1. Introduction This research was commissioned by the Elmwood Community Resource Centre (ECRC) and the Chalmers Neighbourhood Renewal Corporation (CNRC) for the purpose of assisting both organizations with:

• enhancing the current level of data each organization has available for decision making; • enhancing the current level of knowledge on which stakeholders are involved with what

activities across Chalmers neighbourhood (CNRC boundaries) and broader Elmwood community (ECRC boundaries);

• exploring areas of interest, research, current practices; and • strengthening existing relationships and building new ones where data demonstrates need.

Collecting data that accurately represents the research area, as defined by ECRC and CNRC, was somewhat limited by the different geographical boundaries used by different agencies that collect information. Because of that, data sources and boundaries have been explained in detail throughout the document.

2. Research Highlights and Recommendations

The comprehensive and evidence-supported 2013 Chalmers Five-Year Neighbourhood Renewal Plan addresses most of the issues raised in this research. The below-listed recommendations may complement the existing neighbourhood plan or, in some cases, coincide with already planned initiatives.

2.1 While the age and immigration demographics of the population in the research area are similar to Winnipeg, the Aboriginal population is significantly higher compared to Winnipeg. Compared to Winnipeg, Chalmers has the highest rate of Aboriginal population (72% higher), followed by Glenelm (47% higher) (City of Winnipeg 2015). Recommendation

2.2 Talbot-Grey has significantly higher rate of recent immigrants compared to Winnipeg (43% higher) (City of Winnipeg 2015). Recommendation

Unlike other neighbourhoods with higher Aboriginal population (for example Lord Selkirk Park and William Whyte), in Chalmers, there is no Aboriginal-led, community-based, social service organization that offers culturally-appropriate services to Aboriginal people. Consequently, it is recommended that efforts are made to create an Aboriginal-led organization or support existing community-based social service organizations in Chalmers to offer programs targeting the Aboriginal population in the area.

It is recommended that additional support services are provided to recent immigrants in Talbot-Grey or that the existing immigrant services are further promoted to the Talbot-Grey residents.

2.3 The crime rate in the research area is significantly higher compared to Winnipeg (41% higher) and differs between the neighbourhoods. The most frequently occurring types of crimes are theft of motor vehicle actual, followed by break and enter other than residential, and break and enter residential. Compared to Winnipeg, the following crimes occurred more frequently in the research area – homicide, attempt for theft of motor vehicle, sexual assault, and break and enter other (City of Winnipeg 2015).

Recommendation

2.4 The level of university graduates in the research area is significantly lower compared to Winnipeg (73% lower) but the level of residents with apprenticeship or trades certificates is significantly higher (23% higher) (City of Winnipeg 2015).

Recommendation

2.5 On average, the children in the research area are less ready for school compared to Manitoba. Specifically, the children in the research area are less ready in terms of communication skills and general knowledge, social competence, and physical health and wellbeing (Healthy Child Manitoba 2012). Recommendation

It is recommended that programs are offered that inspire and motivate children to pursue higher education. To this respect, local schools and/or social service organizations can work collaboratively with university programs such as “Let’s Talk Science” (http://outreach.letstalkscience.ca/#category-id-21).

It is recommended that local community-based organizations mobilize residents to prevent crimes. Examples of community-based, crime prevention initiatives include:

neighbourhood crime watch – more information about this type of initiative is available on the Winnipeg Police Service website: http://winnipeg.ca/police/TakeAction/neighbourhood_watch.stm; and

social media networks/groups where residents share information about crime-related issues and help each other (for example a Facebook group or a Twitter account).

It is recommended that targeted support is offered to victims of crime in the area, including counselling services, peer support groups, etc.

It is recommended that parenting programs are offered to support parents in preparing their children for school with focus on improving children’s communication skills and general knowledge, social competence, and physical health and wellbeing.

It is recommended that local social service organizations seek ideas for supporting young children to achieve their full potential. To this respect, local organizations can exchange ideas with the Boldness Project, which is a program that works to improve outcomes for young children in the Point Douglas area (http://www.winnipegboldness.ca/).

2.6 The median income and the median household income in all researched neighbourhoods are lower compared to Winnipeg with Chalmers having the lowest (37% lower household median income and 20% lower median income) (City of Winnipeg 2015).

Addressing poverty is a complex process that involves many aspects such as safe and affordable housing, high education levels, available jobs, income supports, social services to all who need them, and other. As such, all recommendations listed in the research will likely alleviate the poverty-related issues in Elmwood.

2.7 Glenelm and Chalmers have significantly more seniors on low income compared to

Winnipeg (City of Winnipeg 2015). The Elmwood-East Kildonan Active Living Centre (https://www.facebook.com/eekalc) offers a number of programs and supports to seniors. Recommendation

2.8 Compared to Winnipeg, there are close to 70% more children on low income (before and after tax) in Chalmers and around 60% (before and after tax) in Talbot-Grey (City of Winnipeg 2015).

The other recommendations listed in the research will likely alleviate the children poverty-related issues in Elmwood.

2.9 Of all researched neighbourhoods, the homes in Chalmers and Talbot-Grey are of most

need of repairs and of least value, compared to Winnipeg.

Home-improvement grants are available in the neighbourhood.

2.10 Compared to Winnipeg, 44% more residents of Chalmers moved in prior year and 19% more moved in previous 5 years. Population transiency is often related to poverty and, as such, other recommendations listed in the research will likely decrease the population transiency tendencies.

2.11 The availability of licensed spaces in child care centres per person under the age of 15 in

Glenelm and Munroe East is significantly lower compared to Winnipeg (70% and 66% lower respectively) (Province of Manitoba 2015).

It is recommended that local community organizations maintain contacts with Age and Opportunity (http://www.ageopportunity.mb.ca/main/who.htm) in order to provide information and referral services to seniors, for example information about meal programs, health services, transportation options, home maintenance, recreational opportunities, housing options, and referrals to other resources in the community.

Recommendation

2.12 Of the six schools in the Winnipeg School Division (WSD), three have significantly higher rate of student in single parent families compared to WSD (Winnipeg School Division 2015).

2.13 Compared to the WSD, all researched WSD schools have significantly smaller percentage of

immigrant/refugee students.

2.14 The research area is among the top five Winnipeg areas with lowest self-perceived health, highest ischemic heart disease incidence rates, highest potential years of life lost, highest substance abuse prevalence rates, and lowest percentage in “perfect physical functioning” (Centre for Healthcare Innovation (CHI) & Winnipeg Regional Health Authority (WRHA) March 2015).

Recommendation

3. Research Area Definition The research area is the area within the service boundaries of the Elmwood Community Resource Centre and the Chalmers Neighbourhood Development Corporation - north from the Red River to Munroe Avenue and east from the Red River to Panet Road (see Appendix 1).

It is recommended that local community organizations provide information about child care options and programs that help individuals to open child care homes. For example, the Family Child Care Self Employment Project assists individuals interested in becoming licensed child care providers (http://www.familydynamics.ca/wp-content/uploads/2013/04/LICENCED-FAMILY-CHILD-CARE-SELF-EMPLOYMENT-PROJECT-2015.pdf).

It is recommended that local community organizations, in cooperation with the WRHA, provide health-related supports that address health issues that are prevalent in the research area. Specifically, it is recommended that the following services are provided: i) substance abuse prevention supports, including counselling, therapeutic groups, and

peer-support groups; ii) Alcoholics Anonymous and / or Narcotics Anonymous groups – currently there are

no such groups in the area; iii) smoking cessation supports; iv) supports for individuals with diabetes; v) breast cancer screening promotional activities; and vi) heart disease prevention supports.

4. Research Area and Data

4.1. Research Area and City of Winnipeg Data

The City of Winnipeg acquired Census 2006 data that matches the city neighbourhood boundaries (City of Winnipeg 2015).

The research area includes the city neighbourhoods of Glenelm, Chalmers, Talbot-Grey, part of Munroe East (south of Munroe Avenue), East Elmwood, and Tyne-Tees (City of Winnipeg 2015).

The research area includes a small part of Kildonan Drive neighbourhood - the area that is enclosed between Brendin Drive and Henderson Avenue. It is impossible to separate the data for this small area from the data for the whole Kildonan Drive neighbourhood. Consequently, data about this area will be excluded from the research.

The research area includes only part of the Munroe East neighbourhood – south of Munroe Avenue (City of Winnipeg 2015). It is impossible to separate the data for the researched area from the data about the full neighbourhood. Because of that, the research will often include the full Munroe East neighbourhood.

4.2. Research Area and Statistics Canada Data

The research area includes, in whole or partially, the following Statistics Canada Census Tracts: 6020030.01, 6020030.02, 6020037.00, 6020038.00, 6020039.00, 6020040.00 (Statistics Cananda 2015). The Census tracts do not match completely the boundaries of the research area nor the boundaries of the city-defined neighbourhoods.

4.3. Research Area and Winnipeg Regional Health Authority Data

The research area coincides to a large extent with the 07A River East S neighbourhood cluster as defined by the Winnipeg Regional Health Authority (Centre for Healthcare Innovation (CHI) & Winnipeg Regional Health Authority (WRHA) March 2015). 07A River East S neighbourhood cluster does not include the area between Kent Road, Gateway Road, Munroe Avenue, and Panet Road (Munroe East neighbourhood), which falls under the neighbourhood cluster 07C River East E. It is impossible to separate the data for the area between Kent Road, Gateway Road, Munroe Avenue, and Panet Road from the larger cluster 07C River East E and therefore this area will be excluded from the WRHA data.

4.4. Research Area and School Divisions Data

Winnipeg School Division (WSD) The research area coincides partially with the Winnipeg School Division (WSD) elementary catchment areas Glenelm, Lord Selkirk, River Elm, George V, and Kent Road (Winnipeg School Division 2015) (Department of Education 2012). However, the WSD area does not include a significant part of the research area - the area north of Kent Road. Because of that, the research will include data from the WSD’s Student Demographic Report (Winnipeg

School Division 2015), which is representative of the individual WSD’s schools situated in the research area, and not include Census 2006 data as presented in the WSD Report. River East Transcona School Division Two of the schools in the research area (Hampstead School and Sherwood School) are part of the River East Transcona School Division (RETSD), which, unlike WSD, has not published a report with student demographic information. Because of that, data about the Hampstead School and Sherwood School will not be included in the research. Early Development Instrument The Early Development Instrument (EDI) results apply to an area going further north to Oakland Avenue and Mcleod Avenue – while the EDI area includes the research area, it is much larger than the research area.

5. Data Limitations

The research is based mainly on data from the City of Winnipeg, Statistics Canada, Winnipeg School Division (WSD), and the Winnipeg Regional Health Authority (WRHA). Each of these entities uses different geographical catchment areas and therefore it is difficult, if at all possible, to extract only data that is fully representative of the research area. Below are described the most significant data limitations related to the research area.

The data from the City of Winnipeg website may not represent accurately the research area because it excludes the area between Brendin Drive and Henderson Avenue and includes data for the full Munroe East neighbourhood (City of Winnipeg 2015).

The Census 2006 data from the City of Winnipeg website combines Tyne-Tees and East Elmwood under East Elmwood. (City of Winnipeg 2015)

The data from Statistics Canada may not represent accurately the research area because the Statistics Canada geographical area boundaries (Census tracts) do not coincide with the research area boundaries (Statistics Cananda 2015).

Census 2011 issued by Statistic Canada includes very limited information compared to Census 2006. Because of that, the author used mostly Census 2006 data from the City of Winnipeg website (data is representative of city neighbourhoods rather than of Census tracts) (Statistics Cananda 2015).

There is available demographic data only about the schools in the area that are under the WSD. Consequently, the research will not include data about the schools under RETSD and the private schools.

The data derived from the Winnipeg Regional Health Authority (WRHA) does not include the area between Kent Road, Gateway Road, Munroe Avenue, and Panet Road (Centre for Healthcare Innovation (CHI) & Winnipeg Regional Health Authority (WRHA) March 2015).

The Early Development Instrument (EDI) results include an area much larger than the research area (including the area north of Munroe Avenue, reaching Oakland Avenue and Mcleod Avenue) (Healthy Child Manitoba 2012).

6. Research Findings

6.1. Population Age

According to Census data (City of Winnipeg 2015), in 2006 there were 28,905 residents of the research area (including the full Munroe East neighbourhood), of whom 5,650 (20%) were children under the age of 15 and 2,445 (8%) were seniors over the age of 70. Generally, the age characteristics of the research area population are similar to those of Winnipeg – in the research area 19% of the total population was under 15 in comparison to 18% in Winnipeg (see Chart 1). Of the researched neighbourhoods, Chalmers is younger (21% of the population is under 15) while Talbot-Grey and Glenelm are older (18% of the population is under 15).

6.2. Aboriginal Identity

The percent of residents who identify as Aboriginal is significantly higher in the research area than in Winnipeg - 17% of all research area residents identify as Aboriginal in comparison to 10% in Winnipeg (see Chart 2). Specifically, the percent Aboriginal residents in Chalmers was 72% higher compared to Winnipeg (see Chart 2A). In the research area, Chalmers has the highest percent of Aboriginal residents, (22%), followed by Glenelm (16%) and Munroe East (15%) (see Chart 2).

6.3. Recent Immigrants

The percent of recent immigrants in the research area is similar to that of Winnipeg – the recent immigrants are 4% of the total population in the research area and 4% in Winnipeg (see Chart 3). Of the six neighbourhoods, Talbot-Grey has the highest percent of recent immigrants while Glenelm has no recent immigrants. Talbot-Grey also has significantly higher rate of recent immigrants compared to Winnipeg (43% higher).

6.4. Crime

In 2014, the overall number of crimes per resident in the research area was 41% higher compared to Winnipeg. Some types of crimes are more frequent than others and the crimes vary in the different neighbourhoods (see Chart 6 and Appendix 2).

The neighbourhoods with highest number of crimes per resident are: East Elmwood and Tyne-Tees followed by Talbot-Grey, Glenelm, and Chalmers (see Chart 4).

Munroe East is the only neighbourhood in the research area with a crime rate per resident lower than Winnipeg (38% lower).

The most frequently occurring types of crimes are theft of motor vehicle actual (101 incidents in 2014), followed by break and enter other than residential (97 incidents in 2014), and break and enter residential (67 incidents in 2014) (see Chart 5).

In 2014, the following types of crimes had the highest percentage difference between the research area and Winnipeg: homicide (67% higher than Winnipeg), theft of motor vehicle attempt (66% higher than Winnipeg), sexual assault (63% higher than Winnipeg), and break and enter other (61% higher than Winnipeg) (see Chart 6). Specifically, the sexual assault rates per person in three neighbourhoods (Talbot Gray, East Elmwood and Tyne-Tees combined, and Glenelm) were more than 100% higher than in Winnipeg (see Chart 6).

6.5. Married Residents

Compared to Winnipeg, the percent of married residents is significantly lower in the research area– 38% residents of the research area are married compared to 65% in Winnipeg (see Chart 7A). Chalmers has the least married residents as percent of the total population (32%) while Munroe East has the most married residents (44%) (see Chart 7).

6.6. Education

The level of university graduates as percent of the total population in the research area is significantly lower compared to Winnipeg (73% lower) but the level of residents with apprenticeship or trades certificates is significantly higher compared to Winnipeg (23% higher) (City of Winnipeg 2015).

The education levels and types in each of the neighbourhoods vary significantly (see Chart 8):

Compared to Winnipeg, Talbot-Grey has 105% less university graduates while Glenelm has 13% less university graduates.

Compared to Winnipeg, Talbot-Grey has 35% less college graduates while Munroe East has 7% more college graduates.

Compared to Winnipeg, East Elmwood and Tyne-Tees (combined) have 43% more residents with apprenticeship or trades certificate while Glenelm has 1% less residents with apprenticeship or trades certificate.

Compared to Winnipeg, Talbot-Grey has 19% less residents with Grade 12 Diploma or equivalent while Glenelm has 5% less residents with Grade 12 Diploma or equivalent.

Compared to Winnipeg, Talbot-Grey has 44% more residents without Grade 12 Diploma or equivalent while Glenelm has 14% more residents without Grade 12 Diploma or equivalent.

The EDI is administered at the Kindergarten level (approximately age 5) and is designed to measure population-level development in the early childhood period. Children are classified as being “not ready” in a given EDI domain if they score below the 10th percentile cut-off score for that domain; and as being “very ready” if they score within the top 30th percentile of the score in that domain (Healthy Child Manitoba 2012). The four-year combined average EDI scores for Elmwood (2005-2011) are lower than the Manitoba 2005/06 baseline average score. Specifically, the Elmwood EDI scores for physical health and wellbeing, social competence, and communication skills and general knowledge are significantly lower than the Manitoba 2005/06 baseline average score (3%, 5%, and 8% difference respectively) (Healthy Child Manitoba 2012). 6.8. Labour Force Unemployment Rate

The average labour force unemployment rate in the research area is very similar to that in Winnipeg - 5.3% compared to 5.2% in Winnipeg. However, each neighbourhood compared to Winnipeg differently: East Elmwood and Tyne-Tees (combined) had unemployment rate that was 19% lower than Winnipeg while Talbot-Grey and Munroe East had unemployment rates 13% and 14% respectively higher than Winnipeg (see Chart 9A).

6.9. Income

The median income and the median household income in all researched neighbourhoods are lower compared to Winnipeg (see Chart 10). It may be argued that Chalmers is the “poorest” of all neighbourhoods (with lowest median and household median incomes) followed by Talbot Grey and Munroe East. Of all researched neighbourhoods, only East Elmwood and Tyne-Tees (combined) have less low income families compared to Winnipeg (22% less). Chalmers has the most low income economic families before and after tax (see Charts 10B and 10C). Further, compared to Winnipeg, Chalmers has 77% more low income families before tax and 76% more low income families after tax.

6.10. Seniors and Poverty

In the research area, there are 2,990 seniors on low income and most of them live in Munroe East (1,175) and Chalmers (885) (see Chart 11).

Compared to Winnipeg, the levels of seniors on low income differ significantly among all researched neighbourhoods (see Chart 11A.). For example, compared to Winnipeg, there are approximately 40% less seniors on low income (before and after tax) in Munroe East and the combined East Elmwood and Tyne-Tees. On the opposite, compared to Winnipeg, there are significantly more seniors on low income (before and after tax) in Glenelm (89% more before tax and 49% more after tax), Chalmers (51% more before tax and 59% more after tax), and Talbot-Grey (36% more before tax and 38% more after tax). Manitoba Housing offers social housing for seniors (55+) in an apartment building on 53 Stadacona St., Chalmers (Housing and Community Development 2015).

For example, compared to Winnipeg, there are close to 70% more children on low income (before and after tax) in Chalmers and around 60% (before and after tax) in Talbot-Grey. Compared to Winnipeg, the only neighbourhood with less children on low income is the combined East Elmwood and Tyne-Tees (56% less children on low income after tax) but the same neighbourhood also has 21% more children on low income before tax.

6.12. Housing

In the research area, there are 11,045 dwellings and 1,510 of them (14%) are in need of major repair (see Chart 12). Most of the dwellings are situated in Chalmers (4,265) and Munroe East (3,515). The average house value of the owner-occupied homes in all researched neighbourhoods is significantly lower compared to Winnipeg (see Chart 13B).

Compared to Winnipeg, Talbot-Grey and Chalmers have 70% more homes in need of major repairs, followed by Glenelm (52% more than Winnipeg) and East Elmwood and Tyne-Tees combined (31% more than Winnipeg). Unlike the other researched neighbourhoods, Munroe East has 10% less homes in need of major repairs.

The population in the research area is slightly more transient compared to Winnipeg – 16.2% more residents moved in previous 5 years and 1.6% more in previous year.

The level of population transience differs in each neighbourhood. Compared to Winnipeg, 44% more residents of Chalmers moved in prior year and 19% more moved in previous 5 years. Chalmers was followed by Munroe East (7.8% more in previous 5 years and 14.2% in previous year) and by Talbot-Grey (16.2% more in previous 5 years and 1.6% more in previous year), compared to Winnipeg.

6.14. Child Care

Manitoba Early Learning and Child Care, which is a division within Manitoba Family Services, identifies two types of early learning and child care (ELCC) facilities: centres and family and group homes (Manitoba Family Services 2014). The licensed spaces in these facilities are for:

infants – age 12 weeks to 2 years;

pre-school (incl. nursery school) children – age 2 to 6; and

school age children – age 6 to 12.

The table presents information about licensed child care centres in the research area. The availability of licensed spaces in child care centres per person under the age of 15 in the research area is significantly lower compared to Winnipeg (26% lower). The availability of licensed spaces in child care centres per person under the age of 15 in Glenelm, Munroe East, and Chalmers is 70%, 66%, and 19% (respectively) lower compared to Winnipeg. On the other hand, the availability of licensed spaces in child care centres per person under the age of 15 in Talbot-Grey and East Elmwood and Tyne-Tees (combined) is 35% and 6% higher compared to Winnipeg (see Chart 15 and Chart 15A).

Compared to the WSD, three schools have higher percentage of students in single parent families (see Chart 16A) - Lord Selkirk School has 41% more, Elmwood High School has 36% more, and River Elm School has 28% more students in single parent families compared to the WSD. The other three schools have lower percentage of students in single parent families – Glenelm School has 69% less, Kent Road School has 14% less, and George V School has 2% less students in single parent families compared to the WSD.

The mobility rate is a relative measure of the incidence of student transfers for a school (both transfers in and transfers out) in comparison to other schools in the Division (Winnipeg School Division 2015). Compared to the WSD, two schools had higher mobility rate – Lord Selkirk Park School had 23% higher and River Elm School had 16% higher. The rest of the schools had lower mobility rates compared to the WSD – Glenelm School had 63% lower, followed by George V School with 48% lower, Kent Road School with 25% lower and Elmwood High School with 10% lower mobility rates.

Compared to the other WRHA neighbourhood clusters, River East South scores worse in a number of categories. Below are listed the ones where River East South rates among the top nine. Of the 25 neighbourhood clusters in Winnipeg, River East South is among (according to rank) (Centre for Healthcare Innovation (CHI) & Winnipeg Regional Health Authority (WRHA) March 2015):

the 5 with lowest self-perceived health (very good /excellent); Percent participants who answered “very good /excellent” when asked “In general, would you say your health is: excellent, very good, good, fair, or poor?”

the 5 with the highest ischemic heart disease incidence rates; The average number of new cases of ischemic heart disease in residents aged 19 years and older

the 5 with the highest potential years of life lost; The number of years of potential life not lived when a person dies “prematurely” before age 75 (deaths per 1,000 residents aged under 75 years).

the 5 with the highest substance abuse prevalence rates; The percentage of residents aged 10 years and older with substance abuse during a 5–year period.

the 5 with the lowest percentage in “perfect physical functioning”; The percentage of persons at perfect physical functioning (score=100) vs. others (score < 100) in a weighted population sample of residents aged 12 years and older. Basic physical functioning is rated on a scale of 0 to 100 - 0 indicating unable to bathe or dress or walk one block and 100 indicating capable of vigorous activity.

the 6 with highest rates of current tobacco smokers; The percentage of respondents to the Canadian Community Health Survey (CCHS) aged 12 years and older who reported being either a current smoker.

the 6 with the highest premature mortality rates; The rate of deaths in residents under 75 years per 1,000 residents per year.

the 6 with the highest rates of lower limb amputation among residents with diabetes; The percentage of residents with diabetes aged 19 years and older who had a lower limb amputation.

rate has no tangible meaning by itself; but provides a relative measure of the incidence of student transfers for a school (both transfers in and transfers out) in comparison to other schools in the Division. 2 Stability is the number of stable students divided by the average monthly enrolment, multiplied by one hundred. Stable students are those who were enrolled by October 1 and had not

transferred out before May 31 (or had not transferred at all). The stability rate is easier to interpret than the mobility rate. A stability rate of 85% means that 85% of the students have stayed at the school from October to May. 3 No English is spoken in the homes of students
