OVERVIEW
This report is for Transport and Drainage activities for the month of August 2017. Significant items in
this period include:
• There continues to be a strong focus on safety with no LTIs being recorded for the first two months of the new financial year.
• The Transport & Drainage Advisory Board Meeting was held on 17 August 2017 with several business cases reviewed and discussed.
• Eight formation grading crews are working on the rural road network undertaking a programme of routine maintenance, gravel resheeting and TC Debbie restoration works. Value for money outcomes are been achieved maximising resource utilisation to achieve operational efficiencies.
• Rehabilitation works have commenced on the timber bridge, One Mile Bridge – Mt. Pelion with works being funded under the Works for Queensland programme. Pile driving works have been completed and all works are expected by be completed in early to mid September. These works also include the Works for Queensland Round 1 funding.
• The funding for the Shellgrit Creek Drainage Upgrades (Cod Hole) drainage project was approved and the final Development Approval has been lodged. In accordance with the executed Infrastructure Agreement, the change of land ownership is now occurring with the property owner. Works are not anticipated to commence until April 2018.
• The Glenella Road project is progressing ahead of schedule and traffic was transferred over onto part of the rehabilitated section at the end of August.
• An initial review of the future capital programs for 2018/19 and 2019/20 has commenced with the intent to brief Council later in the calendar year.
• A briefing was provided to Councillors to support a process for development a Statement of Intent (SOI) for each rural road to establish its required level of service against the road hierarchy. The approach aims to address critical defects over a number of roads instead of investing in a single road and will assist with prioritising what are the critical works that should be programmed. It is intended to commence the development of the SOI in the current financial year.

SAFETY
1.1. Incidents and Injuries
The incident statistic details a summary of the Transport and Drainage safety incident performance.
Transport and Drainage aspires to achieve zero harm with a stretch target of zero injuries
There have been several vehicle incidents within the first two months of the financial year within Civil
Operations. A review of the previous three (3) years for Civil Operations highlighted good trends on
vehicle incidents and at fault incidents. These early results have been identified and discussed back
within the Civil Operations team to address the current trend.

reported during August
2017:
1. One (1) injury requiring Medical Treatment. A fall causing injury to wrist & thigh.
2. Five (5) vehicle Near Misses. Consisting of 3 incidents where Council vehicles have been hit by a member of the public. 1 incident that an unsecured drum feel off a truck, and 1 incident that the top off removed from an unmarked Telstra pit whilst cutting drains.

FINANCE
2.1. Operational Financial Report - 1 July 2017 - 31 August 2017
The Transport & Drainage operational budget is in line with expected YTD budget for the first two months
of the financial year when NDRRA and Works for Queensland (W4Q) are taken into account.
The capital spend is largely in line with the forecast for the first two months. Good progress is being
made with the favourable weather conditions across a number of projects.

MAINTENANCE ACTIVITIES
3.1 Road and Drainage Maintenance Activities
The following chart details maintenance activities completed during the period as recorded in DeltaS, our
electronic Maintenance Management System (MMS).
3.2 Unsealed Road Maintenance Activities
Maintenance of, repairs to and gravel resheeting on the unsealed road network are continuing as a priority project to restore the access standrad to rural properies and support rural industries haulage operations throughtout the network. Gravel resheeting/replenishment delivered under the Works for Queensland (W4Q) project is well advanced with 50% of the allocated funding spended to date.

3.3 Open Drainage Maintenance
Impovement works on Noman’s Drain – Juliet Street to Symons Street is nearing completion. In total 200
metres of drain has been reconstructed to replace the deteriorated drain that had failed in numerous
locations. Special manitence works involving de-silting, cleaning out and re-profiling of five priority open
drains are on schedule and will be completed in early September. These works are being undertaken
under the Works for Queensland project.
Drainage maintenance in preparation for the pending wet season is in progess with 45ha of open
drainage mowing undertaken during the period.
3.4 Cyclone Debbie – REPA repairs
The assessment of damage caused by Severe Tropical Cyclone Debbie is nearing completion. Funding
submissions have been lodged for most of the damage – emergent & restoration. The final submissions
will be lodged by the end of September. It is expected that the total value of damage to road and
drainage infrastructure will be approximately $15 million. Grading and gravelling works on the unsealed
road network have commence in conjunction with Works for Queensland Round 1 gravelling and normal
maintenance. Repairs to damaged drainage infrastructure has commenced in the Koumala area.
3.5 Bridge Management
Further engineering analysis on nine timber bridges that were identified for Level 3 inspection, are
nearing completion. The analysis involves assessing the load carrying capacity of the bridges and
strengthening/rehabilitation works and an options analysis to assess the optimum works required to
provide the required level of service at lowest whole of life cost.
Rehabilitation works have commenced at One Mile Creek Bridge, on One Mile Road, Mt. Pelion. The
rehabilitation works predominantly involved the driving of new steel piles and replacement of defected
timber girders and headstocks.
Programming of work is underway for rehabilitation of headstocks on Clive Rogers bridge on Owens
Creek Loop Road. These works are planned to commence in early to mid September following
completion of works on One Mile Creek Bridge.
