Team Leader of the United Nations Development Programme (UNDP) Mine Action Team, New York. As theTeam Leader I am responsible for UNDP's Policy formulation, strategic approaches and providing guidance toUNDP at global and field level on mine action related issue. It involves providing strategic advice to theAdministrator of UNDP, Director BCPR, Regional Bureaus and support to 29 Country Programmes with an annualbudget of over USD 70 million. I managed to respond to increasing requests from Country Offices expandingUNDP's support form 16 to 29 countries with a budget increase of over 300%. Representing UNDP in the Inter-Agency policy development and strategic planning processes with notable success is a main part of my job.Substantive interaction with donors, member state and civil society organizations is my other major responsibility.
Chief Technical Advisor (CTA) of the United Nations to the government of Azerbaijan: My main responsibilitiesinclude assisting the government of Azerbaijan to build an effective and sustainable mine action management andtechnical capacity in accordance with norms. Director of Field Operations: Managed major aspects of the Field Operations of the Global Landmines ImpactSurvey. During my assignment impact survey operations was established in four countries. Besides myresponsibilities at SAC HQ, I was personally responsible for the establishment of the first ever socio-economiclandmine impact survey operations including all its administrative aspects in the Republic of Yemen. Other mainachievements include
• Active contribution to the establishment and revision of the global Landmine Impact Survey principles,guidelines, policies and methodologies
• Assessment Survey Mission to Afghanistan, Eritrea, Ethiopia, Lebanon, Somalia and Yemen and filed visits toChad. Successful project negotiations with national authorities and other organizations

03/90 - 05/99 - MINE CLEARANCE PLANNING AGENCY (MCPA), Afghanistan/Pakistan
Founder/Director: Founded the Mine Clearance Planning Agency (MCPA) in March 1990. Managing and DirectingMCPA for more than nine years in a highly complex political and security environment. MCPA is an over 300 personstrong organization with a budget of about US $ 2.5 million per year. Pioneered and successfully completed a numberof initiatives including national surveys, and socio-economic impact analysis of mine action. Other main achievementsinclude:• Actively participating in inter-agency coordination mechanisms.• leading and supervising more then 300 personnel since 1990• planning and successful completion of a national survey of mines situation of Afghanistan under complex
political and security situation• completion of technical survey of more then 5,000 mined areas in about 1,500 villages• management of training for more than 2,500 deminers of the UN funded mine action projects• establishment, development and maintenance of a comprehensive Information Management System (MlS)and
GIS for the United Nations Programme in Afghanistan• conducting a detailed research, analysing the data and writing a report on the socio-economic impact of mine
action operations in Afghanistan. This study had a key role in inspiring the current UNDP Study on Socio-Economic Approaches to Mine Action.
• conducting a comprehensive study on the issue of child soldiers in Afghanistan• successfully negotiated a number of projects with various political parties and tribal leaders mostly in a complex
conflict and post conflict situation.
Met all essential requirements for the position of Director MCPA including strong leadership skills, excellentplanning, communication and interpersonal skills, sound decision making abilities, report writing skills, ability towork in a multi cultural environment and remained politically neutral in an extremely politicized environment.
At this position, I was working out of the United Nations Mine Action Center as an integral part of the UN MineAction Programme for Afghanistan. This nine years of experience, working as part of the UN programme, greatlyenhanced my knowledge of working within the UN system including interagency processes and commonprogramming.
11/89 - 03/90 - UNITED NATIONS MINE ACTION PROGRAMME:
Operations Officer for the newly established UN Mine Action Programme for Afghanistan. Responsibilitiesincluded:• leading the first ever United Nations mine clearance team to the field• identification of priority mined areas and negotiations with local authorities• overall operational planning for the Programme• general personnel and operational management

Member of the Steering Committee: Joined the International Campaign to Ban Landmines (ICBL) in early 1994.Elected member of the Steering Committee of the ICBL, 1996 to 08/2001 when rejoined the UN. Majorachievements include:• devising effective campaign strategies leading the international community to signing of an international
treaty, the Ottawa treaty, banning anti-personal landmines.• Note able contribution in effectively running of ICBL resulting in the award of the 1997 Nobel Peace Prize to
ICBL. Represented the ICBL in receiving the 1997 Nobel Peace Prize.• assisting in establishment and capacity building of national campaigns in a number of developing countries.• raising global awareness on the impact of landmines at grass-roots level worldwide.• elected chairperson of the ICBL working group on mine action. Early 1998 to 08/2001.
Founded the Afghan Campaign to Ban Landmines (ACBL) in 1995. Chairing ACBL since its inception to08/2001. ACBL is a coalition of more than 36 national NGOs working all over Afghanistan. ACBL is the first evercivil society based national campaign in Afghanistan after the war. It has secured support of all political and triballeaders for a total ban on landmines in an environment where war was still going on.

as well as water and sanitation programmes
