EDMONTON’S RESIDENTIAL MARKET TO REMAIN HISTORICALLY STRONG IN 2015 & 2016

Canada Mortgage and Housing Corporation (CMHC)

expects the number of Edmonton regional new housing

starts to decline by 32.3% in 2016, according to the

agency’s 2015 Fall outlook.

This decline is expected to be driven by a 47.6%

reduction in annual multi-family starts and a 5.1%

reduction in single-family starts. According to CMHC,

these projected contractions will be coming off of annual

housing start growth rates that should total +49.1% for

multi-family and -13.6% for this year.

While some of these 2016 housing start reduction levels

may seem severe, it is important to understand that

these predictions were based on the idea that builders

will act to control inventory levels of those homes not

immediately absorbed upon finishing, as too much

of this sort of housing supply can place downward

pressures on new housing prices. This is why CMHC

is projecting that the average price of absorbed new

housing will finish this year up 5.5% and grow by an

additional 1.5% in 2016.

As of September 2015, the number of new housing

absorptions has been strong by historical comparisons

and Intelligence House expects this number will come

to total 12% greater annually this year. However, we

are expecting this number to decline by 23% in 2016,

based on CMHC’s housing start expectations for that

year.

In the Edmonton regional resale market, CMHC

is projecting the number of resale transactions to

contract overall in 2015 and 2016 by 11.9% and 1.7%

respectively. Average price movements in this market

are, however, expected to remain positive this year and

next by growing 0.8% and 1.5%.

Intelligence House tracks an index that keeps a running

total of all annual Edmonton regional resale housing

transactions and new home absorptions, as well as

average price movements. From this database, we

calculate our own estimations of the total transaction

value of the Edmonton regional resale and new

housing market, and projections for this value based

on the updated expectations of CMHC and our own

expectations derived thereafter.

This model, in consideration of the above expectations,

currently predicts the total transaction value of

Edmonton’s regional market should equal roughly

$11.3 billion in 2015 at a level that will be near equal

to the value computed for 2014 (-0.006%). Looking

ahead, this value is expected to fall to $10.4 billion or

by 8.4%.

By historical comparisons, both of these values remain

respectively higher than those values calculated from

2013 back to 2010, the year that our index begins. In

other words, the value of Edmonton’s total transaction

levels continued to reach historic records in 2015 and

is projected to remain high by recent accounts in 2016.

IT WAS A LIVELY MORNING SEPT. 15

in the community of Montrose as the

Changing Futures Foundation gathered

with members of Terra Centre for

Teen Parents, municipal and provincial

dignitaries, Carrington Communities

and Bedrock Homes sta� and local

construction trades to celebrate the

completion of Project Touchdown.

Project Touchdown, a newly

constructed four-plex and the fi rst

initiative from the Changing Futures

Foundation, will provide temporary,

a� ordable, secure housing for teen

parents from Terra Centre while

they complete their post-secondary

education. The four-plex was

completed in the summer of 2014

and four young families have already

moved in and have been busy making

this their new home. This project was

realized because local trades and

a local builder worked together to

support this charitable initiative.

Changing Futures Foundation was

founded in 2011 by Ken Fercho� ,

owner of Carrington Group of

Companies, an Edmonton-based

builder and land developer. Fercho�

saw a need in Edmonton to serve

those who really needed that bridge

between current circumstances

and building a brighter future for

themselves and their families.

Therefore, the mandate of the

Changing Futures Foundation is

to give a hand up and not a hand

out. Recognizing the need for

access to safe, a� ordable housing,

the Changing Futures Foundation

strives to help develop diverse,

healthy communities in Edmonton;

communities that are inclusive and

balanced where people are given a

chance to thrive.

“We are thrilled to see this fi rst

project from the Changing Futures

Foundation come to life and excited

to celebrate alongside the people who

truly made this possible — our trade

partners and donors,” says Fercho� . “It is an honour to have been able to partner

with Terra Centre for Teen Parents in this initiative and be able to work together

to benefi t these young families and give them a chance at a brighter future.”

Terra Centre is a non-profi t organization serving pregnant and parenting

teens in Edmonton since 1971. With support from individuals and groups in

the community, Terra helps more than 600 young people a year cope with the

issues surrounding teen pregnancy.

“Terra is so very proud to have partnered with the Changing Futures

Foundation for their fi rst project. Changing Futures is what they are

accomplishing!” says Karen Mottershead, executive director of Terra Centre.

”The four young families that are benefi tting from the four-plex are all building

stronger futures in stable, safe and a� ordable housing while attending post-

secondary. Education is key to a more promising future and thanks to Changing

Futures, all their donors and supporters, the future looks brighter for these

young parents and their children.”

Edmonton an economic standout

EDMONTON CONTINUES TO BEAT ECONOMIC

EXPECTATIONS, AND THAT’S POSITIVE NEWS for people

looking to buy their fi rst home or move up in the market.

While most of Alberta’s cities are struggling because

of lower oil prices, the economy in our capital is proving

remarkably resilient.

In the new-home sector, Lethbridge is the only other

major city in Alberta to show an increase in home starts so

far this year.

Through the fi rst three-quarters of 2015, Edmonton

builders have started work on 13,500 single- and multi-

family homes. That’s almost 3,500 homes over the total in

2014, a year when oil prices started above $100 U.S. a barrel.

A surge in multi-family construction is responsible for the

upswing, but demand for single-family homes remains solid

– almost 4,500 basements were poured so far in 2015.

A strong construction sector is one reason Edmonton is

poised to avoid slipping into recession this year. Early this

year, forecasters such as the Conference Board of Canada

were certain our city’s economy would shrink in 2015.

That’s not the view of the City of Edmonton’s chief

economist. John Rose recently updated his calculations

and decided the city’s economic output would edge up

enough to avoid being classifi ed as a recession. That’s

an important vote of confi dence at a time when a lot of

national media coverage just assumes that doom and

gloom have taken hold in all parts of the province.

Rose pointed to a diversifi ed local economy and the

city’s large contingent of public sector workers as reasons

Edmonton is still growing. Alberta’s new NDP government

has given repeated assurances that it will not slash jobs to

balance the budget.

Looking ahead, we can be confi dent that the jobs of

thousands of civil servants, nurses, teachers and other

public sector employees will be helping to keep the city’s

economy churning along.

the creation of a total of 3,000 new jobs in the city during

August despite layo� s in the energy sector. And while the

unemployment rate has edged up to 5.9 per cent, it’s still

signifi cantly lower than the national rate of 7.1 per cent.

The city’s strong economic fundamentals are winning

recognition internationally. The annual Emerging Trends

in Real Estate report by consulting fi rm PwC looks at all

major U.S. and Canadian markets. The just-released 2015

edition remains positive about Edmonton’s prospects.

“Robust growth in residential construction, retail sales

and personal services sectors is expected to assume a

more prominent role in Edmonton’s expansion of the

next 12 to 24 months,” the report says. “These strong

fundamental drivers will help insulate Edmonton’s

economy from external shocks.”

Buying a home is a big step, and a key factor in the

decision will be the economic health of the community.

The recent positive forecasts for Edmonton’s future are a

great confi dence booster.

THE BANK OF CANADA (BoC) made its latest interest rate

announcement on Oct. 21, and the key interest rate – the

overnight lending rate – will stay where it is for now.

The BoC has been in the news in the last few weeks,

reiterating its focus is on infl ation, and until the infl ation

rate moves too far from the two-per-cent target, there’s

little chance of an increase in interest rates. The overnight

rate has been at 0.50 per cent since July.

July was the second rate cut in 2015, and the results

have led to worry that the low interest rate environment

is hurting Canadians more than it’s helping. Specifi cally,

house prices have run up in Vancouver and Toronto, and

household debt is at an all-time high.

BoC governor, Stephen Poloz hasn’t been afraid to give

people his opinion on these matters. “It is not the role

of monetary policy to protect individuals from making

bad choices,” he said in a speech in Washington earlier

in October. In other words, it’s the bank’s job to keep

infl ation to target, and if people use the low rate incentive

to borrow money they shouldn’t, that’s not something that

can be helped.

If you’re one of the people who has borrowed money

you shouldn’t have, you got another break with this latest

rate announcement. The BoC rate is now locked at 0.50

per cent until at least December, and the Bank suggests it

could be staying there for a long time. “Global economic

growth has been a little weaker than expected this year,”

BoC says, but, “the Canadian economy can be expected to

return to full capacity, and infl ation sustainably to target,

around mid-2017.”

This means it’s business as usual if you have a variable

rate mortgage. The number to keep an eye on in the

coming months is fi xed mortgage rates. The spread

between fi xed and variable rates has been closing recently,

making fi xed rates a more appealing choice. Currently, the

premium for a fi ve-year fi xed mortgage over a fi ve-year

variable mortgage is only about a half a percentage point. If

fi xed rates continue their slide lower, and variable rates hold

steady, we could get to a point where fi xed rates become

the better option – even though variable rates have been

the less expensive choice throughout most of history.

The next Bank of Canada rate announcement will be

on Dec. 2.

GREAT NEWS, SPORTS FANS. The common belief that

new arenas and sports stadiums are slam-dunk wins

for their billionaire owners and millionaire players, but

big fat goose eggs for the local economy… Well, that

could be dead wrong. A new report not only suggests

the opposite, but says such projects actually boost

surrounding real estate values.

The one key proviso is that tax increases to help foot the

bill can’t be part of the plan.

The Impact of Stadium Construction on Real Estate

Values, from the Real Estate Investment Network (REIN),

explores the a� ects – positive and negative – new arenas,

such as Rogers Place in the new Ice District in Edmonton,

have on real estate values.

Highlights of the report include:

• An arena’s positive impact on housing values can be

felt most within a fi ve-km radius and has the largest

e� ect when appealing architecture, community plazas,

park landscapes, retail, commercial and entertainment

spaces, and the stadium’s construction itself are

incorporated into its design.

• A negative e� ect on property values is felt when the

costs of a proposed stadium necessitates the increase of

property taxes.

• Homes in neighbourhoods close to new stadiums, on

average, have premiums ranging between three and 15

per cent, depending on the di� erent types of housing,

parking options and the distance from the facility.

• Housing values increase on average 1.75 per cent for

each 10 per cent decrease in distance from a stadium,

with the positive price increase being highest for homes

closest to the stadiums and decreasing gradually

outwards within the fi ve-km radius.

When a stadium is located outside the downtown core,

and is not connected to any other economic development

activities or urban redevelopment program, residential

AFTER A 17-MONTH DELAY AND A HOST OF PROBLEMS, Edmonton’s newest LRT

line o� cially opened recently. And it doesn’t look like the issues surrounding

the new Metro Line, which connects part of northwest Edmonton to

downtown, will be resolved any time soon.

The fi rst week alone, the line was e� ected by overcrowding and a faulty

coupling that connected two passenger rail cars. Tra� c congested on at least

one major artery that the line intersects, leaving vehicular tra� c waiting several

minutes for each train to cross at a sloth-like 25 km per hour — half the speed

it was designed to travel.

Part of the problem with the new Edmonton LRT line was in the planning

process, especially with tra� c congestion, when one station was moved before

a tra� c study could be conducted. A city audit released in August blamed poor

communication between city council, administration and levels of planning,

management and construction for the snafus in the $53-million project.

Interestingly, within a week of the line’s opening, council fi red its city manager.

But the heart of the matter lies

in the coordination of two di� erent

signal systems, says Graeme

McElheran, the city’s communications

manager for transportation

services. The new Metro line uses a

communication-based train control

system, which pinpoints a train’s

track position. The software works

di� erently from the full-block system

on the existing Capital line, which

McElheran says works on the basis of

a station being empty before another

train can enter.

The LRT debacle has been a major

black eye for Mayor Don Iveson,

who made expansion of public

transportation a major plank in his

platform when running for the city’s

top job in 2013 – and part of his

dream to convert Edmonton into a

more sustainable city.

It has also made realtor Wendi

Freudenreich’s job a lot tougher.

“I’ve had deals fall apart because of

transit lines, as nobody likes to live by a

transit zone because of the noise from

construction that’s gone on for far too

long,” she says. “As well, congestion

of tra� c will defi nitely play a role in

where people choose to live, if it turns

out that an ine� cient LRT line crosses

where they want to commute.”

McElheran says the bugs are being

worked out, which will eventually

decrease station wait times and bring

transit rail speed up to 50 km per hour.

Long term plans include expanding

the Metro Line through Blatchford

Park (which when built, is touted to be

one of the world’s largest sustainable

neighbourhoods) and further north to

the city of St. Albert.

congestion and a scarcity of parking. These are all factors with the

potential to create a price depreciating e� ect.

The conclusions are somewhat surprising, given previous

perceptions that such projects yield little real economic boost, and

that a city’s health depends mostly on its economic fundamentals

and infrastructure.

“The presence and subsequent impact on the value of infrastructure

is quite unrelated to the economic fundamentals, which reign as

having the most impact on real estate values in the short, medium and

long term,” said Melanie Reuter, REIN’s director of research.

The fi ndings regarding arenas can be likened to the impact of

transportation improvements such as LRT stations, she adds. “Think

of the infrastructure fi ndings (transportation and arenas) as a micro

e� ect, compared to broader and deeper fundamentals. So, once you

choose a place to invest based on strong fundamentals, give yourself

an additional lift by investing around an arena or an LRT station.”

In Canada, while hockey may be the number one sport, a project’s

positive impact on real estate values is unrelated to the type of sport

– or even whether a team is a winner.

“Surprisingly, type of sport and whether a team is winning or losing

has little impact on the results,” Reuter says.

More important factors are proximity to downtown (positive), ample

parking (poorly planned or non-existent parking can have a negative

impact on values) and integration with the surrounding community.

Incorporating mixed and constant uses – think bars, o� ces, shops,

outdoor spaces – was also key, as was access to good transit.

“Equally important is nearness to the arena,” says Reuter.

“Properties within walking distance (one kilometre) saw the biggest

price jumps, and the impact diminished the farther out one went,

until there was no impact past four kilometres.”

Edmonton’s Rogers Place, future home of the NHL’s Oilers

currently under construction and scheduled to open for the 2016-

17 season, is a good example of a pro-sports facility with spino�

benefi ts to the local economy. It is being constructed in the heart

of downtown Edmonton, has well laid-out urban design plans, and

excellent links to public transportation, REIN says. By creating an

entertainment district around the arena, hundreds of local amenities

will be available for neighbouring residents.

The list of planned projects for the Ice District

is “staggering,” REIN says, with $2.5 billion in

downtown development directly connected to

Rogers Place.

Projects, all opening in 2016, include:

• The NHL arena, with a capacity of 18,641 for

hockey and 20,734 for concerts

• A community arena, home to the MacEwan

University hockey teams, practice facility for

the Oilers and junior Oil Kings, and available

for community rental

• Edmonton Civic Tower – 27-storey tower that

will house more than 65 per cent of the City

of Edmonton’s downtown employees

• Grand Villa Edmonton Casino –

60,000 sq. ft. of world-class gaming, dining

and live entertainment

• New headquarters for the Oilers

Entertainment Group

• MacEwan LRT Station, one of three LRT stations

within a fi ve-minute walk of the district

Other components are slated to open

from 2017 to 2020, including more than

1,000 residential units, some of which will be

premium condos located atop a

four-star hotel.
