INTRODUCTION    

The primary focus of Environmental Logistics, Inc (Ell) has always been to provide services that will encourage and promote "protection of the environment by recovering natural resources".

 For over twenty years Mr. Jon L. Bennett, Jr. has dedicated his career to the preservation of environmental resources. His efforts led to the development of a state of the art, fully permitted treatment and disposal facility, Filter Recycling Services, Inc. (FRS). His additional accomplishments include trademark patents in the field of resource recovery and Brownsfield redevelopment. Now he has focused on the need for responsible management of the environment du(ing crisis and routine handling of waste materials by founding Environmental Logistic, Inc.

 The core business of Ell is to assist generators in the preservation of valuable natural resources by properly controlling, handling and managing their wastes during cleanup and transportation.

 Ell promotes the benefits of reuse and recycling whenever possible to provide for cost efficient and environmentally responsible alternatives for the management of hazardous wastes. Recycling enables generators to reduce the long term legal responsibility associated with landfills, protects natural resources, and reduces potential tax liability.

 Ell operates a full range of transportation vehicles, including vacuum tankers, roll offs, end dumps, dry vans and Vactor/Guzzlers. This state of the art fleet enables Ell to safely transport liquids, solids and semi-solids as well as provide tank cleanings, maintenance confined spaces, conduct scheduled services, 24 Hour Emergency Response, and field project management of remediation projects.

 Elloperates the largest Transportation Treatment Unit (TTU) for soil fixation and remediation in California. The TTU can reuse industrial waste waters and cementious material to render contaminated soils non-hazardous.

 Whether a multi-million dollar contract for a Fortune 100 company or a residential curb-side program, Ell has the expertise, personnel, experience and technological capabilities to do the job...and do it right.

PREPARATION AND SAFETY Preparation and Planning

 

  

Health and Safety Plan  A site specific health and safety plan is developed for each project before mobilization. At a minimum, the plan addressees the following and is conveyed to each member of the crew in a tail-gate meeting.

 A preliminary investigation of the site to determine physical, chemical, and biological properties of known contaminants Contingency measures identifying evacuation routes, meeting points, location of on-site emergency equipment, contacting off-site medical facilities and services. The work zones established for the project site. The location of safety showers, eye wash stations, first aid kits, and fire extinguishers are identified within these zones. Levels of personal protection to be utilized. (Level A, 8, C, D) Decontamination measures appropriate for the contaminant Emergency Response

FLEET OPERATIONS  

Environmental Logistics Inc. owns and operates a full fleet of certified equipment to provide the most reliable service possible.

 Vacuum Trucks Our vacuum trucks are available to haulbulk liquid waste streams. Our fleet includes both black iron and stainless steel vessels ranging from 50 to 130 bbl capacity.

  

 

Roll Offs Our roll off fleet consists of both single and double toll off trucks. Ellhas containers ranging from 4 to 40 cubic yard capacity with either open or closed tops.

 End Dumps 37-foot end dump trailers are utilized routinely for larger quantities of contaminated bulk solids and soils.

 Dry Vans Bobtail vans of various sizes are available to handle containerized and other drummed waste roducts.

Vactor Trucks Vactor vehicles are available for the removal of industrialliquids or solids. The use of interceptor boxes enables larger quantities of industrial solid wastes to be managed more efficiently. This equipment is High-raii/FRA approved for specialty applications.

 

                    

Emergency Response Units Emergency Response Units are fully equipped vehicles that stand ready to respond to urgent calls for cleanup resulting from chemical release or spill. These units carry air monitoring devices, supplied breathing air apparatus, emergency wash stations, reference library, a wide array of personalprotective equipment, containment supplies, and decontamination equipment.  MISCELLANE/OUS EQUIPMENT Environmental Logistics can also provide Forklifts, Pressure Washers, Loaders and Confined Space Entry equipment for projects that pose special requirements.

 AUTHORIZATION TO OPERATE A TIU UNDER PERMIT BY RULE

 The Department of Toxic Substances Control (DTSC) has received your Transportable Treatment Unit (TTU) Permit by Rule (PBR) Unit- Specific Notification (DTSC form 1199). Your notification has been found to be complete, but has not been reviewed for technical adequacy. A technical review will be conducted if your TTU is inspected.

 This letter authorizes the TTU (specified above) to operate under PBR; provided you are in compliance with all applicable federal, state, and local requirem nts. Your TTU authorization to operate under a PBR expires one year from the date of your Unit- Specific authorization letter, unless DTSC changes the.period of authorization in writing pursuant to title 22, California Code of Regulations (Calif. Code Regs.), section 67450.3(a)(1).

 You are specifically required to amend and send to DTSC the relevant TTU Unit- Specific Notification (DTSC form 1199) within 30 days, if any information changes. You are also required to pay a notification fee according to Health and Safety Code section 25205.14. You must pay the notification fee and remain in compliance with the applicable requirements of Chapter 45 of title 22, Calif. Code Regs. until DTSC has approved your closure certification letter. [A closure certification letter is a letter · prepared, signed, and submitted by the owner or operator of the TIU and an independent engineer registered in California that states that: Closure has been completed in accordance with the closure plan and the closure plan meets or exceeds the applicable regulations.]

At any time, you may be inspected, and if violations are found this authorization does not preclude DTSC or any other regulatory agencies with appropriate statutory authority from taking appropriate enforcement action, including fines and penalties.

 Additionally, you must submit Transportable Treatment Unit (TTU) Permit by Rule Site - Specific Notification (DTSC form 1197) to DTSC for each site where the TTU will perform onsite treatment of hazardous waste. The site-specific notification must be submitted at least twenty- one (21) days prior to each site visit unless DTSC has shorten the notification period.

Environmental Logistics Inc. has worked very hard to bring the right team together to provide the best service in the industry.This is never more apparent than with customer service. We don't just haul waste, we cultivate relationships.

 Our Customer Service staff is unmatched in its knowledge of transportation, handling methods and alternative disposal technologies. The associations built between Environmental Logistics Inc. and various treatment storage disposal facilities makes finding the most environmentally conscious recycling or disposal method seamless.  Customer Service is everyone's responsibility at Environmental Logistics Inc. Project Managers guide generators on the job site, through the maze of handling and cleanup processes, and are dedicated to the safe management and disposition of materials from each task. Whether it's a paperwork, regulatory, or physical issue, they know the right questions to ask so that waste materials are managed quickly and effectively.  An added customer service that Environmental Logistics Inc. provides is to assist with the tracking of waste handling documentation. Ell uses a state of the art document management system that records every transaction completed for the generator. Upon request these documents can be retrieved. This can be invaluable during the preparation of hazardous waste fee returns and audits.

Chris Whitt has over 20 years of diverse experience in the hazardous waste industry. From dispatch and safety coordination to hazardous materials TSDF supervisor, Mr. Whitt now brings that knowledge together for the northern California transfer facility for Environmental Logistics.

 Ms. Allen has 30 years of experience in waste management, customer relations and services coordination for companies throughout southern California. She has been Environmental Logistics, Inc. PROJECTS COMPLETED Summary Descriptions

 

  

Projects completed by Environmental logistics, Inc. range from the small regularly scheduled pickup to large scale emergency response and remediation. Our services encompass the full extent of wastes, excluding radioactive and explosives.

 

 Bulk Liquid Transport

 Ell routinely conducts a milk-run of various generators of smaller quantities of waste oil. Depending on quantity the generator has the option to participate in this program. A representative sample is tested by the operator for PCB content at each pickup to guard against cross contamination.

 Commonly Ell picks up bulk liquid hazardous and non-hazardous waste using black iron vacuum tanks ranging from 1000 to 5000 gallons per stop. Most of these jobs involve the movement of Non-RCRA oily wastes and Non-hazardous purge waters.

 The largest bulk liquid project completed to date involved our entire fleet of 120 barrel and 70 barrel vacuum trucks to assist in the on-site transfer and on-site recycling of fuel based material from a pipeline operation.

 

 Railroad Services:

 In a mountainous area, logistical challenges faced the crew as they entered tangled wreckage under a spray of fire suppressing foam to identify, separate, segregate, package, transport for reuse, recycling or disposal: over 80 cubic yard boxes of oil related products. 120 drums of lab packed paint related materials, 180 drums of miscellaneous hazardous and extremely hazardous chemicals, and 42 tons of Non-RCRA soil removed for recycling. In addition 88 drums of material were trans-loaded and over packed for return to the shipper, and the content of a 53' ocean container of sulfur was trans-loaded into containers for appropriate disposal. Due to the high hazard associated with the materials workers had to wear supplied breathing air and fire retardant garments while performing very physically demanding work under extreme weather conditions.

Facility Closures  

During a partial closure of a major refinery operation Ell personnel remediated over 25,000 tons of contaminated soil, removed 600-700 drums of RCRA and Non-RCRA materials, cleaned various tanks and demolished a sludge basin structure. All activities were conducted under full sampling protocols.

 In a full closure of a steel mill we decontaminated walls and floor of a 15 acre covered facility. Aged tanks and chemicals were removed for appropriate disposal.

 At the closure of an analytical laboratory off specification, aged, and retain samples were identified, inventoried and lab packed into performance orientated packages for disposal. Over 108 drums of waste were generated as well as the decontamination of facility structures.

 Ell acted as the single source coordinator of various cleanup aspects involving the removal, transportation and disposal on a large scale project of the Army Corps of Engineers in Fort Douglas Utah. The scale of the project required the use of not only our own staff by that of various specialties provided by subcontractors.

 Vactor Services

 Routinely maintain, with the use a an industrial air moving vacuum truck "Vactor/Guzzler", 48 miles of service track from a rail yard. Various impacted soil and sand is removed from in and around active track. 1500-1600 tons of material is moved during these on-going operations.

 Vactors have been used successfully for both liquid and solid removal of impacted materials during cleanup and routine maintenance activities on many occasions.

 During the confined space entry and cleaning of a 125' by 48" culvert, the Vactor was used to remove non-hazardous impacted soil for reuse. Ell was requested for this project because of our reputation for sensitive handling of the surrounding environment. Working closely with botanists, and archeologists, Ell was able to preserve and maintain the historical value of the area affected.

 

 Containerized Hazardous Wastes

 Regularly scheduled pickups can be arranged for those generators that do not wish to risk exceeding their allowed 90 day generation accumulation period. The pickups are calendared with a dispatch confirmation a couple days prior to make sure all is ready when the truck arrives.

 Ell has accepted and successfully completed drum pickups and transport for recycle or disposal projects from one to hundreds of drums. These pickups can be arranged by telephone, written request/contract, and fax or e-mail request.  Drummed waste that is picked up varies greatly in the quantity and constituents. We have local drivers that are dedicated to the daily pickup of generators with containerized wastes. Drum pickups from 1 to 80 units can be dispatched to one driver in that day. Currently we have four

dedicated local drum drivers. It is not uncommon for drivers to make several repeat trips to one location.

 Mobilize, set up and conduct day-long household hazardous waste events. Routinely scheduled events throughout the year see hundreds of residents bring their hazardous wastes to temporary collection sites manned by Ell. Their wastes are collected and appropriated packaged or lab packed for recycling or disposal. On average 400 cars are received generating approximately a 48' dry van trailer of miscellaneous wastes and tires, a 28' trailer of RCRA hazardous waste drums, and a 40 yard roll off container of latex paint per event. The participating crew and responsibilities include public relations, unloading, segregating, field identification of unknown chemicals, lab packing and applicable documentation, marking, and loading.

 

  Over-The-Water Transfer

 During Over-The-Water Transfer approximately 600 gallons of bunker fuels are pumped from large ocean going vessels utilizing ASME vacuum tanks creating more than 120 psi. Residual fuel is removed enabling maintenance repair crews to proceed. Due to logistical issues these projects involve not only confined space operations, but monitored procedures for protecting our coastal waters. This is an on oing project.  

Lab Packing  

Identify unknown chemicals utilizing a HazCat system to properly segregate, lab pack, mark and label over 120 drums of freight commodity materials.Ell also removed 70 tons of impacted soil during this project.  Schools generate a large number of off-specification or aged surplus small quantity chemicals. These materials must be properly lab packed for disposal. The size of lab pack projects from educational institutions vary greatly. An average lab pack from a high school and college facilities ranges between 10 and 30 drums.

 

  Soil Remediation  Excavated and removed 50 to 60 loads of acid impacted soil to a Class I disposal facility. Project estimated in excess of $100K.  Removed 120 Tons of non-hazardous soil from a right-of-way area. The soil was transferred to another area for reuse by the generator.

Emergency Response  

Responded to reported 3300 gallon spill of hydrocarbon material from a ruptured pipeline. Although some raw material was recaptured, the greatest impact was the extent of soil contamination. Extensive excavation was required to remove and transport over 7000 tons of soil for recycling. The entire excavation, approximately 18' deep, was backfilled. The entire project was completed in a period of eighteen days exceeding the expectations of the generator.  Emergency response to street spills from traffic accidents or fuel leaks are not uncommon. Roadways have been cleaned of fuels and oils by use of encapsulation and dispersion agents render material less harmful prior to removal. Storm drains and other access to water ways has been successfully protected during cleanup activities.
