The EMR works technically
• Provide adequate time for design• Listen and negotiate with clinicians throughout design and build

• Define hospital strategy clearly• Devote adequate clinician and technical resources to optimization phase

The EMR Hierarchy of Needs represents a predictable series of end user needs that will accompany any EMR implementation.
How and when clinicians are engaged at these various points is critical to success.
The implementation must address each of these needs in series, from lower order to higher order.
These needs impact the organization at different phases of the EMR implementation.
In addition, clinician change enablement campaigns must address each of these needs sequentially in order for clinical transformation to occur.
