The New Year-2016 Family Get-Together and periodical meeting of TANSEA -
Erode Branch was held on 03.01.2016 (Sunday) at KVCS Garden -Farm
House at Singiripalayam Village near Gobichettipalayam.
About 50 Members including family members attended the meeting
Er. M. Ayyamuthu, Organising Secretary welcomed the gathering and
introduced "M/S. Giriharan's Covai Raagasri Orchestra" Group to the
Members.
Er. M.Ramasamy, President in his introductory speech, explained how the
retired Engineers should be useful to the society and detailed about Old Age
Homes.
Er.R.Subramanian, Secretary explained about the activities of our
Association and regarding the Court Case of Equal pension to those who
retired prior to 1.1.2006
Er. K. Ramasamy, Treasurer submitted the Accounts of TANSEA/Erode
Branch for the Year 2015. Also it was decided in the meeting to collect
Rs. 1000/- from each member as special Contribution for the Year 2016.
Then M/S. Giriharan's Covai Raagasri Orchestra Group conducted a very
interesting Orchestra and Fun-Game programme in which most of our
members participated and enjoyed the Fun Games and Orchestra
Programme.
After the above Happy Programme, the Senior Engineer's Diary and Calendar
for 2016 were distributed to the Members.
Then the meeting and the functions ended with a delicious Lunch and by
exchanging of New Year Greetings among the members and participants.
Also Er.A. Eswaran, Former Superintending Engineer joined as member of
our Association in the Erode Branch.

28.11.2015 at Poriyaalar Illam, Thanjavur. The meeting was commenced at 11.00 A.M
and presided over by Dr.R. Paranthaman, President of the Branch, and Er. R.Murali,
Secretary welcomed the gathering.

strength to strength for the benefit of Engineers of the Region.

“Language extinction” with reference to Tamil. All the member engineers;

R. Mookkaiyan have participated the discussion and gave their considered views.
It was resolved to request the Parent Association to pursue the issue on “Revision of
Pension for engineers who retired between 01.06.1988 and 31.12.1995”.

the participants.

The above function was organised on 26-12-2015 at 10.30 AM in the Institution of
Engineers (I) TN State Centre, No 19, Sivananda Salai, Cheppakkam Chennai- 600
005. Before starting the meeting snacks Thulasi Kuzhipaniyaram and Sukku Coffee
was served by Thiru. Veera. Elavarasu son of Er. A. Veerappan and Managing
Director of AMV INFOCOM Pvt Ltd., Arumbakkam Chennai. The morning Tea was
enjoyed by everyone. Thiru Veera. Elavarasu was honoured for his fine gesture.

A two minutes silence was observed to condole the death of Er.Radhakrishnan
Chetty and Er.D.Pannerselvam who have passed away on 16.12.2015 and

Justice Rajan in his speech appreciated the activities of TANSEA especially about the
“Kattumanaa Poriyaalar” and the involvement of Senior Engineers with society. He
mentioned his experience in avoiding the selection of site for the Construction of High
Court Building in Madurai in the Riverbed. He also mentioned that all water bodies
should be protected and engineers should have concrete policy for the same. He has
specifically mentioned that creamy layer concept in the 27%. Other backward classes
reservation in the Central Government should be removed and also the 27%
reservation for OBC should be implemented in full as only 10% is now implemented.
He distributed his book titled “Nfhapy;fs; Mfkq;fs; khw;wq;fs;” written by him
regarding appointing of Archakars of all castes in Hindu Temples.
Er.K.Natarajan VP / TANSEA announced that the book titled “Reminiscence of an
Engineer” written by Er.M.Pasupathy, Former Chief Engineer PWD and requested all
the Senior Engineers and other present in the function to receive the same. He has
also read out Er.M.Pasupathy letter and thanked Er.M.Pasupathy for his task of
editing the above book and issued to engineers at free of cost.

At the outset, I request your pardon for not presenting myself in person before
you. Which is due to my physical disabilities and I bow my head to you to kindly
accept and hear the reading of my message by my classmate, colleague and
close family friend Er. K. Natarajan, who had kindly consented to do.
My happy greetings to one and all for a good peaceful and healthy life in the
coming new year 2016.
I have passed 80 years in my life recently (Date of birth 17.12.1935) and request
all the elder engineers to bestow their blessings to me, whereas I bless all the
younger engineers for their prosperity and peace.
Having served the P.W.D for nearly 36 years, my mind directed me to expose
what are all there in it to the knowledge of others, for their benefit. This thought
made me to bring out the book "Reminiscence of An Engineer" wherein I
have narrated the various type of works executed in my career, which I consider
as a small achievement and accomplishment to my satisfaction in spite of some
odds and spikes; as my motto was the Gita slogan I have quoted in the book
which is "Welcome everything as it happens".
As per norms. the book contains my profile, dedication to my parents and wife,
acknowledgement, preface, foreword from six illustrious engineers of our own
P.W.D as well as members of our association and my narration in five chapters
(i.e. all the five posts in the department)
I had given a list of landmark structures that I was in Association with. Also I
have given a small note on the "rarity in service", where I have recorded that I
have worked in a place "Thiruvannamalai" in all the posts and at Salem in the top
four posts of the Department and I would be happy to know if anybody else had
this opportunity.

My limited resources could enable me to print only limited number of books for
distribution among my family and to the Association: Accordingly I have given
100 (one hundred) number of books to the association to be distributed to our

Flood Disaster in Chennai - Reasons Remedial Measures Let us know... Adayar Floods – Heavy Damages – Reasons and Remedial Measures...

Introduction:
Chennai City and its suburban areas in three districts – Chennai, Thiruvallur, Kancheepuram and
Cuddalore District are subjected to very heavy down pour – to the extent of 475mm on a single day unprecedent on Dec 1 – 2, 2015. Commencing from November 8, 2015 & upto Dec 4, there was continuous rainfall causing unprecedented heavy damages to lives and properties of the common people. Rescue operations carried out by social activists, NDRF, Army, Navy & Air force besides fire services are really to be appreciated, thereby reducing the casualties to the minimum.
1. There were / are heated discussions and accusations in the media (especially in TOI, The Hindu, TVs, Thanthi, Kalaignar News, Sathiyam & Makkal TV etc) to the extent that....
i. There occurred inordinate delay at higher levels in issuing order for letting out flood waters from Chembarambakkam Tank into Adayar river between Nov. 29 to Dec 1, 2015.
ii. The Flood waters as reported more than 29000 cusecs (upto 50000 cusecs) was opened from Chembarambakkam Tank suddenly without giving the much required warning.
iii. But actually a quantum of 50000 cusecs to 60000 cusecs of flood waters passed under the Saidapettai bridge on 1st Night / Second Dec.2015, causing enormous damages to lives and properties of the people.
iv. If the flood waters from Chembarambakkam Tank were let out from November 27th,2015 itself in smaller quantities say 5000/10000cusecs, the above said damages could have been avoided/lessened.
v. Hence there is urgent necessity to institute an enquiry commission headed by the judge of Supreme Court / Chennai High Court with the experts and to bring out the real facts so that
corrective remedial measures can be taken to prevent such damages in the coming years. As experienced expert engineers of TNPWD having social concern upper most in our
speech and activities, we wish to detail the real reasons / our lapses for the heavy damages

caused in the Adayar floods – especially after opening of flood waters from Chembarambakkam Tank on the night of 1st Dec 2015.
2. There are established and codified rules and regulations of Government (called as
Compendium of Water Regulation in reservoirs / Anaicuts for every system) for opening a reservoir in normal seasons and also during flood times. These are normally followed by the PWD Engineers in consultation with the District Collectors concerned. In practice, a reservoir /Tanks like Poondi, Chembarabakkam and Puzhal have special operation rules and regulations in letting out drawing waters since these tanks are the main sources of drinking water to Chennai City and also jointly operated with the engineers of Chennai Metro Water. Continuously monitoring the rain fall, the quantum of inflow flood waters to the tank, they are expected to let out water when reaching 90% of the full storage capacity of the tank / reservoirs since precious drinking water cannot be wasted by letting out into the sea, as non technical and politicians now cry.
3. As for the Chemabarmbakkam Tank is concerned its full storage capacity – 3.645 TMC
(1 TMC = 100 Crore Cubic Feet)
90% of full capacity = 3.280 TMC It has 24 outlet wents having a total discharge capacity of 33060 cft only with full storage level. In reality the storage of water (quantum) , inflow and outflow in the Chembarambakkam

Hence it can be clearly seen that 90% of full storage capacity of the Tank has been realised only on 1st
of Dec 2015 night (3.396 TMC ) and not on earlier Nov.29 or Nov. 30, 2015.
This important drinking water cannot be let out into Adayar River (which is going to be waste flowing into the sea) in anticipation of mere expectations of meterological periodic bulletins, believing 100% as accurate since engineeringly the rainfall is ever changing dynamic activity varying in space and time. (Point: The bulletin by the Nation Director Thiru. Rathore given on 2nd Dec 2015 did not materialse at all as for as Chennai City is concerned.)
Thiru.S.R.Ramanan, Director, Chennai Metereological Centre Categorically reported that timing of rainfall and exact place etc., cannot be accurately predicted. Hence it can be hydraulically concluded that there was no impending warrancy to open the flood gates of Chembarambakkam Tank earlier to Dec. 1, 2015 as indicated by real data
The quantum of flood waters opened out from the Chembarambakkam Tank was slowly and gradually raised from 8000 cusecs, 12000 cusecs, 18000 cusecs, 25000 cusecs and finally 29,000 cusecs respectively by usual intimation and not to 29000cusecs suddenly.
Even then heavy damages occurred, reaching a compounded quantity of 60000cusecs
under the Saidapettai Bridge on 2nd Dec. 2015. This is because of two engineering / social realities of the existing Adayar River. The two flow diagrams of Adayar River may please be carefully studied.

4. There is a distance of 23.40Km between Chembarambakkam Tank and Saidapettai Bridge. Further there are 278 irrigation Rain fed tanks spread over 136sq.km area and all were surplused and some were breached on 1st/2nd December 2015 and made the situation worser. The continuous rain fall in the upper reaches of Adayar River between these days (especially 475mm on 1-12-2015) combined together and drained into Adayar River, totaling the flow to about 60000 cusecs (whereas the water opened out from Chembarambakkam was only 29000 cusecs)
and definitely not unofficially 50000 cusecs from Chembarambakkam Tank as alleged without any basis by the politicians / media reports.
5. The bed width of River Adayar when it reaches Chennai City is about 200m (~650feet). By artificial politically motivated / encouraged illegal encroachments during the past 25 years, it was reduced between the Airport and Nandambakkam (222m at Airport to 59m at Nandambakkam) 68m at Ekkattuthangal before coming to Saidapettai Bridge to 83.3m (274feet) revealing the extent of heavy encroachments that were / are allowed to flourish, forcing the water level to raise for about 5m to 6m during heavy floods and causing severe damages. Further the bed level of Adayar river between Airport and Ekkattuthangal has
artificially risen by 4m due to unchecked dumping of solid wastes and construction debris. It is also seen the top level of banks of Adayar within the city is just 2m height only instead of required 6m height. These banks only allowed the entry of flood waters into the residences and roads and streets upto a height of 1.50m to 3.00m. This is purely an engineering hydraulics.
6. The estuaries (River mouth entering the sea) a re not also periodically dredged to allow the free flow of flood waters.
Hence the real villains for the Chennai flood damages are

i. Allowing reduction of bed width knowingly by the authorities concerned over a period. ii. Heavy encroachments by way of buildings / structures / huts along the banks in the last 15
years. iii. Dumping of solid wastes and Construction rubbish / debris into the river beds all along the
river course inside the Chennai city.
Therefore we must concentrate our efforts to rectify the defects within a short period instead of wasting our time on baseless allegations/accusations, demanding wasteful enquiry commissions and suppressing the real facts instead of pinpointing the lethargy and collapse of Government machinery which miserably failed during these flood times.
7. Some of the concrete remedial measures suggested by us are detailed below for adoption by the Government and official agencies.
i. There should be total ban for the construction of buildings (including residences, offices, hotels etc) since Chennai City is already saturated / overcrowded.
ii. There should be also ban in the suburban areas of Chennai City for the construction of multi-
storeyed buildings especially in low lying areas.
iii. Government must create only Satellite Towns at 30KM – 50KM distance from Chennai City with strict planning, all infra structure facilities such as roads, electricity, and water supply and drainage system.
iv. Those people now occupying illegally along the banks of Adayar, Coovam & Buckingham Canal
should be provided with alternative accommodation with all infrastructural facilities in selected parts and then evacuated.
v. Since the volume of cars and other vehicles in use is more than permitted and to be
accommodated in Chennai roads, there should be ban for future purchase of vehicles without car parking facilities on their own. Street parking is also to be banned.
vi. In order to control the existing traffic jams / congestions, we may copy Delhi Model of odd
numbered one day & even numbered on other day in the roads.
vii. All storm water Drains in Chennai City and suburbs should be thoroughly cleaned and also they are properly inter connected to the nearest river / canal for draining rainwater quickly.
viii. We may try to construct Tunnel Reservoir Projects in the periphery of Chennai City at least
ten numbers for easing out floodwaters as well as to treat sewerage water by recycling with proper ETP units.
ix. Immediate removal of all kinds of encroachments from all water bodies including Tanks &
Lakes, Supply Channels & outlet canals and effectively improved with deepening & removal of silt to hold all the rain & flood waters.
x. There should be time- bound ( say 5 years / 10 years) bold plan with at least
Rs.1.00 Lakh crores outlay for improving the existing bigger lakes, Anaicuts (including desilting & deepening) and new construction of check dams, Grade walls and streamlining the existing
canals & Channels – removal of juliflora from all tanks beds and bunds – prepared by our own water management experts under the well merited guidance of Senior Engineers with effective coordination of all Technical Departments obtaining funds from NAABARD, LIC & Public Sector banks cost loans. Political interference and domination of Finance Department to be totally

checked and a special purpose vehicle (under PPP mode) with the inclusion of proven NGOs of Tamilnadu may be established for early execution all water management schemes.
Conclusions:
From the foregoing observations, it is concluded that
1. The quantum and intensity of continuous rainfall to the extent of 475 mm on a single day on Dec
1/2, 2015over an area of 500 sq.km caused all the rivers in spate at a time simultaneously.
2. Even though the original flood carrying capacity of Adayar River is about 72000 cusecs, it has
been drastically reduced to about 40000 cusecs due to numerous encroachments along its
course, especially at Nandambakkam, Ekkattuthangal and Kotturpuram wherein the original river
width of 250m has been reduced to just 60m. Further, the dumping of solid wastes and
construction debris in the past 2 decades by the Chennai Corporation, local bodies besides
individuals artificially raised the bottom bed level of the Adayar River by 4 to 5 m (from + 6m to
+10m - MSL) and thereby forcing the floodwaters to outflank the banks of Adayar which are also
very low, just having 2m to 3m above river bed level instead of 6m to 8m height.
3. Without adhering to the development control rules and guidelines, lakhs and lakhs of buildings
(structures) in the low lying water bodies have been constructed in the Chennai City and its
suburbs due to urbanisation on extraneous considerations and it has worsened the flood
situations.
4. Hence urgent and positive constructive remedial measures are to be planned, finalised and
executed within a prescribed time schedule by the Government agencies in co-ordination /
consultation with experienced experts and also NGOs that alone will prevent any such future
flood disasters in Chennai and its suburban areas.
