1.0 BACKGROUND
This report summarizes the results of surface water, flow and water level monitoring workcompleted by Viacom Inc. during the fourth quarter of 2004 at the Neal's Landfill site.
Surface water monitoring was performed at a total of two locations (springs and streams) inaccordance with the April 2002 Long Term Groundwater Monitoring Plan (LTGWMP) and theApril 2002 Groundwater Investigation Plan (GIP) for this site. Continuous monitoring of flowand water levels was also performed at five locations.
2.0 SURFACE WATER MONITORING
The monitoring work described in this report was performed on September 9, October 6 andNovember 17, 2004. The September-November time period constitutes the fourth reportingquarter for Neal's Landfill for 2004.
Scope of Work
The scope of water sampling for this monitoring period comprised monthly sampling at SouthSpring and North Spring, as stipulated in the LTGWMP and GIP and summarized in Table 1.The approximate locations of these stations are shown on Figure 1, Monitoring and SamplingLocations.
Sample Collection and Handling
Samples at the spring locations were collected by carefully filling a new disposable beaker. Thewater was transferred from the beaker into pre-cleaned amber glass 1 -liter bottles supplied by theanalytical laboratory. Routine sampling parameters including temperature and conductivity weremeasured and recorded.

Samples were analyzed by Heritage Lab of Indianapolis, Indiana. The samples were analyzed toa detection limit of 0.1 parts per billion (ppb) for all PCB parameters (except Aroclor 1221;detection limit 0.2 ppb) by EPA SW-846 method 8082. Samples were also analyzed for totalsuspended solids (TSS) by EPA method 160.2.
Quality Assurance
For quality assurance purposes a duplicate sample and a field blank were collected during eachsampling event. All environmental and blank samples were labeled and logged onto a chain-of-custody form. The samples were stored and transported on ice in insulated coolers. Custody ofthe water samples was maintained by Viacom until shipment to the analytical laboratory.
Field blank samples for these sampling events were NL4573, NL4581 and NL4809. No PCBswere detected in any of these samples.
Analytical Results for Surface Water Samples
Field parameter measurements, PCB analytical results, and QA/QC results for samples collectedfrom South Spring and North Spring during this reporting period are reported in Tables 2 and 3.Historical data for these two sampling stations are also reported in Tables 2 and 3. Historicaldata for the two Southwest Spring System sampling stations, Branam Spring and Taylor Spring,are reported in Tables 4 and 5, respectively. Each table summarizes historical groundwatermonitoring data collected since the completion of the remedy in November 1999. Copies of thechain-of-custody forms are provided in Appendix A. Copies of the certificates of analysis areprovided in Appendix B. A validation summary for these samples appears in Appendix C.Copies of the field sampling data sheets are on file at PSARA Technologies, Inc.'s BloomingtonBranch Office.
3.0 CONTINUOUS FLOW AND WATER LEVEL MONITORING
The purpose of flow and water level monitoring is to evaluate site-specific data characterizingsite hydrologic response under storm and non-storm conditions, and to evaluate correlationsbetween PCB concentrations, spring flow and groundwater elevations.
Scope of Work
The scope of groundwater level and flow monitoring during this reporting period involved theuse of dedicated instrumentation to record water level and other parameters as summarized inTable 6. Water lever transducers, water level data logging equipment, and piezometer crestgauges were operated during all or part of the period from September through November 2004.The approximate locations of these flow and water level monitoring stations are shown onFigure 1.

Quality Assurance
As a quality assurance check in documenting rain events and changes in flow, rainfall records forthis time period were obtained from the Purdue University State Climatologist's web site(shadow.agry.purdue.edu/sc.index.html) for the rain gauge station at the Monroe County Airport. Thisrecord was obtained for comparison to the downloaded transducer data at the various monitoringlocations. Raw rainfall data from the web site appears in Appendix D. Airport rain events ofapproximately 0.25 inch or more are indicated on the flow and water level plots, hi addition, theplots for the Conard's Branch weir also show cumulative rainfall data from both the airport andfrom a rain gauge at Neal's Landfill that is maintained by Viacom.
As a further data quality check, manual water level measurements were made during and aftersignificant storm events. The purpose of the manual checks was to verify instrument readings, inparticular those for installations susceptible to the accumulation of silt and/or algae growth.Manual field check data collected this reporting quarter are shown on the data plots.
A complete instrument maintenance log for all of the Neal's Landfill installations is attached.This log details the installation, re-indexing, and maintenance histories of each transducer anddata logger present at Neal's Landfill during the fourth quarter.
Two interruptions in the continuous monitoring of these stations occurred during the fourthquarter. The transducer installed in Conard's Branch at Vernal Pike was removed from thatstation from November 5 through November 23 for use at another location. Similarly, thetransducer installed in Richland Creek at Vernal Pike was removed from that station betweenNovember 12 and November 23. No data are available for those stations during those days.
The transducer installed in Richland Creek at State Road 43 began recording unusual variationsin stage in mid-October. This trend continued during the rest of the fourth quarter, as shown onthe attached stage plots. The cause of these daily fluctuations is not known, although it may bedue to progressive siltation around the transducer in the stilling well. The stilling well wascleaned out early in December 2004, which appears to temporarily eliminate the unusualvariations. The data plots attached with this report include both the raw data (showing theunusual variations) and a 24-hour moving average. The moving average gives a betterrepresentation of the stage values typically observed at this station several days after rain events,while the raw data provide a more accurate view of storm-induced peak flows.

Crest Gauges
The purpose of these gauges is to provide an indication of maximum water level in thepiezometers that do not contain transducers. Crest gauge measurements appear in Table 7. Thecrest gauges in Piezometers-02, -03, -04, and -05 showed no apparent movement during thefourth quarter of 2004. Piezometer-01 has neither transducer nor crest gage, but its water level ismeasured manually at frequent intervals, generally twice a month. Those observations appear inTable 8.
Potentiometric Data
On November 23, 2004, water levels were measured by hand at eleven monitor wells at the siteand the Conard residential well. The depth to water in the Conard residential well was 20.8 feeton this date. The other specific measurement locations are listed in the table insert on Figure 1,which also depicts the resulting potentiometric surface across the site on this date.
Scope of Non-Routine Activities
Pumping operations at the Conard's Branch Pump (CBP) station continued during the fourthreporting quarter of 2004. The system operated in full automatic mode throughout the reportingperiod. Periodic maintenance of the system during this quarter involved the cleaning ofaccumulated sediment and algae from the intake screens as needed. Operation during the firstreporting quarter for 2005 is expected to be in both continuous low flow and full automaticmodes depending on daily temperature and flow rate.

Validation Results for the September 2004 NLF Spring Water Samples
1. Validation of the following samples has been completed:
• NL 4572- NL 4575
Validation was performed per the requirements for level 4 data in the project QAPjP. This includes acheck for; Holding Time, Calibration, Blank Contamination, Precision, Accuracy, and Accuracy ofNominal Reporting Limits against method requirements. Based on this review, no data flags arerecommended as all method requirements were met.
2. The QAPjP requires an assessment of the overall data quality with respect to Precision, Accuracy,Representativeness, Completeness and Comparability (PARCC).
o Precision and accuracy: Precision and accuracy were accessed by reviewing the labperformance on lab spiked samples, lab spike duplicates and field duplicates. Allrequirements were met.
o Representativeness: The representativeness requirement involves an assessment of thefield sampling and lab analytical techniques. The fields sampling locations, and all otherfield techniques as well as lab procedures were in accordance with the approvedsampling plan and QAPjP. Overall the representativeness requirement was met.
o Completeness: The completeness goal for the project was for all project data to be 90%accepted. Completeness is calculated by dividing the total number of acceptableanalyses by the total performed. An acceptable analysis is defined as one that conformedto QC protocols and is not rejected. All of these analyses were accepted. The projectcompleteness goal has been met to date.
