Basic principles Command and control structure (Incident
Command) Parallel existing standard operating procedure
(SOP) whenever possible Flexibility: All-hazards Protection of staff and patients Communication: ready, redundant, interoperable Coordination with community-wide plans Training and Exercises
IHS Facility Emergency Management Plan Components
Introduction and Policy Response and Recovery Plan
Hospital Emergency Incident Command System
(HEICS) Hazard Vulnerability Analysis (HVA) Standard Operating Procedures (SOP) Continuation of Operations (COOP)
HEICS is a command and control system for managing disasters that is based on the Incident Command System used in fire, police, and emergency medical service departments, but adapted for use in a healthcare setting.
Healthcare Emergency Incident Command System
(HEICS)
Hazard Vulnerability Analysis (HVA)
An HVA identifies the events most likely to affect your organization and the probable impact if they do occur
Based on identified hazards, the facility should assess how prepared they are to handle them
Depending on the evaluated level of preparedness, the facility must take necessary steps to ensure they are prepared to meet the challenges presented by the hazards
SOP Examples
External Chemical Exposures: i.e. tanker truck crash
Natural Hazards: i.e. tornado Public health disaster: i.e. pandemic flu
COOP Planning
To ensure continuation of operations
(COOP) during any disruptive event or
situation
Facilitates the performance of
department/agency/facility essential
functions during an emergency or situation
that may disrupt normal operations
Training and Exercises
Identify weaknesses in plan Refine roles and responsibilities Assess adequacy of resources Improve coordination / communication
both internally and externally
Billings Area IHS Readiness
As of September 30, 2005 all Billings Area IHS healthcare facilities had this plan in place.
However,
…It’s a Living Document
Based on findings during exercises the plan will continually be updated
