Part of the Euromed GNSS programme (Euromed GNSS II), having the goal of introducing E-GNSS in Euromed region

Libya: national workshop/vis-a-vis meeting to be possibly moved in EU (e.g. Rome) to allow discussion/to gather country’s needs for a technical assistance action (to be proposed to the country)

Introduction of EGNOS based operations in aviation
“To-dos” to establish the appropriate framework among non-EU State (State, ANSP, CAA), the system owner (EC) and the service provider (ESSP)
A bilateral International/Institutional Agreement between EC and the non-EU State. This Agreement is aimed at clarifying the overall framework/provisions for the use of EGNOS SoL service in the non-EU country (such as the governance, financial and liability terms), and defining the regulatory (mutual recognition) aspects in the aviation domain. The establishment of the bilateral International/Institutional Agreement is managed at EC/non-EU State level, following an official request to EC by the non-EU State. The elaboration/negotiation/signature of this agreement is under the responsibility of EC (and in discussion with the non-EU State)
A Working level Agreement (EGNOS Working Agreement for non-EU countries) between ESSP and the non-EU country’s ANSP, establishing the required coordination and working arrangements including also the delivery of additional services (NOTAM proposals, Data recording, Collaborative Decision Making)
The bilateral International/Institutional Agreement needs to be finalized/subscribed before the EWA is finalized/signed

MEDUSA regulatory baseline analysis (1)
“Regulatory baseline required for EGNOS based operations implementation in aviation in the Euromed countries”:
MEDUSA’s recommendations concerning the "minimum regulatory baseline”, set of minimum requirements needed for non-EU country ANSP to start the discussion with ESSP concerning the EGNOS Working Agreement
Elaborated by MEDUSA’ s experts, upon EC’s requests
Regulatory references based on ICAO provisions
Draft presented/preliminarily discussed in Tunis (June 2014) and circulated among the countries for comments (to NCs and aviation delegates)

MEDUSA regulatory baseline analysis (3)
To be done within MEDUSA/year 2015:
Undertaking an assessment for each country in relation to ICAO requirements identified in the MEDUSA Regulatory Analysis
Drafting recommendations for actions as inputs for the countries' strategies in relation to the use of EGNOS in aviation
Bilateral meetings with Euromed countries' delegates for aviation - country's dedicated “restricted” meetings involving two delegates/decision-makers (one from the regulator and one from the ANSP), EC, ESSP and MEDUSA. The meetings are aimed at presenting/discussing the results of the regulatory assessment, the suggested measures and the next steps for the country in order to possibly enter into discussion/negotiation of the international agreement and the EWA
8 meetings (one for each Euromed country, Palestine will be combined with another country, likely Egypt or Jordan)
