• Mobile installations: (MPE @ ≥ 20 cm)

• Antennas on non-permanent objectes & structures, vehicle-mounted antennas, desktop configurations etc.

• Maximum permissible Exposure (MPE) according to field strength and power density limits based on whole body SAR averaging concepts are used for evaluating the exposure conditions of fixed and mobile exposure conditions.

• SAR compliance is with respect to both whole-body and partial body SAR limits.

• Portable operations: (SAR @ < 20 cm).

• Devices at close proximity to persons.

• Localized exposure in near-field conditions, very complicated interaction.

• Wireless handsets, Wi-Fi products etc.

IEC TC106

• IEC is Not-for-profit, non-governmental organization, founded in 1906

• The IEC is one of three global sister organizations IEC, ISO and ITU.

• IEC TC106 was created in October 1999

• the scope of TC 106 covers a large portion of the electromagnetic spectrum (0 to 300 GHz).

• The low frequency range: covers transmission and distribution networks, domestic and industrial equipment, railways, etc.

• The high frequency range comprises wireless communication devices, broadcast emitters, devices for electronic article surveillance, etc.

IEC TC106

• Three teams active in TC106:

• IEC MT1 (IEC 62209 series of standards)

• IEC MT2 (LF assessment standards)

• IEC MT3 (Base station assessment standards)

• IEC PT 62209-3 (Vector probe arrays based technology)

• Formal “A” liaison and dual logo agreement between IEC and IEEE.

• Both committees work closely in compliance assessment standards

development

• ICES Technical Committee 34—Scope:

“The development of product standards relative to the safe use of

electromagnetic energy for specific products that emit electromagnetic energy at

frequencies between 0 and 300 GHz, i.e., the frequency range covered by the

basic restrictions and maximum permissible exposure (MPE) values developed

by the IEEE International Committee on Electromagnetic Safety (ICES).”

• Standards are published as IEEE 1528 series of standards

• Newly established committee: SC6 ”EMF dosimetry moedling” focusing on LF

mainly on electrostimulation. Chairman: Akimasa Hirata

•Measurement: Everybody trust the measurement results except the one who measures it!

•Calculation: Nobody trust the calculation results except the one who has calculates it!

• So far calculation is applied for the cases where measurements have not been possible

• The basic CENELEC standard used for the head exposure assessment is EN

50360, EN62209-1 (IEC 62209-1).

• CENELEC or IEC do not have the responsibility to establish RF exposure limits,

just develop EMF assessment protocols/standards.

• Is the procedure and the test phantom (SAM) conservative regarding children?

defined in EN62209-1 is conservative for children and adults.

• The compliance test procedure that is using the equivalent head liquid

defined in EN62209-1 is conservative for children and adults.

• The compliance test procedure that is using the test positions defined

in EN62209-1 is conservative for children and adults.

• Therefore the compliance test procedures specified in EN62209-1 are

conservative for both children and adults.

New team estabilshed in IEC to work on:

” Guide for scientific framework and requirements in

developing EMF compliance assessment standards”

in liaison with IEEE/ICES) and ITU

• Harmonization of EMF compliance assessment standards by having

a common understanding and agreement of the scientific principals

in which the foundation of an EMF assessment standard is built on.

• In order to avoid inconsistencies in the compliance assessment

standards and foster harmonization of standards between these

standardization organizations, through “A” liaison collaboration

with IEEE/ICES and ITU the IEC TC106 will work on developing a

Guide which provides the scientific building blocks in which EMF

exposure compliance standards are based.

• The team is established in IEC, and is planed/expected to be a dual

logo IEC- IEEE Guide or a separate IEEE std.

• IEC SMB is in contact with ITU regarding the liaison collaboration.

• Activity has already started, several teleconferences has taken

place, 1st face to face meeting in Paris on 11th May.
