Internal Quality Assessment Cell, Mathanhanga College, Mathabhanga Report on Two days UGC Sponsored National Seminar Titled “Consumer Awareness and Consumer Rights in India” Dated: 16 th March, 2019 Right from birth each and every one of us becomes a consumer but people hardly know about the rights and responsibilities they have as a consumer. There is a great need for awareness regarding consumer. In India consumers generally face numbers of problems. They include a. non-availability of goods, b. adulteration, c. hoarding, d. black marketing, e. deceptive and misleading selling techniques and f. false warranties or guarantees. Factors leading to consumers exploitations are i) high prices: Some time artificial storages of commodities is created in the market. The producers and suppliers do not release enough supply of goods in the market. Consumers are forced to buy commodities at high prices, ii) poor quality of goods: There is a general feeling in India that quality of goods and services has been declining. Manufactures in expectation of greater profit increase production but neglect the quality aspect of production. Many reputed firms have their own quality control departments. But number of such firms is very limited. The quality of products can be deteriorated due to impure of poisoned material used in production. Such adulteration is very dangerous to health. If we drink poisoned milk in the morning then what will happen! Consumers must express their dissatisfaction before remedies can be taken. This requires consumers to have knowledge on their rights. For example, regarding complaints procedure, etc. Mathabhanga College had felt that the importance of consumer awareness is needed among the people of our country and the department of Political Science and department Commerce, Mathabhanga College, Mathabhanga, jointly organized a UGC sponsored National Seminar on “Consumer Awareness and Consumer Rights in India”. The seminar was held from 15 th March to 16 th March, 2019. Inaugural song was presented by the students. Welcome address was delivered by Dr. S. K. Jha, Teacher-in-Charge, Mathabhanga College. Sri Bimal Ch. Barman, president, Governing Body, in his presidential address expressed his thankfulness to have most distinguished guest in that seminar. Inaugural speech was delivered by Dr. Dipankar Pal, Inspector of colleges, Cooch Behar Panchana Barma University. In his address he mentioned the importance of national seminar in a college. He said students could be benefited a lot through this seminar. He appreciated the initiative that Mathabhanga College had taken in this regard. Dr. Amit Kundu, Coordinator, IQAC expressed the reason behind the selection of the topic on which the seminar was held. He said that people of India have been facing number of problems and to express their dissatisfaction they should have knowledge about their responsibilities and rights. Key note address was given by Prof. Manas Chakrabarty, Senior Fellow ICSSR. In his key note address he explained the need of consumer awareness in our country. He cited several practical examples. From his address we came to know that consumer awareness does not depend on educated or uneducated persons. It

Report on Two days UGC Sponsored National Seminar

Titled “Consumer Awareness and Consumer Rights in

also does not depend on poor or rich. It depends on the attitude of the individual. Prof. Anil Dutta Mishra,

Senior Advisor, Sulabh International Social Organization, New Delhi in his lecture tried to explain consumer

awareness from philosophical point of view. He said that only materialistic knowledge could not be able to

solve the problem of consumer. Prof. Rajendra Dhar Dubey, Professor & Head, Dept. of Law, CBPBU, in his

speech felt some light on laws that consumers could take shelter to solve their problems that they have been

facing. Dr. Shidhartha Shankar Laha, Tufanganj College, presented his personal experience regarding the

problem he had faced in his life. Dr. S.K.Jha, Assistant professor of Sanskrit and Dr. Surya Narayan Roy,

Assistant Professor & Head, dept. of Commerce chaired technical session 3 and technical session 4 respectively

on 16th

March and made the sessions successful and eventful.

Number of speakers came from different part of India and they presented their papers.

Ms. Priyanka Chetrri, Assist. Prof. of Political Science, and Ms. Ruma Dey, Assist. Professor of Commerce

were the conveners of that seminar. They conveyed the program very proficiently.

Our seminar provided a platform for the thinkers/ writers/scholars/researchers to share knowledge and

interdisciplinary experiences.

This two days UGC sponsored national seminar was fascinating and engaging. Participants learned a lot.

Ms. Ruma Dey, Assistant Professor of Commerce as well as Convener of this national seminar delivered

valedictory address. In the valedictory session she thanked the organizing committee. She said that the selected

papers subject to the adherence of review process will be considered for Book publication as a Book (ISBN

number) chapter. After the valedictory session certificates were distributed among the participants and paper

presenter.

About The College:

Mathabhanga College, a promising educational

institute for undergraduate studies, is situated

about 1.5 Km away on the SH 12A to the west

of Mathabhanga town. It was established on 1st

of September, 1969. This College is

permanently affiliated to the Cooch Behar

Panchanan Barma University and included

under section 2 (F) and 12 (B) of the University

land. It has one four-storeyed building, two

two-storeyed buildings, a rich Library, a Book

INTRODUCTION

The area of consumer protection is relatively new

in developing countries. Although the momentum

towards stricter consumers’ protection via

establishment of specific laws has emerged, the

journey is at infant. In order to ensure

effectiveness it requires participation,

collaborations from all stake holders including

the consumer. Consumers play an important role

as they must communicate or express their

dissatisfaction or complaints before remedies can

be taken. This requires consumers to have

knowledge on their rights, for example, regarding

complaints’ procedure and take appropriate

actions in line with the stipulated regulations.

Furthermore, the law also does not in the position

to best champion the consumers’ right. However,

unawareness and lack of knowledge on

consumers’ rights and claim procedures

potentially distort consumers capacity and ability

to defend themselves against cunning traders.

Therefore, consumers must actively participate in

advocating the process of upholding their rights

against market exploitations.

Therefore, thorough investigation is needed to

validate the extent of relationship between

awareness and effective consumers behavior.

Such deliberation will highlight the most required

ability in order to create resilience consumers’

protection environment especially for developing

countries.
