A USEFUL DATABANK FROM EUROMED.

One of the main finalities of the EUROPEAN GEOGRAPHYASSOCIATION, EGEA, just from its foundation, was to become an organism ofinformation about Geography and Geographers. On that way, just after theprovisional constitution of EUROMED (the Co-Ordination Commission of EGEAfor Mediterranean Europe) in 23th april 1988, we proposed ourselves to promoteand to maintain, overall, open ways of information, free and multidirectional, inorder to extend the first principIe of our rules: the same information foreverybody, because it is the most important fact to get on immediately theobjectives of co-operation, collaboration, equality and solidarity that we havealways proclaimed for our uníon.

Following that principIe, since september 1988, EUROMED started topublish its first quick informative organ: the INFORMA TION NOTES. After twoyears working on Egea, EUROMED has printed 60 Information Notes whichhave been constantly sent to its 34 associed-entities from Lisbon to Athens, fromCanary Islands to Caen, difussing information about the contacts into theOrganization, sending news about Scientific Cornmissions, Congresses, Courses,Seminars ... , promoting exchanging activities, requiring information from theentities-member, sending directives and recomendations to dynamizate EGEApermanentl:to bring EGEA fo everybody on the Mediterranean ...

After those years we can be -in fact- very satisfied for the results of thatinformation way. The level of participation and academical exchanging of theassociated entitites has increased in the whole, beginning to defeat, for example,one of the gosts of the European integration: the complexes of peripheria to comeand to built the new Europe of the 90's.

Nevertheless, we would neglect our objectives whether EUROMED -andEGEA, of course- rests onIy on that good present, without projecting its activitiestowards the progress. For that, EUROMED has betted for strengthening itsdifussion tools, not only mantaining the Information Notes, but increasing itsscientific exchange dynamics through starting new and complementaryinformative ways. The Assembly of the First EUROMED's Co-OrdinationMeeting (celebrated in Barcelona, on september 1989) agreed to pick up again thebasic idea oí EGEA to have its own scientifical review, and has impeled theappearance of THE EUROPEAN GEOGRAPHER REVIEW (officially presented atLisbon on the last 12nd july).

Finally, three months ago, the Assembly of EUROMED has also decided topromote other publications, through an organized board: the EUROMED

DATABANK PRESS - BARCELONA, in order to edite, in report form, a11 thoseobjective statistics and working documents that our community needs for itsdevelopment. On that sense, last may EUROMED DATABANK PRESS printedthe EUROMED Report 1987-1990... , and, after, a first edition oí EGEA'S FACTSFROM EUROMED•.., which was presented using the opportunity of 11 EGEACongress at Prague, as a essencial need, specia11y because still there were not aglobal publication oí EGEA on the database about the who is who in theEUROPEAN GEOGRAPHY ASSOCIATION.

Now, by special request from many centres and colleagues which hasconfirmed it as a very useful book for relationshipl EUROMED DATABANKPRESS wants to present the reprinting oí EGEA'S FACTS FROM EUROMED...,enlarged and corrected.

So this EGEA'S FACTS FROM EUROMED contains:

- A first part about global facts oí EGEA organization. That is thecomposition oí the Staff oí Co-Ordination, Commissions and PermanentCouncil: a scheme oí the actual strueture oí EGEA; the global database onentities-member oí EGEA (through the EUROMED own íacts), EGEA/sevolution since 1987, and the global íacts oí afiliation to EGEA.

- SecondlYI a part about specific facts about the EGEA/s development in theMediterranean Area: the Constitution Protocol and the Statutary Bases oíseptember 1989, and the general economic íacts of the period 1987december 1990.

A BRIEF HISTORY OF EGEA.THE DEVELOPED ACTIVITIES TOWARDS THE

EGEA PROJECT

1987.

- March. Meeting al León (Castilla & León, Spain), during the X Congress o( Students olGeographyand Young Geographers, in which it is agreed to establish the bases of a stable project ofco-operation among scientifical groups of students 01 Geography and/or young geographers inEurope. The partners of that meeting are representatives of the Universities of Barcelona, Utrecht andWarsaw. They agree to create a promotion group which has to write the structural bases of the project.During the sessions of the Congress a representaive of Utrecht, Carla E. Kist, introduces to the res ofparticipants the idea appeared on the meeting and, on that sense, the future perspectives onacademical co-operation in Europe.

- August and september. First academical actívity formad into the co-operation project: the IExchange Programme between the Universities of Barcelona and Warsaw.

- 28th october to 10th november. Warsaw. Work sessions between representatives fromBarcelona and Warsaw, about the formal constitution of the co-operation project, that is titled then'Eurogeo Project'. They plan the general bases of this constitution.

- First week of september. Utrecht. Work sessions between representatives from Barcelonaand Utrechí. The document of declarations and agreements ls written and they detail the generalplanning actions.

- 25th march. In the Department of Human Geography Council Room (University ofBarcelona), it is celebrated the session of formal constitution of the Management Commission of theProject, with the presence of representatives of Barcelona, Utrecht and Warsaw. Manuel Pineda i Ruizis elected as General Co-Ordinatior of the Project. Another important fact is the changing of Project'stitle into 'Egea Project~ in attention to Utrecht propasa!. The Co-Ordination Areas are definited.

- 8th to 13rd oetober. Second Egea Meeting al Stirín (Prague, Czechoslovakia). 90congressists. The basic statutary principIes of the organizatíon are fixed. The Headquarters of EGEAare substituted by a Secretariat 01 4 persons (from Barcelona, Budapest, Utrecht and Warsaw). TheEGEA's General Database is attributed to Géofutur (Paris).

- October. The colleagues from Paris and Riga make an agreement to develop a culturalexchange programme.

E/RS! CHAPTER.

On the constitution, officia/ name, scope and location.

ArLL- It is constituted, by union and mutual agreement 01 signer entities. the CO-ORDINATIONCOMMISSION FOR MEDITERRANEAN EUROPE, EUROMED, 01 the EUROPEAN GEOGRAPHYASSOCIATION for Students and Young Geographers, EGEA Project.

~- EUROMED is a union with cultural, academical, scientifical and researching characteristicswithout neither economical prom ¡nterest lucrativo nor political orientation, which will rule officially bythe present articled text.

A.I:t.....a.- The EUROMED's scope will develop itself over al! the territory of Mediterranean Europe, it ¡s,on the area comprised by the actual States of Portugal, Spain, France, Italy, San Marino, Malta,Yugoslavia, Albania, Greece, Turkey, Ciprus and the Principalities of Andorra and Monaco.

.A!:l..A...- The social adress of EUROMED is fixed eventually in the city of Barcelona (Catalonia, Spain),in the offices 01 theSocietat Antropogeogr¿lfica a Barcelona, place where its Executive Secretary islocated.

SECOND CHAPTER

About the finalities.

Ar1....5...- The general fínality of EUROMED is to develop, ¡nto its scope, all those activities. cultural,academical, scientifical and researching which can allow a higher and easier realtionship and exchangeamong the different university communities Geography students and young geographers.

Ar:t......a.- It is also a finallity of EUROMED the development of the specific objectives 01 the EgeaProject, ¡nto the Mediterranean scope:

a. To promote, in general, cultural and scientHícal activities and their dHussion, related on theuniversity exchanges on academical and professional experiences in Geography.

b. To promote and organize periodically meetings, simposiums, semínars, etc, about thedifferent study fields 01 Geography. Also, to organize its own logistic co-ordination meetings.

c. To promote and organize study trips, scientific and geographical researching expeditions.

d. To develop research programmes, in Board or indivjdually, about the different study 'fields01 Geography.

e. To promote collective and/or individual exchanges among its entitites-member, and alsowith the rest 01 associations 01 Europe and the World ..

f. To create a bilbiographical fund, a database and an own documentation archieve at serviceof all entities-member.

g. To develop the own Organization's organs of information and information exchange.

h. To co-operate with the academical university instances, and also with the InternationalOrganisms. on the realtization 01 activities related on Geography, and also tor the development 01infernational co-operation programmes.

THIRD CHAPTER.

On the entities-member.

.Ar:LL- They will be able to be entities-member in EUROMED with aH the rights:

a. European and Mediterranean associations, groups, etc, of students of Geography andyoung geographers, constituted in law, such as on the private scope as on the cne 01 institucionaladscription or dependency at a University or High Scientific Centre, in their respective country 01origino

b. European and Mediterranean assoclations, groups, etc, 01 students 01 Geography andyoung geographers, constituted de tacto, such as on the private scope as on the one ofinstitucional adscription, in their respective country 01 origino

c. Other European or Mediterranean entities, de tacto or in law, of students or younggraduateds, that, without to be explicitely in Geography, by their study conditions, investigationcircumstances, scientifical or professional aims, will be related on the own activities otEUROMED.

.Art...a.- The number of entities-member will be unlimited.

Art....9...- 1. The associations, groups, etc, which will want to enter as entities-member of EUROMED willhave to:

a. To ask tor it formally to the Executive Secretary 01EUROMED , presenting a briafinfornation-memory about the activities, composition and characteristics 01 their organization, andabout their academical intentions and about their will to belong toEUROMED.

b. In every case, they will have to be into any of the foreseen supposeds of the previous arto 7and to belong to the territorial scope fixed by the arto 3.

c. To pay the price ot the fee or fees that, jn its case, can be fixed to finnance EUROMED.

2. After the acceptation 01 the request of admission, checking the fulfilment 01 all the essentialrequirements, the Executive Secretary will annunce the admission to every entities-member01 EURDMED. in the most efficient way. After the period 01 one month, and if there is any justifiedobjection by any entity-member, the Executive Secretary will declare publicly the entrance of therequest group and its condition of entity-member of EURDMED.

Art. 10.- The entities-memberwill be put out EUROMED when:

a. On this way, they declare it by own decision.

b. Without to declare it, it will be checked their disappearance as an entity de tacto or in law.

c. They leave to make effective, unjustifiedly, the corresponding fee, if there is anyone.

d. Their activities are developed maniHestly against the 1inallities and deontology that

theseStatutary Bases contain or that other future Rules of development. or atent against theIiberties of expression of the other entities-member 01 EUROMED.

Art. 11 - The main rights of the entities-member are the following:

a. Te be present and to participate into the assemblies 01 the Permanent Council and toexercise the right 01 voice and vote through their representatives and to be able to delegate thisright.

b. To express their opinions, to present amendments and motions, proposals andsuggestions, about any theme to the co-ordination organs 01 EUROMED.

c. To take part in all those academical activitles that EUROMED promotes and organizes.

d. To introduce proposal of candidates to occupe any elective responsability charges ofEUROMED, and also to take part in the elections to cover those charges, and the charges of thedifferent Commissions or Committees, that will be created, throught the established ways in theseStatutary Bases.

e. To take part, in general, in the finallities that are expressed by the Second Chapter 01these Statutary Bases.

Art. 12.- The main dutíes 01 the entities-member are:

a. To respect the general decisions adopted by the assembly 01 the Permanent Council.

b. To respect the directives drawn by the Co-Ordination Board.

c. To respect the particular opinion of the other entities-member of EUROMED.

d. To contribute with the fee (or fees), that, in case, will be fixed to finnace EUROMED.

e. To contribute, in a common effort, to the positive development of the aims of EUROMED,and in the progress of Geography and on the dignifications 01 the profession of geographer.

Art. 13.- The condition to be an entity-member ot EUROMED implies automatically the condition to beable to participate as an entity-member in all those superior organizations with which EUROMED signsany protocol of union, association or common collaboration, with all the inherents rights and duties.

EOURTH CHAPTER

On the structucture and functional working.

Art. 14.- EUROMED is structured mainly through the Permanent Council, the Co-Ordinatíon Board,the Executive Secretary and the General Co-Ordinator.

Art. 15.- 1. The Permanent Council is the basic organism of participation 01 the entities-member, in thedynamics of the Organizatíon for the development of its activities.

2. The maín functions of the Permanent CouncH are as:

a. General organ of participation of the entities-member on the dynamics of plural anddemocratic functional work of EUROMED.

b. Articulation of the multidirectional interelation between the entities-member in thedynamics 01 personal exchanges and scientific, technical and professional information.

c. Expression of the entities-member's opiníon.

d. Decision in assembly about:

- Approval and modification 01 the presant Statutary Bases.- Approval, modification and supression of specific rules that in a future can develop theseStatutary Bases.- Every those subjects 01 general background for the Organization or decision that must bespecially required from the Co-Ordination Board.- Election of the General Co-Ordinatior and the Executivo Secretary, and, by the way, thepossib le Vice-Co-Ordinators.- The dissolution of EUROMED.

3. The Permanent Council will be formed basicaJly by one representative per each entity-member.Those entities express themselves -exercising the rights and the duties specified by the previousarts. 11 and 12- through the voice and the vote that their respective representatives possess.

4. The Permanent Council will join ¡tself periodically in assembly of representatives, with themotive of the annual meeting of EUROMED.

Art. 16.- 1.. The Permanent Council wlll elect tor an unextending period 01 2 years, the General CoOrdinator of EUROMED, between íts accredited members.

2. The General Co-Ordinator will exercises a double function:

a. As theChairman of the Permanent Council:

- Co-ordination of the Permanent Council and its assembly.- General information to the Permanent Council.- Redaction of the acts and decisions adopted by the Permanent CouncH and theiradvertisemento- Elevation of proposals to the general debate, for their approval or rejection.- Other functíons that can be grand him, direct or speci'fically by the Permanent Council.

b. As the Presidency of the Co-Ordination Board:- Direction and moderation of the Co~Ordination Board.- Control of general fulfilment of all disposed in the Statutary Bases, in all concerning to rightand duties.- Supervision and advertisement of all the actions and decisions taken by the Co-OrdinationBoard, and also by the Permanent Council.- Signature of all the acts of sessions and assemblies realized by the Co-Ordination Boardand the Permanent Council.- Highest representative of EUROMED, and its spokesman in sessions, co-ordinationactivitites or assemblíes of al! those Organizations on which EUROMED is adhered of takesparto

3. The charge of General Co-Ordínator is not compatible with any one of EUROMED's CoOrdination Board.

4. The General Co-Ordinator will possesses thequality vote.

Art. 17.- At the co-ordination and information effects, the Permanent Council wiIJ be able to structureitself, internally, ¡nto Territorial Commissions, definited and lacated according to the needs and byagreement of its assembly. Every Territorial Commission will have a Regional Co-Ordinator, and al50 anown Executive Secretary.

Art. 18.- The Permanent Council, by proposal of the General Co-Ordinator. will also name GeneralVice-Co-Ordinators, in order to substitute or decharge the General Co-Ordinator from sorne of hisfunctions. The General Vice-Coordinadores will vouch for, on absence of the General Co-Ordinator,accordint to the hierarchic arder assigned by him, the continuity of the goverment of the CoOrdination Board and of the Permanent Council. They wiU develop, in the same way than the GeneralCo-Ordinator, their tasks during the unextending period of 2 years.

Art. 19.- The organization and planning 01 the activities, 01 the academical dynamics, economical andmaterial control, and structural and administrative functions of EUROMED, will be executed throughits Executive Secretary.

Art. 20.- The Executive Seeretary will be leadered by the Exeeutive Officer, who will co-ordinate itsaetions. The Exeeutive Offíeer will be a person seleeted, in order to physical reasons and functionalpractice, between the individual members of entities-member located in the cUy where theEUROMED' s social adress will be settled, for an exercise of 2 years, extensible, of his functions.

Art. 21.- The Executive Secretary will be subdivided in specific Committees, according to the activitiesand funetion to develop by EUROMED. The following are fixed from the beginning:

1. Committee for lntitutional Relations, responsable on establishing and deveJoping the contaetsand relations with International Organizations (EEC, CAME, UNO, UNESCO, UNCTAD, FAO, etc),Euromediterranean statal organisms, and assoeiations and organizations with similar charaeteristicsthan EUROMED in the other Continents.

The Committee for Institutional Relations will develop very specifically the funcUon of InternationalCo-Operation, through the creation of a speciflcal work eommission.

A Head (or Heads) will co-ordinate its dynamics.

2. Cornmittee for Economical and Material Resources, responsable on the economicaHinnaneialcontrol and planning and budget 01 EUROMED, and on its inventoriable material inheritanee.


3. Committee for Academical Activities, responsable on the eo-ordination of every academical andscientifical activities of EUROMED, informative organs, storage of data and arehieve, etc, and on theexchange programmes.


The Committee for Academical Activities. on the same time, will be divided in the followingspecifieal Seetions:

a. Database Section, for the control and exeeution of the statistical faets storage and arehieve01 documentation generated byEUROMED.

b. Information and Publishing Section, for the creation and development of the informationdifussion organs of EUROMED.

c. Academical Exchanges Section, for the establishment of the most apropiated ways to fixuniversity contacts, drived to specific information exchange and also exchanges of students oryoung geographers.

Every Section will be leadered by its respective Head.

Art, 22,- 1. It is al50 fore5een the development amd promotion of the scientifical activities theirselvesof EUROMED, through the creation and development of work Scientific Commissions, with Europeanscope, which will join those individuals interested on researching work on a specific plot of Geographyor on its applying. Every Commission will be leadered by a Co-Ordinator.

2. The creation of Scientific Commissions will be on the inititive 01 one or more entities-member,which will make its formal proposal to the Exeeutive Secretary, for its publication, discussion andapproval by agreement of the Permanent Council.

3. The proposal will have to contain:

- Title of the ScientHic Commission, according wíth the geographical speciality to develop.- Physicallocation 01 lts headquarters and own infrastructural and economical mediums.- Memorandum of objetives and working structure of the Commission.- Name of its virtual Co-Ordinator (or Co-Ordinators).

4. In the Scientific Commission. individual person5 will be able to inscribe theirselves, belongingto entities-member, who declare their interest to take part in the scientifical which will be organized ¡ntoeach scope.

5. The Scientific Commissions will be able to send their own communications or documents, andalso publications. They will be able to develop, on this way, all those own activities which imply thedevelopment of their speciality and which foment the international Board work, according to the arto8's letters b and c of these Statutary Bases.

Art. 23.- 1, The general direction 01 EUROMED will be hold through the Co-Ordination Board,colleged organ formed by the General Co-Ordínator, the Vice-Co-Ordinators (if there are anyone), theRegional Co-Ordinator (if there are anyone), the Executive OUieer and the Heads of the Committees.

2. The directives of dynamics and working of EUROMED will emanate from the Co-OrdinationBoard, and also its administration, according with the 'functions for everyone of its respectiveresponsible charges,

3. The Co-Ordination Board wilt emit, yearly, a memory about the realized activities intoEUROMED's scope, and the balance of expedidure and finnance, to be considered and finnallyapproved by the Permanent Council.

Art. 24.- The Co-Ordination Board wíll be able ask the opinion 01 the Permanent CouncH when itneeds, vía formal opinien requirement, through the difussion mechanisms of the Organízation. Thefinnal results from a requirement to the Permanent Council will be always linkable for the Co-OrdinationBoard.

F1ETH CHApTER.

On the declaration 01 members ofhonour and protectors.

Art. 25.- EUROMED wiJI be able to declare the condition 01 Member of Honour, by agreement of theassembly of the Permanet Council, and through justified proposal introduced by the General CoOrdinator or any entity-member, to those persons or institutions that have let their valuable help andsupport or have realized rellevant services on prom of the Organization.

Art. 26,- Besides, EUROMED will be able to declare the condition 01 Protector Member, byagreement of the assembly 01 the Permanet Council, and throlJgh justified proposal introduced bythe General Co-Ordinator or any entity-member, to those persons or institutions that, in spite of not totake part in affective form in the activitites of the Organization, are getting their support on itsfunctional working, through fixed periodical contributions, in material and/or economical form, or withconsiderable givings.

SIXTH CHAPTER,

On the treasure, financing and inheritance.

Art. 27.- The treasure 01 EUROMED will be financed on the quantitites provided from:

a. The grants or economucal subsidials concede by International or National Organisms, or byPrivate Institutions.

b. The private contributions or givings.

c. The incomes got from the development of its activities.

d. The peridodical fees, which, in case, can be established tor the entities-member.

Art. 28.- The administration, classification and census of the treasure and the inheritance goods, is atask of the Co-Ordination Board, through the Head of the Committee for EconomicaJ and MaterialResources (as the arto 19.3.b. establishes).

Art. 29.- In case od establishement of periodical fees, jt will be a task of the Co-Ordination Board tomake the corresponding proposal on the quantitites which, on this concept, must to be effective bythe entitites-member, that they will 1ix definitively by agreement 01 the Permanent Council.

SEVENTH CHAPTER,

On the deveJopment and removing ofThe Statutary Bases.

Art. 30.- In arder to make EUROMED Organizationmore concrete or operational, the ruling precel

contained in the present Statutary Bases will be able developed, in part or total/y, through InternRegime Rules. These Rules which will be able to be established and which will nevar be able tocontravene the main sense arranged in these Staturary Bases, will have articulate form and witl bewritten from a proposal or the Co-Ordination Board or from 2/3 of the entities-member, and will beapproved by the assembly of the Permanent Council, joined in extraordinary session.

Art. 31.- The letter of the articulated text of the present Statutary Bases wiH be able to be removed, inpart or totally, and also its numeric order, accordlng to the future needs of EUROMED. Proposals fromthe Co-Ordination Board or from 2/3 of the entities-member will be able to drive on that renewal. The

changes will be adopted by agreement of the assembly 01 the Permanent Council joined inextraordinary session.

EIGHTH CHAPTER

On the dissolution 01 the Organization.

Art 32.- EUROMED will be dissolved by agreement of the assemby of the Permanent Council,summoned for a extraordinary session, from a proposa.1 or the Co-Ordination Board or 2/3 01 therepresentatives 01 the entities-member, when its tinalities, activities or services lose its realoperationalsense and interest for the social part al which they must 'serve, or for the lactical inexistence 01entities-member.

Art. 33.- The dissolution will be realized with the favourable vote of the whole entities-member,concurrented and represented in the session expressly summoned for that motive.

Art. 34.- In case 01 agreement for the dissolution, the Co-Ordination Board 01 EUROMED will name aUquidation Commission which will watch over all the dissolution paperwork proceedings, and thetreasure and inheritance that the Organization had adquired in its Iife's period, will be givenautomatically to UNESCO.

N1NETH CHAPTER

On the signature of special adhesion protocolsor agreements to be into superior organizations.

Art. 35. By express decision of tl1e Permanent Council, the General Co-Ordinator or the personsspecially named, will be able to sign protocols or agreements by which EUROMED is be able to takepart, to be ¡nto superior organizations.
