Ecodesign Framework Directive 2009/125/EC

The four main objectives

• Ensure the free movement of energy-related products within the EU

• Improve the overall environmental performance of these

products and thereby protect the environment,

• Contribute to the security of energy supply and enhance the

competitiveness of the EU economy,

• Preserve the interests of industry, consumers, and other stakeholders

EER Correction: Chillers w/o Modulation

Degradation Coefficient (Cd), (Cdc) at part load (CR = capacity ratio):

• Cdc can be determined by test (EN 14825) ‒ A/C Chillers

incl. power demand of all auxiliaries during standstill (e.g. oil heater).

If not to be determined by test Cdc = 0,9

• Process Chillers: Due to very high running hours over the year, power demand

for oil heaters is not relevant for Cdc

• Following slides are showing the current status of minimum efficiency

requirements (MEPS)

• Process Chillers:

MEPS are accepted by Commission Officials and Stakeholders and will

most likely not be changed in the final Regulation

• Comfort A/C Chillers:

Very challenging (some non-plausible) MEPS were not lowered during the

current Inter-service Consultation Process – despite of convincing counter

proposals from Stakeholders at an earlier stage

Further initiatives are taken with the target to reach a consensus –

with the hope that MEPS (at least for Tier-1) will be changed

• Ecodesign Regulations Liquid Chillers are setting very high Energy

Efficiency requirements in future

• Regulations still in draft stage ‒ ENTR Lot 1 expected for July 2015

• Minimum Energy Performance Standards (MEPS) will become

mandatory for being allowed to place products on the EU Market

• Tier-1 for CU and LT / MT Process Chillers as of July 1, 2016

• Liquid Chillers for Comfort A/C will in future be assessed on basis of

“Seasonal Space Cooling Energy Efficiency“

• Eurovent data base shows that the majority of currently produced

products must be dropped from the market

• Proposed MEPS from the EU Commission are “overstated” – request

from Stakeholders to set lower levels
