CHICAGO – Two consecutive months ofsales gains may provide just enoughconfidence to trigger increased seasonalhiring by the nation’s retailers this year.However, the number of holiday workersadded to retail payrolls in October,November and December is still likely tofall short of pre-recession levels.

In its annual holiday hiring forecast,global outplacement consultancyChallenger, Gray Christmas, Inc., said thatretailers may continue to be cautious whenit comes to staffing, knowing that theeconomy is at a fragile stage of the recoveryand could turn on a moment’s notice.

Last year, retail payrolls grew by 501,400workers in October, November andDecember, according to non-seasonallyadjusted data from the Bureau of LaborStatistics. That was a 30 percent increasefrom 2008, when holiday hiring fell to a22-year low of 384,300 extra holidayhelpers.

“This year we expect to see further gainsin seasonal hiring, but it probably will notachieve the levels we saw in 2006 or 2007when retailers’ holiday payrolls grew by746,800 and 720,800, respectively. There isstill a lot of doubt about the sustainabilityof this economy,” said John A. Challenger,chief executive officer of Challenger, GrayChristmas.

“Retailers do not want to be caught withtoo many workers at a time when many ofthe fundamentals needed for strongconsumer spending remain a little shaky.There are still nearly 15 million Americansout of work and many have lost theirhomes or are struggling to hang on tothem. This does not bode well for heavyholiday spending,” said Challenger.

Challenger does see some reasons foroptimism. Job-cut announcements byretailers have fallen 65 percent from a yearago. Retailers announced 89,242 job cutsbetween January and August 2009. Thisyear, the eight-month total is down to30,805.

Additionally, while retail payrolls are stilllower than they were a year ago(14,463,000 as of August, compared to14,497,000 in August 2009), a recenthiring surge resulted in a net gain of329,400 new workers since February.

Meanwhile, retail sales increased 0.3percent in July and 0.4 percent in August.The numbers were even better when carsales were removed from the mix, withpurchases climbing 0.6 percent. Spendingat clothing stores rose 1.2 percent.

“The stronger sales figures heading intothe holidays could boost seasonal hiringabove last year’s activity. However, like ayear ago, the hiring surge may come inNovember and December, as retailers waitto see how holidays sales are going beforeadding extra workers,” said Challenger.

“This should not discourage holiday jobseekers from starting their search now.Even if retailers are not ready to makehiring decisions until November, they maybegin screening candidates much earlier.Some employers may already be starting.Toy retailer Toys R Us announced last week

that it will be opening 600 temporary‘express’ stores in shopping centers acrossthe country and will need to hire 10,000workers. With that much hiring planned, itis doubtful that they will delay the processtoo long,” said Challenger.

“It is also important for job seekers toremember that the 500,000 to 600,000extra workers we are expecting to be hiredrepresents a net gain. Retail employment isvolatile in the best of times. So, there isoften simultaneous hiring and voluntary orinvoluntary separations,” said Challenger.For example, retail payrolls added 501,400

more workers than they lost during the lastthree months of 2009. Overall, retailemployers hired 1,610,000 during thatperiod, according the Bureau of LaborStatistics Job Openings and LaborTurnover survey.“The point is that there is constant churn

in the retail industry. You may walk into astore one day and they are not hiring. Walkin the next day and they may have had anemployee quit and plan to replace him,”said Challenger.

According to Challenger, the bestopportunities for seasonal job seekers willbe at the large discounters like Target andWal-Mart, which will be heavily favored bycost-conscious consumers this holidayseason. However, job seekers may have tolook beyond the sales clerk positions foravailable spots. “The big box stores need extra workers on

the floor, but they also need extra workersin their shipping facilities and overnightstocking positions. Opportunities also existoutside of retail, in areas like catering andwith shipping companies such as UPS andFedEx,” said Challenger.“Job seekers should also be prepared to be

on standby. In other words, retailers mayconduct interviews in September andOctober and prepare a list of hirablecandidates that they will call only when itbecomes obvious that more manpower willbe needed.

“When job seeking in retail or any othersector, it is important to remember somekey interview guidelines: dressappropriately, be on time, show enthusiasmand follow up. According to one hiringmanager, the biggest mistake job applicantsmake when seeking a holiday position is“demanding a specific schedule fromprospective employers.”

Temporary workers must be prepared tobe flexible, whether it is hours or type ofwork. Either can vary as the holiday seasonprogresses.

“Holiday job seekers should start theirsearch by contacting friends alreadyworking in establishments that could needholiday workers. You should also targetestablishments of which you are a frequentcustomer. If there are certain retail outletswhere you would prefer to work, start goingthere when business is slow and try to makea connection with a manager or assistantmanager. The key is separating yourselffrom the pile of applicants the store will seebetween now and Halloween,” Challengerconcluded.

It can be tough to stay active if you work in an office. Let's faceit; most offices encourage a sedentary day. And sedentary dayscan lead to a few pounds gained here and there over time. Sowhat's an office worker to do to keep things moving and to shedthose few extra pounds?Follow these tips.

• Walk to work if you can. Or if you take the bus or train, get off a stop or two before your actual destination and walk the rest of the way to work.

• Take the stairs instead of the elevator if possible.

• Join a gym or take a mid-day yoga class, or simply take a walk during your lunch hour.

A good question for interviewees to ask:What does success look like in thisposition and how will it be measured overtime? Other questions should dig deeperinto topics discussed during the interview,a direct reflection of your listening skillsand level of engagement in theconversation.* Identify and fill education gaps. Duringthe job search, networking and interviewprocesses, you may discover that furthereducation is needed for your chosenprofession or that you want to pursue newcareer opportunities that go beyond yourcurrent skill set. This may lead you toweigh the time, costs and benefits ofgoing back to school. If so, one option toconsider is attending a career-focused

In response to shortages of qualifiedworkers in a number of health professions,particularly nursing, and concerns thatshortages could expand to other fields, theLegislature passed “An Act to Ensure anAdequate Supply of a Skilled Health CareWorkforce” in 2005. The Act charged theCenter for Workforce Research &Information, in conjunction with agenciesof the Department of Health and HumanServices, to compile a healthcareoccupations report every four years.Workforce Analysis of Maine’s HealthServices Sector, the second report in theseries, was recently released. The reportprovides a macroeconomic overview ofhealthcare workforce trends, reviews avariety of workforce statistics, and analyzessome of the significant issues affectinghealthcare workforce development.Following are some of the highlights of thereport.Maine’s Healthcare Sector – Healthcare isthe largest private sector employer inMaine, accounting for 17 percent of jobsand 18 percent of total wages paid, a largershare of the workforce than most states.Nationally, healthcare accounted for 13percent of jobs and 12 percent of wages.Nearly one-third of jobs in the sector werein hospitals, onequarter in ambulatory care(physician, dental, chiropractic offices,physicaltherapy clinics, and other care providers),one-quarter in nursing and residential carefacilities, and one-fifth in social assistance.Healthcare has been a strong job creator,adding more net new jobs than the next tensectors combined between 2000 and 2008.Job growth has been accompanied byescalating expenditures. Maine’s percapita healthcare expenditures increasedfaster than any other state between 1991and 2004 (the most recent available year),rising an average of 7.8 percent annually.The rise pushed our per capita expendituresfrom 30th to third among the states andDistrict of Columbia. Healthcareexpenditures averaged $6,450 per person in2004.Under the current delivery paradigm, therelationship between rising employmentand expenditures is unavoidable, and issomething to be aware of in light of the factthat healthcare is expected to remain theprimary driver of job growth for manyyears.Healthcare Occupations – Healthoccupations include practitioners (doctors,dentists, chiropractors, and other providers),which require high levels of education andlicensure, and support workers (nursingaides, home health aides, physical therapyassistants, etc.), which require lower levelsof training and licensure. Healthoccupations comprise half of jobs in thehealthcare sector, with the remainder inadministration, food and custodial services,and other functions. About 86 percent ofthose in health occupations work in thehealthcare sector, with others in publicadministration, schools, and other sectors.The occupational mix of employmentdiffers significantly among types ofproviders. Registered nurses account for 43percent of jobs in hospitals, but just 15

percent in ambulatory care, and 11 percentin nursing and residential care. In recentyears, employment in health supportoccupations increased faster than amongpractitioners. Across the spectrum ofhealthcare occupations, employment isexpected to continue to grow rapidly,accounting for nearly one in three net newjobs between 2006 and 2016. Among the 40occupations expected to have the fastest rateof growth during that period, 20 are health-related.Healthcare practitioners earned an averageof $67,850 in 2008, substantially higherthan the $37,670 average for all wage andsalary jobs, reflecting high education andtraining requirements. Health supportworkers earned an average of $25,330,reflecting lower training requirements.Healthcare Workforce DevelopmentChallenges – An essential component ofmeeting growing demand for healthservices is ensuring sufficient numbers ofworkers with appropriate skills across allregions of the state. Maine faces a numberof long-term challenges: there areindications of worker shortages in someoccupations and in rural areas; thepopulation is aging, increasing demand forservices; and a large share of the healthcareworkforce is close to retirement age. Inorder to develop a healthcare workforce thatwill meet the demands of the nextgeneration, preparations need to be madenow, as lead times associated witheducation, training, and hiring workers ismeasured in years in many occupations.Demographics play a key role in thequantity and type of services in demand, asconsumption of healthcare rises with age,and Maine’s population is older and agingmore rapidly than the nation. Demand forcardiologists and other internal medicinespecialists is expected to rise very rapidly,which is at odds with the large shareapproaching retirement age who could exitthe workforcejust as demand for their services peaks.There are a range of ways to examineshortage or adequacy of supply, and an evenwider range of perspectives on the type andprice of services that should be available.The U.S. Department of Health andHuman Services formulated one means ofexamining these issues through populationto practitioner ratios. This needsbasedapproach indicates Maine needs moreprimary care, mental health, and especiallydental practitioners.Supply/demand ratios, on the other hand,look at the number of job postings relativeto the supply of existing workers in anoccupation. This approach identifies manyareas of need, especially among psychiatristsand pharmacists.
