The Scarlet Beast identifies whichearthly empire would controlthe Holy Land from the 

time of David to the present.

that dwell on the earth shall wonder, whose names were notwritten  in the book of  life  from the  foundation of  the world,when  they behold  the beast  that was(in control of  the worldbefore  John’s time), and  is not (in control of the world duringJohn’s time), and yet is (continues to tempt mankind). And hereis  the mind which hath wisdom. The  seven heads  are  sevenmountains, on which the woman sitteth. And there are sevenkings: five are fallen, and one is, and the other is not yet come;and when he cometh, he must continue a short space (i.e., longerthan the other “kings”). And the beast that was, and is not, evenhe is the eighth, and is of (from, out of or composed of) the seven,and goeth into perdition. And the ten horns which thou sawestare  ten  kings,  which  have  received  no  kingdom  as  yet;  butreceive power as kings one hour with the beast. These have onemind, and shall give their power and strength unto the beast.”

To understand this prophecy, we must stand in the time of the prophet. 

    This prophecy was given to John in 95 to105AD, 

so Rome was the kingdom “that is.” 

The “five fallen” are kingdoms that had dominion over the Holy Land before John.  

Kingdoms seven and eight have dominion over the Holy Land after John.

The 10 Horns of the Scarlet Beast

Revelation 17:11 “And the beast that was, and is not, even he is theeighth, and is of the seven, and goeth into perdition.”
