The Centers for Disease Control and Prevention’s Vessel Sanitation Program (VSP) has two vacancies for an Environmental Health Officer (EHO). VSP helps the cruise ship industry prevent and control the introduction, transmission, and spread of gastrointestinal illnesses on cruise ships. The positions can be located in either the Fort Lauderdale, Florida OR Atlanta, Georgia offices. VSP EHOs are responsible for conducting unannounced inspections of cruise ships with international itineraries that carry 13 or more passengers and call on U.S. ports. Inspections cover food service operations, potable water, recreational water, child activity centers, acute gastroenteritis (AGE) surveillance, pest management, ventilation, and housekeeping. Inspections may be conducted in any U.S. port, including those in Alaska, Hawaii, and U.S. territories (e.g., Puerto Rico and U.S. Virgin Islands). Responsibilities also include: • Conducting AGE outbreak investigations. • Teaching public health courses to industry personnel. • Conducting plan reviews for new or renovated vessels. • Conducting shipyard inspections of cruise vessels during construction to ensure compliance with CDC guidelines. INTRODUCTION

The positions are located in the Incident Management Program under the Division of Field

Operations and Response (DFOR), Office of Emergency Management and Medical Operations

(EMMO) within the Office of the Assistant Secretary for Preparedness and Response (ASPR).

The ASPR is directly responsible to the Office of the Secretary of Health and Human Services

(OS/HHS). Geographic locations for these positions coincide with the 10 Federal Regional

Offices (Boston, New York, Philadelphia, Atlanta, Chicago, Dallas, Kansas City, Denver, San

Francisco, Seattle, and Washington DC).

EMMO provides executive leadership in overseeing the interagency planning and response

activities required to fulfill HHS responsibilities under Emergency Support Function 8 of the

National Response Framework (NRF) and Homeland Security Presidential Directive (HSPD) 10.

EMMO maintains capabilities to meet public health and medical response missions, including

the National Disaster Medical System, Hospital Preparedness Program, and HHS’s Incident

Management Team.

The incumbent will be assigned to the Incident Management Team (IMT), HHS’s field command

and control element. During response operations, IMT(s) are configured and sized to meet the

needs of the incident or event and will function as described in the ASPR Incident Response

Framework. The steady-state role of the incumbent is to 1) serve as a supervisor to intermittent

staff for day-to-day activities such as training, readiness and preparedness; and 2) engage in

program development and outreach.

MAJOR DUTIES AND RESPONSIBILITIES

The incumbents serve as a Supervisory Emergency Management Specialists (GS 0089-14), with

responsibilities for developing and implementing work necessary for training, exercising, and

executing programmatic and operational activities for HHS’s Incident Management Team. In

this capacity the incumbent will serve as a supervisory ICS General Staff Officer (Operations,

Planning, Logistics, Administration and Finance, Information Management). The

responsibilities of this position are listed below:

Supervisory and/or Managerial Program Responsibilities

- Determines program goals and objectives and develops short and long-range plans for

achieving program goals.

- Manages intermittent federal employees at various grade levels (GS 13 and below).

- Ensures realistic program goals are met and financial and personnel resources are

coordinated to achieve program goals, including coordination and implementation of the IMT

annual budget and long-range budget, training and exercises, communications, professional

development, and strategic planning.

- Implements workforce goals, leads personnel resources (includes periods of activation),

develops personnel policies, staffing plans, and other oversight responsibilities associated

with the IMT program.

- Provides leadership, direction, and supervisory responsibilities over all their respective ICS

Section’s training development, drills, credentialing, mentoring, and exercises.

- Responsible for quality control of all assignments within the IMT program.

- Responsible for Records Management of all operational related classified, sensitive, and

unclassified materials.

Emergency Management (EM) Program Responsibilities:

- Demonstrates proven knowledge in disaster preparedness and response, and exercises

substantial knowledge of the National Incident Management System (NIMS), the National

Response Framework (NRF), the National Disaster Recovery Framework (NDRF), Incident

Command System (ICS), and in coordinating the development of HHS’s Common Operating

Picture (COP) for National Level Public Health and Medical emergency management.

- Develops, researches, interprets, analyzes, implements, and applies a variety of guidelines

that impact planning and day to day emergency management operations, associated

emergency management activities and functions (e.g., Homeland Security Presidential

Directives, National Response Framework, national Incident Management Structure,

National Disaster Recovery Framework), and agency specific guidelines and regulations.

- Develops and implements a variety of EM guidelines, standard operating procedures, concept

of operations, and structures for general and specific EM operations including contingency

plans, surge capacity, and the continuity of operations.

Operations Responsibilities:

- Provides operational leadership as part of a 24/7/365 days a week emergency management

office, providing all-hazards public health/medical/human services emergency alert,

notification and escalation, incident management for emergency drills, exercises, events, and

responses in accordance with HSPD’s, PPDs, and NRF.

- Carries out roles and responsibilities necessary to coordinate deployment of ESF 8 and

NDMS response personnel during pre/trans/and post emergency situations, as needed, to

supplement state, local, and tribal resources during events, disasters, and emergencies.

- Manages and provides coordination for the operation of HHS and ESF-8 response assets for

the purpose of the deployment of resources, personnel and assets and to provide care for

victims and supplemental staffing support to the local medical infrastructure during mass

casualty incidents.

- Provides management of response teams and is responsible for coordinating team

assignments as needed during response operations. Assesses, tracks personnel, and

documentation activities of the response team, and coordinates team activities and guides

health care providers in solving difficult problems during a public health response.

- Attains and maintains respective All Hazards (Type 1), ICS Section Chief Credential, per

HHS, IMT Credentialing program.

- Provide guidance and supervision of staff to assure they are trained and provided with the

equipment, supplies, support, and other factors necessary to carry out their assignments and

activities during periods of readiness and response operations.

- Provide leadership in the coordination, activation, deployment, employment, and

demobilization of the response team and specialty teams, personnel, and assets to the incident

scene.

- Manage operational activities and direct multiple functions during disaster mission

assignments for response team deployed to disaster and other sites. Lead and/or participate

in the creation of alternate strategies for addressing the emergency and advise the Team and

Deputy Commander regarding these strategies.

Communications Responsibilities:

- Demonstrates strong written and oral communication skills, especially in communicating

with internal and external higher-level officials.

- Responsible for maintaining ability of HHS’ IMT to successfully interface with similar intra-

and inter-agency communications systems.

- Supports all of EMMO communication systems needed to support preparedness and

VACANCY ANNOUNCEMENT CLOSING DATE: November 12, 2019 National Park Service – Park Facility Management Division Environmental Protection Specialist O-6 Billet (Full Promotion Potential) Non-Supervisory Position Description and Duties The National Park Service (NPS) is recruiting a Commissioned Corps officer to fill the position of Environmental Protection Specialist with a duty station in Washington, DC or Lakewood, CO. The Environmental Protection Specialist is a member of the Environmental Compliance and Cleanup Branch (ECCB), within the Park Facility Management Division, and reports to the Branch Chief. The incumbent serves as a team lead on assigned Branch environmental compliance and contaminant cleanup management program matters (as broadly defined to include environmental compliance, environmental management systems, environmental auditing, environmental and disposal liabilities, sustainability, and contaminant cleanup activities), with responsibility for providing professional advice and technical direction for this program throughout the NPS. Represents the Service before the Department of the Interior, the General Accounting Office, the Solicitors office, the Department of Justice, the Environmental Protection Agency, and other Federal and State Agencies in all assigned matters relating to the environmental compliance and contaminant cleanup management program.

Major Duties

• Provides guidance and oversight to regions for compliance with Federal laws, regulations, and Secretarial guidance for environmental compliance and cleanups; environmental management systems; sustainability matters; fuels storage tanks; pollution prevention; resource recovery (waste minimization and recycling); medical and infectious waste; and land acquisition and disposal as related to hazardous substance issues.

Summary:

This is a reimbursable detail between the USEPA, CUC, and HHS. The Commonwealth of the

Northern Mariana Islands (CNMI) is a Territory of the United States.

The Senior Engineer at the Commonwealth Utilities Corporation (CUC), will be working under

the general direction of the Chief Engineer who plans, schedules, directs, supervises, reviews,

and coordinates all engineering activities for EPA water and wastewater construction grant work.

The Senior Engineer will perform civil engineering work of considerable complexity in the

budgeting, planning, design, construction, and operation of facilities for the water and

wastewater systems and performs related work as required.

The Senior Engineer’s primary duties center on EPA SRF drinking water and wastewater

engineering work and supervision, as assigned, of the engineering office staff. The Senior

Engineer performs and oversees the performance of civil engineering work which may include

the planning, design, construction, of major engineering projects and planning and management

of water resources and wastewater treatment and disposal; serves as expert technical consultant

in engineering which may include interaction with other organizational units, agencies, and

public groups.

DUTIES and RESPONSIBILITIES

• Directs and coordinates the planning, design, and construction of drinking water

treatment and distribution infrastructure and systems.

• Directs and coordinates the planning, design and construction of wastewater collection

and treatment infrastructure and systems.

with multiple elements.

• Directs the establishment and start-up of computer-based information collection and

reporting systems, emergency operating programs, personnel training programs,

• Provides technical assistance, leadership, and initiative for utility capacity development

• Serves as technical expert in the field of safe drinking water, wastewater, groundwater

Minimum Qualifications:

Current registration as a professional engineer by any state, the District of Columbia, Guam, or

Puerto Rico is required. Bachelors of Science degree in professional engineering from a U.S.

ABET accredited institution and four (4) years applicable experience, or an advanced degree

with three (3) years of applicable experience. Advanced degrees are preferred. Applicable

education and experience includes any combination of, but is not necessarily limited to,

knowledge and demonstrated work experience in: drinking water and wastewater infrastructure

design and construction.

Summary: Provides leadership and oversight of the management, development, and maintenance of KANA’s

facilities, capital projects and organizational improvement initiatives.

Essential Duties and Responsibilities include the following. Other duties may be assigned.

Direct facilities operations with responsibility for the management, maintenance, and improvement of all owned and

leased facilities.

Participate in planning processes to define facility upgrade, expansion or replacement needs to include village facilities

where KANA services are provided. Provide regular reports and updates to Board of Directors and Leadership.

Ensure full compliance with codes, standards, and regulations through regular inspections of facilities and grounds.

Monitor tasks and projects to ensure compliance with applicable safety and building regulations; ensure that workmanship

meets quality standards.

Provide oversight and guidance in selecting vendors, soliciting bids, and negotiating and managing contracts for routine

and specialized services.

Establish and adjust work procedures to meet production schedules. Evaluate potential changes in working conditions and

use of equipment to increase efficiency of work crew.

Inspect completed work for conformance to blueprints, specifications, and standards. Analyze and resolve work problems,

or assist coworkers in solving work problems. Confer with other supervisors to coordinate activities of individual

departments.

Interpret company policies to Facilities Staff and enforce safety regulations.

Work with Leadership and Safety Manager to maintain a safe, secure environment at KANA facilities and premises for

employees, beneficiaries, and the general public.

Provide technical assistance to Tribal Councils for maintenance and operation of facilities where KANA services are

provided.

Travel to remote communities by small plane as assigned to complete work at KANA owned or operated facilities.

Participate in committees at the local and state-wide level as a representative of KANA as directed.

Available for on-call work and after hours work and able to adjust to a changing work schedule based on emergencies and

scheduled maintenance activities.

Supervisory Responsibilities

Directly supervises employees within the Facilities Department to include Project Coordinator, Forman, Facilities

Technicians, Janitor, and Office Specialist. Carries out supervisory responsibilities in accordance with the organization's

policies and applicable laws. Responsibilities include interviewing, hiring, and training; planning, assigning, and directing

work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Minimum Qualifications Bachelor’s degree in Construction Management, Engineering, Project Management, or a related field. Minimum five

(5) years experience in managing large scale projects, divisions, and/or corporate wide functions, preferably in the health

care field, and five (5) years successful healthcare facilities management experience. Equivalent combination of

education and/or experience may be considered.

AK Class "D" vehicle license. Licensed driver for the past three consecutive years with an acceptable driving record.

Skill in negotiating contracts and agreements, and maintaining good working relationships with contractors and vendors.

Skill in reviewing and assessing maintenance issues to determine needs and set priorities. Skill in utilizing and

evaluating technical drawings, schematics, surveys and blueprints. Proficiency in analyzing situations and

independently implementing appropriate solutions.

Knowledge of Internet, Spreadsheet, and Word Processing software.

Physical Demands While performing the duties of this job, the employee is frequently required to stand; walk; reach with hands and arms and

talk or hear. The employee is occasionally required to sit and stoop, kneel, crouch, or crawl. The employee must

frequently lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance

vision, color vision, depth perception and ability to adjust focus.

Work Environment

While performing the duties of this job, the employee is occasionally exposed to wet and/or humid conditions; moving

mechanical parts; outside weather conditions, biohazards, and risk of electrical shock. The noise level in the work

environment is usually moderate.
