Zola Gqamane claims he was assaulted and shot at by a police officer in 2011, but up until now justice has not prevailed. Gqamane said at the time he was renting a room with his girlfriend in a yard in Elliot, Kok- stad. He and his girlfriend were negotiating parking when a police officer, who also rented in the same yard, intervened and told Gqa- mane to “beat his girlfriend”. “This policeman came rushing towards me telling me to beat my girlfriend because he ‘knows that I usually beat her’. He was furi- ous,” Gqamane said. An argument broke out between them after Gqamane refused to hit his girlfriend. Accord- ing to Gqamane the policeman then started beating him with his fists and grabbed a fan and hit him with it. “I don’t know what came over that man — he was screaming and cursing, telling me that he is above the law and can do whatever he pleases,” he said. He said other tenants, including his girl- friend, tried to pull the police officer away from him. He then went to his room and took a fire- arm and started shooting at Gqamane outside. “He chased me with a gun, shooting at me, but fortunately he missed,” he said. Gqamane said he laid a charge of assault and attempted murder at the Kokstad Police Station. “When I laid a charge I found out that the policeman had already laid a complaint against me claiming I assaulted him.” He said there hasn’t been any progress on his case despite having filled in and submitting a J88 form to confirm that he was physically assaulted by the police officer. “Nothing seems to be happening to the po- lice officer. One of the cops even found a cartridge in our yard to prove that I had being shot at,” he said. He said its been four years since the inci- dent, and he still wants justice to be served. “I was victimised by a SAPS member and I want justice to prevail. This case has frus- tratedmeforalongtime.Ihavehadtotravel for a case that is not progressing and which has been postponed, and I have to pay a lot of money to an attorney to represent me, but the police officer concerned runs away,” he said. Maletsatsi Molefe, channelhead in sales and services at AbsaKZN described the new branch asworld class and technologicallyadvanced and the first of its kindin KZN. She said they did researchand got diverse answers from cus­tomers.

“We realised that the bulk ofour customers want the basics sowe adapted to what they want,”she said.

Molefe acknowledged thatKokstad serves as a service centreand commercial hub for East Gri­qualand and much of the Eastern

Cape. She said the identificationof Kokstad as the first branch toget a facelift is linked to the factthat the town is the primary eco­nomic node in providing essentialservice to the people.

“Kokstad has great potentialto strengthen its commercial sec­tor, build small and micro enter­prises and promote local econo­my,” she said.

GKM Deputy Mayor Bheki Mto­lo said it was important not to useyesterday’s methods to deal withtoday’s challenges.

“We are grateful for Absa’s

contribution in bringing newthings in our town and it is as ifthey knew that we aspire to be acity in the next few years,” he said.

Mtolo said banks must be will­ing to support communities andaspiring entrepreneurs by fundingthem to start businesses. He saidthe private sector must partnerwith the government and commu­nities in order for everyone to suc­ceed and prosper.

Municipality rescues storm victims

FEVER REPORTERTWENTY-THREE houseswere partially damaged andnine completely damaged af-terheavyrainandastormlastFriday.

The strong winds in Kok-stad also caused trees to fallover, blocking roads, includ-ing the entrance to Kokstad,and causing damage to thetown hall.

The Greater Kokstad Mu-nicipal Fire and Rescue teamworked tirelessly to assist af-fectedhousesholds.Theypro-vided canvas sheets, tempo-rary shelter and the transportof belongings to alternativeshelters. Councillors alsoworked with officials to relo-cate affected families.

Shayamoya councillor Xo-lileXelitolesaidtheNomzamoPrimary School and fourhomes were also affected.

“We relocated some of the

families, one to the Shaya-moya hall while two familiesstayed at my house while themunicipality arranged alter-native accommodation forthem.

“We gave families grocer-ies and blankets and are con-tinuing with the assessmentand ask the community to no-tify us if there is a victim theyknow of.

‘We are here because wewere voted for by them to as-sist during hard times likethis,” Xhelithole said.

lor Zolani Mhlongo thankedthe councillors for assistingvictims.

“TheANChasmandatedallof us to assist our communityand we are thankful that wefulfilled that mandate.

the Umzimkhulu Regional Court onFriday,17January,whenhewascon-victedofrapeandsentencedtolifeim-prisonment.Thecasewas investigat-edbytheIxopoFamilyViolence,ChildProtection and Sexual Offences Unit.

A12-year-oldgirlwasatabusstopin Ntshabeni, Kromhoek in Umzim-khuluwaitingtoboardabustoschoolat 7am on 15 April 2013. When thebusfailedtoarrive,sheandtwofellow

pupils walked to school, but whereconfrontedbyDlamini along theway.Theyranawayfromhim,butDlaminimanaged to catch one little girl at ariver that the children had to cross toget to school.

He threatened to kill her by sub-merging her in the river. He then andstabbed her in the face and thigh be-fore raping her. He let her go and hidin the bushes when he heard voices.

The other two pupils, who had es-caped, raised thealarmandreturnedwith others to help the victim. Policearrived and surrounded the areawhere Dlamini was hiding andflushedhimout.Hewasarrestedanddetained.Bailwasopposedby the in-vestigatingofficerandheremainedincustody.

LOCAL business owners, representa-tives from tourism organisations in-cluding the Sisonke DevelopmentAgency,andgovernmentdepartmentsattended the inaugural Kokstad Tour-ismWorkshop at the Nolangeni Hotelrecently.

TheKokstadTourismOrganisationchairperson, Piet Bosman said theeventwasaimedatbringing ideasandtourism to Kokstad, to share insightandtipstomakeeveryoneawareofthelegislation and policies in the tourismsector.

Speakers included Caroline Un-gersbock from the Sustainable Tour-ism Partnership programme whotalked about the importance of keep-ing tourists in your town for as long aspossible.

“Greater efforts need to bemade tocreateeconomicgrowththroughtour-ism as this is one of the largest indus-tries in the world,” she said.

Ungersbock also outlined negativefactors—poverty,pollutionandunfairlabourpractice— that touristmay seewhen they visit.

Sisonke Development Agency CEOZethu Qunta said it is important to es-tablish links between communities,theprivatesectorandthegovernment.

“The community has a role in iden-tifyingpotential tourismresourcesandattractions within their areas andshould partner with established pri-vater sectors. Equally the private sec-tor has to invest in tourism and createjobs while collaborating with the gov-ernment in planning, promoting andmarketing tourism,” she explained.

Shesaidthegovernmenthasa lead-ing role to play and a responsibility tocreate an environment for tourism toflourish.

cation of 13 December 2013, Iwas disturbed by the way inwhich the DA deputy leader inKZN Francois Rodgers misledthe people of Harry Gwala.

Rodgers says that after 19years of democracy people ofHarryGwalahavenotseenanychange. What a bad way to lieespecially for someone whowasacouncillorfortheGreaterKokstadMunicipality. Startingwiththeissueofwater,theHar-ry Gwala District Municipalityhasprovidedwaterandsanita-tion, even in remote areas likeUmzimkhulu and Ingwe, andwearestill goingon inKokstadand areas like Shayamoya,Horseshoe and recently Fran-klin. The evidence is there foreveryone to see — the RDPhouses that the ANC-led gov-ernment has built since 1994.Wehaveprovidedelectricity inmany rural areas within thedistrict.Wecan’tproclaimthatour hospitals are falling apartbecause of what happened atUsherMemorialHospital.Heisbitter because he was stoppedbecause of suppling rottenmeat toourpeople,aclearsignof undermining black patientsby the DA.

We have no-fees schools,decent classes and even pro-vide feeding schemes in ourschools,andthathasbeenhap-pening for a while. We are upin arms with the campaign toeradicatemud schools.Whereis he living? Our children aregoing to multiracial schools,peoplegetfreetreatmentinour

clinics, including ARVs, childsupport grants, monthly pen-sion pays andmore.Wewouldhave provided more houses ifour land was not stolen by hisforefathers. Rodgers says thatthe only change since 1994 istheright tovote.Whataninsultto Mandela’s legacy. Did thethings that I have listed herecome before 1994? I will leavethat to the community to judgewhether that is true.

I will also remind Rodgersthat if KwaZulu-Natal can belike theWesternCape, itwillbea very bad experience for theprovince. In KZN we care foreveryone unlike the WesternCape that has neglected town-ships and concentrated onwhite suburbs. Rodgers musttellZille toeradicate thebucketsystemfromtheWesternCape.People are not fools — theycannotbeboughtbycheappol-itics. They know that ANC hasdelivered and is working hardto provide 100% basic servicedelivery. They know that eventhe challenges like water andsanitation was caused by theageing infrastructure that wascatering to the likes of Rodgersand his DA colleagues.

TheANCwillcontinuetode-livery service in honouring theMandela legacy and forgetaboutpeoplewhoaremislead-ing people with the aim of get-ting votes and dumping themafterwards, like what is hap-pening in Western Cape.

Thearticlefurtherindicatesthat Matatiele residents arestill waiting for answers as towhy they were transferred toanother province against theirwill. I know that prominentmembers of the communitywere at the helm at the time totry toget the transfer reversed,buttonoavail.EventheConsti-tutional court ruling did notmake any difference.

Havingworked inMatatielefor24years—1984 to2008—I have always admired the in-frastructure of the town, somuch so that I inquired at onetimewhether the two towns ofKokstad and Matatiele couldnot work together to improveeach other infrastructure, af-terall, theyarebothinEastGri-qualand.

Iwashoping that thebiggerof the two could be positivelyinfluenced by the smaller, thereasonbeingthatIhavealwaysbeen very impressed with thebeauty and cleanliness ofMatatiele, and still am. Theroads were always well main-tained as they still are.

Isaythis fromfirst-handex-perience seeing that I lived intheonetownandworkedintheother.

As a keen observer, I find ithard to believe that service de-livery in the Matatiele Munici-pality has almost collapsed.

What I saw when I recentlyvisitedthetowndoesnotreflectthat, seeing that everything isalmost the same as when wewere in KZN.

Iwish that the demarcationissue will be resolved by thegovernment and the publicprotector, hopefully now thatelection time is drawing near.

Nocanda is reported tohave a group of young Horse-shoe men who, he allegedlyclaims, fight crime in the areadespite there being a commu-nity nominated communitypolicing forum (CPF).

Dlomo says Nocanda hasan electric stickwhichheusesto shockpeople into telling thetruth.

“Whenever an incident ofcrime is reported to him by acommunity member he andhis crew go to the suspect andbeat and torture that personwith his electric stick withoutcalling the police,” he said.

DlomosaidtheyhaveaCPFthatworksinpartnershipwiththe police which was electedbytheHorseshowcommunity,butNocandaissaidtohavehisown way of dealing with sus-pected criminals.

“He has no regard for thepolice as he operates in hisown illegal way,” he said.

He saidNocandaoften tellsthem that there is not a CPF inHorseshoesayingthathedoesnotwantanypolice inhisareabecause they are useless.

Nocanda dismissed the al-legations as nothing but pettypoliticking from immaturepoliticians.Hesaid theperson

who is saying these things is aliar looking for attention.

He further rubbished theclaims that he does not ac-knowledge the CPF.

“First of all I don’t have ashocking stick and I have agood relationship with theCPFandthepolice,sohowcanI not acknowledge the CPFwhenIsitinthesafetycommit-tee — this doesn’t makesense.”

He said the person who ismakingtheseallegationsmustcome with proof.

“I am not a violent person,even the people in my wardknow me,” Nocanda said.

The Mail & Guardian onFriday reported that Zuma’sstrongest ANC base is in KZNwhich covers Harry Gwala,MosesMabhidaand the lowerSouth Coast (Port Shepstone)and which wanted to dumpZuma because of “Nkandla-gate” in which R206 millionwas spent on Zuma’s privatehome,amovewhichhasalleg-edly made him unpopular.

Economic Development Sum­mit: 5–6 February.

Local economic developmentis the result of joint planning by amunicipality, its community andbusiness sectors.

The upcoming summit willbring on board all economic forcesin the local situation to identify re­sources, understand needs andwork out plans to find the bestways of making the local economyfully functional, investor friendlyand competitively productive. Theeconomic profile of Matatiele hasso far indicated a bleak picture onthe prospects of economic devel­opmentandsustainablegrowthinthe area.

The levels of household in­come is low, such that there is littledisposable income that can in­crease demand for the consump­tion of goods and services andwhich can be a catalyst for an eco­nomic growth.

The economic sectors in Mata­tiele have not yet been able to pro­duce the desirable economic im­pact in terms of massive job crea­tion and economic growth due tothe scale of operations and a lackof markets.

The economic sectors identi­

fied in the LED strategy bears tes­timony to the notion that theseeconomic sectors — agriculture,tourism, forestry, SMME develop­ment, mining, light industries forvalue addition in agricultural com­modities and manufacturing —have not been fully grown to max­imise their optimal utilisation.

Nevertheless the Eastern Capeeconomic outlook points to a de­cline in the contribution to the re­gionalGDPbythesesectorsidenti­fied by the Matatiele Local Eco­nomic Development Strategy askey sectors for growth and devel­opment of its economy.

The main objectives of the up­coming summit are to promote in­vestment in manufacturing, agri­culture and tourism, etc. The mu­nicipality wants to showcase itsnatural resources with the aim ofattracting investors to the areaand to promote trade between Le­sotho, the Free State and KwaZu­lu­Natal and furthermore to de­velop a master plan for good gov­ernance and infrastructuraldevelopmentto attract and retaininvestments.

Education declared a societalmatter

In his state of the nation ad­dress in previous years, PresidentJacob Zuma declared education a

societal matter. In response to thepresident’s call the Matatiele Lo­cal Municipality had from 2011 as­sisted the Department of Educa­tion, Maluti District to improvematric results in Maluti. The classof 2012 in the Maluti Districtachieved an outstanding pass rateof 71.9% which put them third outof 23 districts in the province andnumber one in the cluster.

The municipality has devel­oped great working relations withits stakeholders. A well­function­ing IGR forum continues to makea difference in improving the livesof the Matatiele community. At9am today, 31 January, the munici­pality and the Department of Edu­cation will hold an awards cere­mony for matric pupils from Mata­tiele schools who performed well.Teachers who produced good re­sults will also be acknowledgedfor work well done with the limitedresources they have.

Awordofgratitudeisextendedto school governing bodies andparentsfortheirsupportinmakingsure that pupils focus on theirbooks.

The Kwa Sani communityweremadeawareoftheircon-sumer rights and were ex-posed to facilities where theycan contact should they en-counter problems. The MECalso outlined the importanceof the entities under this de-partment andhowpeople can

utilise them for their benefit.She also emphasised the

effortsthathavebeenmadebytheDEDTinstrengtheningtheeconomyandmaking it viableparticularly for the HarryGwala District Municipalityand the number of jobs that

have been created in this dis-trict.

Themunicipalityextendsahand of appreciation to thelocal community tourism or-ganisation, the museumboard of trustees and the De-partment of Arts and Culturein making the memorandumof understanding workshop asuccess.

We believe that this is thebeginning of a fruitful rela-tionship that will see the de-velopment of tourism at KwaSani. The Umzimkhulu Municipality hasfinalised the list of students who havequalified for registration in 2014. Aswe have indicated, we support pupilswho received their admission lettersand we offer them R3 000 to ensurethat they do not suffer because theydon’t have money for registration.Twenty eight pupils have been accom-modated.

We express regret to those whoseapplications have been turned down.The capacity for us to provide supportis very minimal as we are a rural mu-nicipality with little revenue.

The Department of Arts and Cul-ture, in partnership with the Umzim-khulu Municipality, recently held anevent atthe Nsikeni sports field. Theevent focused onwomen and childrenabuse. The department reiterated the

government’s stance on women andchildren abusers. They encouragedmen toguardagainst thewrong-doersandensurethatourpeoplelivewithoutfear of being victims.Womenand chil-drenwere encouraged to immediatelyreport violent acts against them to thepolice so that the perpetrators can beput behind bars.

Furthermore, the UmzimkhuluMunicipality and the Gift of the Giversgave elders and disabled people foodparcels.

Itwasveryexcitingtoseethemplay-ing netball and soccer and they ex-pressed their appreciation. We arecontemplating organising thesegames more often.

Themunicipalitywill beengaged inan adjustment budget after finishingthe first and second quarter in the2013/2014 financial year. The twoquarters have shown significant im-

provement in service delivery particu-larly in roads and electrification.

Despite the good progress in thethesedeliverableswecannotshyawayfromtheplightourpeopleare facing intermsofelectrificationinsomepartsofour area.

gether with the Harry Gwala DisasterMmanagement teams were kept busy last

weekend responding to more than 50 inci­dents of uprooted trees and damagedhouses, due to a violent storm that sweptacross the region leaving widespread dam­age in its wake. I am glad to inform you thatalthough properties were damaged, therewere no fatalities.

Rental housing tribunalThe Department of Human Settle­

ments has established the KwaZulu­NatalRental Housing Tribunal to receive com­plaints lodged by tenants or landlords. TheGreater Kokstad Municipality has appoint­ed a rental information officer to receive

complaints and I encourage the communi­ty to make use of our office support to re­port their challenges regarding rental.

Tenants, landlords, institutions, bodiescorporate, tenant associations and prop­erty managing agents within the GreaterKokstad Municipality are eligible to lodgea complaint with the tribunal. For more in­formation regarding this matter, the publicmust contact the office of the municipalmanger during office hours.

Maintenance of roadsI am pleased to report that we have fi­

nally received the material and tools we or­

dered about four months ago and we havegiven priority to critical roads used by resi­dents and visitors. I would also like to in­form the community that we have alreadystarted with the maintenance of internalroads in Kokstad and I apologise for any in­convenience caused by the process.

As you have noticed this week the mu­nicipality started a vigorous clean­up ofverges, illegal dumping in the CBD and willcontinue to monitor the situation to fast­track the process.

Bhongweni Stadium renovationPhase one of the renovation of Bhong­

weni Stadium has commenced and thecontractor who is renovating the stadiumhas already been introduced to the com­munity. The renovation entails replacingthe grass on the field with artificial turf.Part of the plan also includes the construc­tion of the practising ground, pavingaround the stadium and the renovation ofablution facilities. The total cost of imple­menting the project is R4 million andshould be completed by the end of July.

EAST Griqualand soccer players will gettheir opportunity to impress scouts whenthe Durban Under­19 International Foot­ball Tournament trials make a stop in theHarry Gwala district this weekend.

Adjustments have been made to thevenue in the district, where trials will nowbe held at the Umzimkhulu Legacy Fieldson Saturday and Sunday.

Entry to the trials is only permissiblefor players born between 1996 and 1999and upon producing a valid identity docu­ment or passport. Only players born in1999 will be allowed to use birth certifi­cates.

Having adopted a zero tolerance ap­proachtoagecheating,aHomeAffairs im­migration officer will be present to scruti­nise birth certificates and identity docu­ments and players with fake documentswill be turned away immediately.

The five districts visited thus far ­ Um­khanyakude (Hluluwe), Zululand (Ulun­di), Amajuba (Newcastle), Umzinyathi(Dundee) and Uthukela (Ladysmith) ­have produced 31 players demonstratinggreat skills, which have impressed techni­cal director and scouting icon Paulo Car­doso.

“I have always believed that South Af­rica have incredible talent and my journeythrough KwaZulu­Natal thus far has morethan impressed me. I am inspired by thetalent and background of the players andmore motivated to unearth more roughdiamonds as we continue.

“The main focus of the scouting proc­ess is to find players for the tournamentand the Hoy Park Sports DevelopmentCentre, but of equal importance is the lay­ing of a foundation for a scouting networkof coaches within the province,” said Car­doso.

More than 15 open trials will take placeacross the province in the next few weeks.After all the districts have been visited,about 140 players will be selected to at­tend a two­week intensive training campin March/April. After the two weeks oftraining, the final squad of 25 players whowill participate in the Durban Internation­al Football Tournament will be selected.

to a fantastic start in theopening round of the Kwa-Zulu-Natal Cross-CountrySeries at Jolivet Farm onSunday.

The team showed nosigns of rust and producedanoverallwinner, twoclasswinners and three addi-tional podium place finish-es in the exciting seasonopener. The series, whichcaters for both enduro andoff-road motorcycle riders,has this year incorporatedjuniorridersandispresent-ed by KwaZulu-Natal Rac-ing in conjunction withKwaZulu-NatalJuniorRac-ing.

Paddock teenagerWadeYoung (Brother KTM)sealed first place overalland won the Under-21Class. Brett Swanepoel (cc-Gallery KTM Gateway/

Joat) was second overalland won the 200cc Class -where Kyle Flanagan (TLBPlantHire Alfie Cox Racing)finished fifth - and War-wick-Oliver Brandon (Sta-cor Petroleum/ Fury Hon-da) rounded off the overallpodium.
