Our Vis ion, Miss ion, and Goals
I have enjoyed my first year as your ECW President. I’ve enjoyed thefriendships made and renewed, with board members and parish EpiscopalChurch Women, the opportunity to travel to and worship in beautifulchurches and Trinity Center, and I’ve enjoyed the challenge of learning how Imight help lead us in the direction God would have us go.
This next year, my hope is that we as the ECW become more connected withour Diocese and the work that we can do together. Our Deaneries (the samegeographical area as the ECW Districts) are active and growing and I ask thatat least one ECW representative from every church contact her Dean and askto be invited to the deanery meetings. We have much to share and learn fromeach other and can do more when we work together.
When we come together at our August Gathering and Annual Meeting, pleaselet the group know how your ECW and Deanery are working together lovingand serving our neighbors, and sharing the good news of Jesus Christ. It’sexciting to think what could be accomplished together; sharing the talents wehave been given.
Please feel free to contact me with suggestions, thoughts and/or actions takenby the women of your church. I’ll let the Deaneries know what our womenare doing!

About Our Ministries…
National UTO Memorial and Gift Trust Fund
This is a National UTO Fund consisting of money donated as special gifts or contributions, memorials tofamily and friends, in thanksgiving for blessings, as holiday or birthday gifts, or as a special remembrancefor others. Checks should be made out to “The Domestic and Foreign Missionary Society ECUSA.” AUTO Book of Remembrance holds the names of those honored as well as those who honor them. Thebook is kept at the National Church Center and displayed at each ECW Triennial Meeting.
The earnings from this fund are used to provide materials to Diocesan and Parish UTO Coordinators.
To Apply for a UTO Grant
• Information can be found on line at www.utochange.org• Application forms are provided on line.• A grant screening committee reviews and makes recommendations to the
Bishop who will submit two projects: ONE grant application may be sub-mitted for use within the diocese; ONE application with its CompanionDiocese. These are submitted to Province IV and National for funding.
• Grants are awarded in the spring.

United Thank OfferingWomen working together can make a difference! UTO as we know it today had its beginning in 1889when funding commenced for a mission dedicated to raising funds for missions in the church. And then in1902, the Blue Box was patented, and Episcopal women far and wide began dropping in their coins andbills in thanksgiving for life’s blessings. Every penny collected is forwarded from each ECW chapter toits Diocese. Your prayers and offerings have helped build churches and schools, have fed the hungry andclothed the poor, and provided shelter for the homeless. Churches within our own diocese have receivedUTO grants which have furthered worthwhile ministries in our geographic area. In 2013, St. Peter’s,Washington, received a $41.500 UTO grant for Ruth’s House, a shelter for victims of domestic violence.
UTO is a way for each person to express thanks to God for all the blessings in everyday life: our food, ourclothing, our families, our friends, our churches.
Please make sure that your parish has a UTO coordinator who will oversee an ingathering twice a year,even if you do not have an official ECW group. Church Periodical ClubThe Church Periodical Club started out in 1888 at the Church of Holy Communion in New York City.Mary Ann Drake Fargo and a small group of women began sending bundles of church periodicals,prayer books, and Bibles via the Wells Fargo Stage Coach Line to missionaries in the western part ofthe United States. Delivery systems have changed but not the commitment to supplying freetheological and educational materials in support of mission around the world.
CPC is an independent affiliated organization of the Episcopal Church. Since its pioneer beginning,CPC has depended entirely on voluntary contributions to carry out its unique ministry. Yourcontribution is worth more than words. There is an unending list of mission projects in juvenilefacilities, hospitals, libraries, schools, prisons, seminarians, alcohol/drug abuse centers, seafarer’sinstitutes, and companion dioceses that need books.
Each year our parishes make donations to CPC on the designated Sunday in May. At the February2017 East Carolina Diocesan Convention our four seminarians were given $500 each and twoDeacons in training were presented $100 each. A gift is also sent to the Church Periodical Club eachyear to be used throughout the world as grants. Let us all get involved by giving the gift that givesvolumes. Let us continue to support CPC…changing the world one book at a time!

Mission and OutreachEver since Mary Magdalene went to the tomb of Jesus to see that his body was properly cared indeath and became the first witness to his resurrection, women have been at the forefront of declaringthe presence of our risen Lord in mission.
Since the Church Periodical Club (CPC) began in 1888 and the United Thank Offering (UTO) beganin 1889, Episcopal Church Women (ECW) has envisioned and valued outreach. As evidenced by thevariety and scope of projects led by all the church women in parishes throughout the Diocese of EastCarolina, the spirit and desire for mission and outreach is very much alive and moving out from localcommunities to throughout our state, our country, and our world. May that spirit and desire continueto thrive and increase as we women work together to support and to pray for each other in our work.
Everliving God, whose will it is that all should come to you through your Son Jesus Christ:Inspire our witness to him, that all may know the power of his forgiveness and the hope of hisresurrection; who lives and reigns with you and the Holy Spirit, one God, now and for ever. Amen.

Dominican Republic Scholarship Program (A Companion Diocese Project)
The Episcopal Church Women continue to coordinate the scholarship program for the children of the Dominican Republic; this is an ongoing project.
It costs $350 to send a child to school for one year. Education is essential to improve the quality of life for individuals and families. The Dominican
Episcopal Church has made the ministry of education a priority and has been nourishing the mind andspirit of young Dominicans for over 100 years. However, Episcopal schools must be self-supportingand, therefore, depend upon tuition and scholarships to cover expenses.
All monies supporting this effort by both our parishes and ECWs should be sent to the Diocese ECW. Make checks payable to “ECW – Dio. Of East Carolina.” In the memo section state “DR Scholar-
ship.” Any amount is appreciated; it need not be a full scholarship amount. Send to: Mary Duane Hale, P.O. Box 771, Morehead City, NC 28557.

ECW Memorial Fund and Fund Scholarship…
The purpose of the Memorial Fund is to provide funds for the training of young women for religiouseducation. This fund was established in 1939 to receive gifts of money in memory of deceased EpiscopalChurch Women. Gifts may be made at the time of death or anytime thereafter by individuals or parishes. Thename of the deceased with a minimum memorial gift of $5.00 should be sent to the ECW Treasurer (see page14 for address). This is usually done when the names are sent to the Book of Remembrance Custodian (seepage 26). If it is the desire of the donor that the next of kin be notified of the gift, the name of the deceased andthe name and address of the next of kin should be sent to the ECW Treasurer along with the gift.
Scholarships are funded from the interest earned on the Memorial Fund Account and an amount to bedetermined by the executive board so that the value of the scholarship is no less than $500 and the principal ofthe Memorial Fund Account remains at least $15,000.00. The scholarship may be applied for by email or mailto the ECW President (see page 14 for address). The ECW President, based on recommendations from apresident-appointed committee of three if there is more than one applicant, makes scholarship decisions.

Our Organization…National Structure
The Executive Board of the National Episcopal Church Women is composed of five officers elected atTriennial, nine members representing the nine Provinces, two members from the previous ExecutiveBoard, one representative from the United Thank Offering Committee, and one member from theExecutive Council appointed by the Presiding Bishop.
The responsibility of this Board is to assist and enable women of the church to carry out their mission andministry, and to present a Triennial meeting.
Nine Provinces
East Carolina is one of 20 dioceses in Province IV. Province IV includes Florida, Georgia, SouthCarolina, North Carolina, Alabama, Tennessee, Kentucky, part of Louisiana, and Mississippi.
The delegates to the Triennial Meeting from each diocese attend a Province meeting and elect the personwho will represent them on the National Executive Board.

By-Laws(Approved April 24, 2014)
Article I. Name
The name of this organization shall be The Episcopal Church Women, Diocese of East Carolina.
Article II. Vision and Mission
Section 1. Vision: We are Episcopal Church Women, committed to one another and called to witness forChrist. Our challenge is to provide a safe place where every woman is free to become the person Christ called her to be. We are called. We are different. We are one body.
Section 2. Mission: To make our vision a reality by engaging, mobilizing, and supporting all women of our diocese to ensure we all have the means to go out into the world rejoicing in the power of the spirit and serving the Lord.
Article III. Membership
All women within the parishes of the Episcopal Diocese of East Carolina are considered to be members of the EPISCOPAL CHURCH WOMEN, Diocese of East Carolina.
Article IV. Members of the Executive Board
Section 1. Elected Officers of the Executive Board are:

Section 2. All terms, with exception of the United Thank Offering Coordinator, shall be for two years. The United Thank Offering Coordinator shall serve a three year term. No officer shall be eligible to serve two consecutive terms in the same position with the exception of the Treasurer.
Section 3. The President-Elect shall be nominated and elected at the Annual Meeting one year prior to the end of the President’s term. The President-Elect will not be considered a Vice President, but will “shadow” the President and use the year as a learning experience. The President-Elect will be a memberof the Board and will have a vote; she will be expected to attend all Board Meetings.

Section 4. Duties of the Elected Officers
A. The President shall:1. Preside at all meetings of the Executive Board and at all Diocesan EPISCOPAL CHURCH
WOMEN meetings/gatherings.
2. Serve as a voting member of the Diocesan Executive Council.3. If Triennial occurs during the President’s tenure, she shall attend as head of the
delegation for the Diocese of East Carolina.4. Appoint a Nominating Committee of at least three people by the August Board Meeting
each year to secure a slate of officers for election at the Annual Meeting.5. Appoint a Chaplain to provide spiritual and pastoral guidance for the Executive Board, as
needed. The Chaplain is not required to attend every meeting of the Board but is alwayswelcome as an integral part of the Board.
6. Make other appointments to the Board as needed. The following positions are normally appointed for the term of the President: Book of Remembrance Custodian, Parliamentarian, Handbook Chair, Historian, Communications Coordinator and a committee to conduct financial reviews of UTO and Treasure’s Books.
7. Ensure a review of these by-laws is presented at each Annual Board Meeting.
B. The 1st Vice President shall:1. Arrange programs for all meetings with approval of the President.2. Make all necessary arrangements for programs/speakers at Diocesan EPISCOPAL
CHURCH WOMEN Meetings, including any special requirements a speaker may have.3. Fulfill duties of the President in her absence.
C. The 2nd Vice President shall be a former Diocesan EPISCOPAL CHURCH WOMEN President and shall serve to provide advice and counsel to the President and 1st Vice President, as needed/requested.
D. The Secretary shall:1. Keep minutes of all Executive Board Meetings and disseminate those minutes to all
members of the Executive Board (elected and appointed) and all Past Presidents at least one week prior to each subsequent meeting. (via e-mail)
2. Keep minutes of the Annual Meeting and disseminate, via email, copies of those minutesto each Parish President/Contact two weeks prior to the subsequent Annual Meeting.
E. The Treasurer shall be responsible for handling all DIOCESAN EPISCOPAL CHURCH WOMEN monies with the exception of United Thank Offering funds. She shall:1. Keep a record of all receipts and expenses, write all checks, and receive and deposit
monies from all sources. 2. Provide a Treasurer’s Report at each meeting of the Executive Board and at the Annual
Meeting.3. Ensure a copy of the Treasurer’s Report is emailed to all members of the Executive Board
(elected and appointed) and all Past Presidents prior to each Board Meeting.4. Formulate, in coordination with the President, an Annual Spending Plan for Board
approval, followed by presentation at the Annual Meeting for final approval.5. Ensure an internal financial review is conducted annually by at least three people,
appointed by the President.

F. EPISCOPAL CHURCH WOMEN District (Deanery) Chairs and Co-Chair positions are for a collective two-year term, the first year as Co-Chair and the second as Chair for the respectiveEPISCOPAL CHURCH WOMEN District (Deanery). The EPISCOPAL CHURCH WOMEN District (Deanery) Chair/Co-Chair shall:1. Coordinate and maintain communications between the Executive Board and the parish
EPISCOPAL CHURCH WOMEN Presidents/Contacts within the respective District (Deanery).
2. Coordinate with the Dean of the respective Deanery (District) and make every effort to attend all Deanery Meetings.
3. Hold an Annual District (Deanery) EPISCOPAL CHURCH WOMEN Meeting each Fall for thepurpose of fellowship, worship, and the sharing of ideas. Nothing precludes holding a second meeting each year in the spring.
G. The United Thank Offering Coordinator shall:1. Provide information to parishes regarding the history and purpose of the United Thank
Offering, how to order supplies, and the Diocese-designated dates for the Ingatherings.2. Provide information and assistance pertaining to the application for United Thank
Offering Grants.3. Handle all monies collected within the diocese for the United Thank Offering.4. Ensure the United Thank Offering accounting records are reviewed annually by a three-
person committee, appointed by the President.5. Attend Triennial as the Diocesan United Thank Offering Representative.
H. The Church Periodical Club Director shall provide information to parishes regarding the history and purpose of the Church Periodical Club, how to order supplies, and the Diocese-designated dates for the Diocesan-designated Church Periodical Club Sundays.
I. The Mission and Outreach Chair shall:1. Promote mission and outreach opportunities and projects throughout the EPISCOPAL
CHURCH WOMEN organizations within the diocese.2. Maintain contact with all District (Deanery) EPISCOPAL CHURCH WOMEN Chairs,
fostering a flow of information pertaining to mission and outreach among the parish women, the District (Deanery) EPISCOPAL CHURCH WOMEN Chairs, and the Executive Board.
3. Recommend to the Executive Board outreach projects that can be promoted as diocesan-wide projects and, once a project is approved by the Board, oversee the promotion of that project.
Section 5. There will be a minimum of two Executive Board Meetings per year and normally three.
Article V. Voting
Section 1. All matters will be decided by a majority vote of those Board Members present and voting.
Section 2. Only elected officers of the Executive Board and Past Presidents may vote at the Executive Board Meetings. Appointed members of the Board and visitors may have voice but no vote.

Article VI. Parliamentary Authority
The Diocesan EPISCOPAL CHURCH WOMEN Executive Board will determine its own parliamentary procedures; Roberts Rules of Order will be used as a last resort.
Article VII. Delegates and Alternates to Triennial
Section 1. Delegates to Triennial shall include the President, the United Thank Offering Coordinator, and two delegates-at-large. The delegates-at-large and alternates shall be elected by the Executive Board and presented at the Annual Meeting a full calendar year preceding Triennial.
Section 2. Delegates-at-large and alternates to Triennial shall be nominated by a nominating committee of three persons appointed by the President. The nominating committee shall submit to the Executive Board a written ballot with the names of four nominees. Section 3. The delegates-at-large will be elected by the Executive Board, with each elected member voting for two of the nominees. The two individuals receiving the most votes shall be delegates-at-large;the two remaining individuals will be alternates and shall attend Triennial in lieu of delegates according to the majority of the votes received.
Section 4. The delegates to Triennial will be expected to attend the Province IV EPISCOPAL CHURCH WOMEN Meeting at Kanuga immediately prior to the Triennial Meeting.
Section 5. Upon return from Triennial, the delegates shall report to all five EPISCOPAL CHURCH WOMEN District (Deanery) Meetings and will be expected to assume leadership roles in the Diocesan EPISCOPAL CHURCH WOMEN.
Section 6. The following delineates the policy for reimbursement of expenses for attendance of delegates to Triennial and the Province IV Meeting immediately preceding it.
A. An amount of money, the maximum of which is predetermined by the Executive Board, will be reimbursed to each delegate based upon actual receipts. The reimbursement, not to exceed the approved amount, is intended for lodging, food, transportation, and registration fees. Receipts must be turned in to the Treasurer for these actual expenses.
B. Reimbursement for lodging will be based on double-occupancy. Each delegate will only be reimbursed for half the total cost of the room.
C. Ground travel by private automobile will be reimbursed at the current federal rate for charities.
D. If Frequent Flyer Miles are used in connection with transportation, a fair price for the “ticket” should be established by the individual as a receipt (economy class only); this price should be established at the time the reservation is made, if possible.
Article VIII. Amendments
These By-Laws may be amended by the vote of a simple majority those present at the Annual Meeting.

Book of Remembrance“Then they that loved the Lord spoke often one to another, and the
Lord harkened and heard it and a Book of Remembrance was
written before Him for them that loved the Lord, and that thought
upon his name.” Malachi 3:16
In 1940, the Book of Remembrance was compiled from lists begun in 1888 as a memorial to women ofthe Diocese. The book is bound in purple leather and decorated with a gold cross. In 1983 a new book ofred leather was purchased. There is a section in the book for each parish and mission and in thosesections are inscribed the full names and date of birth and death of those who have passed on to theLarger Life of service within the past year (January 1 and December 31). Include husband’s name orinitials in parentheses, if applicable. Please send this information to the Custodian, Betty Cochran,402 Oak Drive, Washington, NC 27889, (252-946-3531, or [email protected]. This information isnormally sent at the same time that a monetary gift is sent to the Memorial Fund in memory of theindividual (see page 8). Each year at the Annual Meeting the names of those who have died within thepast year (January 1 – December 31) will be read in memoriam.
