LONDON — Angelina Jolie ap-pealed for a change in attitude on sexual violence in conflict Tuesday, bringing the power of her celebrity to an international summit on a topic she said has been taboo for too long. Opening the four-day London summit, the Hollywood star and United Nations envoy spoke with passion and convic-tion, recalling her meetings with rape victims who struggle with injustice and stigma long after their countries have emerged from conflict.

“We must send a message around the world that there is no disgrace in being a survivor of sexual violence, that the shame is on the aggressor,” she said, to cheers from the audience. “We need to shatter that culture of impunity.”

Jolie and British Foreign Secretary William Hague are co-hosting the event, billed as the largest gathering on the subject ever. Diplomats, of-ficials and non-profit representatives from more than 100 countries gathered to press for the rights of victims — women, men and children alike.

Wangu Kanja, a Kenyan rape sur-vivor who has set up her own organi-zation to help others, said she hoped the summit will send a message that governments cannot continue to ignore the issue.

EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

DENPASAR - Campaign Coordinator of Jokowi-JK for Nasdem Party Bali, IGK Manila, expected that Bali should not be crammed with ambitious and counter-productive projects like the National Tour-ism Strategic Area (KSPN) to Besakih Temple and reclamation to 838 hectares in Benoa Bay. “Regional leader must not be reasoned to bring in investors, and then destroy the order of Bali considered to be sacred, natural and consistent in maintain-ing tradition, culture and religion. Restore my Bali to condition as in the 1970s. Bali should not be developed excessively and artificially,” said IGK Manila when mak-ing a visit to the Ketut Nadha Bali Press Building, Tuesday (Jun 10).

According to him, there were many beautiful regions overseas like Bali such as Hawaii, Tahiti, Thailand and the Maldives. However, why did Bali have a special value and it was more than other destina-tion in the world? It happened because Bali was very consistent in maintaining tradition, culture and religion. “Synergy of customs, culture and religion goes in harmony and it becomes the icon of Bali. It remains to be guarded and maintained by its people for generations. It is the superior-ity of Bali compared to other destinations in the world,” said IGK Manila.

mass vaccination program against rabies in Bali has covered some 45 percent of the total dog popu-lation on the island so far, stated an official.

By June 9, at least 160 thousand dogs were vaccinated, or about 45 percent of the total 350 thousand dogs to be targeted, Putu Sumantra, the head of the Balinese animal

husbandry and animal health of-fice, stated on Wednesday.

Sumantra expressed optimism that the target can be achieved since the program, which started on April 15, will be carried out until July 31, 2014.

“The program has been con-ducted in 1.6 thousand villages of the total three thousand villages that will be targeted,” he said.

Sumantra called on the public

to make the program successful by taking their dogs for vaccination against rabies.

A total budget of Rp12 bil-lion has been allocated for the fifth mass vaccination program against rabies, which is part of the government’s effort to make Bali free from rabies.

Of the Rp12 billion, Rp5.6 billion is from Bali’s budget and Rp6.4 billion is from the state

Patients today use a number of apps that purport to track and treat a panoply of ailments, a headache for regulators and patient safety advocates. Now, the advent of wearable devices bristling with sophisticated biotracking sensors is stirring concern in the medical community about misdiagnoses that could have serious consequences for consumers.

Some are asking whether Apple and Google should do more to police their fast-growing app marketplaces. “Most of the health apps out there are built by people with zero medi-cal experience,” said Paris Wallace, chief ex-ecutive officer of Ovuline, a popular fertility app. Worse, many developers don’t have the resources for legal counsel, Wallace said, and are more likely to make false claims to patients without seeking FDA clearance.

The Food and Drug Administration last year published guidelines on the kinds of mobile apps it will supervise. But industry insiders fear the agency may get overwhelmed as apps mushroom. Last week Samsung Electronics launched a health platform for third-party developers, SAMI.

This week Apple introduced “Healthkit,” a repository of data for medical apps that opens up new realms for developers to explore. It may also make it easier for those with scant understanding of regulatory protocols to dive into the market.

Health apps are big business for Apple and Google, the two leading app marketplaces. The iPhone maker is the preferred choice for developers. Analytics firm AppAnnie found that Apple generates five times more revenue from downloads of health and fitness apps than Google.

How the two companies, who both declined to comment for this story, will handle the prolif-eration of medical apps is unclear. One source familiar with the matter said Apple is looking to add a regulatory expert to its growing digital health team, who will be tasked with oversight of the App Store.

Research has shown that many existing medical apps may be useless. Seventy-five percent of smartphone apps that claim to assess malignancy are wrongly diagnosing at least 30 percent of melanomas as “unconcerning,” researchers from the American Medical As-sociation’s JAMA Dermatology found.

LONDON - Scientists have found a way of genetically modifying mosqui-toes to produce sperm that only creates males, offering a potential fresh approach to fighting and eventually eradicating malaria.

Researchers from Imperial College London tested a genetic method that dis-torts the sex ratio of Anopheles gambiae mosquitoes, the main transmitters of the malaria parasite, so that the female mos-quitoes that bite and pass the disease to humans are no longer produced.

In a study published in the journal Nature Communications, the team re-ported that in the first laboratory tests, the technique created a fully fertile mosquito strain that produced 95 percent male offspring.

“For the very first time, we have been able to inhibit the production of female offspring in the laboratory and this provides a new means to eliminate the disease,” said Andrea Crisanti, who led the research at Imperial’s department of life sciences. Nikolai Windbichler, who co-led the work, said what was most promising about the results is that they are self-sustaining.

“Once modified mosquitoes are intro-duced, males will start to produce mainly sons, and their sons will do the same, so

essentially the mosquitoes carry out the work for us,” he said.

In their experiments, which took more than six years, the scientists inserted a DNA cutting enzyme called I-PpoI into Anopheles gambiae mosquitoes.

The enzyme works by cutting the DNA of the female-producing X chro-mosome during production of sperm, so that almost no functioning sperm carry it. As a result, the offspring of the geneti-cally modified mosquitoes was almost exclusively male.

The scientists introduced the geneti-cally modified mosquitoes to five caged wild-type mosquito populations. In four of the five cages, this eliminated the entire population within six generations due to the lack of females.

The hope is that if this could be rep-licated in the wild, this would ultimately cause the malaria-carrying mosquito population to crash.

Experts not directly involved in the work were impressed with its results and enthusiastic about its potential.

“This is super cool work,” said Mi-chael Bonsall, a reader in zoology at Britain’s University of Oxford.

Malaria kills some 627,000 people worldwide each year, according to the World Health Organisation, and the vast majority of its victims are babies and children in sub-Saharan Africa.

LONDON — Women who often indulge their cravings for hamburgers, steaks and other red meat may have a slightly higher risk of breast cancer, a new study suggests. Doctors have long warned that a diet loaded with red meat is linked to cancers including those of the colon and pancreas, but there has been less evidence for its role in breast cancer.

In the new study, researchers at Har-vard University analyzed data from more than 88,000 women aged 26 to 45 who had filled in surveys in 1991. Their red meat intake varied from never or less than once a month, to six or more servings a day. Initial results of the study were first published in 2006 and showed a preliminary link between eating red meat and breast cancer after 12 years; the new research confirmed the earlier findings with longer follow-up information, and analyzed other types of breast cancer.

Using a statistical model, scientists estimated that in women who ate the most amount of red meat, there were an extra 6.8 cases of breast cancer for every 1,000 women over 20 years of follow-up. The researchers couldn’t rule out the pos-

sibility that other factors might explain the apparent link between red meat and breast cancer.

In developed countries, women have about a 12.5 percent chance of develop-ing breast cancer. Scientists suspect pro-teins in red meat speed up cell division and tumor growth; chemicals such as nitrates in processed meats are already classified as probable carcinogens.

The study was carried out main-ly among educated, white American women, and researchers said that the results were not necessarily applicable to women of other races. It was paid for by the U.S. National Institutes of Health and published online Tuesday in the British journal, BMJ.

“This underlines the importance of having a healthy diet,” said Sally Green-brook, a senior policy officer at the U.K. charity Breakthrough Breast Cancer, who was not part of the research. She said women should focus on reducing their chances of breast cancer by stay-ing slim, and exercising and drinking in moderation.

Greenbrook added that there wasn’t yet enough proof about the dangers of red meat to change current prevention guidelines.

1,500 health apps it evaluated, 20 percent claimed to treat or cure medical problems, but only a small percentage of them had been clinically tested. Medical professionals fear patients may defer an in-person checkup because of faulty results. By the time they see a doctor it may be too late. A false negative for cancer, for instance, may prompt a user to put off professional consultation.

“If patients perceive a mobile app as a cheaper alternative to a trip to my office, that’s worrying,” said Molly Maloof, a physician who has spoken about such matters and is a consultant for digital-health startups like Sano Intelligence and GeneSolve.

Echoing a familiar Silicon Valley stance, developers argue that increased federal oversight will only stifle innovation.

ANSEONG - Thousands of South Korean police and prosecutors raided a sprawling religious compound for a second time on Wednesday in their search for an elderly busi-nessman linked to a ferry disaster that reduced the nation to tears.

Helicopters flew overhead as officers moved from building to building at the site, believed to cover the size of a dozen soccer pitches, with church members in pursuit, some sing-ing hymns, others chanting “Let’s fight with prosecutors and police!”

But the businessman, Yoo Byung-un, also a photographer who was once jailed for fraud and is now South Korea’s most wanted man, was nowhere to be found.

Yoo, in his 70s, co-founder of the church which owns the website www.god.com, is want-ed on charges of embezzlement, negligence and tax evasion stemming from a web of business holdings centred on I-One-I, an investment vehicle owned by his sons that ran the shipping company, Chonghaejin Marine.

Chonghaejin owned the Sewol which sank off the southwest coast on April 16 on a routine journey from Incheon on the mainland to the southern holiday island of Jeju.

Of the 476 passengers and crew on board, 339 were children and teachers from the same school. Only 172 people were rescued and the remainder are all presumed to have drowned.

The raid came a day after 15 crew went on trial in a court packed with angry parents of the children who died. Four crew face homi-cide charges after they were seen escaping the sharply listing vessel as the children stayed in their cabins as told.

It also came a day after President Park Geun-hye, whose government was sharply criticised over its handling of the disaster, said “it made no sense” that such an extensive search opera-tion had failed to catch Yoo.

As the search operation went ahead, some church members handed out organic ice cream to police and journalists in the sweltering heat.

Yoo and his sons, one of whom is based in the United States, have eluded a police man-hunt for nearly a month. Yoo is a co-founder of the Evangelical Baptist Church that runs the Anseong compound, a two-hour drive south of Seoul. The prosecution has frozen the Yoo fam-ily’s assets, but news reports said there may be more yet to be identified.

Authorities last month increased the reward for information leading to Yoo’s arrest tenfold to the equivalent of half a million dollars. About 6,000 officials took part in the raid, three weeks after an initial search of the compound. Chonghaejin Marine did not answer phone calls on Wednesday, while two other firms related to Yoo had no comment on questions as to his whereabouts.

“I want to be able to tell my children and grandchildren that I have met the first woman president of the US,” said Nicole Kelly, who attended the event with two friends.

“She is a role model for all of us,” said retiree Claudia Sine.

Some at the Barnes and Noble flag-ship store on Union Square said they had been there all night. Others said they got in line before 5:00 am for Clinton’s late morning appearance to promote “Hard Choices.”

SINGAPORE - Singapore Telecom, Southeast Asia’s biggest telecom firm by revenue, said Wednesday it will buy two mobile advertising companies for a total of $385 million to further boost its digital business.

Amobee, a digital advertising firm fully owned by SingTel, said in a statement it had signed agreements to buy Adconion, a cross-channel digital advertising company as well as Kontera Technologies, a digital content intelligence and marketing technology firm.

Adconion Direct North America and Adconion Australia will be acquired for $235 million including debt, while US-based Kontera will cost $150 million.

Amobee said the deals are subject to certain conditions being met.

Allen Lew, chief executive of Group Digital Life at SingTel, said the purchases would enhance Amobee’s ability to create digital marketing campaigns that can reach SingTel’s global network of more than 500 mil-lion subscribers.

Adconion has top brands including Toyota, Disney and AT&T among its clients, while Kontera, which has a research and development centre in Israel, analyses consumer behaviour on social media.

SingTel bought Amobee in 2012 for $321 million and the firm holds a market share of about 10 percent of global ad spend in the mobile display advertisements sector, it said.

Lew, who is also Amobee’s chair-man, said SingTel has so far spent about a quarter of the Sg$2.0 billion al-located by its board for digital invest-ments until the 2016 financial year.

SingTel’s revenue from mobile advertising in the year to March 2013 stood at Sg$113 million ($90 million). Its net profit came in at Sg$3.65 bil-lion, a 4.1 percent increase from the previous year.

The telco owns partial stakes in India’s Bharti Airtel, Indonesia’s Telkomsel, Thailand’s Advanced Info Service, the Philippines’ Globe Telecom and Pacific Bangladesh Telecom. It fully owns SingTel Optus in Australia.

Most of the pick-up in growth this year will come from high-income countries, particularly the United States and the 18-nation eurozone, the World Bank said in its twice-yearly Global Economic Prospects report.

But a rough start to the year -- bad weather in the United States, financial market turmoil and the Ukraine crisis -- dragged down global growth for the year as a whole, the Bank said.

It marked down its 2014 fore-cast to a 2.8 percent pace from its January forecast of 3.2 per-cent. The global economy grew 2.4 percent growth in 2013.

High- income coun t r i e s would see stronger growth this year of 1.9 percent from 1.3 percent in the previous year, the World Bank said.

But developing countries can expect mixed challenges from the accelerating growth in the rich countries.

As high-income economies expand, their import demand should grow, boosting devel-oping-country exports.

But developing countries will be hard-pressed to find the capacity to meet that de-

mand, because most of them already are fully recovered from the 2008 financial crisis and growing close to potential, the Washington-based develop-ment lender said.

Developing countries were projected to grow 4.8 percent this year, substantially below the 5.3 percent estimate in January.

“The outlook for developing countries is for flat growth in 2014. This marks the third year in a row of sub-five percent growth and reflects a more chal-lenging post-crisis global eco-nomic environment,” it said.

The World Bank’s latest outlook marked a deterioration from the January report, when it had raised its growth forecasts, saying both rich and developing countries appeared to be “fi-nally turning the corner” after the global financial crisis.

year reflected weakness in China, the world’s second-largest economy. First-quarter growth in Chinese gross do-mestic product was only a 5.8 percent annualized rate, with a

sharp deceleration in industrial output and Beijing taking steps to tighten credit.

The Wash ing ton -based lender forecast growth of 7.6 percent this year, lower than China’s 7.7-percent growth rate in 2013. Beijing’s own target for this year is 7.5 percent.

GDP growth accelerated slightly in the first quarter in In-dia, Mexico and the Philippines. But the pace of growth slowed in Indonesia, Mongolia, Malaysia and Brazil and turned negative in South Africa and Peru.

The weakness in develop-ing countries reflected a slew of factors, including knock-on effects from the severe winter in the US; political tensions in Thailand, Ukraine and Turkey; labor unrest in South Africa; and monetary policy tightening fol-lowing financial market turmoil a year ago, the Bank said.

The president of the World Bank, Jim Yong Kim, said more robust growth was needed to create the type of jobs that can improve the lives of the world’s poorest 40 percent.

“Clearly, countries need to move faster and invest more in domestic structural reforms to get broad-based economic growth to levels needed to end extreme poverty in our genera-tion,” Kim said in a statement.

Andrew Burns, lead author of the report, said bottlenecks in energy and infrastructure, labor markets and business climate in many of the large middle-income countries are holding back economic and productiv-ity growth.”

“Subsidy reform is one po-tential avenue for generating the money to raise the quality of public investments in human capital and physical infrastruc-ture,” he said.

Mengwi Kingdom once ruled this region.

Meanwhile, the endeavor of Mataram Sultanate to conquest the Blambangan was never successful. That’s why the Blambangan (and Banyuwangi in general) never belonged to the Central Javanese culture. So far, the region has quite different variety of language from the standard Javanese language. The influence of Bali can also be seen in various kinds of dancing arts originating from the Blam-bangan area.

Andi, a resident met at the scene, said the fire started when he passed in front of the Sanur Deli Restaurant. Unexpectedly, the explosion sound made him surprised because he was curious and dozens of other residents ap-proached the source of the blast. “About 9:10 a.m., I heard the sound of explosion from the Sanur Deli Restaurant,” he said.

When approaching the Sanur Deli Restaurant, Andi said that some employees were already running out while screaming for help. After this woman from Ban-gli was outside the kitchen, there was an explosion to destroy the kitchen roof and cracked the wall section. After the explosion, the restaurant employees remem-bered if the oven in the kitchen was still on. Allegedly, the fire of the oven grabbed the leaky gas cylinder. “To my knowledge, the only equipment still flaming in the kitchen is oven,” she added.

Chief of South Denpasar Crim-inal Investigation Unit, Hendik Setiadi, when asked for his con-firmation justified the incident. After the incident, his party had

installed police line and conducted the crime scene investigation. As provisional estimation, the explo-sion triggering the fire in the oven exposed to leaky LPG cylinder. “The fire engulfed the LPG gas, so the cylinder exploded,” he said.

Further, he said that aside from material damages, the explosion also resulted in burns to three vic-tims namely the owner of Sanur Deli Restaurant. Eni Sihombing suffered burns on arms, legs and back, Maxi on his hands, while Jero Cempaka on legs and backs of the hands. (kmb35)

Frontrunner Joko Widodo and ex-general Prabowo Subianto have said they will favour domestic companies in the lucrative oil and gas industry and have pledged to stick with a con-troversial mineral ore export ban ahead of the July 9 polls.

Indonesia has long been a major investment destination but in recent years nationalist politicians have cam-paigned to clip the wings of foreign firms they say have reaped huge profits and given little back.

The policies include restrictions on foreign energy firms hiring expatriates, and limits on the stakes that banks can buy in one another -- a policy intro-duced after a Singapore lender sought to take over an Indonesian bank.

Observers say that the election platforms of Widodo and Prabowo suggest that, whoever wins, the cli-mate is unlikely to change under the next government.

ery ministry has warned of extinction of Indonesian endemic fish species with the breeding of foreign fish spe-cies in Indonesian waters.

Extinction of certain endemic fish species in a number of Indonesian waters pose a serious threat to the efforts to preserve the variety of the country’s fish resources, Marine and Fisheries Minister Sharif C. Sutardjo said.

This should serve as a lesson for the country to take a concrete step immediately to minimize and pre-vent the negative effects of breeding foreign fish species in the country’s waters, Sharif said.

He said the ministry already took a

number of preventive measure such as with the issuance of regulation based on the United Nations Conven-tion animal diversity .

The ministry has also provided reference for steps to be taken by related institutions in controlling invasive species, he said in a seminar on strategy to control invasive fish species here on Monday.

For that purpose it is necessary to identify invasive fish species that control and supervision could be directed properly and effectively, he added.

He said in order to prevent and control invasive species all related agencies need to be involved through strong coordination in addressing the problem caused.

The government needs to sup-port research development related to negative impact of the breeding of invasive foreign fish species in the Indonesian waters, he said.

He cited the agriculture ministry, the forestry ministry and the ministry of environment should take part in the efforts to preserve Indonesian endemic fish species.

The efforts should be under the coordination of the ministry of the environment as the focal point of the Convention on Biological Diversity (CBD), he said.

A complete information system is needed on the breeding and spreading of invasive species and to detect the threat to the existence of endemic fish species in the country.

Head of the Fish Quarantine Agency (BKIPM)Narmoko Prasm-adji said on the sideline of the seminar that control must be tight in all ports to prevent entry of potential invasive fish species.

Narmoko said the introduction of foreign fish species already had nega-tive impact in Indonesia and many other countries. He cited the explo-sion of the population of gold snail and mujair, a fresh water fish species, creating imbalance even causing ex-tinction of other fish species.

A number of local endemic fish species have fallen victim to the explosion of the invasive foreign fish species, he said. The popula-tion of Mujair in the Cirata dam has declined but ironically Louhan fish

grew fast and in the Sempor dam where originally Betik fish was found in abundance is now near extinction giving ground for Louhan and Oscar fish species, he noted.

Similar trend was also found in a number of Indonesian sea waters. Narmoko said the foreign fishes have also brought fish diseases to the country.

He said there were 13 foreign fish diseases have been identified in the country such as Lerneae cyprinacea attcking fresh water gold fish, Viral Nervous Necrosis Virus (VNNV) attacking the groupers, Koi herpes virus (KHV) attacking Koi and Gold fish and White Spot Syndrome Virus (WSSV) and taura Syndrome Virus (TSV) attacking shrimp.

JAKARTA - Indonesia’s two presidential candidates are outdoing each other with hardline policies to rein in foreign firms and control the resources sector, risking a lurch towards nationalism in Southeast Asia’s top economy, analysts say.

-- and the spending power of an emerg-ing middle class.

Jakarta argues that while painful in the short term, moves such as the mineral export ban, which forces companies to process more of their products in Indonesia, are the only way to develop national industries.

Analysts say that while the goal is laudable, the policies are badly thought out and that corruption-prone Indone-sian industry is not yet ready to meet the ambitious objectives.

Superficially, the two candidates are starkly different. Widodo won legions of fans as Jakarta governor and is seen as a refreshing break from the three-decade Suharto dictatorship that ended in 1998, while Prabowo is a ex-military figure with a dark past who has long railed at foreign control of Indonesia’s resources.

But as the election race has tight-ened in recent weeks, with Prabowo making strong gains in opinion polls, Widodo has taken on a more national-istic tone and their economic policies appear to be converging.

In a recent op-ed piece for Kompas

newspaper, Widodo wrote: “We need to review foreign investment policy... because most investments are directed towards capital-intensive, extractive sectors that do not create a lot of jobs but merely turn as great a profit as possible.”

Wellian Wiranto, a economist from OCBC Bank in Singapore, warned there was a risk of “a blind lurch towards nationalism” which could scare off foreign investors as the economy seeks to recover after last

year’s emerging market turmoil.“While it is understandable that

both would inject nationalistic fervour into their campaign in order to secure votes on July 9... there is a risk of the country stepping onto a slippery slope,” he said.

Widodo’s policy programme calls for restrictions on the sale of banks to foreigners, potentially creating problems for investors eyeing the fast-growing sector in a country where millions still do not have accounts.

Prabowo meanwhile wants the state-controlled energy firm Pertamina to play a greater role in running oil and gas blocks, his brother and senior economic advisor, Hashim Djojohadi-kusumo, said recently.

His programme also calls for more involvement by state-owned compa-nies in processing mineral ores, and talks of developing national industries, from car-making to ship-building -- projects that have failed elsewhere in Asia.

Reynolds High School in the middle-class Portland suburb of Troutdale was immediately locked down, then evacuated room by room, as law enforcement officials converged on the campus of 2,800 students, which had been set for its last day of classes on Wednesday before the summer break.

“A gunman entered the high school this morning, shot one stu-dent. Unfortunately, that student has died,” Troutdale Police Chief Scott Anderson told a news conference. “The gunman was located and the gunman is also deceased.”

Authorities identified the victim as 14-year-old high school freshman Emilio Hoffman.

Gym teacher and track coach Todd Rispler was grazed by a bullet but made his way to the school’s of-fice to initiate the lockdown, possibly saving lives, Anderson said.

TOKYO - Key ministers from Japan and Australia will meet later Wednesday to beef up their defence relations, including a possible future submarine deal, as a rising China stirs tension in the Asia-Pacific region.

Japanese Foreign Minister Fu-mio Kishida and Defence Minister Itsunori Onodera will play host in Tokyo to Julie Bishop and David Johnston, their respective opposite numbers, for the fifth round of so-called “2+2” talks.

The two US allies are eager to discuss the future transfer of Japanese submarine technology to

Australia, with Canberra needing to replace its fleet of stealth subs over the coming years at a reported cost of up to US$37 billion.

The potential deal, which is some way from being finalised, would boost Japan’s defence in-dustry, while also further cementing relations both economically and militarily.

At their meeting, the ministers will follow up on a free trade pact and a security deal reached in April between Australian Prime Minister Tony Abbott and his Japanese coun-terpart Shinzo Abe.

The two leaders also agreed on joint basic research for marine hydrodynamics to be applied for

construction of future military ves-sels and submarines.

Abe, who reportedly is planning to visit Abbott in Australia next month, has argued that Japan must play a bigger role on the global stage and has pushed to loosen re-strictions on when its well-equipped armed forces can act.

He has also relaxed a self-imposed ban on weapons exports, paving the way for the possible deal with Australia.

In their evening meeting, the ministers will make particular ef-forts to hammer out terms for a legal framework to allow the two nations to conduct joint research and trade of defence equipment

-- a necessary precursor to any submarine deal.

“We will engage in practical dis-cussions to strengthen our security and defence cooperation,” Kishida told a press conference Tuesday.

Following an Australian request, Tokyo will let Johnston see Japa-nese submarines during his stay, according to Onodera.

The Japanese defence chief also said the two nations are looking to boost the interoperability of their troops through more joint drills, hu-manitarian assistance programmes, disaster relief and projects to ensure maritime security.

The ministers are also expected to discuss the impact of China’s

ambitious naval activities and ter-ritorial claims that have shifted the balance of power in the region, which was long dominated by the United States.

Beijing has intensified its claims over the South China Sea, and has butted heads with Hanoi and Manila.

Japan’s ties with China have remained sour, due mainly to a ter-ritorial dispute in the East China Sea.

Worries about China have en-couraged a relationship-building drive across Asia, analysts say, with Abe and Abbott aiming to elevate their ties to “a new special relationship”.

TROUTDALE, Oregon - A gunman walked into an Oregon high school gym with a rifle and shot a student to death on Tuesday before he was found dead in a bathroom stall, in the third outbreak of gun violence to shake a U.S. high school or college campus in less than three weeks.

Kadejah Nixon said she did not hear gunfire because the shooting

was in a different wing of the build-ing, but recounted an announcement over the public address system that urged students to go to the nearest classroom and close the doors.

“’This is not a drill, this is serious, get into a classroom,’” she quoted the

announcement as saying.Police said during a search of the

school after the shooting they found a gun on another person, which they believed to be unrelated to the violence. That person, who was not identified, was taken into custody.

TOKYO - Rising labour and construction costs are forcing a review of Tokyo’s venue plans for the 2020 Summer Olympic Games and could lead to a scaling back of facilities, Japanese officials said on Wednesday.

The review will include all 10 venues that Tokyo plans to build for the sporting extravaganza the city won the right to host last September on the strength of its financial clout and pledges to keep most competition sites close together.

“There is no choice but to re-view the plans within the scope of our commitments to the In-

ternational Olympic Committee (IOC),” Hakubun Shimomura, education and sports minister, told reporters on Wednesday.

Construction and labour costs have been pushed higher around Japan by the country’s expanding economy and rebuilding efforts af-ter the March 11, 2011 earthquake and tsunami, which devastated a wide swathe of the northeastern coastline.

Questions have also been raised about the cost of maintaining the venues after the Olympics and how useful they will be to Tokyo citizens, both points that Tokyo Governor Yoichi Masuzoe raised in proposing the review on Tuesday.

The original Olympics pro-

posal, which budgeted some 153.8 billion yen ($1.5 billion) for ven-ues, did not take into account the impact of the Japanese consump-tion tax hike that took place in April and did not predict the sharp rise in construction costs, a Tokyo government official said.

“We still don’t know what ven-ues will be involved or what the scale of the revisions might be,” he added.

“As to whether the venues will be smaller or not, the rising costs are a worry, so the review will have to be centred on keeping the budget in check.”

Following the review, a revised plan will be submitted to the IOC in February 2015.

NEW YORK — This year’s World Cup will play out on Twitter, Facebook, Instagram and messaging apps like WhatsApp just as it pro-gresses in stadiums from Sao Paulo to Rio De Janeiro. Nearly 40 percent of Facebook’s 1.28 billion users are fans of soccer, better known as football outside of the U.S. and Australia. On Tuesday, the world’s biggest online social network is adding new features to help fans follow the World Cup — the world’s most widely viewed sporting event — which takes place in Brazil from June 12 to July 13.

Facebook users will be able to keep track of their favorite teams and players throughout the tourna-ment in a special World Cup section, called “Trending World Cup.” Avail-able on the Web as well as mobile devices, the hub will include the lat-est scores, game highlights as well as a feed with tournament-related posts from friends, players and teams. In addition, an interactive map will show where the fans of top players are located around the world. The company is also launching a page called FacebookRef, where fans can see commentary about the matches from “The Ref,” Facebook’s official tournament commentator.

Social media activity during big sporting events such as the Olympics and the Super Bowl has soared in recent years and should continue as user numbers grow. In 2010, when the last World Cup took place in Johannesburg, South Africa, Facebook had just 500 million users. Now there are just that many soc-cer fans (people who have “liked” a team or a player) on the site, the company says.

Users can get to the World Cup hub by clicking on “World Cup” in the list of trending topics on the site. In a nod to Twitter, Facebook, earlier this year, began displaying trending topics to show users the most popular

topics at any given moment. The fea-ture is currently available in the U.S., U.K., India, Canada and Australia.

“This is our first foray into this, especially for a big sporting event like this,” Van Dyck said.

Facebook, which counts 81 per-cent of its users outside the U.S. and Canada, is unveiling its World Cup features at a time when the company is working to become a place for more real-time, public conversations about big events— a la Twitter. The corruption allegations and criticism of Blatter have threatened to further taint the opening of the latest World Cup in Sao Paulo on Thursday. Brazil is already struggling with protests over the cost of the event.

Van Praag challenged Blatter when he appeared before a closed meet-ing of the European confederation, UEFA. Some federations are angry because Blatter said in 2011 when he secured his latest term that it would be his last.

“FIFA has an executive president and you are not making things easy for yourself and I do not think you are the man for the job any longer.”

Blatter replied that he would not resign straight away, according to the official.

The English FA’s Gill also said it was “disappointing” that Blatter had changed his stance and the FIFA leader should leave next year.

TOKYO - Rising labour and construction costs are forcing a review of Tokyo’s venue plans for the 2020 Summer Olympic Games and could lead to a scaling back of facilities, Japanese officials said on Wednesday.

The review will include all 10 venues that Tokyo plans to build for the sporting extravaganza the city won the right to host last September on the strength of its financial clout and pledges to keep most competition sites close together.

“There is no choice but to re-view the plans within the scope of our commitments to the In-

ternational Olympic Committee (IOC),” Hakubun Shimomura, education and sports minister, told reporters on Wednesday.

Construction and labour costs have been pushed higher around Japan by the country’s expanding economy and rebuilding efforts af-ter the March 11, 2011 earthquake and tsunami, which devastated a wide swathe of the northeastern coastline.

Questions have also been raised about the cost of maintaining the venues after the Olympics and how useful they will be to Tokyo citizens, both points that Tokyo Governor Yoichi Masuzoe raised in proposing the review on Tuesday.

The original Olympics pro-

posal, which budgeted some 153.8 billion yen ($1.5 billion) for ven-ues, did not take into account the impact of the Japanese consump-tion tax hike that took place in April and did not predict the sharp rise in construction costs, a Tokyo government official said.

“We still don’t know what ven-ues will be involved or what the scale of the revisions might be,” he added.

“As to whether the venues will be smaller or not, the rising costs are a worry, so the review will have to be centred on keeping the budget in check.”

Following the review, a revised plan will be submitted to the IOC in February 2015.

RIO DE JANEIRO — Netherlands captain Robin van Persie and de-fender Daryl Janmaat emerged unscathed Tuesday after a collision with a kite surfer on Rio’s Ipanema beach.

Neither player showed any ill effects of the incident at the Netherlands training session Tuesday afternoon at the Estadio da Gavea in Rio.

Janmaat, who is expected to be in Louis van Gaal’s starting lineup for Friday’s Group B opener against Spain in Salvador, said the kite surfer nearly floored him during a stroll along the beach in front of the Dutch team’s hotel on Monday.

He told Dutch public broadcaster NOS he “almost got a kite on my head. A man was kite surfing and he fell exactly where I was stand-ing.”

Though both Janmaat and Van Persie were struck as the kite surfer landed, Netherlands team management said neither player was badly hurt in the incident.

The ministry has also provided reference for steps to be taken by related institutions in controlling invasive species, he said in a seminar on strategy to control invasive fish species here on Monday.

For that purpose it is necessary to identify invasive fish species that control and supervision could be directed properly and effectively, he added.

He said in order to prevent and control invasive species all related agencies need to be involved through strong coordination in addressing the problem caused.

The government needs to sup-port research development related to negative impact of the breeding of invasive foreign fish species in the Indonesian waters, he said.

He cited the agriculture ministry, the forestry ministry and the ministry of environment should take part in the efforts to preserve Indonesian endemic fish species.

The efforts should be under the coordination of the ministry of the environment as the focal point of the Convention on Biological Diversity (CBD), he said.

A complete information system is needed on the breeding and spreading of invasive species and to detect the threat to the existence of endemic fish species in the country.

Head of the Fish Quarantine Agency (BKIPM)Narmoko Prasm-adji said on the sideline of the seminar that control must be tight in all ports to prevent entry of potential invasive fish species.

Narmoko said the introduction of foreign fish species already had nega-tive impact in Indonesia and many other countries. He cited the explo-sion of the population of gold snail and mujair, a fresh water fish species, creating imbalance even causing ex-tinction of other fish species.

A number of local endemic fish species have fallen victim to the explosion of the invasive foreign fish species, he said. The popula-tion of Mujair in the Cirata dam has declined but ironically Louhan fish

grew fast and in the Sempor dam where originally Betik fish was found in abundance is now near extinction giving ground for Louhan and Oscar fish species, he noted.

Similar trend was also found in a number of Indonesian sea waters. Narmoko said the foreign fishes have also brought fish diseases to the country.

He said there were 13 foreign fish diseases have been identified in the country such as Lerneae cyprinacea attcking fresh water gold fish, Viral Nervous Necrosis Virus (VNNV) attacking the groupers, Koi herpes virus (KHV) attacking Koi and Gold fish and White Spot Syndrome Virus (WSSV) and taura Syndrome Virus (TSV) attacking shrimp.

JAKARTA - Indonesia’s two presidential candidates are outdoing each other with hardline policies to rein in foreign firms and control the resources sector, risking a lurch towards nationalism in Southeast Asia’s top economy, analysts say.

-- and the spending power of an emerg-ing middle class.

Jakarta argues that while painful in the short term, moves such as the mineral export ban, which forces companies to process more of their products in Indonesia, are the only way to develop national industries.

Analysts say that while the goal is laudable, the policies are badly thought out and that corruption-prone Indone-sian industry is not yet ready to meet the ambitious objectives.

Superficially, the two candidates are starkly different. Widodo won legions of fans as Jakarta governor and is seen as a refreshing break from the three-decade Suharto dictatorship that ended in 1998, while Prabowo is a ex-military figure with a dark past who has long railed at foreign control of Indonesia’s resources.

But as the election race has tight-ened in recent weeks, with Prabowo making strong gains in opinion polls, Widodo has taken on a more national-istic tone and their economic policies appear to be converging.

In a recent op-ed piece for Kompas

newspaper, Widodo wrote: “We need to review foreign investment policy... because most investments are directed towards capital-intensive, extractive sectors that do not create a lot of jobs but merely turn as great a profit as possible.”

Wellian Wiranto, a economist from OCBC Bank in Singapore, warned there was a risk of “a blind lurch towards nationalism” which could scare off foreign investors as the economy seeks to recover after last

year’s emerging market turmoil.“While it is understandable that

both would inject nationalistic fervour into their campaign in order to secure votes on July 9... there is a risk of the country stepping onto a slippery slope,” he said.

Widodo’s policy programme calls for restrictions on the sale of banks to foreigners, potentially creating problems for investors eyeing the fast-growing sector in a country where millions still do not have accounts.

Prabowo meanwhile wants the state-controlled energy firm Pertamina to play a greater role in running oil and gas blocks, his brother and senior economic advisor, Hashim Djojohadi-kusumo, said recently.

His programme also calls for more involvement by state-owned compa-nies in processing mineral ores, and talks of developing national industries, from car-making to ship-building -- projects that have failed elsewhere in Asia.

Reynolds High School in the middle-class Portland suburb of Troutdale was immediately locked down, then evacuated room by room, as law enforcement officials converged on the campus of 2,800 students, which had been set for its last day of classes on Wednesday before the summer break.

“A gunman entered the high school this morning, shot one stu-dent. Unfortunately, that student has died,” Troutdale Police Chief Scott Anderson told a news conference. “The gunman was located and the gunman is also deceased.”

Authorities identified the victim as 14-year-old high school freshman Emilio Hoffman.

Gym teacher and track coach Todd Rispler was grazed by a bullet but made his way to the school’s of-fice to initiate the lockdown, possibly saving lives, Anderson said.

Authorities have not publicly named the gunman nor said how he died, but USA Today cited a police spokesman as saying the shooter was a teenager who shot himself to death in a bathroom stall following the attack.

TOKYO - Key ministers from Japan and Australia will meet later Wednesday to beef up their defence relations, including a possible future submarine deal, as a rising China stirs tension in the Asia-Pacific region.

Japanese Foreign Minister Fu-mio Kishida and Defence Minister Itsunori Onodera will play host in Tokyo to Julie Bishop and David Johnston, their respective opposite numbers, for the fifth round of so-called “2+2” talks.

The two US allies are eager to discuss the future transfer of Japanese submarine technology to

Australia, with Canberra needing to replace its fleet of stealth subs over the coming years at a reported cost of up to US$37 billion.

The potential deal, which is some way from being finalised, would boost Japan’s defence in-dustry, while also further cementing relations both economically and militarily.

At their meeting, the ministers will follow up on a free trade pact and a security deal reached in April between Australian Prime Minister Tony Abbott and his Japanese coun-terpart Shinzo Abe.

The two leaders also agreed on joint basic research for marine hydrodynamics to be applied for

construction of future military ves-sels and submarines.

Abe, who reportedly is planning to visit Abbott in Australia next month, has argued that Japan must play a bigger role on the global stage and has pushed to loosen re-strictions on when its well-equipped armed forces can act.

He has also relaxed a self-imposed ban on weapons exports, paving the way for the possible deal with Australia.

In their evening meeting, the ministers will make particular ef-forts to hammer out terms for a legal framework to allow the two nations to conduct joint research and trade of defence equipment

-- a necessary precursor to any submarine deal.

“We will engage in practical dis-cussions to strengthen our security and defence cooperation,” Kishida told a press conference Tuesday.

Following an Australian request, Tokyo will let Johnston see Japa-nese submarines during his stay, according to Onodera.

The Japanese defence chief also said the two nations are looking to boost the interoperability of their troops through more joint drills, hu-manitarian assistance programmes, disaster relief and projects to ensure maritime security.

The ministers are also expected to discuss the impact of China’s

ambitious naval activities and ter-ritorial claims that have shifted the balance of power in the region, which was long dominated by the United States.

Beijing has intensified its claims over the South China Sea, and has butted heads with Hanoi and Manila.

Japan’s ties with China have remained sour, due mainly to a ter-ritorial dispute in the East China Sea.

Worries about China have en-couraged a relationship-building drive across Asia, analysts say, with Abe and Abbott aiming to elevate their ties to “a new special relationship”.

TROUTDALE, Oregon - A gunman walked into an Oregon high school gym with a rifle and shot a student to death on Tuesday before he was found dead in a bathroom stall, in the third outbreak of gun violence to shake a U.S. high school or college campus in less than three weeks.

Two girls from the high school, sisters Kadejah and Deondra Nixon,

told Reuters after being reunited with their parents that police were asking students whether anyone had ridden a bus to school with a student carrying a guitar case.

Kadejah Nixon said she did not hear gunfire because the shooting

was in a different wing of the build-ing, but recounted an announcement over the public address system that urged students to go to the nearest classroom and close the doors.

“’This is not a drill, this is serious, get into a classroom,’” she quoted the

announcement as saying.Police said during a search of the

school after the shooting they found a gun on another person, which they believed to be unrelated to the violence. That person, who was not identified, was taken into custody.

SINGAPORE - Singapore Telecom, Southeast Asia’s biggest telecom firm by revenue, said Wednesday it will buy two mobile advertising companies for a total of $385 million to further boost its digital business.

Amobee, a digital advertising firm fully owned by SingTel, said in a statement it had signed agreements to buy Adconion, a cross-channel digital advertising company as well as Kontera Technologies, a digital content intelligence and marketing technology firm.

Adconion Direct North America and Adconion Australia will be acquired for $235 million including debt, while US-based Kontera will cost $150 million.

Amobee said the deals are subject to certain conditions being met.

Allen Lew, chief executive of Group Digital Life at SingTel, said the purchases would enhance Amobee’s ability to create digital marketing campaigns that can reach SingTel’s global network of more than 500 mil-lion subscribers.

Adconion has top brands including Toyota, Disney and AT&T among its clients, while Kontera, which has a research and development centre in Israel, analyses consumer behaviour on social media.

SingTel bought Amobee in 2012 for $321 million and the firm holds a market share of about 10 percent of global ad spend in the mobile display advertisements sector, it said.

Lew, who is also Amobee’s chair-man, said SingTel has so far spent about a quarter of the Sg$2.0 billion al-located by its board for digital invest-ments until the 2016 financial year.

SingTel’s revenue from mobile advertising in the year to March 2013 stood at Sg$113 million ($90 million). Its net profit came in at Sg$3.65 bil-lion, a 4.1 percent increase from the previous year.

The telco owns partial stakes in India’s Bharti Airtel, Indonesia’s Telkomsel, Thailand’s Advanced Info Service, the Philippines’ Globe Telecom and Pacific Bangladesh Telecom. It fully owns SingTel Optus in Australia.

Most of the pick-up in growth this year will come from high-income countries, particularly the United States and the 18-nation eurozone, the World Bank said in its twice-yearly Global Economic Prospects report.

But a rough start to the year -- bad weather in the United States, financial market turmoil and the Ukraine crisis -- dragged down global growth for the year as a whole, the Bank said.

It marked down its 2014 fore-cast to a 2.8 percent pace from its January forecast of 3.2 per-cent. The global economy grew 2.4 percent growth in 2013.

High- income coun t r i e s would see stronger growth this year of 1.9 percent from 1.3 percent in the previous year, the World Bank said.

But developing countries can expect mixed challenges from the accelerating growth in the rich countries.

As high-income economies expand, their import demand should grow, boosting devel-oping-country exports.

But developing countries will be hard-pressed to find the capacity to meet that de-

mand, because most of them already are fully recovered from the 2008 financial crisis and growing close to potential, the Washington-based develop-ment lender said.

Developing countries were projected to grow 4.8 percent this year, substantially below the 5.3 percent estimate in January.

“The outlook for developing countries is for flat growth in 2014. This marks the third year in a row of sub-five percent growth and reflects a more chal-lenging post-crisis global eco-nomic environment,” it said.

The World Bank’s latest outlook marked a deterioration from the January report, when it had raised its growth forecasts, saying both rich and developing countries appeared to be “fi-nally turning the corner” after the global financial crisis.

Weakness in ChinaMuch of the slowdown this

year reflected weakness in China, the world’s second-largest economy. First-quarter growth in Chinese gross do-mestic product was only a 5.8 percent annualized rate, with a

sharp deceleration in industrial output and Beijing taking steps to tighten credit.

The Wash ing ton -based lender forecast growth of 7.6 percent this year, lower than China’s 7.7-percent growth rate in 2013. Beijing’s own target for this year is 7.5 percent.

GDP growth accelerated slightly in the first quarter in In-dia, Mexico and the Philippines. But the pace of growth slowed in Indonesia, Mongolia, Malaysia and Brazil and turned negative in South Africa and Peru.

Sharp annualized contrac-tions of between eight and 12 percent occurred in Ukraine, Thailand and Morocco.

The weakness in develop-ing countries reflected a slew of factors, including knock-on effects from the severe winter in the US; political tensions in Thailand, Ukraine and Turkey; labor unrest in South Africa; and monetary policy tightening fol-lowing financial market turmoil a year ago, the Bank said.

Actual and structural fiscal deficits are much higher now than in 2007 in developing countries, and debt rose by more than 10 percentage points

of GDP in half of them.The World Bank warned

that developing countries need to prepare now with structural reforms while financial condi-tions are easy, because they are likely to tighten over the longer term.

The president of the World Bank, Jim Yong Kim, said more robust growth was needed to create the type of jobs that can improve the lives of the world’s poorest 40 percent.

“Clearly, countries need to move faster and invest more in domestic structural reforms to get broad-based economic growth to levels needed to end extreme poverty in our genera-tion,” Kim said in a statement.

Andrew Burns, lead author of the report, said bottlenecks in energy and infrastructure, labor markets and business climate in many of the large middle-income countries are holding back economic and productiv-ity growth.”

“Subsidy reform is one po-tential avenue for generating the money to raise the quality of public investments in human capital and physical infrastruc-ture,” he said.

Mengwi Kingdom once ruled this region.

Meanwhile, the endeavor of Mataram Sultanate to conquest the Blambangan was never successful. That’s why the Blambangan (and Banyuwangi in general) never belonged to the Central Javanese culture. So far, the region has quite different variety of language from the standard Javanese language. The influence of Bali can also be seen in various kinds of dancing arts originating from the Blam-bangan area.

Andi, a resident met at the scene, said the fire started when he passed in front of the Sanur Deli Restaurant. Unexpectedly, the explosion sound made him surprised because he was curious and dozens of other residents ap-proached the source of the blast. “About 9:10 a.m., I heard the sound of explosion from the Sanur Deli Restaurant,” he said.

After this woman from Ban-gli was outside the kitchen, there was an explosion to destroy the kitchen roof and cracked the wall section. After the explosion, the restaurant employees remem-bered if the oven in the kitchen was still on. Allegedly, the fire of the oven grabbed the leaky gas cylinder. “To my knowledge, the only equipment still flaming in the kitchen is oven,” she added.

Chief of South Denpasar Crim-inal Investigation Unit, Hendik Setiadi, when asked for his con-firmation justified the incident. After the incident, his party had

installed police line and conducted the crime scene investigation. As provisional estimation, the explo-sion triggering the fire in the oven exposed to leaky LPG cylinder. “The fire engulfed the LPG gas, so the cylinder exploded,” he said.

ANSEONG - Thousands of South Korean police and prosecutors raided a sprawling religious compound for a second time on Wednesday in their search for an elderly busi-nessman linked to a ferry disaster that reduced the nation to tears.

Helicopters flew overhead as officers moved from building to building at the site, believed to cover the size of a dozen soccer pitches, with church members in pursuit, some sing-ing hymns, others chanting “Let’s fight with prosecutors and police!”

But the businessman, Yoo Byung-un, also a photographer who was once jailed for fraud and is now South Korea’s most wanted man, was nowhere to be found.

Yoo, in his 70s, co-founder of the church which owns the website www.god.com, is want-ed on charges of embezzlement, negligence and tax evasion stemming from a web of business holdings centred on I-One-I, an investment vehicle owned by his sons that ran the shipping company, Chonghaejin Marine.

Chonghaejin owned the Sewol which sank off the southwest coast on April 16 on a routine journey from Incheon on the mainland to the southern holiday island of Jeju.

Of the 476 passengers and crew on board, 339 were children and teachers from the same school. Only 172 people were rescued and the remainder are all presumed to have drowned.

The raid came a day after 15 crew went on trial in a court packed with angry parents of the children who died. Four crew face homi-cide charges after they were seen escaping the sharply listing vessel as the children stayed in their cabins as told.

It also came a day after President Park Geun-hye, whose government was sharply criticised over its handling of the disaster, said “it made no sense” that such an extensive search opera-tion had failed to catch Yoo.

Church members grow organic produce, run a fish farm and hold religious services. Yoo is believed to keep a photography studio inside.

As the search operation went ahead, some church members handed out organic ice cream to police and journalists in the sweltering heat.

Yoo and his sons, one of whom is based in the United States, have eluded a police man-hunt for nearly a month. Yoo is a co-founder of the Evangelical Baptist Church that runs the Anseong compound, a two-hour drive south of Seoul. The prosecution has frozen the Yoo fam-ily’s assets, but news reports said there may be more yet to be identified.

Authorities last month increased the reward for information leading to Yoo’s arrest tenfold to the equivalent of half a million dollars. About 6,000 officials took part in the raid, three weeks after an initial search of the compound. Chonghaejin Marine did not answer phone calls on Wednesday, while two other firms related to Yoo had no comment on questions as to his whereabouts.

“I want to be able to tell my children and grandchildren that I have met the first woman president of the US,” said Nicole Kelly, who attended the event with two friends.

“She is a role model for all of us,” said retiree Claudia Sine.

Some at the Barnes and Noble flag-ship store on Union Square said they had been there all night. Others said they got in line before 5:00 am for Clinton’s late morning appearance to promote “Hard Choices.”

However, the potential of Bali starling in the region was not included in the agenda during the four-day event. Actually, the Nusa Penida Islands have become the habitat for the center of Bali starling breeding since the past ten years and supported the potential of local tourism.

Chairman of the Friends of the National Parks Foundation (FNPF), I Gede Nyoman Bayu Wirayudha, when contacted on Tuesday (Jun 10) admitted that Bali starling was not included in the agenda during the four-day NPF centered in the field of Sampalan, Nusa Penida. The institution specialized in the de-velopment of Bali starling said that aside from marine tourism, travelers visiting Nusa Penida would also like to have closer look at the native bird becoming the icon of Bali. Since the past ten years, the Bali starling was said to thrive quite well in Nusa Penida.

Aside from a strong commit-ment to maintain the population, it was also supported by the entire customary village applying the awig-awig or customary bylaw to protect the Bali starling from poaching. to re-encourage the Bali cattle busi-ness existing only in Bali, including in Buleleng.

All this time, the interest of farm-ers to raise Bali cattle began to decline due to various factors. This condition was feared to threaten the population of Bali cattle in Buleleng. “We all know that Bali cattle are

only available in Bali and cannot be found in other region. Apparently, the population begins to fall as the people’s interest to raise it starts to decline. Without immediate handling, this condition can lead to decline,” he said.

According to Swatantra, in the Bali cattle contest, the breeders would get information related to Bali cattle raising techniques with the technology of artificial insemination. With this technique, breeders would be given the understanding. After the contest, the breeders would be keen to maintain the Bali cattle. In

addition to getting information re-lated to the maintenance technique, the contest participants could also share information, experience and cope with the problem having been experienced.

When touched about the popu-lation of Bali cattle in Buleleng, Swatantra added that up to this year the population of Bali cattle in Buleleng was recorded to reach 123,000 heads spreading across the nine subdistricts. “We then put up a sign board so that people also take care about the preservation of Bali starling and we’re difficult to get permission from the government,” he continued. He added the last observational data in 2012 made by the Natural Resources Conser-vation Agency (BKSDA) of Bali indicated there were 128 heads of Bali starling spreading throughout the archipelago. He expected such number was growing and Nusa Penida became the best habitat for the preservation of Bali starling along with the increasing various studies on Bali starling from dif-

ferent circles in the local area.Meanwhile, Chairman of the

NPF Committee, Wayan Sujana, when contacted on Tuesday, rec-ognized the potential of Bali star-ling that was not so highlighted in the NPF and not included in the agenda of the four-day event.

However, the potential of Bali starling had been included in the promotional materials. With the implementation of the NPF planned to be held sustainably, his party promised the potential of Bali starling to get more spaces in the agenda.

mass vaccination program against rabies in Bali has covered some 45 percent of the total dog popu-lation on the island so far, stated an official.

By June 9, at least 160 thousand dogs were vaccinated, or about 45 percent of the total 350 thousand dogs to be targeted, Putu Sumantra, the head of the Balinese animal

husbandry and animal health of-fice, stated on Wednesday.

Sumantra expressed optimism that the target can be achieved since the program, which started on April 15, will be carried out until July 31, 2014.

“The program has been con-ducted in 1.6 thousand villages of the total three thousand villages that will be targeted,” he said.

Sumantra called on the public

to make the program successful by taking their dogs for vaccination against rabies.

A total budget of Rp12 bil-lion has been allocated for the fifth mass vaccination program against rabies, which is part of the government’s effort to make Bali free from rabies.

Of the Rp12 billion, Rp5.6 billion is from Bali’s budget and Rp6.4 billion is from the state

Patients today use a number of apps that purport to track and treat a panoply of ailments, a headache for regulators and patient safety advocates. Now, the advent of wearable devices bristling with sophisticated biotracking sensors is stirring concern in the medical community about misdiagnoses that could have serious consequences for consumers.

Some are asking whether Apple and Google should do more to police their fast-growing app marketplaces. “Most of the health apps out there are built by people with zero medi-cal experience,” said Paris Wallace, chief ex-ecutive officer of Ovuline, a popular fertility app. Worse, many developers don’t have the resources for legal counsel, Wallace said, and are more likely to make false claims to patients without seeking FDA clearance.

The Food and Drug Administration last year published guidelines on the kinds of mobile apps it will supervise. But industry insiders fear the agency may get overwhelmed as apps mushroom. Last week Samsung Electronics launched a health platform for third-party developers, SAMI.

This week Apple introduced “Healthkit,” a repository of data for medical apps that opens up new realms for developers to explore. It may also make it easier for those with scant understanding of regulatory protocols to dive into the market.

Health apps are big business for Apple and Google, the two leading app marketplaces. The iPhone maker is the preferred choice for developers. Analytics firm AppAnnie found that Apple generates five times more revenue from downloads of health and fitness apps than Google.

How the two companies, who both declined to comment for this story, will handle the prolif-eration of medical apps is unclear. One source familiar with the matter said Apple is looking to add a regulatory expert to its growing digital health team, who will be tasked with oversight of the App Store.

Research has shown that many existing medical apps may be useless. Seventy-five percent of smartphone apps that claim to assess malignancy are wrongly diagnosing at least 30 percent of melanomas as “unconcerning,” researchers from the American Medical As-sociation’s JAMA Dermatology found.

LONDON - Scientists have found a way of genetically modifying mosqui-toes to produce sperm that only creates males, offering a potential fresh approach to fighting and eventually eradicating malaria.

Researchers from Imperial College London tested a genetic method that dis-torts the sex ratio of Anopheles gambiae mosquitoes, the main transmitters of the malaria parasite, so that the female mos-quitoes that bite and pass the disease to humans are no longer produced.

In a study published in the journal Nature Communications, the team re-ported that in the first laboratory tests, the technique created a fully fertile mosquito strain that produced 95 percent male offspring.

“For the very first time, we have been able to inhibit the production of female offspring in the laboratory and this provides a new means to eliminate the disease,” said Andrea Crisanti, who led the research at Imperial’s department of life sciences. Nikolai Windbichler, who co-led the work, said what was most promising about the results is that they are self-sustaining.

“Once modified mosquitoes are intro-duced, males will start to produce mainly sons, and their sons will do the same, so

essentially the mosquitoes carry out the work for us,” he said.

In their experiments, which took more than six years, the scientists inserted a DNA cutting enzyme called I-PpoI into Anopheles gambiae mosquitoes.

The enzyme works by cutting the DNA of the female-producing X chro-mosome during production of sperm, so that almost no functioning sperm carry it. As a result, the offspring of the geneti-cally modified mosquitoes was almost exclusively male.

The scientists introduced the geneti-cally modified mosquitoes to five caged wild-type mosquito populations. In four of the five cages, this eliminated the entire population within six generations due to the lack of females.

The hope is that if this could be rep-licated in the wild, this would ultimately cause the malaria-carrying mosquito population to crash.

Experts not directly involved in the work were impressed with its results and enthusiastic about its potential.

“This is super cool work,” said Mi-chael Bonsall, a reader in zoology at Britain’s University of Oxford.

Malaria kills some 627,000 people worldwide each year, according to the World Health Organisation, and the vast majority of its victims are babies and children in sub-Saharan Africa.

LONDON — Women who often indulge their cravings for hamburgers, steaks and other red meat may have a slightly higher risk of breast cancer, a new study suggests. Doctors have long warned that a diet loaded with red meat is linked to cancers including those of the colon and pancreas, but there has been less evidence for its role in breast cancer.

In the new study, researchers at Har-vard University analyzed data from more than 88,000 women aged 26 to 45 who had filled in surveys in 1991. Their red meat intake varied from never or less than once a month, to six or more servings a day. Initial results of the study were first published in 2006 and showed a preliminary link between eating red meat and breast cancer after 12 years; the new research confirmed the earlier findings with longer follow-up information, and analyzed other types of breast cancer.

Using a statistical model, scientists estimated that in women who ate the most amount of red meat, there were an extra 6.8 cases of breast cancer for every 1,000 women over 20 years of follow-up. The researchers couldn’t rule out the pos-

sibility that other factors might explain the apparent link between red meat and breast cancer.

In developed countries, women have about a 12.5 percent chance of develop-ing breast cancer. Scientists suspect pro-teins in red meat speed up cell division and tumor growth; chemicals such as nitrates in processed meats are already classified as probable carcinogens.

The study was carried out main-ly among educated, white American women, and researchers said that the results were not necessarily applicable to women of other races. It was paid for by the U.S. National Institutes of Health and published online Tuesday in the British journal, BMJ.

“This underlines the importance of having a healthy diet,” said Sally Green-brook, a senior policy officer at the U.K. charity Breakthrough Breast Cancer, who was not part of the research. She said women should focus on reducing their chances of breast cancer by stay-ing slim, and exercising and drinking in moderation.

Greenbrook added that there wasn’t yet enough proof about the dangers of red meat to change current prevention guidelines.

“If patients perceive a mobile app as a cheaper alternative to a trip to my office, that’s worrying,” said Molly Maloof, a physician who has spoken about such matters and is a consultant for digital-health startups like Sano Intelligence and GeneSolve.

Echoing a familiar Silicon Valley stance, developers argue that increased federal oversight will only stifle innovation.

EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

According to him, there were many beautiful regions overseas like Bali such as Hawaii, Tahiti, Thailand and the Maldives. However, why did Bali have a special value and it was more than other destina-tion in the world? It happened because Bali was very consistent in maintaining tradition, culture and religion. “Synergy of customs, culture and religion goes in harmony and it becomes the icon of Bali. It remains to be guarded and maintained by its people for generations. It is the superior-ity of Bali compared to other destinations in the world,” said IGK Manila.
