Very rarely do we get a chance to call attention totheir actsof kindness and service that theydoeveryday forourcommunity.WhetheritisaCityofEnidemployeewhochoosestomake themost of their role as a public servant or businessmanor woman that dreams of an Enid teaming with a thriving, self

sustainingentrepreunalspirit,thisisEnid.Ormaybeitisthenursethat proudly wears the St. Marys or Integris Bass uniform withpridebecausewebringpremierhealthcaretoourcommunity,thisisEnid.InthisissueofEnidontheMove,youwillhearfrommenandwomenofourcommunitywhoquietlyaremakingadifferencebecausetheybelieveinEnid.ThisisEnid.ThisisyourEnid.

In all aspects of our community,professionals are working to make Enida regional marketplace to bring qualitygoods and services to the Northwest re-gion of the state. In November of 2011,ourtaxablesalesnumbersskyrocketedto26.9 percent higher than sales tax num-bers fromNovember2010.NownotonlyisthisfromthehardworkoflocalcitizenswhohavemadeacommitmenttoshopinEnid,butbecauseofwhatEnidhastoof-fer.WealsoservicealargerareathanGar-fieldCounty.ResidentsfromtownsallovernorthwestOklahomalooktoEnidtoservealltheirneeds.Thesamecanbesaidaboutourmedicalcommunity. Wearehometoapremiermedi-cal community that serves a larger areathan just Enid and even Garfield County.NotonlydoweseepatientsfromGuymon,Shattuck,Cherokeeandothersurroundingareas, but we also help train the profes-sionalsthatwillbecometheirprimarycareproviders.Wearealeader,aproviderandaselfsustainingcommunitythatisuniquelypositioned tohelp trainour future.Don’tbelieve me? Well, I had a chance to sitdownwithanesthesiologist,Dr. LynnPhil-lips, a veteran of themedical communitywhohaspracticedinEnidforover30years.Whathetoldmeonlycontinuedtosolidifytheideathatcitizensallacrossthecityareworking to ensure Enid’s prosperity be-causetheybelieveinit.

“We take our hospitals for granted just like we would maybe a loved

one or a spouse,” said Phillips.

“Wedon’tthinkaboutthemuntilweneedthem.Butwedonotjusthaveamedicalcommunityhere,wehaveaGREATmedicalcommunity.” Ourmedical industry inEnidhastakenthestepforwardininvestinginEnidbyrecruitingaworkforcethatnotonlywillservice Enid but surrounding areas. Enidmustbea leader inthis industrybecauseofthegeographydemandsitso. “Medically,wehavetobediverse.Wemust haveorthopedic and cardiovas-culardoctorslikeourneighborsOklahomaCityandTulsasimplybecauseresidentsinthisareamusthavelocalcare.” QualitycareinEnidisasgoodasanyinthenationaswell.Phillipsremindedmethattheyallstudiedinthesameclass-es,went to the same schools and gradu-ated from excellentmedical schools. Thedifferenceisthatourmedicalprofessionalshavemadeacommitmenttostay inEnidbecause of a commitment Enid made tothem. “We have a great training pro-gram in partnership with OSU and OUwherestudentscantraininourhospitals.They gain great one-on-one mentorshipwithdoctors in thefield.Oneof thefirststudentstocompletetheprogramalreadyhasmadethecommitment tostay in theareaandtwomorestudentsaredoingthesame. That is how we recruit our workforce,”saysPhillips. Inlargecities,youngprofessionalscansometimesfallthroughthecracksandnotgetachancetoreallyexcel.Butinlo-calcommunitieslikeEnid,networkingandmentorshipisakeycomponentinrecruit-ingandmaintainingagreatworkforce.

Phillips believes in this principlebecauseheisaproductofit.HailingfromsoutheasternOklahoma,Phillipsoriginallythoughthewouldbeanophthalmologist.Itwasn’tuntilafterstudyingunderagreatmentor and anesthesiologist in Enid thatPhillipsmadethecommitmenttobecomean anesthesiologist and stay in Enid andsince1982,hehas. Onearea that Enid is helpingfillthegap is in the familypractice industry.Thefamilypracticeindustryhaslostmanyprofessionalstomorespecializedcare,soEnidbeganaprogram just to train familypractitioners. These doctorswill not onlyserveEnidbutwillservesomeofourmoreruralneighbors.Butwhenapatientneedsmore complete care,wheredoyou thinkthat practitioner will send his patient?Enid,that’swhere. So family practitioners, X-raytechs, scrub techs and amyriad of othermedical areas all can be trained in Enid.This commitmentwasmade by a few toservice many. Not only does this bringcompletecaretotheresidentsinEnidandsurrounding communities but increasesourworkforce,oursalestax,ourpropertyvalues,ourqualityoflife…yougettheidea. Serving our local residents andcommunities is important to Dr. Phillips.Freeclinics serveour less fortunate.Freeeducational and activities are offered toour seniors in OakwoodMall. Dr. Phillipsandstudentsgivefreephysicalstoathletesatourlocalschools.Itishardtoputavaluetothatbutforthosethatareservedtheywouldconsideritinvaluable. So you see, commissioners, eco-nomic directors, city managers, retailersarenottheonlyonestryingtomakeEnida great place to live.Ambassadors are ineverycornerofEnid.Youhavetobelook-ingandlistening.OurmedicalcommunityinEnidistopnotchandtheyarepreparedtomeet theneedsof tomorrow.Not justforpatientsbutforthegreaterprosperityofEnid.

Ihatetodisappointyou,butifyougotoDave’sBarbershopat203N.IndependenceindowntownEnidexpectingasimplehaircut,well, you won’t get it. And if you think thisis just a basic story about a downtownestablishment, well, I’ve failed you again. Iguess I should amend a previous statement,youwill getagreathaircut fromabarberofover45yearsexperience,butyouwillgetthatandmore.You see,DaveHempling isn’t yourtypical barber, and Dave’s barbershop isn’tyourdad’stypicalbarbershop. “My first boss was a great man.Always had words of encouragement for hiscustomers,waswonderfully supportiveofhisfamily, and was a hard worker. I thought if Icouldbehalf themanhewas, Iwouldbeallright,”reflectsDave. Dave has seen Enid through its upsand downs but believes Enid is currently onacourse forsuccess.Hebelieves intheCity’scurrent leadership and applauds citizensexcited to see change and progress. It mayhave a little to dowith his clientele, aswell.Encompassingsucharosyoutlookonlifetendsto attract like minds to his shop, and Daveconsidersthatablessing.Duringthisinterview,manyresidentspoppedtheirheadinthedoortosimplysay“hello.”

Dave has a positive outlook for Enid, and his actions speak very loudly. He attends all Enid High Schoolhome football games and spends a lot of histime outside the shop visiting sick patientsat local hospitals and nursing homes. Andwhen he’s not out and about trying to helpthe community, Dave plays drums and hasplayedwithsomeprettywellknownacts:HankThompson, Marty Robbins , Roy Clark andJohnnyGimble, just tonamea few.Althoughhisgigsarenolongerinlocalpubsorbars,hestillenjoysplayingattheGrandNationalQuailHunt.Healsolovestofishforchannelcatsbutwouldn’t disclose his location. Fishermen aretrickylikethat. Dave also believes in providing firstclassservicesandwithahaircut,patronscanalso enjoy a shoe shine from RichardWood.JustlikeDave,Richardhasawonderfuloutlookon life.Richard,whowillbe80 inMarch,hasled an interesting life and enjoys sharing hisexperiencesandstorieswithhisclients.Richard, originally from Enid, served in theUnitedStatesArmyinthefamous1stInfantryinEurope.AfterreturningtotheStates,Richardbegan a career spanning over 40 years as arailroadconductor. fromarailroadcareer,onemightthinkofretiring,butnotRichard. Hehadalways loved food, sohepackedup his things and moved to New York City fortwo years where he attended culinary school.Don’tworry; he doesn’t let any of his talents gotowaste.Whenhe’snotcookingforhiswife,he’sservingnoonmealstoseniorsathis localchurch.HespecificallytookcoursesinItalianfood,andherarelyreceivescomplaints.Infact,hereceivesalotofinvitations. “SometimesfolkswillaskmeifIwillmoveinwiththemsoIcancook.Ialwayssay‘sure,aslongasmywifecancome,”Richardsayswithaslygrin.

Richard,notonetositaround,approachedDaveoneday,andasked ifhecouldshineshoes.Dave agreed, and Richard started the Friday ofthatsameweek.InacustomshoeshinechairthatDave’sbrotherconstructed,Richardwillshineyourshoeswhileyouwait,oryoucandropthemoffatyourleisure. Soyousee,Iwastruetomyword.Dave’sBarbershopisnotyourtypicalshop.Clientsenjoyagreathaircutora shoeshineandsagewisdomfrombothDaveHempfling andRichardWood toboot.Leavingwithyourearslowered,shinyshoesandasmileonyourfaceisexactlyhowtheybothlikeit.

The Enid Public Library offersmore than books--just ask Public ServicesSupervisor Jade Powell. In addition to thelibrariesnormalprovisionoffreeliteratureforlend,Powelloverseesallofthelibrary’sextraprogramming,making sure that procedure isfollowed,literacygoalsarebeingmet,andpoliciesmakesense.Also,Powellhasadirectroleinworkingwiththecommunity. Oneof theprogramssheoversees,aComputingSkillscourse,hasbeensosuccessful thenumberofclassesofferedhasexpanded.Powellmentionsthatmanyof thestudents in thesecomputerclassesareolder,oftenretiredpatrons. Someof themhavereceivedtheircomputersasagiftfromfamily,buttheyhavenoideahowtousethisnewtechnology.“Thereisnoneedtobeembarrassedaboutthis,”saysPowell.“Everybodywhocomesheregetsthesamerespectasanybodyelse.” Inadditiontohergoalstoincreasetechnologicalcompetence,Powellalsowantstoimproveliteracy.“We’dlikeeverychildtohavealibrarycardbysecondgrade,”shestates. For over ten years, Earl Lambhasworked for theCityasaMaintenanceTechnicianatMeadowlakeGolfCourse.Hisphilosophyissimple,“IliketodowhateverI can do to help someone. If they can behelped,Iwouldliketohelpthem.“ Lamb’s vision for Enid is veryhopeful. He looks forward to all of thechanges coming Enid’s way. “Enid isbecoming an evenmore prideful place towork,” Lamb says, as he reminisces aboutpositive changes the city hasmade in thepastfewyears.

Whether it’s the annual Candy CaneCashevent,orthelocalJuniorLivestockShow,chances are Susan Burchamwill have a handinorganizingandadvertising it. In factalmostall major local happenings, from new storeopenings to city events, find theirway to thedesk of the Chamber’s current MembershipandSpecialEventsDirector. Burcham has always been involvedwith the community in one way or another.She has served on many community relatedboards and has had experience workingwith organizations like the American HeartAssociation.Hermostrecentrolecontinuestohelphermaintainhercommunity-mindedness.Burchamencouragesthewholecommunitytoget involvedwith cityeventsbyposting themon the web at www.enidchamber.com. TheEnidChamber’sWebsiteisanetworkinghub.“Wewanttoconnectpeopletocommunityevents,theresourcestheymightneed,andtoeachother,”Burchamadvocates. WheredidBurcham’szealforcommunuityworkbegin?AccordingtoSusan,hermother,AnnShreve,hasbeenhergreatestinspiration.“Mymotherwasveryactiveandinvolvedinthiscommunity,”shesays,“Shewasawonderfulleader.”It’sclearthatSusanBurchamisfollowinginhermother’sfootsteps.

HowdoesEnidkeepupappearances?Whomakes sure that the city is in themostbeautifulconditionpossible?Well,thatwouldbeVanessaBurchardt,aPropertyInspectorfortheCityofEnid. Burchardtwas drawn to her currentposition (after over 8 years of working forthe City) because she was excited to workdirectlywithEnidcitizens,andtohelppeopletobecomeasproudofEnidassheis.“Enidisasafecommunity,aniceplacetoraiseafamily,”she says. And thanks to Burchardt’s effortsin keeping the community pristine, Enid willcontinuetolooklikethegreatplaceitis.

I’mgoingtobecompletelyhonest…Idreadedit,Itrulydid.Ididnot,IrepeatDIDNOT,wanttoleadabunchofpeoplearoundon a tour bus all day through Enid. Amyriadof thingscouldgowrong.Imightgetthemlost.Itwasgoingtobecold.Itcouldpossiblyrain.Inallmyworryanddiscord,Ihadforgottenthemostimportantpartofthejob.ThePUBLIC.Ofcourse,herewehaveaperfectlygoodcaravanoffive tourbusescoming toEnidandI’msittinginmyofficeattheCityHallactinglikeoneofourC.A.V.E.people. Well, the day of reckoning finally arrived. With anexasperatedsigh,Iclimbedoutofmycaronacloudy(see,there’sthatkarmathing)Decembermorning.Mycohortswereshufflingabout,tryingtokeepwarm.ShalaMiller,MarcyJarrettandRobHouston from our Enid Convention and Visitor Bureau, alongwith another fearless tour leader, Teresa Vance, were alreadyeagerlychattingabouttheday’scomingevents.Mytourcoachbus partner, Lisa Powell, from the Enid Regional DevelopmentAlliance,withtherestofthegroupcheerfullygreetedme.Ugh,happy people. Theywere truly excited to do this. I wonderedwhatmagicalmixtureofchamomilethesefolkshadbeendrinkingbecauseIsureasheckwasgoingtoneedit.Makethatadouble,bartender. AftermeetingwithmytourgroupattheCherokeeStripRegionalHeritageCenter,thegroupbegantheirtourofChristmasIntheVillage.Iwasmovingatasnail’spacebehindthegroupbutas the tourprogressed through theVillage,my spritsbegan tolift.Iheardcommentslike,“Iwouldloveifourcitytreasureditsheritagelikethis,”or“I’mgoingtobringmychurchSundaySchoolclasshere,theywouldloveit!”

Now I know, there wasthe “overcrowding” ofour streets with the tourbuses that you might haveexperienced.ButItrulywasproud tobe fromEnid thatday.Thesewerepeoplethatlovedourcity.

Ineverheardonecommentaboutapothole.Notone,canyoubelieve that? Ifyou’recuriousofa route throughEnid, callmeandwe’lldiscuss. After touring Humphrey Heritage Village, we ate atNapoli’s.Theservicewasgreatandprompt.Followinglunch,wewent to theWaverleyHistoricDistrict and toured someofourtreasured homes. It was truly spectacular. Homes completelydecoratedfortheholidayswiththescentofappleciderwaftingintheair.Ourtourmemberswereinawe.SowasI.Ihadneverhadachancetogointoanyofthehomes.Myhat isofftothevolunteersandwonderfulhoststhatletustrompthroughtheirhomes.Everyhousewewentintohadasmilinghostatthedoorreadytogreetoureagerguests. WemovedontoshoppingafterourloveaffairwiththeWaverleyDistrict.WesetoffforHeritageHillsandWillowPlaza.OurcheerygroupboughtChristmasgiftsandtrinketshereandthere. The shop owners couldn’t have been more hospitable.Priortothegroupcoming,theECVBhadsentaletterexplainingthatalargeamountofpeoplewouldbecomingtotheirshops.She asked them if they wanted to offer any coupons to theshoppersandmanyenthusiastically said, “of course!”The tourgroupenjoyedouruniqueshops,somethingmanydidn’tknowwehad.AfewtoldmetheywerecomingbackthenextweekendtofinishupmoreChristmasshopping.ButhereIgoagain,I’vegotabonetopick.Firstletmesetthescene…. Agroupofladiesfrommytourandmyselfarestandinginalocalestablishment,waitingtocheckout.Aswearewaiting,Ioverhearagroupoflocalpatrons.Iwon’tgiveyouaword-for-word account, but theywere complaining about the crowd in“their” coffee shop. Andnot just one comment, theywent onandon.Theyseemedtoalsounderstandthatthiswasanout-of-towntourgroup.Ohman,ifmyeyescouldhaveshotlaserbeamstheywouldbegoners. Icontinuedtochatwithmygroupandweshiftedawayfrom the boo-birds. I felt sorry for those citizens. I truly did.Travelerswereshopping,eating,andmakingplanstocomebacktoourcityandtheywereangryaboutthecrowds. Ifyoudon’tthinkIwouldhavewhippedoutchartsandgraphswithapointertogooveraquicksalestaxlesson,youseriouslyunderestimateme.Imerelylackedthenecessarytoolstomakethisareality. ButIdigress.WehadalittlebitofextratimebeforewetouredthechapelatNOCandmybuswasbeggingtogobacktotheCherokeeStripRegionalHeritageCenter,sothat’swhatwedid.MybuswasecstaticandIfeltliketheMiracleWorker.AndwhenitcametimetoleaveandheadovertoNOC,Ihadtodragmytouristsoutofthemuseum.Notabadproblemtohaveifyouaskme.

Wearrivedatthechapel,and Iwasfullof littletriviafacts, but the real schoolingwas inside.We had awonderfulretiredprofessor fromPhillipsUniversity,Dr.HaroldHatt,whocouldtellusabouteverysingleoneofthestainedglasswindowsin the chapel and what each of them meant. I found it allfascinating. Asourdaybegantowinddown,therewasacontinuouschatter throughout the coach. I received many complimentsabout our city and, as I mentioned before, somany toldmetheywerereturningtoseemoreofourcity.Theywereexcitedtoseeacitychangeandprogressbutstillpreserveitshistoricalintegrity.TheylearnedthingsaboutEnidthattheyneverknewandwererightlyimpressed. Iwasproudtohostmytourgroupandallmyanger,frustrationandpettyworriesseemedtodisappear.Itmayhavehadalittlebittodowiththeherbalteaortheappleciderbutmostly itwasnotallowingmyself tobebroughtdownby theconstant beratement of a smallminoritywho aren’t trying tomake Enid better. However, I know a larger group of peoplewhoaretirelesslyworkingtowardthisgoalandweacceptnewrecruitseveryday. Now,doIbelieveonedayoftouringchangedthefaceofEnid?Formorethan200individuals,yes.Andeachofthoseindividuals has the chance to tell more people about Enid. Idonotbelieve Iamunrealistic inbelieving thatEnidcanbeadestination city. I can tell you countless others that dreamasI do. I realize therewill be growing pains along theway andsome inconveniences for localsbutwe,asacommunity,mustbandtogether tohelpeachotherweather thesebumps.Newpeoplewillbeshoppinginourstores.CuriousdaytripperswillmakeatwohourdrivetotaketheirgrandchildrentoLeonardo’s.Membersofstateandregionalorganizationswill seeournewEnid Events Center. While visiting a loved one in one of ourpremierhealthcarecenters,theywillrediscoveracityrisingfromtheplains.Wemustbereadytomeetvisitorswithanenthusiasticsmilethatwillshownohintof frustrationwithcurrent issues.ThatisnotwhytheycametoEnid.TheysoughtoutEnidbecausetheysawanEnidthatisgrowingandflourishing.Theycametoseeacitythathasembracedthefutureandisembracingitsownaccountability towardsprosperity.Whentheystopyouonthestreetyoutellthem,“Yes,thisismyEnid!”Ipromise,theyknowcitypridewhentheyseeitanditiscontagious.

very weekday morning around eight,you can watch as the long table at thefront of DaVinci’s Coffee House begins tofill up with a unique group of men. Themembers’professionsrangefromaretiredpharmacisttoaVietnamveteran,afinancialadvisor,andtoaformerCitycommissioner,among others. This coffee group, alongwith theothers thatmeetaround town inthe various coffee shops and restaurants,provideacasualsettingwhereresidentscangettogetheranddiscusslocalissues.Coffeegroupsacrossthecityserveasanexcellentreadingofthepulseofthecity.Membersdotrulyhailfromallwalksoflifeandthereforesharedifferentperspectivesonamyriadofissues. As the coffee starts toflow, thegroupstarts waking up and becoming a spiritedbunch, bringing to mind the Clark Gablequote, “I never laugh until I’ve had mycoffee.” Around the table, three or fourconversations go on simultaneously; onecluster discusses last night’s presidentialdebate while another re-visits old warstories.Ofthemanycoffeegroupsfoundaroundtown, this particular group can trace itsrootsbackroughlyhalfacenturytowhereitbeganintheYoungbloodHotel.BoastingthispointwasaMr.DennisPorter,perhaps

For example, if Joe writes down 289,

andthefirstguessis450,thenJoewilltellthenextperson,“450down,”whichmeansthat theirguessshouldnowbebetween1and450. If thatpersonthenguesses147,then Joe will say, “147 to 450,” and thegamecontinuesuntilsomeonereachesthecorrect number. WhenyouvisittheCityofEnidwebsite,chancesareyou’veseentheworkofourwebsitemanager,DerrickSilasandthededicatedITstaff.LedbyDanaWatkins,theCityofEnidITdepartmenthascontinuedtobealeadingmunicipality in social media and IT communications. In2011,theITdepartmenthadmanyfirstsincludinginstallingWi-Fithroughoutthecity,addingalivechatcapabilitytothewebsite,becoming1of12citiestotestanewmobilephoneappandbeingnamedthebestmunicipalitywebsitein the country. Yes, you read correctly. In September2011,SilasattendedtheCity-CountyCommunicationsandMarketing Association (3CMA) annual conferencewherehereturned,trophyinhand. Silas, along with several other City of Enidemployeesmetanddiscussedwhatchangesandupgradesanewwebsitewouldneed.Afterseveralplanningsessionsanddesignmodifications, thenewand improvedCityofEnidwebsitewentliveinDecemberof2010. “Ifeltthatourteamdidagreatjobonthedesignofthewebsiteandconfidentwewouldgetsometypeofrecognition, however, I was surprised that we receivedthe#1awardforallmunicipalitieswithinourpopulationrange,”commentsSilas. BringingtheawardbacktoEniddidnotsurpriseCityManagerEricBenson. “I was confident in Derrick’s abilities and knewthat he would help lead us to becoming a first class ITdepartmentamongmunicipalities. Thisdepartmenthas continually looked at the industry and challengedthe norms of governmental communications,” remarksBenson. Speaking of new challenges, Derrick hopesto make all commission and board meetings live andarchived streaming on our website. Andwhile he plots,heisconstantlybusy.Justlastmonth,Derrickwasaskedto join the State of Oklahoma Government TechnologyApplicationsBoard.HealsoservesontheInspireGreaterEnid board and theNational AssociationofGovernmentCommunicationsboard. Inallthechaosofgovernmentcommunications,DerrickhasfoundawaytoquietlyputEnidonthesocialmediamap.Eversodiligently,heconstantlyisupdatingtheCity’swebpage, twitterandfacebookpages.Butdon’tbefooled by Derrick’s quiet demeanor, he definitely knowshow tomake a joyful noise outside of the office. In hissparetime,Derrickenjoyswritingpoetry,hymns,psalmsandmusicalcompositions.Inaddition,healsogivesvoicelessonsandpiano,guitar,trombone,trumpet,saxophone,clarinet,fluteanddrumlessonstochildrenandadults. On January 19th, 2012, the Mayor and Board ofCommissionerspassedanordinanceupdatingTitle11,Chapter13oftheEnidMunicipalCodepertainingtosignswithinCityLimits.ThechangestothesignordinancewillhavelittleeffectonmostresidentswithintheCityofEnidbuttherearesomeareasofthesignordinance thatwillgo intoeffectMarch1st,2012, thatwillhavesomeimpactonresidentsandwewantedtoinformeveryoneof someof thosechanges. Thepurposeof thesechanges is topromoteandmaintainthevisualattractiveness,fornotonlythecurrentresidents,butalsoforvisitors.TheCityofEnid’smissionistopromotetheeconomicstabilityofourcity,soitisnottheintentofthesechangestoinhibitgrowthortheentrepreneurialspiritofEnid. Throughouttheprocessofchangingthisordinance,wehad3publichearingsand2presentationstotheCityCommissionbefore the Commission unanimously approved the changes.Various members of the public made many comments and

suggestions that were incorporated into the final ordinance,and itwas these comments and suggestions that helpedmaketheordinancebetterandmoreencompassingofissuesbusinessowners have seen throughout the years. The inputwashighlyappreciatedandisalwayswelcomedbyCityStaffthroughoutanypublichearingprocess. While there have been many modifications to theordinance, most of these were to clean up the ordinance andmakeiteasiertounderstand.Theprimaryamendmentsthatmayhavethemostimpactonresidentsarethoseaffectingtemporarysignage.Weattemptedtoprovideabetterunderstandingofwhereresidentscanandcan’tplacetheirsignage.First,nosigncanbeplacedinthepublicright-of-way.Thishasalwaysbeenwithintheordinance andwill continue to be enforced. While everyone’spropertyhasadifferentright-of-way,theCodeDepartmentusesthefollowingguidelinewhendeterminingwhetherasignisinthepublicright-of-wayornot:

Signage must be behind drainage ways, sidewalks, water meters and utility or electric poles.

Thepurposeforthisruleistokeeptheright-of-wayclearsothatifworkneedstobedoneonanypartoftheright-of-way,thereisnothingtoimpedetheworkorcauseapotentialhazardtoworkersonthesite.Signsplacedinthepublicright-of-waymaybepickedupimmediatelybytheCodeDepartmentortheownermaybesentanoticetoremovethesign,dependingonthetypeofsign.

Second, all temporary signage must receive a permit,unless the sign is exempt. Temporary sign permits are free!Thepurposeof thispermit is toallowtheCodeDepartment totrackthelengthoftimeasignisinplace,aswellastoensureallmaintenancestandardshavebeenmet.Nomatterwherethesignis located, theremust be approval from the Code Departmentbeforethesigncanbeplaced.

UNDERSTANDING THE SIGN ORDINANCE

While there are some exceptions to the temporary sign permit, the most common are: real estate signs, garage sale signs and construction

signs placed on premises of work currently in process.

•Garagesalesignsmaybeplaced24hourspriortothestartofthegaragesaleandmustberemoved24hoursafterthecompletionofthegaragesale.Eachgaragesalesiteislimitedto2onpremisessignsand2offpremisessigns.Eachlotislimitedtooneperfrontageroad,onlythoselivingonacornerlotcanhave2on-premisessignsaslongaseachsignisonaseparatefrontage. •Real estate signs,which includeweekenddirectionalsignageandopenhousesignage,maybeplacedforthedurationthatthepropertyisforsaleanduptothreedaysafterthecloseoftheproperty.Realestatesignsmaybeplacedeitheroneperfrontageroadofthepropertyoroneperevery600feetforlargerlots.Weekenddirectionalsignageandopenhousesignagemaybeplacedoffpremises,butmaynotbeplacedinthepublicright-of-way and must have permission from the private propertyownerbeforeplacement. •Workinprogressorconstructionsigns,suchasasignadvertisingaroofingcompanyor interiorrenovationscompany,maybeplacedontheproperty14dayspriortothestartofworkandmayremainupto3daysafterworkiscompleted. Workinprogresssignsmayonlybeplacedonthepropertyinwhichtheworkisoccurringandtherecanonlybeonesignpercompanyoneachfrontageroad. Allsignagemustbeplacedonprivatepropertyandmustreceive permission from the property owner before placing asignon theirproperty. It is the rightof thepropertyowner toremoveanysignageontheirpropertythathasn’treceivedproperapproval. However, the most frequent question I have receivedsincethepublichearingsandtheadoptionoftheordinancehavebeenquestioningtheprohibitiononvehiclesigns.Thedefinitionofavehiclesignincludesthosesignsthatarebuiltintoavehicle,suchasanA-Framesignbeingbuiltupinthebedofapickup,aloosesignhangingoffavehicleorasignplaced inatrailerandpulledaround town. Thisdoesnot include for sale signsbeing

placed in thewindowsor advertisement in the formof vehiclewrap or a magnetic sign attached to the side of a car. Thepurposeofprohibitingvehiclesignsistoensurethattherearenoimpedimentstovehiculartrafficthroughoutthecity. PreviouslyallA-Framesignshavebeenprohibitedwithinthecityandunderthenewordinancetheywillnowbeallowedin theDowntownareaaswell as inShoppingCenters. Inbothareas,thesigncannotimpedepedestriantraffic,andinShoppingCenters,thesignsmustbeplacedaroundthestoresandcannotbeadjacenttoanystreet.A-Framesignsmayalsoonlybeleftoutduringhoursofbusinessandmaynotremainafterhours. Off-premisesandBillboardsignsarenowalsoprohibitedwithinthecity. However,thebillboardsthathavealreadybeenerected will stay in place and will be available for rent andmodificationofadvertising.Nomodificationofthestructurecanbemadeandnonewbillboardscanbeerected,butthischangedoes not have any effect on any billboards that are already inplace. Theownerof thebillboardmustmaintain thebillboardwhenadvertisementisnotinplace,andifthebackofthebillboardisvisible,itmustbepaintedaneutralcolortohelpminimizeanypossibledistraction. Any permanent signage which complied with theprevious ordinance and that has already been constructed andinplacewithintheCityofEnidwillbeallowedtoremainandaslongasmaintenancestandardsareachieved,thisordinancewillnot cause the owner tomodify or change any of their currentsignage.OnlysignagethatispermittedaftertheeffectivedateofMarch1st,2012,willbeaffected.Whilethereareotherpartsoftheordinancethathavechanged,thoselistedherearetheonesthatmayhavethemostdaytoday impactonresidents. Ifyouareunsureaboutplacementofasignorwhetherornotyouhaveapermit,theCityofEnidwouldbehappytoansweranyandallquestions.Pleasecall(580)616-7229withanyquestions.

The Humane Society of theUnited States (HSUS) in 2009estimatedthatsomewherebetween6-8millioncatsanddogsenterasheltereachyear.HSUSalsoestimatedthatbetween3-4millioncatsanddogsareeuthanizedbysheltersannually.* A walk through an animalshelter can be very heartbreaking anduncomfortable,especiallyknowingthesestatics. Because a national reportingsystemforanimalabuseisnon-existent,media reports from 2007 suggest thatof 1,880 cruelty cases, 64.5% involveddogsand18%werecats.** Aswithanyadoption, it is understandable to have thefear,intimidation,andreluctanceofbringinghomeapetthatmayhavebeenabused.

A PICTURE IS WORTH A SAVED LIFE

Itwasn’tuntilRachelHancock’s17year-oldfamilycat,Tigger,ranawayinlateOctober2011fromtheirnewhouse,that the photographer and native toEnidfirstvisitedthecity’sAnimalShelter(locatedat1200South10thStreet).Whileattheshelter,Rachelwalkedthrough insearchofTigger.Asshepasseddifferentcages, she became saddened by thereality of the animals’ predicaments;to be found, adopted or put to sleep.Overcomewithemotiononherfirstvisit,Rachelreturnedtotheshelterdayafterday hoping to see Tigger. With eachfollow-up, she would spend more timegivingaffectiontoanimalsthere. Since Tigger wasn’t cominghome, the Hancocks decided to adoptanothercat.TheHancocksthenlovinglywelcomed theirnewkitten intotheir family – and a Dachshund mix. “I never thought I’d own aDachshund.Itjustwasn’tabreedIeversawmyselfowning,butIabsolutelylovethatdog!”Racheladded. Interestingly enough, the newadoptedpetsgetalongsowell,theyevensleeptogether. Afterherpersonalsuccesswiththe Animal Shelter and having investedtimewithotheranimalsawaitinghomes,Rachelfeltcompelledtohelptheanimalsandgivebacktohercommunityaswell.

“Ihadtheideaofawebsiteorsomething,”Rachelexplained,“Iwouldvolunteertotakephotos,andIcouldgoineveryonceandawhileandtakepictures,[then]updatethewebsitetoshowpeoplewhatwas[attheshelter],andwhatwasavailable.” Rachel’sideaofbringingtheAnimalSheltertoEnidresidentsviatheInternetwasgladlyreceivedandencouragedbyCityManager,EricBensonandChiefO’Rourke.FurtherdiscussionsledtothecommunityFacebookpage,Adopt-A-Pet(ENIDAnimalShelter),tobeupandrunningbyearlyNovember.Inlessthan3monthsofitsstart,Adopt-A-Pethas800(andcounting) followers. Onceananimalthatappearedonthewebsitehasbeenadopted,thepictureismovedtoanotherfoldersopeoplecanviewsuccessstories. “Thepagehasbroughtawarenesstopeopleandhasshownthemthattherearebeautifuldogsinthere,”expressedAnimalControlSupervisorAllenElder.“Peopledon’talwaysknowthatyoucanfindpurebredsattheshelter.”

“WhatRachelhasdonefortheshelterhasbeengreat,”stated a very appreciative Elder, “Adoption rates are up. TheAdopt-A-PetpagethatshecreatedevenbroughtanadoptionasfarasChicago.” Elderalsosharedhisconcernforthespringtime.Whenasked why the spring brings such an influx in animals, Elderrespondedwithonesummarizingword,“Puppies.” Owners who adopt from the shelter receive theincentivetoselectavetwhileattheAnimalShelter.Newownersthenpayafee(variesdependingonthevetoftheirchoice)thatcovers the cost of vaccinations and spay/neutering with thevetchosen.TheAnimalShelterdoesnotmakeaprofitonanyadoptions. Forcurrentpetowners(regardlessofhowyoucametoownyourpet)whoarelowincomeandstillneedtospay/neutertheirpets,theSPCAhastheSNIPassistanceprogram(EnidSPCA.org/SNIP1.html).IfapersonqualifiesforSNIP,thecosttospay/neuteracatisonly$30and$40fordogs. RegardingfutureplansfornewamenitiesattheAnimalShelter, both Rachel and Elderwere excited about a possible“Paws for the Cause’s” donation of a fenced-in dog park.Currently,theonlyplaceforpotential familiesto interactwithpetsisinthewaitingarea/lobby.“PawsfortheCause”hoststheannualDachshundDashinthefallanddonatesalltheproceedstoalocaldogfriendlycauseoftheorganization’schoice. InquiringaboutRachel’sdreamsfortheAnimalShelter,sheenthusiasticallyreplied,“Iwishwecouldhavea[volunteer]vetorrotationofvetscomeinandspay/neuter,gettheirshotsupdated, and check them over, and then when people pay,everythingwouldalreadybetakencareof.Thegoalistogetthepetsadoptedout.Thepointistofindthemagoodhome.” As for Tigger, one afternoon 6 weeks after hisdisappearance,Rachelhearda faintmeowfromunderabushnearherhome.Uponfurtherinvestigation,shewasdelightedtofindthatTiggerhadreturnedatlast. Now that she has become an animal activist, shereflectsonTigger’sabsencewithapositiveoutlook. “Him leaving gaveme theopportunity to go, get thepagestarted,evenadopttwoanimalsofourown.PhotographyisatalentthatGodgaveme.Ifeellikeitwasenoughtimeformetogetthewanttodoitandtoseetheneedforit.”

In 2010, the Center estab-lished a coalitionof federal agencies andtheirlabscalledTechComm. The Enid Regional DevelopmentAlliance provides local entrepreneurs ac-cess to the TechComm affiliate partnernetwork and other technology searchtools.Together,ERDAandTechCommcon-nectentrepreneurswithfederalpartners,facilitatingthetransferoffederalpatentedtechnology for commercial use and alsoaidingincooperativeresearch.Allofthesepartnerships were forged based on the

premisethatourfutureeconomicsustain-abilityisdependentuponfosteringcollab-oration among andbetweenournation’sfederal labs, research oriented universi-ties, technology focusedeconomicdevel-opment entities, and the venture capitalindustry. Technology Challenges are designedtomatchindustryneedsfornewproductswithtechnologiesinthepatentportfoliooftheTech-Commnetwork.Thissixstepprocessidentifiesneeds, creates challenges, seeks responses,summarizestheresults,andconnectsthetech-nologyrequestorswith thetechnologyprovid-ers. Throughthisprogram,Carsoncanhelpexistingbusinessesthataresearchingfortech-nologyand/orthevalidationandtestingoftech-nology.Thefirststepinthisprocessistosubmita request. A draft challenge is createdwhichundergoesinternalandrequestorreviewbeforeapproval. The challenge is next run throughvarious searches to look for patents, partnersandaffiliatelabs.Aresponseisgeneratedfromthe searches and a summary is then returnedtotherequestor.Carsonwillthencommunicateifanymatcheswerefoundandhelptoinitiatetechtransferorcollaborativeresearchbasedonwhattechnologieswerefound.TheTechnologyChallengeProcessisnormallycompletedwithinsixtydays. The Enid Regional Development Al-liance sees the Private Partners OpportunityFund as filling a void in funding opportunitiesforEnid.Notonlywillthislocalangelfundkeepthe investors’ money and profits here locallybutitwillhelpkeepcompanies,theirjobsandtheirmoneyinthelocaleconomyaswell.TherelationshipofPPOFund,ERDAandtheCenterforInnovationhasatremendoussocialbenefitforourcommunity.

TheCityofEnidPublicWorksdepartmentisimplementingaprogramcalledIRIS-ImmediateResponseInformationSystem.Usingthissystem,messagescanbesenttoanymobilephoneorautomatedcallscanbemadetolandphonestotellanyoneaboutholidaytrashschedulesandotherpertinentpublicworksinformation. Just by following a few simple steps, new utility customers can add their contact information. Longstandingcustomers canchoose toupdate their contact informationoroptoutof the service.Thiswillbea

gradualprocess,butcityofficialshavealreadyusedthenewservicefortheMartinLutherKingJr.holiday.
