Environmental planning, also known as urban and
regional planning, city planning, town and country
planning, and or human settlements planning, refers to
the multi-disciplinary art and science of analyzing,
specifying, clarifying, harmonizing, managing and
regulating the use and development of land and water
resources, in relation to their environs, for the
development of sustainable communities and
ecosystems. (RA 10587, Sec 4)

March 2, 1978, Ferdinand E. Marcos signed into Law
Presidential Decree No. 1308 - “Law Regulating the
Practice of Environmental Planning in the Philippines”
through the work of the Philippine Institute of
Environmental Planners (PIEP) est. 1969.
In 1993, Officers and Members of the PIEP were able
to put into activation the law, through the painstaking
and diligent efforts to help effect the long awaited
constitution of the first Board of Examiners.

The first Board of Environmental Planning was
constituted in June 25,1993 by President Fidel V.
Ramos with Serafin G. Aquino, Chaiman; Cesar H..
Concio, and Luis T. Tungpalan as members.
The existing members and practicing planners was
provided the distinction of Environmental Planning
Professional through the “Grandfather” clause.
The first Board Exam in Environmental Planning was
given in the year 1996.

In 2013, President Benigno S. Aquino III signed
into Law RA10587 - "Environmental Planning
Act of 2013” that repeals PD 1308.
Who are qualified to take the
examination?
• As stipulated in the Environmental Planning Act
of 2013 (Article III, Section 18, RA 10587), the
following are qualified to take the exams:
• A citizen of the Philippines or a foreign citizen
whose country or State has a policy on
reciprocity in the practice of the profession:

Who are qualified to take the examination?
A holder of any of the following degrees from
schools, colleges, or universities duly recognized
and accredited by the CHED: RA 10587, Sec. 18
• A graduate in environmental planning,
urban/city and regional planning, or town and
country planning or tis equivalent;

Who are qualified to take the examination?
• A Post-graduate Diploma in Environmental
Planning, city and regional planning or its equivalent,
and with at least one (1) year of on-the-job training
as required herein;
• A Bachelor’s Degree in Environmental Planning,
city planning or urban and regional planning, or town
and country planning, or its equivalent, and with two
(2) years of on-the-job training as required herein;

Who are qualified to take the examination?
• A masters or doctorate degree in either architecture,
engineering, ecology, economics, geography, geology, public
administration, business administration, sociology, social
science, law, environmental science, environmental
management, development management, natural resources
planning and development, and related disciplines
acceptable to the Board, and with three (3) years of on-
the-job training as required herein: Provided, that a person
falling under this paragraph shall be allowed to take the
licensure examination only within the next (5) years from
the effectivity the law.

Who are qualified to take the
examination?
• A bachelor’s degree in architecture, engineering, economics, public administration, law, social work and community development or sociology and other related disciplines acceptable to the Board and with five (5) years of on-the-job training as required herein: Provided, that a person falling under this paragraph shall be allowed to take the licensure examination only within the next five (5) years from the effectivity of this Act; and (3) years upon mandatory proof of completion of continuing professional education

Who are qualified to take the
examination?
• Incumbent holders of planning positions in the national,
regional or local government offices or agencies including
government-owned and -controlled corporations and have
been engaged in development planning functions
acceptable to the Board: Provided, That they are holders
of professional civil service eligibility and they have
undergone at least eighty (80) hours of in-service training
or distance learning in developmental planning from a
government agency, school or institution recognized by
proper authorities: Provided, further, That a person
falling under this paragraph may be allowed to take
the licensure examination only within the next five (5)
years after the effectivity of this Act.

What documents do you need
to submit?
1. Original and photocopies of Transcript of Records, with
scanned pictures and with remarks “FOR BOARD
EXAMINATION PURPOSES ONLY”.
2. Original and photocopy of NSO-issued Birth
Certificate. For married females, original and
photocopies of NSO-issued Marriage Contract (if NSO
copy is not clear, bring copy from Local Civil Registrar)
3. Four (4) passport-size colored pictures with white
background and complete name tag
4. Current Community Tax Certificate (Cedula)

5. Certificate of Employment
6. Certificate of Good Moral Character
7. Certificate of Planning Experience from your immediate
supervisor or a registered EnP.

“Certificate of Equivalency” from your alma mater, if your degree is
different from those disciplines stipulated by EnP law. E.g. “human
ecology is equivalent to urban planning,” “public management is
equivalent to public administration,” “social studies is equivalent to
sociology,” “MIS is equivalent to geographic information systems,”
“rural development administration is equivalent to community
development,” etc.

• Application fee (estimated PhP 1000), non-
refundable
• Certificate of Trainings (80 hours) and Civil
Service Eligibility – for incumbent planners
• Other specific requirements as required by the
Commission or the Professional Regulatory
Board.
