THE HAGUE — The government will pay compensation and apologize to relatives of men killed by Dutch troops in a notorious 1947 massacre of villagers during Indonesia’s bitter struggle for in-dependence, their lawyer said Monday.

Foreign Minister Uri Rosenthal said that the apology “does justice to the grav-ity of what happened in Rawagedeh,” the village on Java island where up to 430 men were rounded up and summarily executed.

“I hope it helps the relatives find closure for this exceptionally difficult episode in their lives and look to the future,” Rosenthal said.

The Dutch ambassador to Indonesia, Tjeerd de Zwaan, will offer the apology during the annual commemoration of the massacre in the village, now called Balongsari, on Dec. 9. Nine relatives of men shot in the massacre won a landmark court case earlier this year, when judges ruled that the Dutch state was responsible for the massacre.

The Bali Democracy Forum (BDF) IV will be held on 8 - 9 De-cember 2011 at Bali International Convention Center (BICC), Nusa Dua, Bali, the foreign ministry said in a statement.

seems to receive special attention fromthirty ambassadors from the WesternEurope who made a visit to Bulelengon Tuesday (Dec 6). They hoped thewine produced from the native grapesto Buleleng could be produced mas-sively so that it could be exported toEurope.

In the visit, a number of ambassadorslooked to pay great attention to localbottled wine exhibited in the officelobby of the Buleleng Regent. Someof them seemed to notice the wine seri-ously and then purchased it.

Director of Western Europe, DewaMade Juniarta, said the visit was intend-ed to introduce the potential of Bulelengto European countries. By seeing theexisting potential in Buleleng, his partypromised to bridge the investment inan effort to develop the products ofagriculture and plantation of Buleleng.“Some European countries expressed

their commitment to make directcooperation. Greek Ambassador, forinstance, was interested in developingthe wine production, not just purchasingbut also helping Buleleng develop theproduction itself,” he said.

The Regent of Buleleng, Putu Bagia-da, when welcoming the ambassadorssaid that some sectors of the infra-structure and proceeds of the plantationwould be developed more seriously,including the wine of grapes. In addi-tion, another potential enthused by thegroup of West European ambassadorsin the visit was the development ofCelukan Bawang Harbor in GerokgakSubdistrict. In the future, the harbordevelopment would be made a gatewayof export and import activities. “Fromthe visit of Western European ambassa-dors, some sectors get special attentionand have potential to be developed.Hopefully, this meeting can facilitatethe investment with those Europeancountries,” he said. MOGADISHU/NAIROBI - A suicide bomber struck the Somali capital on Tuesday, the latest in a wave of deadly attacks in Mogadi-shu, and dozens of Islamist rebels and Somali government troops have been killed in fighting in the south. The car bomb exploded 50 meters from the recently reopened Turkish embassy, near to the Kilometre 4 (K4) junction, a busy intersection in Mogadishu’s administrative district. A health official said at least three people were killed by the blast.

The suicide attack piles yet more pressure on a Western-backed government that relies on African Union troops to prop it up and fight an insurgency by Is-lamist militants who control virtu-ally all of Somalia outside Moga-dishu. Witnesses told Reuters that the security forces stopped the vehicle earlier, before moving the car to a quieter sideroad.

“The troops tried to question the driver and take photographs when the suicide bomber deto-nated his bomb,” Abdiweli Elmi,

a policeman on patrol at the junc-tion said. Two policemen and one civilian were killed, Elmi said.

A Reuters witness said human body parts could be seen around the ripped-apart car and security forces fired into the air to disperse the crowds. There was no imme-diate claim of responsibility for the attack. Suspicion is likely to fall on al Shabaab rebels.

The al Qaeda-linked militants, who have fought the government since 2007, have intensified the frequency of suicide attacks in Mogadishu since withdrawing from most of their bases in the capital in August. A Turkish gov-ernment official said the target of the attack was unknown. None of Turkey’s embassy staff hurt.

Turkey was the first state from outside the immediate region to open an embassy in Mogadishu. CAIRO - Egypt’s new prime minister said on Tuesday the ruling army would grant him extra powers, and appointed a finance minister along with most other cabinet members, state media reported. Kamal al-Ganzouri has been struggling to put together a cabinet since Egypt’s military rulers brought him out of retire-ment to lead a new interim government nearly two weeks ago.

State television on Tuesday confirmed Ganzouri’s appointment of Mumtaz al-Saeed as finance minister, but said two

portfolios, including the powerful interior ministry, had yet to be filled. The new interior minister would be announced when the cabinet takes the oath of office on Wednesday, it said.

Ganzouri told a news conference the army would issue a decree “this evening or tomorrow” to hand the premier presi-dential powers “except those concerning the judiciary and armed forces.” He gave no further detail. The appointment of Gan-zouri, 78, has been criticized by protesters seeking a full purge of the system because he served as prime minister in the 1990s under ousted Hosni Mubarak.

The military itself has jealously shield-ed its own broad interests from civilian oversight. But, under pressure from protests, the army has said it would cede power to civilians in mid-2012 after a presidential vote, sooner than it had planned.

Temple CeremonyCalendar Event for December 3 through 28, 2011

EVERY Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sail-ings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

JAKARTA - Indonesia is likely to see a significant increase in foreign investment after it has reached “in-vestment grade” which is expected to happen three to six months from now, the head of a businessmen`s group said.

“According to our calculations, and information from analysts and researchers, Indonesia will reach ̀ in-vestment grade` three to six months from now,” Airlangga Hartarto, chairman of the Indonesian Issu-ers Association (AEI), said here on Tuesday.

However, the benefits of the in-vestment grade status would be much reduced by the business climate in Europe and the US which could obstruct the flow of investment to Indonesia.

“With Indonesia having invest-ment grade status, investors would assume the risks of investment in Indonesia to be good. But unfortu-nately, the business climate in Europe and the US next year will probably still be bad,” he said.

Airlangga was confident Indone-sia would earn the investment grade qualification in the near future. “Thus

it will significantly increase foreign investment, and then we will get out of the crisis,” he said.

Meanwhile, international rating agency Fitch Ratings said it would consider raising Indonesia`s rank to “investment grade” over a period of at least 12 months because the required calculations were quite complex.

“We are still considering raising Indonesia to ̀ investment grade` status over a period of 12-18 months. That`s because the `credit rating` requires quite complicated calculations, not just one factor alone. There are several factors to consider for Indonesia,” said Head of Sovereign Ratings Asia Pacific Fitch Andrew Colquhoun.

The first factor to consider was the inflation rate until the end of the year. According to Andrew, Bank Indonesia should be able to hold the inflation steady.

Besides, infrastructure must also be a concern because it referred to government policies requiring im-mediate action.

“Foreign participation in the bond market also needs to be based on considerations of Indonesia`s performance during the 2008 crisis. Indonesia was quite strong in dealing with the crisis,” said Andrew.

NASI GORENG(Fried Rice)

OVERVIEW:There are about as many different ways of preparing

Nasi Goreng in Bali, as there are cooks. The only constant ingredient is rice; everything else is determined by the cook’s taste or the availability of ingredients. Please be certain to use only cold rice, as warm rice will stick to the wok.

INGREDIENTS:6 tbsp oil6 shallots, peeled, halves length wise and sliced6 cloves garlic, peeled and sliced200 gr (6 ½ oz) chicken meat, sliced150 gr (5 oz) medium size shrimp, peeled¼ small white cabbage, shredded4 eggs, beaten2 tbsp sambal tomat700 gr (1 ½ lb) cold cooked rice2 tsp salt1 tsp sliced bird’s eye chilies2 tbsp fried shallot

PREPARATION:1. Heat vegetable oil in wok or heavy fry pan until

very hot.2. Add shallots and garlic and fry for 1 minute until

golden yellow.3. Add chicken and shrimp and fry for 1 minute, and

then add cabbage and fry for 1 minute. Add sambal and mix well.

4. Add eggs and continuously stir for 30 seconds before adding rice and salt. Increase to very high heat and fry for 3 more minute, stir continuously.

5. Add chilies, mix well and serve immediately, garnished with fried shallots.

Note: Throughout Bali there are as many different ways of preparing Nasi Goreng as there are ingredients of chef’s.

Executives did not immedi-ately detail their plans for the Hollywood park, but Meyer said there was enough room to expand. “We’re not landlocked,”

Meyer said. “We’re (on) 400 acres on this lot and 200 of them are still not developed.”

Los Angeles County Supervisor Zev Yaroslavsky said he was told that a live concert venue, Gibson Amphitheatre, would be scrapped to make way for the attraction. He said it would open around 2014, but officials did not give a date.

The “30 Rock” actor was asked to get off a New York City-bound flight for playing “Words with Friends” while the plane idled at a gate Tuesday, said Baldwin’s spokesman, Matthew Hiltzik.

“He loves ‘Words with Friends’ so much that he was willing to leave a plane for it,” said Hiltzik, who added that Baldwin boarded another American Airlines flight to New York. Baldwin, a prolific Twitter user, took to the social media site to vent, saying a “flight at-tendant on American reamed me out 4 playing Words With Friends while we sat at the gate, not moving.”

It wasn’t clear if passengers had been asked to turn off their cellphones, which is typical before a flight backs away from the terminal. The award will be presented to Scorsese at the Critics Choice Movie Awards on January 12 at the Hollywood Palladium.

“They are monstrous,” Berkeley astro-physicist Chung-Pei Ma told reporters. “We did not expect to find such massive black holes because they are more mas-sive than indicated by their galaxy prop-erties. They’re kind of extraordinary.” The previous black hole record-holder is as large as 6 billion suns.

In research released Monday by the journal Nature, the scientists suggest these black holes may be the leftovers of quasars that crammed the early uni-verse. They are similar in mass to young quasars, they said, and have been well hidden until now. The scientists used

ground-based telescopes as well as the Hubble Space Telescope and Texas super-computers, observing stars near the black holes and measuring the stellar velocities to uncover these vast, invisible regions.

Black holes are objects so dense that nothing, not even light, can escape. Some are formed by the collapse of a super-size star. It’s uncertain how these two newly discovered whoppers originated, said Nicholas McConnell, a Berkeley graduate student who is the study’s lead author. To be so massive now means they must have grown considerably since their formation, he said.

Most if not all galaxies are believed to have black holes at their center. The bigger the galaxy, it seems, the bigger the black hole. Quasars are some of the most ener-gized and distant of galactic centers.

The researchers said their findings suggest differences in the way black holes grow, depending on the size of the galaxy. Ma speculates these two black holes remained hidden for so long be-cause they are living in quiet retirement — much quieter and more boring than their boisterous youth powering quasars billions of years ago.

“For an astronomer, finding these insatiable black holes is like finally en-countering people nine feet tall whose great height had only been inferred from fossilized bones. How did they grow so large?” Ma said in a news release. “This rare find will help us understand whether these black holes had very tall parents or ate a lot of spinach.”

Bryant hung Dexter’s personalized stock-ing with care. He’ll spend Christmas Eve in pajamas and a bathrobe with ducks on it. He will look his brown-and-white best because of a holiday trip to the groomer, and he will dine on lean boiled turkey on Christmas Day.

A recent AP-Petside.com poll found that just over half of American pet owners will buy gifts for their pets this holiday season, and they’ll spend an average of $46 on their animals, with toys and treats topping the list. Overall spend-ing in the pet industry (including food, sup-plies, veterinary care, grooming, boarding and pet sitting) was just over $48 billion in 2010, with over $50 billion in spending projected for 2011, according to the American Pet Products Association.

“It seems many pet owners have accepted that their pets are like children and they enjoy indulging their pet more than ever. Babies born as early as 23 weeks showed better survival rates and less brain damage if their mothers were given steroids in the days preceding their birth, a US study said Tuesday. The research in the December 7 issue of the Journal of the American Medi-cal Association suggests that preterm babies may benefit sooner than thought from the boost in lung power and organ growth they get from exposure to steroids.

Until now, little was known about the efficacy of giving a pregnant woman ste-roids for a fetus less than 24 weeks old, and some were worried it could raise the risk of infection in the mother. Current guidelines, published in 1995, recommend a two-shot regimen for mothers who go into preterm labor when the fetus is between 24 and 34 weeks of age. A normal full-term pregnancy is between 37 and 42 weeks.

However, even though premature babies

exposed to steroids were twice as likely to survive as those who were not, the research-ers cautioned that overall survival still remained relatively low, at 36 percent.

To determine if steroids could help the youngest babies survive after being born on the edge of viability, doctor Waldemar Carlo of the University of Alabama at Bir-mingham and colleagues looked back at records between 1993 and 2009 at 23 aca-demic perinatal centers in the United States. Data included babies born between 401 grams (14.1 ounces) and 1,000 grams (35.3 ounces) at 22 to 25 weeks’ gestation.

Among babies born at 23 weeks who were exposed to steroids, 83 percent either died or had brain development problems by age 18-22 months. Ninety percent of those who weren’t given steroids either died or showed brain damage. The same advantages were not seen at a statistically significant level in babies aged 22 weeks who were exposed to steroids.
