Enid has grown to where we are on astrongfoundationof pioneers,dreamersandrisk-takers.Wehavemuchtobegratefulfor,and I see our community continuing to en-couragebigdreams,embraceandfuelentre-preneurs,andplanwithintentionaswegrowintoourbiggerfuture.

  Ten years fromnow,wewill be realizing the returnon the investmentwe’remakingthroughconstruction, improvementsandprogressivethinking.Enidwilloffermoreamenities,making it easier to recruit talent andyoungfamilies.Ourlocaleconomywillbebetterdiversifiedaftertheadditionof newcompanies and industries, and community organizationswillwork togethertowardcommongoals.Asaresultof theseitems,Enidwillbenefitfromahighlevelof pridefromallcitizens.

WaterWater is a natural resource that we all need

to conserve whenever possible. The City of Enid will always place high importance in our planning

and budgeting of water needs as it is one of our core services. For several years, the administration staff has taken a proactive

approach to understand and meet the water needs of our great community. The city of Enid spends $1.5 million annually on water development.

Recently, $4 million has been spent on building two new water towers that assist in water pressure infrastructure needs. In addition, we are acquiring water rights for an additional 4.5 million gallons a day. We are bringing on line this year an additional one million gallons of water per day and have planned to double that in 2014. We continue to research means and costs to reuse waste water capabilities for industrial use. The use of so called “gray water” for industry frees up water for increased residential use. The treatment of waste water will provide as much as 5 million gallons per day of treated outflow water providing a variety of uses, including irrigation of our parks.

The Quality of Life initiative is a strategic response to community demand; it requires forward-thinking designs and planning. The new parks will include the most

conservative use of water possible, including the appropriate choice of plants, trees, and grasses that are tolerant of drought. We will also investigate every opportunity

for irrigation from retention areas within our parks for use on grass, landscape, and trees.

We view water needs seriously as it is one of our basic functions as a city. The City of Enid is committed to this on-

going and crucial effort to meet the water needs of our citizens.

Mostwould agree thatwehave a family-friendly,educationallystrong,welcomingcommunitywithampleopportunitytobeinvolvedinshapingourcity.Idefi-nitelywouldnotwanttolosethosequalitiesof Enidaswecontinuetogrowandprosper.In10yearsIwouldhope to have an abundant water supply, a top-notchtheater complex,pavedandwell-maintained streets inthe city limits and a downtown that is thriving afterdarkwithquality shops andentertainmentdue to theincreasedconventiontrafficcomingtotown.

We’ve all heard about thepursuit of happiness, but whatabout the quest for quality of life?Wespendagreatdealof ourtimeworkingtowardseducationaldegrees, raising children, andacquiring professional accolades.However, many individuals maysimplydesireaqualityof lifethatcan be enjoyed to the fullest byone’sfamily. So, what is this quality of life? According to Forbesmagazine, Oklahoma ranks ninthin the country as part of theirannual“BestStates forBusiness”ranking. TheBestStates ranking

measuressixcriticalcategoriesforbusinesses, including quality of life. Closer to home, Enid wasrecognized by CNN and MoneyMagazine as one of the top10 small cities in America foraffordablehousingin2012.Whilethis appears to be a substantialachievement and somethingEnidcanbeproudof, does it fall intothequalityof lifecategory?Enidis a greatplace towork andplay,but how does the quality of liferate? Ibelieveif youaskfivedifferentpeople on the street to define

quality of life, you mightget five different definitions.The term is used in a widerangeof contextsandqualityof lifeismoresubjectiveandintangible.Tosome,itmightmeanhavingastate-of-the-artmedicalcenterorevenanicelibrary.Perhapsotherswouldsay itmeans having trails tohike, or just experiencing asafe outdoor environment.However, I think most of us would agree that qualityof life includes prosperouslevelsof employment,health,education, recreation andleisuretime. ResidentswillvoteMarch5th on an initiative that willimpact the quality of lifewithin Enid. This proposalwill have the emphasis onparksandrecreation.Voterswill consider two questionsregardingtheupgradetothecity’s park and recreationsystem. The $50 millionproposal is to prepare Enidforthenextdecadeof growthandqualityof lifeneeds. So,we live ina stateandcommunity thathas receivednational recognition recently.According to these rankings,Enid is a great place to liveand it appears our qualityof life is worth noting. Aswemove forward andmakeplansforthenextdecade,wemustrealizethatweareonlysetting the stage for greaterthingstocome.BySteveKimeCityof Enid

Itseemstomethatforecastingisatrickybusiness! ButIhopeEnidismoderatelylarger,havinggrownandprosperedoverthedecadetocome. IhopewehaveestablishedEnidastheuncontestedhubof northwestern/northcentralOklahoma.Medicalcenterof theregion;theagriculturalmarketingcenterof theregion;thebestretailsourceforourregion;theconferenceandentertainmentcenterof theregion.Theheadquarterscityforourregion:easytoaccessandeasytoenjoy,sopeoplewillenjoycomingtoEnidtoshop,towork,toplayandtoliveagoodlife. Ihopewemaintainandimproveourgoodschools,goodsportsfacilities,andeasyaccesstohighereducation.Ihopewecontinuetoprovidegoodentertainmentanddining,andhaveimprovedcityparkswithwalking,biking,swimming,andtennisfacilitiesinadditiontoourpresentteam-sportsfieldsandfacilities. Ihavealwaysbelievedwelive‘goodlives’–muchbetterthanmanyareasof ourcountry.Maythatcontinuetobeso.

Community Parks are typically largerin size when compared toNeighborhoodParks. The proposed community parkcoversover200acres. There is roomforninesoftballfieldsandmultiplesoccerandfootball fields. A popular feature for theexercise enthusiast is a perimeter multi-use trail around the park that equates tojust over twomiles of trail. In addition,an Aquatic center would replace the 60yearoldChamplinpoolandadds featuresthat are very popular with young familiessuch as zero level entry splash areas as

well as lap swim capabilities. There isa much improved Skate Park planned,along with basketball courts and tenniscourts.Playgroundequipment,restrooms,and concession facilities could be addedfeaturestothecommunitypark.Acriticalcomponentof thepark includesanofficefor Park and Recreation to allow citizensaccess to park activities and information.Finally, a community building could beestablishedwhichisidealformeetingspaceandsocialactivities.

Enidismyhome,buthavinga jobthatkeepsmetravelingformuchof theyearhasprovidedsomeperspectiveonjusthowuniquethiscityis,comparedwithothercommunitiesacrossthecountry.Manyof theamenitieswealreadyenjoy (and take forgranted)areunparalleledincitiesof similarsize. Thephrase“qualityof life”getstossedaroundalot,butitresonates very deeplywithmewhen I see the progress beingmade today, alongside some bold and ambitious plans for thefuture. Intenyears,IhopetoseeEnidcontinuinginacommitmenttoqualitythatwillenhancethedailylivesof itscitizens,andfos-ter economic growth by attracting quality businesses and jobstoourvibrantcommunity.I’vealreadyloggedseveralmilesandhoursontheearlyphasesof thenewtrailsystem,andcan’twaittoseewhatelseliesonEnid’spathintheyearstocome.

Parksareintendedtobeasafeplaceforfamiliestoenjoyqualitytimetogetheroutsidewiththeaddedbenefitof physi-calactivityfor thechildrenandevenforthe adults. Inmany cases, however, thecurrent parks in Enid do notmeet cur-rentsafetystandardsandrecreationalop-portunities.Manyof ourparksareover20yearsoldandbecauseof thatdonotmeettheAmericanswithDisabilitiesActof 1990’s(ADA)requirementsandover-

allsafetyrequirements.Manyolderplay-groundsarecoatedwithleadpaintontheequipment; they are not age appropriatebased on the Consumer Product SafetyCommission’s(CPSC)Handbook;surfac-ing and fall zones of equipment donotmeet the American Society of Test andMaterials (ASTM) standards for shockabsorption.Whileconcernforsafetyhasbeen increasing, the playground equip-mentindustryhasbeenactivelyimproving

the quality of play areas to ensure play-groundsarebothasaferandmoreacces-sible environment inwhichour childrencanplay,learnandgrow.WiththeQual-ity of Life bond and sales tax initiativetheplaygrounds inEnidwouldbe reno-vated to meet all requirements outlinedbyADA,CPSCandASTMtoensurethatourplaygroundsareof thehighestqual-ityandmeetthehighestsafetystandardsavailable.
