. This is the

    Commissioner that directly communicates and works with local community leaders and to also

    ensure that the community responds, cooperates and co-develops the plan.

    Commissioner for Health Justice (HJ Commissioner): The Commissioner responsible for

    developing and implementing a plan to lobby for national policies that are directly and

    indirectly affecting the national and or local health systems in the country; communicates andsets dialogues with key stakeholders involving the national & local government, international

    development agencies, civil society, youth, and media groups; and to help develop and

    recommend policy directions that will directly influence and affect the people of Metropolitan

    Manila.

    VI. FOUNDING OFFICIALS

    The Council was formed by the founding members and officers who is either a health

    professional or an advocate.

    The Founding Council shall serve an initial term of three (3) years from the time of its foundingand shall be officially recognized by the National Commission (EPPC) through a formal launching

    and administering of an Oath of Office and an official statement of mutual recognition.

    Furthermore, the initiative of the Founding NCR Council and its structure, governance and

    functions can be applied to other Provincial Health Councils with its assistance.

    VII. MUTUAL RECOGNITION INITIATIVE

    The Mutual Recognition is an initiative of the NCR Health and Youth Councils to have all

    Provincial/Sectoral Councils be appropriately recognized by the EDSA People Power

    Commission through the following:

    A. EPPC Commission En Bancs Resolution; or through

    B. Amendment of the Executive Order No. 82 (s. 1999)

    Wherein Provincial/Sectoral Councils are formally created, recognized and authorized as local

    commissions of EPPC; where Provincial/Sectoral Councils are given authority to officially

    represent EPPC in its dealings and partnerships with its local stakeholders and by providing

    officials of these councils necessary identification such as ID cards, oath of office certifications

    etc.; and by empowering its Provincial/Sectoral Councils by providing allowances/honoraria if

    funds are available. Provincial/Sectoral Council Officers should take oath in the presence of

    EPPC Chairperson and the members of the National Commission in a date, time and venue

    agreed by all concerned parties.

    In the Mutual Recognition initiative, elected Provincial/Sectoral Council Officers shall fully serve

    the term they were elected and that each Council shall create a comprehensive 3-year plan to

    develop, initiate, implement and evaluate programs under their councils.

    The National Council (NatCon) is the national body formed by all Provincial/Sectoral Councils

    and is composed of all Council Chairpersons. The National Council shall convene in an agreed

    date and time annually. It may, from the national body of Council Chairpersons elect from

    among themselves a Vice Chairperson for Provincial/Sectoral Councils, or whichever name or

    authority this person shall assume, that will represent the Provincial/Sectoral Council in the

    EDSA People Power Commission. This person may also be an Ex-Officio Commissioner,

    whichever is approved during the first National Council Meeting together with EPPC National

    Commission.

    The National Council may also select three (3) nominees to represent the Provincial/Sectoral

    Councils to the EPPC National Commission to be appointed by the President of the Philippines.

    The main purpose of the Mutual Recognition Initiative is to lay the foundation and sustainability

    of the existence, operations and authority of the local commissions also known as EPPC

    Provincial/Sectoral Councils and to set clear goals and guidelines on the relationship of each

    Council to the EDSA People Power Commission in the years to come.
