In June 1992, Union Pacific relinquished all rights to the land and released it for county ownership. The building was owned by Jay McMillan, who also owned Strauss Grain Company, Inc. In 1984, the building ownership was transferred by a corporate deed for joint tenancy with Strauss Elevator, Inc. BACKGROUND

The Kansas Department of Health and Environment (KDHE) assessed the site and determined thatthe chemicals that remained represented a potential threat to human health and the environment. KDHErequested that EPA conduct a removal assessment of the site to determine the feasibility of a removalunder Superfund. A site visit was made by Carl Bailey and Bill Towery. KDHE, on August 20-21, 1992.Bailey and Towery interviewed McMillan and also conducted a site reconnaissance. McMillan told Baileyand Towery that the products in the building belonged to him.

SITE ACTIVITIES

TATMs Brooks and Finger arrived at the site with OSC Bailey on September 2, 1992, at 0820hours. TAT conducted an inventory of the products located in the building and nine 55-gallon drumslocated near a smaller, old shed (Figure 2). Ninety-two products were inventoried in the building,including five that TAT was unable to identify because of missing or unreadable labels (Attachment 3:Inventory Sheets). For each item, the container type, condition, size, content amount, material state,chemical name and manufacturer were recorded. TAT marked the nine drums near the shed withidentifying numbers (#1 thru #9). For each drum, its size, type, label information, and any other pertinentcomments were recorded (Attachment 4: Drum Inventory Sheets). Two of the drums were found to beempty (#3 and #6). TAT's inventory was submitted to the Kansas State Board of Agriculture fordetermination of those chemicals which would be listed as materials banned for use by the State ofKansas. No samples were submitted from the products found in the building.

Six samples were collected from drums # 1-9, near the old shed, by the sampling team (Table 1).Container headspaces were screened with a Foxboro Model 128 Organic Vapor Analyzer (OVA) prior tosample collection. Sample collection was achieved by using thieving rods to transfer samples of the drumcontents into 16-ounce glass jars. Thieving rods were dedicated to each drum and outer gloves werereplaced prior to the collection of each sample to reduce the possibility of cross contamination.

Sampling activities were completed by 1420 hours on September 2, 1992. TAT delivered thesamples to the Region VII EPA Laboratory for selected pesticide, herbicide, volatile organics, andflashpoint analyses on September 3, 1992, under activity number NBX14 (Table 1). Data results werereceived by OSC Bailey and will be evaluated by EPA.

SUMMARY

TAT was tasked to conduct a removal assessment at the South Mound Pesticide site, SouthMound, Kansas. TAT inventoried, sampled, and documented site conditions. Six samples were collectedfor submittal to Region VII EPA laboratory for selected pesticide, herbicide, volatile organic, andflashpoint analyses. OSC Bailey received the data transmit!al on October 7, 1992. Following evaluationof the analytical results by EPA, a determination concerning potential removal activities will be made.TAT will remain available for assistance pending the initiation of any removal activities.

ON THE FOLLOWING ONE POUND PLASTIC CONTAINER, THE NAME HAD FADED BUT THEACTIVE INGREDIENTS AND MANUFACTURER WERE LEGIBLE. THE MANUFACTURER WAS MOBAYCHEMICAL COMPANY AND THE ACTIVE INGREDIENTS WERE: 4-AMINO-6-(l,l-DIMETYLETHYL)-3-(METHYLTHIO)-l,2,4, TRIAZIN-5(HH)-ONE. THE MATERIAL INTHE CONTAINER WAS SOLID.
