1.0 BACKGROUND
This report summarizes the results of surface water, flow and water level monitoring workcompleted by Viacom Inc. during the fourth quarter of 2002 at the Bennett's Dump site.
Routine surface water monitoring was performed at a total of four spring and stream locations inaccordance with the April 2002 Long Term Groundwater Monitoring Plan (LTGWMP) and theMarch 2002 Groundwater Investigation Plan (GIP) for this site. Continuous monitoring of flowand water levels was also performed at six locations selected by Viacom to promote theunderstanding of relationships between flows under storm and non-storm conditions, and theresulting PCB concentrations in groundwater and surface water at this site.
2.0 GROUNDWATER AND SURFACE WATER MONITORING
The monitoring work described in this report was performed on October 11, November 13 andDecember 5,2002. This three month time period constitutes the fourth reporting quarter forBennett's Dump for 2002.
Scope of Routine Sampling and Monitoring
The scope of routine groundwater sampling for this monitoring period comprised a combinationof monthly and quarterly sampling stipulated in the LTGWMP and GIP, as summarized inTable 1.
Surface water sampling was performed at the following locations:

The approximate locations of these stations are shown on Figure 1, Groundwater and SurfaceWater Sampling Locations, Exceptions to the routine scope of sampling outlined in Table 1 forthis reporting quarter were as follows:
Mound Spring was not flowing and therefore not sampled on October 11 andDecember 5.Mid-North Spring and North Spring were not flowing on October 11, November 13 andDecember 5, and therefore were not sampled.
Sample Collection and Handling
Samples at the spring and stream locations were collected by carefully filling a new disposablebeaker. The water was transferred from the beaker into pre-cleaned amber glass 1-liter bottlessupplied by the analytical laboratory. Routine sampling parameters including temperature andconductivity were measured and recorded.
Samples were analyzed by Heritage Lab of Indianapolis, Indiana. The samples were analyzed toa detection limit of 0.1 parts per billion (ppb) for all PCS parameters (except Aroclor 1221;detection limit 0.2 ppb) by EPA SW-846 method 8082. Samples were also analyzed for totalsuspended solids (TSS) by EPA method 160.2.
Quality Assurance
For quality assurance purposes a duplicate sample and a field blank were collected during eachsampling event. All environmental and blank samples were labeled and logged onto a chain-of-custody form. The samples were stored and transported on ice in insulated coolers. Viacommaintained custody of the water samples until shipment to the analytical laboratory.
Field blank sample numbers for the October-December sampling events are BD9312, BD9320and BD9322. PCS results were BDL (Below Detection Limit) for all field blank samples.
Analytical Results for Surface Water Samples
Field parameter measurements, PCB analytical results, and QA/QC results for surface watersamples collected during this reporting period are reported in Tables 2 through 7 (attached).Each table summarizes historical groundwater monitoring data collected since the completion ofthe remedy in November 2000. Copies of the chain-of-custody forms are provided inAppendix A. Copies of the certificates of analysis are provided in Appendix B. A validationsummary for these samples appears in Appendix C. Copies of the field sampling data sheets areon file at PSARA's Bloomington Branch Office.
Monitoring wells MW-6I and MW-6D are sampled on a semiannual schedule and were notsampled during the fourth quarter. Historical results of sampling at those two wells are presented

in Tables 8 and 9, respectively. The tables will be updated after the next semiannual sampling ofMW-6IandMW-6D.
Quarterly MW-5 Observation
In accordance with section 2.1.1 of the LTGWMP, sediment and water were purged frommonitor well MW-5 during the third quarter of 2002. Following the completion of the purgingwork, the well was allowed to recharge and equilibrate for slightly over two weeks. Then MW-5was monitored weekly for a period of about one month to verify the success of the purgingoperation rad to determine whether or not free-phase PCS would migrate into the MW-5borehole. The results of that monitoring were reported in the Bennett's Dump third quarter 2002groundwater monitoring report.
Section 2.1.2 of the LTGWMP stipulates quarterly observation of MW-5 for a period of one yearfollowing the initial cleanout, purge and monitoring described above. The first such quarterlyobservation was performed on December 5,2002. Inspection was performed using a 2" diameterclear plastic bailer. First, the bailer was half filled at the MW-5 water column's surface, raisedout of the well and inspected for indications of free product. No such indicators were visible.The bailer was emptied into a carboy and then lowered to the bottom of the well. It was raisedout of the well and again examined. The water in the bailer was clear with a small amount ofbrown-black paniculate matter and mud but no obvious free product either inside the bailer or onits exterior. A small amount of water was released from the bottom of the bailer and caught in aplastic cup. A few very small droplets of brown oil were observed clinging to the sides of thecup, similar to what had been seen in previous MW-5 inspections. Based on these observations,there has been no apparent recharge of free-phase PCB into MW-5. The second quarterlyobservation of MW-5 will be performed in March 2003.
3.0 CONTINUOUS FLOW AND WATER LEVEL MONITORING
The purpose of flow and water level monitoring is to evaluate site-specific data characterizingsite hydrologic response under storm and non-storm conditions, and to evaluate correlationsbetween PCB concentrations, spring flow and groundwater elevations.
Scope of Work
The scope of groundwater level and flow monitoring during this reporting period involved theuse of dedicated instrumentation to record water level and other parameters as summarized inTable 10.
Water lever transducers, water level data logging equipment, and crest gauges were operatedduring all or part of the period from October 2002 through December 2002 at the followinglocations:

Quality Assurance
As a quality assurance check in documenting rain events and changes in flow, rainfall records forthis time period were obtained from the Purdue University State Climatolegist's web site(shadow.agru.purduc.edu/sc.index.htmi) for the rain gauge station at the Monroe County Airport. Thisrecord was obtained for comparison to the downloaded transducer data at the various monitoringlocations. Raw rainfall data from the web site appear in Appendix D. Rain events ofapproximately 0.25- in. or more are indicated on the flow and water level plots. In addition, theplots for Stout's Creek show monthly cumulative rainfall data obtained from the Monroe CountyAirport rain gauge station.
As a further data quality check, manual water level measurements were made and crest gauges atMiddle Spring, Mound Spring and Mid-North Spring were monitored during and after significantstorm events. The purpose of the manual checks and crest gauge monitoring was to verifyinstrument readings, in particular those for installations susceptible to the accumulation of silt

and/or algae growth. Manual field check data collected this reporting quarter are shown on thedata plots. Crest gauge measurements appear in Table 11.
A complete instrument maintenance log for all of the Bennett's Dump installations is attached.This log details the installation, re-indexing, and maintenance histories of each transducer anddata logger present at Bennett's Dump during the 4th Quarter.
Discussion
Data for this period are complete except as follows:
The new Hydrologger was installed at Middle Spring on October 10,2002. No MiddleSpring continuous monitoring data are available prior to that date.The Troll 4000 transducers in Icebox and Wedge Quarries malfunctioned at thebeginning of December and were replaced with mini-Trolls. No water temperature dataare available after those replacements.The mini-Troll at Stout's Creek began collecting unusual data on December 30, 2002.No Stout's Creek stage data are available after that date.
The Troll 4000 transducers installed in Icebox and Wedge Quarries malfunctioned at thebeginning of December due to declining water temperatures. The alkaline batteries used in theseinstruments do not perform well as their ambient temperature drops below 45°F. When thebatteries provide insufficient electricity to collect hourly pressure and temperature samples, thetransducer overrides its testing parameters and stops collecting data. These transducers wereremoved and replaced with mini-Troll transducers operating with rechargeable nickel-metalhydride (NiMH) batteries, which perform well in colder temperatures. Since these mini-Trolltransducers only collect elevation data, no water temperature data are available after the switchwas made.
The unusual data collected by the mini-Troll in Stout's Creek potentially was due to a wetinstrument cable. The plastic box used to keep the cable dry developed a leak during the snowyand wet period at the end of December, preventing the communication end of the cable fromremaining dry. This cable and plastic box combination was replaced in early January with newmaterials, and data collection appears to have returned to normal.
Additionally, a beaver dam was constructed downstream of the Stout's Creek station onNovember 24 and 25, and the resulting pool of water flooded the area around the transducer.This dam was removed on December 16, and has not been rebuilt to date. Plotted data collectedat Stout's Creek during this period demonstrate the effects of this flooding.
The above-mentioned technical problems represent interruptions in the continuous monitoringoperation at these locations. The problems are briefly noted on the flow and water level plots(attached).

Crest Gauges
The purpose of the crest gauge at Middle Spring was to provide an indication of maximum flowto help evaluate the data recorded by the Hydrologger at this location. The purpose of the crestgauges at Mid-North Spring and Mound Spring was to provide an indication of maximum flowonly, since there were no other instruments installed at these locations during the 4th Quarter. Asstated previously, monitoring data for these crest gages are presented in Table 11.
Potentiometric Data
On December 5, 2002, water levels were measured by hand at five monitor wells, onepiezometer, two quarries and one spring at the site. The specific measurement locations arelisted in the table insert on Figure 1, which also depicts the resulting potentiometric surfaceacross the site on this date.

Data Validation
Validation Results for the October 2002 BD Spring and Stream Water Samples
1. Validation of the following samples has been completed:
• BD 9310-BD 9314
Validation was performed per the requirements for level 4 data in the project QAPjP. This includes acheck for; Holding Time, Calibration, Blank Contamination, Precision, Accuracy, and Accuracy ofNominal Reporting Limits against method requirements. Based on this review, sample BD 9313 shouldbe flagged "J" as an estimate. The reasons for this flag are:
• The sample was judged by the lab to have had interferences present. This caused the lab todisqualify a number of peaks from the quantitation. However, our review of the chromatogramand the accompanying field and lab method blanks do not show interferences present for all thepeaks that the lab disqualified. It appears that the disqualification of especially one peak, wherewe can find no evidence of an interference, has biased this result low. This sample is a field dupewith sample BD 9314. The quantitation of BD 9314 was performed by the lab with nodisqualifications due to interferences and showed a result about 40% larger than that reported forsample BD 9313.
3. The QAPjP requires an assessment of the overall data quality with respect to Precision, Accuracy,Representativeness, Completeness and Comparability (PARCC).
o Precision and accuracy: Precision and accuracy were accessed by reviewing the labperformance on lab spiked samples, lab spike duplicates and field duplicates. As notedabove, sample BD9313 is likely biased low based on comparison with its field dupe. Allother requirements were met.
o Representativeness: The representativeness requirement involves an assessment of thefield sampling and lab analytical techniques. The fields sampling locations, and all otherfield techniques as well as lab procedures were in accordance with the approvedsampling plan and QAPjP. Overall the representativeness requirement was met.
o Completeness: The completeness goal for the project was for all project data to be 90%accepted. Completeness is calculated by dividing the total number of acceptable analysesby the total performed. An acceptable analysis is defined as one that conformed to QCprotocols and is not rejected. All of these analyses were accepted. The projectcompleteness goal has been met to date.
o Comparability: All the samples taken, analyzed and validated by Viacom were taken byViacom or it's contractors sampling crews using the same procedures as previoussamples at this location. These samples were analyzed by Heritage Labs, Care should betaken when attempting to trend Heritage sample results with other labs using slightlydifferent procedures. Overall these results should be directly comparable to otherHeritage lab results from these locations.
Overall, the main objective of the sampling event was to determine if PCBs are present at a concentrationof. 1 ppb or more. This data is of sufficient quality to satisfy this goal.
Validation Results for the November 2002 BD Spring and Stream Water Samples
1. Validation of the following samples has been completed:
• BD9315-BD9320
Validation was performed per the requirements for level 4 data in the project QAPjP. This includes acheck for; Holding Time, Calibration, Blank Contamination, Precision, Accuracy, and Accuracy ofNominal Reporting Limits against method requirements. Based on this review, no data flags arerecommended as all method requirements were met.
3. The QAPjP requires an assessment of the overall data quality with respect to Precision, Accuracy,Representativeness, Completeness and Comparability (PARCC).
o Precision and accuracy: Precision and accuracy were accessed by reviewing the labperformance on lab spiked samples, lab spike duplicates and field duplicates. It shouldbe noted that the MS recovery for sample BD 9317 was high. However, the MSDrecovery met standards. The lab flagged two samples, BD 9318 and 9319 as "J"estimates. Their notation indicates that these samples were quantitated below the linearrange. However, it appears the lab did use a calibration standard low enough to supportthe reported values without qualification of the data. Therefore the project does notrequire these flags on the data. All other requirements were met.
o Representativeness: The representativeness requirement involves an assessment of thefield sampling and lab analytical techniques. The fields sampling locations, and all otherfield techniques as well as lab procedures were in accordance with the approvedsampling plan and QAPjP. Overall the representativeness requirement was met.
o Completeness: The completeness goal for the project was for all project data to be 90%accepted. Completeness is calculated by dividing the total number of acceptable analysesby the total performed. This includes acheck for; Holding Time, Calibration, Blank Contamination, Precision, Accuracy, and Accuracy ofNominal Reporting Limits against method requirements. Based on this review, sample BD 9325 shouldbe flagged "J" as an estimate. The reasons for this flag are:
• The sample has characteristics of both Aroclor 1232 and 1242 and which one is chosen by the labhas a large impact on the actual quantitation. The lab chose Aroclor 1232 which quantitates to ahigher result.
• This sample was used as the MS/MSD for this analytical batch. The MSD recovery exceededstandards (high) and the MS very nearly exceeded the standard high. This indicates a positivebias to the data.
Sample BD9324 should also be flagged "J" as an estimate due to high surrogate recovery.
3. The QAPjP requires an assessment of the overall data quality with respect to Precision, Accuracy,Representativeness, Completeness and Comparability (PARCC).
