Film Festival darling, having won the Jury Prize in 2011 for the acclaimed “Once Upon a Time in Anatolia.”

His film explores the silent life of the easy-going Aydin, played majestically by Haluk Bilginer, who runs a hotel with his wife and sister in a snowy village the rocky Turkish hills. But all is not what meets the eye — especially when a young boy throws a stone at a car, nearly killing its passengers.

The relationships between the rich Ayudin and the two women slowly unravel to expose tensions over how he runs his life, presiding like a benevolent lord over the vil-lage in which he owns property and takes rent from his poor and troubled tenants.

His sister, plagued by boredom (the “sleep”) in the quiet village, accuses him of self-importance in the column he writes for the local newspaper. His wife accuses him of selfishness and is considering divorce. But the film, shown through the perspective of Ayudin himself, doesn’t really show how Ayudin, a rather kind character, is at fault. The relative virtues and vices of all the characters remain ambiguous — an intentional point.

“It was kind of ambiguous feeling

I want to leave behind,” Ceylan said in an inter-view with The Associated Press. “(Ayudin) has done nothing wrong. Problems between people don’t arise because we do wrong. But because we need problems, a certain amount unhappi-ness in life. We create them,” he added.

When the boy inexplicably throws a rock smashing Ayudin’s car window, the backstory emerges: his father, a tenant who hasn’t paid rent, has been roughed up by one of Ayudin’s bailiffs. Ayudin doesn’t accept responsibility, since he lets his assistant and lawyer deal with his estate so he doesn’t have to deal with the consequences.

LOS ANGELES — A ruling in actor Jason Patric’s custody battle could have repercussions for an unexpected popula-tion — women who use fertility treatments. Legal experts say an appellate court ruling issued Wednesday in favor of Patric’s fight to regain visitation with his son could lead to changes in cases like his, in which a man donates sperm to a woman he knows and then maintains a relationship with the child. And Patric’s legal victory doesn’t just impact heterosexual couples; experts say it could also affect same-sex couples who have friends or acquaintances serve as sperm donors.

Wednesday’s decision doesn’t complete-ly resolve Patric’s fight to reunite with Gus, the 4-year-old boy he fathered through in vitro fertilization with Danielle Schreiber, an ex-girlfriend who no longer wants the actor in their lives. The “Lost Boys” actor must still prove to a Los Angeles judge that he qualifies as a father through his actions. But experts say the Patric case will have a lasting impact on certain paternity cases.

In California, sperm donors outside of marriage are assumed to have no parental rights or child support obligations. Prob-

lems arise when a man donates sperm to a woman he knows and then, as in Patric’s case, begins to establish a paternal relation-ship with the child.

In Patric’s case, a family law judge deter-mined his role as a sperm donor who wasn’t listed on his son’s birth certificate precluded him from having an ongoing parenting role. But the appellate justices unanimously ruled that decision was flawed.

“I don’t think the (Patric) case was groundbreaking,” said Melissa Murray, a Berkeley Law professor who specializes in family law issues. “I do think it will be an important decision for filling in a vacuum in the law. It will be important for those individuals who are in families but they are not families who have been joined in marriage.”

Murray, who is affiliated with Berkeley Law’s Center on Reproductive Rights and Justice, said she expects the Patric ruling will prompt an appeal to the California Supreme Court, and will likely lead to legislative changes. Until then, she and other legal experts think the ruling should prompt women receiving sperm donations from men they know to think twice about whether they maintain a relationship with the man. Doing so could lead to him being

designated later by a court to be a parent.In the wake of the ruling, “You have to

have a clear understanding from the min-ute the child’s born about what you want to do,” said Los Angeles divorce attorney Steve Mindel.

“Once you start the relationship, the court is going to allow the relationship to blossom,” Mindel said, predicting based on comments by a judge handling Patric’s case that he will likely be allowed to eventually reunite with his son. Women who are mar-ried or receiving anonymous sperm dona-tions would not be affected by the ruling.

EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Two days after re-vealing the trafficking of crystal meth (SS) weighing 715 grams through the Renon Customs Office, Denpasar, Wednesday (May 14), the customs officer of Ngurah Rai Airport foiled another drug smuggling belonging to the type of crystal meth weighing 2.5 kg, Friday (May 16).

At this time, a grandfather, Arsain bin Anwar, 84, was arrested while carrying crystal meth from Malaysia. After undergoing examination at the Customs and Excise, the suspect was handed over to the Bali Police Drugs

Meanwhile, on the plane, one of the syndicates was alleged to oversee Arsain with his luggage having initial R. Even, when landing at the Ngurah Rai Airport on Friday afternoon around 1:30 p.m., R first underwent the examination while continuing to oversee Arsain.

When the customs officer of the Ngurah Rai Airport arrested Arsain, R being in charge of overseeing the trafficking crystal meth immediately contacted to the entire syndicates. “So, we cannot reveal its syndicate in Indonesia so that we decided to

directly hand over the case to Bali Police for further investigation,” he concluded.

In the meantime, when met Arsain claimed that he was just commended a bag by S, a neighbor from the same village in Sampang, Madura. He did not think if the bag contained illicit goods like crystal meth. “I was just given money as much as MYR 200 to carry the bag to a mosque in Sam-pang. Later, someone will take the bag,” he said.

It was announced by Chairman of the Community Self-Reliance Communication Forum of Klung-kung County, AA Gede Cakra, Thursday (May 15). He considered that Klungkung had not owned a grand design or major design in addressing poverty.

He said that one of the poverty handling solutions from central government (Ministry of Public Works) was through the National Program for Community Em-powerment (PNPM), specifically the poverty handling through the Community Self-reliance Agency (BKM). The program promoting the empowerment of poor house-holds (RTM) seemed to overlap with similar program made by lo-cal government. Even, it was also similar with the political agenda of each political party in the legislature with its cadres, especially before the recent legislative election.

He pointed out that in the house refurbishment program Cakra said

the BKM existing at each village had a poor community develop-ment project with a budget worth IDR 90 million per year. Each head of family was also helped with pro-vision of equity as much as 30 per-cent of the total assistance required. “It is empowering. Moreover, there is also a sense of belonging so that after being given a help, their home will be treated, not even abandoned. Equity can be in the form of fund, materials or labor. It aims at raising the responsibility of the residents,” he said. Another empowerment was also packaged in the form of savings and loans for venture capital. Thus, the effective BKM would help many poor people at village level.

Regional Development Planning Board (Bappeda) recently confirmed to allocate the budget of IDR 4 billion to reduce poverty, including the house refurbishment program for a total of 200 units in all subdistricts. Several dozen motorcyclists gath-ered Saturday in the dusty, adobe encircled plaza in the community of Ranchos de Taos, four miles (6.4 kilo-meters) south of Taos, to kick off what town officials hope will be an annual event — Dennis Hopper Day — with a rally and ride through some of the places made famous in the 1969 film that co-starred Peter Fonda and Jack Nicholson.

Motorcyclists pulled out of the plaza just before 1 p.m. MDT. Led by a police escort, they started their easy ride on the two-lane road heading out of Taos, a diverse town known for skiing, art and Hispanic and Native American culture. Not unlike scenes in the movie, snow-capped mountains served as a classic backdrop for much of the ride.

Saturday would have been the late actor and director’s 78th birthday. Hopper lived in Taos for years and is buried here. Town Manager Rick Bel-lis says the day is aimed at recognizing Hopper’s contributions as a resident, filmmaker, supporter of the arts and for simply being a “colorful member” of the community.

“His image really represents the spirit of Taos,” Bellis said. “He was independent, slightly eccentric but in-credibly talented. He sort of became a symbol for a whole new generation.”

Hopper first came to New Mexico in the late 1960s to scout locations for “Easy Rider.” Shot on a shoestring budget, the independent film mmed up the hopes and anxieties of the ‘60s, romanticized the open road and ended up revolutionizing Hollywood by forcing the studio gates to open to a new generation of film school graduates.

“Nothing like this had ever been done before. It was a phenomenon,” said John Hellmann, an English pro-fessor and a member of the film stud-ies program at Ohio State University. The appeal of rebellion, motorcycles and the open road have sustained the popularity of “Easy Rider” over four decades, and town officials are hopeful the film and the legend of Hopper will continue to draw people to Taos.

This marks the first year of the rally and ride, but organizers have plans to add more music and film venues in the coming years. Bellis said Hopper was able to get some of the area’s tradi-tional Hispanic and Native American families to open up to outsiders when he first arrived in the ‘60s. In fact, he was the only person to get permission to film at Taos Pueblo, an American Indian community dating to the late 13th and early 14th centuries that’s recognized as a UNESCO World Heritage site.

MEXICO CITY — Pet owners, breeders and veterinarians in Mex-ico’s capital are howling over a law passed by the city council requiring sterilization, chip implants and reg-istration of all cats and dogs.

Veterinarian and breeder groups published full-page newspaper ads Thursday saying the law could en-danger thousands of jobs at clinics, pet salons and breeding and training facilities by causing a sharp drop in pet numbers. The Mexican Dog Fanciers Federation said the law was rushed through in early May without adequate consultation.

The city of nearly 9 million people has a serious problem with strays, puppy mills, animal mistreat-ment and illegal pet sales.

Over a few weeks in late 2012 and

early 2013, at least five people were killed by what investigators said was a pack of dogs running loose in a park on Mexico City’s east side.

But usually, dogs suffer more than humans from the lack of con-trols. Animal pounds and rescue shelters are inadequate, and many dogs lucky enough to have a home are confined to narrow balconies or small rooftops for much of the day.

The law, which is not yet formally enacted, would require owners to register pets, implant identification chips, use collars with ID tags, and provide animals with adequate food, water and space.

Trainers could not work with pets in public. Pets would have to be leashed in public, while children under 14 wouldn’t be allowed to walk pets alone.

Special permits will be needed to own “potentially dangerous” dogs, including pit bulls, mastiffs and Rottweilers. Those dogs would have to be muzzled and leashed in public.

The most controversial aspect is a requirement that all pets must be sterilized.

Legal breeders say that violates owners’ rights to breed animals responsibly. Worse, they say, the law could force legitimate facilities out of business, leaving puppy and kitten breeding in the hands of un-scrupulous dealers who sell animals out of car trunks or from crates at street markets.

“The decision to sterilize pets should be voluntary,” said Juan Luis Martinez, administrative director of the Mexican Dog Fanciers Federa-tion.

The investment of the provincial government is projected to reach Rp436.86 billion this year. However, only Rp296.4 million, or 0.07 percent of the target, has been realized in the first quarter, he said.

NUSA DUA - Indonesia is predicted to grow to be-come the world’s largest producer of processed cacao in 2015 with annual production of 600,000 tons.

“Indonesia will overtake Ghana and the Ivory Coast,” Deputy Industry Minister Alex SW Retraubun said, speaking at an international cacao conference.

The Ivory Coast and Ghana are currently the world’s largest and second largest producers of cacao with In-donesia the third.

Alex said the country’s target for ground cacao pro-duction capacity in 2015, is much larger than in 2010 when the production was only 150,000 tons.

“This means in five years, the cacao grinding capacity of Indonesia increased 300 percent,” he said.

In 2013, the country’s production of ground cacao was around 500,000 tons.

Alex said Indonesia’s cacao industry has expanded on support from the government such as with the imposition of export tax on cacao beans starting in 2010.

“This indicates that the slapping of export tax on cacao beans has been effective and successful in boosting cacao processing industry in Indonesia,” he said.

This policy has prompted multinational food and beverage companies to expand business, he said.

He said the target set for 2015 is very much within reach because of good synergy between government institutions.

Currently cacao has become a major plantation com-modity in Indonesia beside palm oil and rubber, he added.

In 2013, cacao contributed US$1.1 billion to the country’s foreign exchange income.

MANDALAY, Myanmar — Myanmar’s opposition leader Aung San Suu Kyi on Sunday challenged the powerful army to help amend the constitution that is barring her from running for president in next year’s general elections. The Nobel laureate said that that the army is duty-bound to safeguard the country and should not be involved in running the administration.

Her comments during a rally in the second largest city of Mandalay drew loud cheers. Myanmar started moving from a half century of dictatorship to democracy three years ago, but the army still lurks heavily in the shadows. The 2008 constitution drawn by the former military rulers gives the army 25 percent of all parliamentary seats, allows it to appoint three cabinet ministers and have veto power in changing the constitution.

Suu Kyi spent much of the last 20 years under house arrest, but she has been cozy-

ing up to the military since she was elected to parliament in 2012, in hopes of winning favors so the constitution could be changed before the 2015 polls.

An article in the constitution says anyone whose spouse or children owes allegiance to a foreign power cannot become president or vice president. Suu Kyi’s sons are British nationals.

Priest of Batur Saren, Jero Mangku Susena, revealed at Saren on Wednesday (Apr 30) the meaning and purpose of the ter-teran activity was burn-ing the bad qualities or Sad Ripu within the human self. Six enemies or bad qualities within the self were burned by cultivating virtues in order to adore the deities of local temple on the fourth day of ngusaba dalem. Ngusaba dalem this year fell on Friday (May 2). The ter-teran at Saren village, said Mangku Susena, was routinely held every two years starting on the new moon in the tenth month of Balinese calendar (sasih kedasa) or around April. “Bad qualities like greedy, jealousy and envy are not possible to be purified with water. In our belief at Saren, the purification is burning them by sacred fire,” he said.

In a series of the ngusaba dalem, the residents had held initiation started with negtegan since 16 days previously, Wednesday (Apr 16). Negtegang meant controlling the senses, so as to achieve goodness and harmony ahead of the ngusaba dalem. At that time, the residents were not allowed to overnight outside the village. Besides, they also implemented the ngempet ron-busung or abstaining from the use any coconut and palm leaves as well as ngempet merah-rah or abstaining from the use of any bloods. It should not be dripping blood, including the prohibition from holding cockfight and slaugh-tering chicken.

“For those who violate, it is believed to get misfortune or bad luck. Meanwhile, the oblation of those who are in cuntaka or tempo-rarily impure condition (in mourn-ing, menstruation and childbirth period) and religiously mistaken (kesisipan) will fall before getting to temple, on the road or before putting on the oblation on the plat-form,” said Mangku Susena.

Later on, the first day of the ter-teran was started with mamuhu-muhu worship at Segeha shrine. After praying, the flame war was begun. The war started from boy devotional workers. It was then resumed with adult men devotional workers. People from outside the village, said Mangku Susena, were also allowed to join while paying devotional works. In addition, many neighboring villagers also came to watch only.

Residents who saw the condition were dis-appointed because the government seemed to deliberately neglect the damage to the support-ing facilities at Lovina tourist attraction. They hoped the technical agency in charge to pay attention to that condition and could provide relief fund to repair the damage.

The Head of Buleleng Culture and Tour-ism Agency, Ketut Warkadea, when contacted said that the information board at Lovina was posted by the Indonesia Hotels and Restau-

rant Association (PHRI) of Buleleng. It was unknown why the information board was not taken care of and left in badly damaged condi-tion. Since it was installed by the PHRI, the Culture and Tourism Agency had not made any repair whereas its condition was not worth see-ing and should have been repaired. “We did not put up, but I think it was installed by the PHRI of Buleleng. It should be repaired. Otherwise, it’s better to be dismantled and should not be let be in such a condition,” he said.

According to Warkadea, the Buleleng Cul-ture and Tourism Agency would immediately coordinate with the management ranks of the PHRI Buleleng to find a way out in handling the Lovina tourist facilities including the tourist information board. As planned, the Culture and Tourism Agency and PHRI Buleleng would repair and re-arrange the tourist supporting fa-cilities at Lovina and the surrounding regions. In addition, the agency also made arrangement the office building to support the activities of the Information Service Officer (TIS) assigned at Lovina. All this time, the information of-ficers occupied a less comfortable building. “It includes the office for the TIS officers we assign. It is no longer comfortable. He said the siat sampian (a war using ritual oblation made of young coconut leaf) was a sacred dance inherited from generation to genera-tion at the temple every implemen-tation of piodalan at Samuantiga Temple. The dance presented had a relatively simple movement, so

it made them easy to do and was imitated by almost all the partici-pants. The use of sampian, in this case, symbolized the form chakra weapon. “Although there are a lot of people and mutually throwing,

none has been seen anger among them,” he said.

After completion of the siat sampian, the procession was them resumed with self-purification at local spring. Furthermore, it was

resumed again with a war by us-ing the same weapon. After that, it was followed with mepada and mepura daksina conducted by two groups, namely the group of Penataran Sasih and Samuantiga

He added: “While some may criticise them, many of these people are at the heart of the economy and their success brings more jobs and more wealth for the country.”

The Bank of England said this week that the British economy was heading “back towards normal” following the recession, and after six years of falling wages, average pay has finally caught up

with inflation.However, the 1.7 percent annual growth

in average weekly wages recorded by the Office for National Statistics is well below the growth enjoyed by the richest in society.

The rich list, which is published in full on Sunday, is based on identifiable wealth including land, property and shares, but excludes bank accounts.

Kartini added that tourism should follow the agriculture becoming the base and spirit of Bali. Moreover, Bali had become a favorite interna-tional tourist destination because of such a taksu.

“Abandoning the spirit and con-stantly bringing in investors into

the tourism industry, especially by creating a new island, will be very dangerous for the future of Bali. If the agriculture vanishes, the taksu will vanish as well,” she explained.

She explained the agriculture in Bali could have taksu because various rituals were held during the process. But today, Bali was more dependent on the agricul-tural products from outside the island.

“If in the past we consume sarwa prani (flora and fauna), it has been

well maintained. Now, everything is brought in from outside Bali, water resources disappear, so the source of Bali’s beauty will result in the loss of tourism. It must be well recognized, so it’s now the time to develop the agriculture,” she explained.

Kartini also said that she did not agree with the government’s plan to build an airport in Buleleng. According to her, local figures had showed their success in agriculture, especially the planting of dragon fruit. Supposedly, the government

further developed the agricultural potential.

“The government should fix the existing problems. Now, it must develop the agriculture, keep water and the environment. These are the direction where to actually bring the energy,” she said.

The chief of the manpower office in Jember, Ahmad Hari-yadi, said on Saturday the com-pany had met the procedures with regard to the closure and mass lay-offs.

“The reason is that the owner has gone bankrupt because his product has no buyers,” he said when asked by telephone for his confirmation of the issue.

In comments to the press aired on television, Hifter said: “Today is the start of a national battle. It is not a coup, it is not a quest for authority.” He added: “All Libyan blood is sacred but the terrorism and its servants wanted a battle.”


SEOUL, South Korea — North Korean officials offered a rare public apology for the collapse of an apartment building under construction in Pyongyang, which a South Korean official said was believed to have caused considerable casualties that could mean hundreds might have died. The word of the collapse in the secretive nation’s capital was reported Sunday morning by the North’s official Korean Central News Agency, which gave no death toll but said that the accident was “serious” and upset North Korea’s leader, Kim Jong Un.

The report said it occurred in the capital’s Phyongchon district on Tues-day “as the construction of an apartment house was not done properly and officials supervised and controlled it in an irresponsible manner.” In Seoul, a South Korean government official speaking on condition of anonymity because of the sensitivity of the information said the 23-story apartment building that collapsed was presumed to have housed 92 families.

That could mean the casualties could be in the hundreds because a typical North Korean family has four members. However, it was not clear that all the residents were inside at the time of the collapse, or that four people lived in each apartment. It is not unusual for people to start living in apartments before the construction is complete.

The official said he did not have any figure for the actual death toll. According to the KCNA report, the rescue operation ended Saturday and of-ficials apologized to bereaved families and district residents. On the streets of Pyongyang on Sunday, residents expressed outrage over the incident.

“This accident happened because they broke the rules and methods of construction,” resident Pak Chol told The Associated Press. “After this ac-cident, we must make sure that this kind of terrible accident never happens again, by sticking to the proper method of building.”

Another resident, Hong Nam Hyok, said that “everyone in Pyongyang is now sharing the sorrow of the victims and the bereaved families.” The KCNA report cited one official as saying Kim Jong Un “sat up all night, feeling painful after being told about the accident.”

The Oklahoma City Thunder were dealt a severe blow ahead of their Western Conference finals against the San Antonio Spurs with the news that forward Serge Ibaka is likely to miss the rest of the playoffs due to a calf injury. Ibaka had a magnetic resonance imaging (MRI) scan on his left calf on Friday and is “expected to miss the remainder of the 2014 postseason,” the Thunder said in a statement.

SEOUL, South Korea — North Korean officials offered a rare public apology for the collapse of an apartment building under construction in Pyongyang, which a South Korean official said was believed to have caused considerable casualties that could mean hundreds might have died. The word of the collapse in the secretive nation’s capital was reported Sunday morning by the North’s official Korean Central News Agency, which gave no death toll but said that the accident was “serious” and upset North Korea’s leader, Kim Jong Un.

The report said it occurred in the capital’s Phyongchon district on Tues-day “as the construction of an apartment house was not done properly and officials supervised and controlled it in an irresponsible manner.” In Seoul, a South Korean government official speaking on condition of anonymity because of the sensitivity of the information said the 23-story apartment building that collapsed was presumed to have housed 92 families.

That could mean the casualties could be in the hundreds because a typical North Korean family has four members. However, it was not clear that all the residents were inside at the time of the collapse, or that four people lived in each apartment. It is not unusual for people to start living in apartments before the construction is complete.

The official said he did not have any figure for the actual death toll. According to the KCNA report, the rescue operation ended Saturday and of-ficials apologized to bereaved families and district residents. On the streets of Pyongyang on Sunday, residents expressed outrage over the incident.

“This accident happened because they broke the rules and methods of construction,” resident Pak Chol told The Associated Press. “After this ac-cident, we must make sure that this kind of terrible accident never happens again, by sticking to the proper method of building.”

Another resident, Hong Nam Hyok, said that “everyone in Pyongyang is now sharing the sorrow of the victims and the bereaved families.” The KCNA report cited one official as saying Kim Jong Un “sat up all night, feeling painful after being told about the accident.”

LONDON - The 1,000 richest people in Britain have enjoyed a “phenomenal” increase of 15 percent in their wealth in the past year, according to the annual Rich List compiled by the Sunday Times newspaper.

He added: “While some may criticise them, many of these people are at the heart of the economy and their success brings more jobs and more wealth for the country.”

The Bank of England said this week that the British economy was heading “back towards normal” following the recession, and after six years of falling wages, average pay has finally caught up

with inflation.However, the 1.7 percent annual growth

in average weekly wages recorded by the Office for National Statistics is well below the growth enjoyed by the richest in society.

Kartini added that tourism should follow the agriculture becoming the base and spirit of Bali. Moreover, Bali had become a favorite interna-tional tourist destination because of such a taksu.

“Abandoning the spirit and con-stantly bringing in investors into

the tourism industry, especially by creating a new island, will be very dangerous for the future of Bali. If the agriculture vanishes, the taksu will vanish as well,” she explained.

She explained the agriculture in Bali could have taksu because various rituals were held during the process. But today, Bali was more dependent on the agricul-tural products from outside the island.

“If in the past we consume sarwa prani (flora and fauna), it has been

well maintained. Now, everything is brought in from outside Bali, water resources disappear, so the source of Bali’s beauty will result in the loss of tourism. It must be well recognized, so it’s now the time to develop the agriculture,” she explained.

Kartini also said that she did not agree with the government’s plan to build an airport in Buleleng. According to her, local figures had showed their success in agriculture, especially the planting of dragon fruit. Supposedly, the government

further developed the agricultural potential.

“The government should fix the existing problems. Now, it must develop the agriculture, keep water and the environment. These are the direction where to actually bring the energy,” she said.

MANDALAY, Myanmar — Myanmar’s opposition leader Aung San Suu Kyi on Sunday challenged the powerful army to help amend the constitution that is barring her from running for president in next year’s general elections. The Nobel laureate said that that the army is duty-bound to safeguard the country and should not be involved in running the administration.

Her comments during a rally in the second largest city of Mandalay drew loud cheers. Myanmar started moving from a half century of dictatorship to democracy three years ago, but the army still lurks heavily in the shadows. The 2008 constitution drawn by the former military rulers gives the army 25 percent of all parliamentary seats, allows it to appoint three cabinet ministers and have veto power in changing the constitution.

Suu Kyi spent much of the last 20 years under house arrest, but she has been cozy-

ing up to the military since she was elected to parliament in 2012, in hopes of winning favors so the constitution could be changed before the 2015 polls.

An article in the constitution says anyone whose spouse or children owes allegiance to a foreign power cannot become president or vice president. Suu Kyi’s sons are British nationals.

Several other provisions are also under scrutiny for revision, and some proposed changes would strengthen self-government in regions of the country dominated by ethnic minorities.

Priest of Batur Saren, Jero Mangku Susena, revealed at Saren on Wednesday (Apr 30) the meaning and purpose of the ter-teran activity was burn-ing the bad qualities or Sad Ripu within the human self. Six enemies or bad qualities within the self were burned by cultivating virtues in order to adore the deities of local temple on the fourth day of ngusaba dalem. Ngusaba dalem this year fell on Friday (May 2). The ter-teran at Saren village, said Mangku Susena, was routinely held every two years starting on the new moon in the tenth month of Balinese calendar (sasih kedasa) or around April. “Bad qualities like greedy, jealousy and envy are not possible to be purified with water. In our belief at Saren, the purification is burning them by sacred fire,” he said.

In a series of the ngusaba dalem, the residents had held initiation started with negtegan since 16 days previously, Wednesday (Apr 16). Negtegang meant controlling the senses, so as to achieve goodness and harmony ahead of the ngusaba dalem. At that time, the residents were not allowed to overnight outside the village. Besides, they also implemented the ngempet ron-busung or abstaining from the use any coconut and palm leaves as well as ngempet merah-rah or abstaining from the use of any bloods. It should not be dripping blood, including the prohibition from holding cockfight and slaugh-tering chicken.

“For those who violate, it is believed to get misfortune or bad luck. Meanwhile, the oblation of those who are in cuntaka or tempo-rarily impure condition (in mourn-ing, menstruation and childbirth period) and religiously mistaken (kesisipan) will fall before getting to temple, on the road or before putting on the oblation on the plat-form,” said Mangku Susena.

Later on, the first day of the ter-teran was started with mamuhu-muhu worship at Segeha shrine. After praying, the flame war was begun. The war started from boy devotional workers. It was then resumed with adult men devotional workers. People from outside the village, said Mangku Susena, were also allowed to join while paying devotional works. The signpost was made of concrete and had long collapsed. No one knew the cause of the collapse. Chunks of the concrete were abandoned to strew over the sidewalk. Again, this condition also disrupted the beauty of Lovina known as an international village.

Residents who saw the condition were dis-appointed because the government seemed to deliberately neglect the damage to the support-ing facilities at Lovina tourist attraction. They hoped the technical agency in charge to pay attention to that condition and could provide relief fund to repair the damage.

The Head of Buleleng Culture and Tour-ism Agency, Ketut Warkadea, when contacted said that the information board at Lovina was posted by the Indonesia Hotels and Restau-

rant Association (PHRI) of Buleleng. It was unknown why the information board was not taken care of and left in badly damaged condi-tion. Since it was installed by the PHRI, the Culture and Tourism Agency had not made any repair whereas its condition was not worth see-ing and should have been repaired. “We did not put up, but I think it was installed by the PHRI of Buleleng. It should be repaired. Otherwise, it’s better to be dismantled and should not be let be in such a condition,” he said.

According to Warkadea, the Buleleng Cul-ture and Tourism Agency would immediately coordinate with the management ranks of the PHRI Buleleng to find a way out in handling the Lovina tourist facilities including the tourist information board. As planned, the Culture and Tourism Agency and PHRI Buleleng would repair and re-arrange the tourist supporting fa-cilities at Lovina and the surrounding regions. In addition, the agency also made arrangement the office building to support the activities of the Information Service Officer (TIS) assigned at Lovina. All this time, the information of-ficers occupied a less comfortable building. “It includes the office for the TIS officers we assign. It is no longer comfortable. Several dozen motorcyclists gath-ered Saturday in the dusty, adobe encircled plaza in the community of Ranchos de Taos, four miles (6.4 kilo-meters) south of Taos, to kick off what town officials hope will be an annual event — Dennis Hopper Day — with a rally and ride through some of the places made famous in the 1969 film that co-starred Peter Fonda and Jack Nicholson.

Motorcyclists pulled out of the plaza just before 1 p.m. MDT. Led by a police escort, they started their easy ride on the two-lane road heading out of Taos, a diverse town known for skiing, art and Hispanic and Native American culture. Not unlike scenes in the movie, snow-capped mountains served as a classic backdrop for much of the ride.

Saturday would have been the late actor and director’s 78th birthday. Hopper lived in Taos for years and is buried here. Town Manager Rick Bel-lis says the day is aimed at recognizing Hopper’s contributions as a resident, filmmaker, supporter of the arts and for simply being a “colorful member” of the community.

“His image really represents the spirit of Taos,” Bellis said. “He was independent, slightly eccentric but in-credibly talented. He sort of became a symbol for a whole new generation.”

Hopper first came to New Mexico in the late 1960s to scout locations for “Easy Rider.” Shot on a shoestring budget, the independent film mmed up the hopes and anxieties of the ‘60s, romanticized the open road and ended up revolutionizing Hollywood by forcing the studio gates to open to a new generation of film school graduates.

“Nothing like this had ever been done before. It was a phenomenon,” said John Hellmann, an English pro-fessor and a member of the film stud-ies program at Ohio State University. The appeal of rebellion, motorcycles and the open road have sustained the popularity of “Easy Rider” over four decades, and town officials are hopeful the film and the legend of Hopper will continue to draw people to Taos.

This marks the first year of the rally and ride, but organizers have plans to add more music and film venues in the coming years. Bellis said Hopper was able to get some of the area’s tradi-tional Hispanic and Native American families to open up to outsiders when he first arrived in the ‘60s. In fact, he was the only person to get permission to film at Taos Pueblo, an American Indian community dating to the late 13th and early 14th centuries that’s recognized as a UNESCO World Heritage site.


MEXICO CITY — Pet owners, breeders and veterinarians in Mex-ico’s capital are howling over a law passed by the city council requiring sterilization, chip implants and reg-istration of all cats and dogs.

Veterinarian and breeder groups published full-page newspaper ads Thursday saying the law could en-danger thousands of jobs at clinics, pet salons and breeding and training facilities by causing a sharp drop in pet numbers. The Mexican Dog Fanciers Federation said the law was rushed through in early May without adequate consultation.

The city of nearly 9 million people has a serious problem with strays, puppy mills, animal mistreat-ment and illegal pet sales.

Over a few weeks in late 2012 and

early 2013, at least five people were killed by what investigators said was a pack of dogs running loose in a park on Mexico City’s east side.

But usually, dogs suffer more than humans from the lack of con-trols. Animal pounds and rescue shelters are inadequate, and many dogs lucky enough to have a home are confined to narrow balconies or small rooftops for much of the day.

The law, which is not yet formally enacted, would require owners to register pets, implant identification chips, use collars with ID tags, and provide animals with adequate food, water and space.

Trainers could not work with pets in public. Pets would have to be leashed in public, while children under 14 wouldn’t be allowed to walk pets alone.

Special permits will be needed to own “potentially dangerous” dogs, including pit bulls, mastiffs and Rottweilers. Those dogs would have to be muzzled and leashed in public.

The most controversial aspect is a requirement that all pets must be sterilized.

Legal breeders say that violates owners’ rights to breed animals responsibly. Worse, they say, the law could force legitimate facilities out of business, leaving puppy and kitten breeding in the hands of un-scrupulous dealers who sell animals out of car trunks or from crates at street markets.

“The decision to sterilize pets should be voluntary,” said Juan Luis Martinez, administrative director of the Mexican Dog Fanciers Federa-tion.

“The economic growth was fueled by the trade, hotel and res-taurant sectors, the agricultural sector and the construction sector,” head of the Bali provincial government’s public relations bureau I Ketut Teneng said.

He said the economic growth was also driven by private invest-ment amounting to Rp6.18 trillion, or 71.5 percent of the target of Rp8.65 trillion for the first quarter.

Domestic and foreign investment in the January-March 2014 quarter touched Rp2 trillion, accounting for 66.7 percent of the target of Rp3 trillion, he said.

The Bali provincial government has set the total investment target of Rp18.90 trillion for this year. Nearly Rp8.24 trillion of the target was realized in the first quarter.

The investment is expected to come from the private and the government sectors, including the central, provincial, district and municipal governments, he said.

He said the investment of district and municipal governments in Bali is expected to reach Rp4.87 trillion this year. Nearly Rp49.76 billion or 1 percent of the target has been realized in the first quarter.

The investment of the provincial government is projected to reach Rp436.86 billion this year. However, only Rp296.4 million, or 0.07 percent of the target, has been realized in the first quarter, he said.

The central government’s investment in the first quarter reached Rp32.09 billion, or 1.70 percent of the target of Rp1.93 trillion for this year, he said.

NUSA DUA - Indonesia is predicted to grow to be-come the world’s largest producer of processed cacao in 2015 with annual production of 600,000 tons.

“Indonesia will overtake Ghana and the Ivory Coast,” Deputy Industry Minister Alex SW Retraubun said, speaking at an international cacao conference.

The Ivory Coast and Ghana are currently the world’s largest and second largest producers of cacao with In-donesia the third.

Alex said the country’s target for ground cacao pro-duction capacity in 2015, is much larger than in 2010 when the production was only 150,000 tons.

“This means in five years, the cacao grinding capacity of Indonesia increased 300 percent,” he said.

In 2013, the country’s production of ground cacao was around 500,000 tons.

Alex said Indonesia’s cacao industry has expanded on support from the government such as with the imposition of export tax on cacao beans starting in 2010.

“This indicates that the slapping of export tax on cacao beans has been effective and successful in boosting cacao processing industry in Indonesia,” he said.

This policy has prompted multinational food and beverage companies to expand business, he said.

He said the target set for 2015 is very much within reach because of good synergy between government institutions.

Currently cacao has become a major plantation com-modity in Indonesia beside palm oil and rubber, he added.

In 2013, cacao contributed US$1.1 billion to the country’s foreign exchange income.

Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Two days after re-vealing the trafficking of crystal meth (SS) weighing 715 grams through the Renon Customs Office, Denpasar, Wednesday (May 14), the customs officer of Ngurah Rai Airport foiled another drug smuggling belonging to the type of crystal meth weighing 2.5 kg, Friday (May 16).

At this time, a grandfather, Arsain bin Anwar, 84, was arrested while carrying crystal meth from Malaysia. After undergoing examination at the Customs and Excise, the suspect was handed over to the Bali Police Drugs

When the customs officer of the Ngurah Rai Airport arrested Arsain, R being in charge of overseeing the trafficking crystal meth immediately contacted to the entire syndicates. “So, we cannot reveal its syndicate in Indonesia so that we decided to

directly hand over the case to Bali Police for further investigation,” he concluded.

In the meantime, when met Arsain claimed that he was just commended a bag by S, a neighbor from the same village in Sampang, Madura. He did not think if the bag contained illicit goods like crystal meth. “I was just given money as much as MYR 200 to carry the bag to a mosque in Sam-pang. Later, someone will take the bag,” he said.

It was announced by Chairman of the Community Self-Reliance Communication Forum of Klung-kung County, AA Gede Cakra, Thursday (May 15). He considered that Klungkung had not owned a grand design or major design in addressing poverty.

He said that one of the poverty handling solutions from central government (Ministry of Public Works) was through the National Program for Community Em-powerment (PNPM), specifically the poverty handling through the Community Self-reliance Agency (BKM). The program promoting the empowerment of poor house-holds (RTM) seemed to overlap with similar program made by lo-cal government. Even, it was also similar with the political agenda of each political party in the legislature with its cadres, especially before the recent legislative election.

He pointed out that in the house refurbishment program Cakra said

the BKM existing at each village had a poor community develop-ment project with a budget worth IDR 90 million per year. Each head of family was also helped with pro-vision of equity as much as 30 per-cent of the total assistance required. “It is empowering. Moreover, there is also a sense of belonging so that after being given a help, their home will be treated, not even abandoned. Equity can be in the form of fund, materials or labor. It aims at raising the responsibility of the residents,” he said. Another empowerment was also packaged in the form of savings and loans for venture capital. Thus, the effective BKM would help many poor people at village level.

Regional Development Planning Board (Bappeda) recently confirmed to allocate the budget of IDR 4 billion to reduce poverty, including the house refurbishment program for a total of 200 units in all subdistricts. Film Festival darling, having won the Jury Prize in 2011 for the acclaimed “Once Upon a Time in Anatolia.”

His film explores the silent life of the easy-going Aydin, played majestically by Haluk Bilginer, who runs a hotel with his wife and sister in a snowy village the rocky Turkish hills. But all is not what meets the eye — especially when a young boy throws a stone at a car, nearly killing its passengers.

The relationships between the rich Ayudin and the two women slowly unravel to expose tensions over how he runs his life, presiding like a benevolent lord over the vil-lage in which he owns property and takes rent from his poor and troubled tenants.

His sister, plagued by boredom (the “sleep”) in the quiet village, accuses him of self-importance in the column he writes for the local newspaper. His wife accuses him of selfishness and is considering divorce. But the film, shown through the perspective of Ayudin himself, doesn’t really show how Ayudin, a rather kind character, is at fault. The relative virtues and vices of all the characters remain ambiguous — an intentional point.

“It was kind of ambiguous feeling

I want to leave behind,” Ceylan said in an inter-view with The Associated Press. “(Ayudin) has done nothing wrong. Problems between people don’t arise because we do wrong. But because we need problems, a certain amount unhappi-ness in life. We create them,” he added.

When the boy inexplicably throws a rock smashing Ayudin’s car window, the backstory emerges: his father, a tenant who hasn’t paid rent, has been roughed up by one of Ayudin’s bailiffs. Ayudin doesn’t accept responsibility, since he lets his assistant and lawyer deal with his estate so he doesn’t have to deal with the consequences.

Wednesday’s decision doesn’t complete-ly resolve Patric’s fight to reunite with Gus, the 4-year-old boy he fathered through in vitro fertilization with Danielle Schreiber, an ex-girlfriend who no longer wants the actor in their lives. The “Lost Boys” actor must still prove to a Los Angeles judge that he qualifies as a father through his actions. But experts say the Patric case will have a lasting impact on certain paternity cases.

In California, sperm donors outside of marriage are assumed to have no parental rights or child support obligations. Prob-

lems arise when a man donates sperm to a woman he knows and then, as in Patric’s case, begins to establish a paternal relation-ship with the child.

In Patric’s case, a family law judge deter-mined his role as a sperm donor who wasn’t listed on his son’s birth certificate precluded him from having an ongoing parenting role. But the appellate justices unanimously ruled that decision was flawed.

“I don’t think the (Patric) case was groundbreaking,” said Melissa Murray, a Berkeley Law professor who specializes in family law issues. “I do think it will be an important decision for filling in a vacuum in the law. It will be important for those individuals who are in families but they are not families who have been joined in marriage.”

Murray, who is affiliated with Berkeley Law’s Center on Reproductive Rights and Justice, said she expects the Patric ruling will prompt an appeal to the California Supreme Court, and will likely lead to legislative changes. Until then, she and other legal experts think the ruling should prompt women receiving sperm donations from men they know to think twice about whether they maintain a relationship with the man. Doing so could lead to him being

designated later by a court to be a parent.In the wake of the ruling, “You have to

have a clear understanding from the min-ute the child’s born about what you want to do,” said Los Angeles divorce attorney Steve Mindel.

“Once you start the relationship, the court is going to allow the relationship to blossom,” Mindel said, predicting based on comments by a judge handling Patric’s case that he will likely be allowed to eventually reunite with his son. Women who are mar-ried or receiving anonymous sperm dona-tions would not be affected by the ruling.

Dharma Putra added, at the same time, the industrial waste also

flowed into the downstream region. According to him, many industries had not owned a priority to environ-mental management. For example, they did not set up a waste treatment facility from the beginning.
