The unrest is a result of concerns from the South African Municipal Workers (Samwu) members that the council ad- ministration was being micromanaged and that the administration does not exercise its rights to make decisions on matters relating to workers. Employees demand that the munici- pal leadership be removed because “councillors are taking technical deci- sions which should be taken by munici- pal managers”. Dube-Ncube dispatched a team of of- ficials to investigate the concerns by em- ployees, residents and stakeholders. “Our principal concern with regards to volatility in the Kokstad municipality has to do with its potential impact on service delivery. Our team is already on site, assessing the local challenges and specifically the state of municipal financ- es and the legitimacy of recent council decisions in this regard,” she said. Dube-Ncube said they will decide on an appropriate course of action on the basis of the assessment. “We also note the protest action by management within the munici- pality. While we respect the rights of all citizens to engage in such actions as enshrined in our Constitution, we consistently call on all parties to settle their differences speedily so that serv- ice delivery does not suffer.” However, Harry Gwala Regional ANC chairperson and Harry District Municipality Mayor Mluleki Ndobe said they are working hard to fix Greater Kokstad Municipality challenges. FREEZING winter weather is abad and painful time for shackdwellersasamassivecold front

hit this week.With temperatures going down to

as low as five degrees last Sunday,Marikana shack dwellers in Kokstadare doing everything to make surethey survive.

On Tuesday shack dwellersstruggled tobuildshacksoutof corru-gated iron, cardboard, metal, old

woodandplastic,putting heavyrockson the roof to prevent gusting windblowing their shacks away.

Theywalk longdistances to buy orcollectwood fromtheveld, and if theycan’t afford to buy wood they are indanger of freezing.

To be poor in Marikana is a livingdeath, but shack dwellers have nochoice as theydonot havewater, tapsor toilets or jobs.

Phumza Banjwa, a resident of thecontroversial Marikana, describedthe situation, saying she gave birth totwins in the shack and says it’s very

difficult to survive.“Sometimes I wake up during the

night and my twins are freezing be-cause theirblanket is fullofholes,andthey are hungry because we havenothing to eat.”

“Some families don’t have bedsand sleep on the floor on a mat withtheirbabies.Somechildrenweartornclothes and are freezing all the time.”

“I need help because my childrencan’t live in this shack that is full ofholes.”

Another resident, MlungiseleliMdlovuzana said he is from

Ntabankulu in the Eastern Cape andlives in a shack because he doesn’thave money.

“I liveintheshackbecauseIamun-employed.

“Life is not easy for us to survive.Idon’t like living inashack,but Idon’thave anywhere else to go,” he said.

He said he believes that one dayGodwillprovidehimwithadecent jobandhewill be able towalk away frompoverty.

He told the Fever they are waitingfor the government to build decenthouses for them.

Marikana residents invaded thelandbelongingtotheGreaterKokstadMunicipality at the beginning of theyear, illegally setting up their shackson the periphery of Tafeni area anddrawing the wrath of municipality,who in the past had taken shackdwellers to the high court.

They say they have nowhere elsetogoandarewaitingforanswersfromthe municipality to build houses forthem.

Communitymembers believe thatgrants alone are not the solution topoverty or their situation.

“We are very happy because themanagers who were picketing willgettheirperformancebonuses”saidNdobe.

He said the regional leadershipcalledGreaterKokstadMunicipalityleadershipand seniormanagementand gave them reports aboutdifferent issues affecting themunicipality, promising thateverything will soon be back tonormal.

“We are asking the council to sitdown with management to discussall the different issues affectingthem.

“We want to ensure thecommunity of Kokstad that therendering of basic services to themwill still continue because as thedistrict we have some projects thatare developing Kokstad.

“Even provincial governmenthavesomeprojectsinKokstad,”saidthe mayor.

Management is still picketingand have been joined by twounions — Independent Municipaland Allied Trade Union and SouthAfricanMunicipalWorkersUnion—astheyvowtobringthemunicipalityto its knees.

Management demands thepermanentemploymentof level twoto four managers because theybelieve they are being abused bysome councillors, intimidated withcontracts, they are complainingabouttheleavepolicyandprotectiveclothing, they say there is politicalinterference in administrationmat-ters and that there is poor financialadministration.

The municipality is also facedwith a financial crisis and there isexodus of seniormanagers, and themunicipality is failing to fill thevacancies left by these managers.

last Friday when Chief ThekoLebenya was officially installed asthe chief of Bakoena at a ceremonyat his royal home in Fobane village.

In attendancewereChief Khomo-tsoane Lebenya, the Lebenya royalfamily, the Matatiele Local Munici-pality speaker Jacqueline BosmanMagangana, representatives fromthe traditional council, internationalguests from Germany and Scotland,local chiefs, councillors and mem-bers of the community.

Lebenya is taking over the reinsafter his father died five years ago.Theko couldn’t immediately take thethrone because he was too young atthe time.

Afamilymember,NtokoLebenya,was asked by the family to act as thechief on behalf of Theko.

Offering a message of support,Ndabazovuyo Mzamane wishedLebenya all the best. He furtherurged the community to co-operateand work with him.

Bosman Magangana congratu-lated the chief and told him to bestrong, advising him to be himselfand to go by his own leadershipstyle.

“Don’tbeafraidtomakeunpopu-lardecisionswhenyouhave to, thatis part of being a leader,” she said.

She also assured the chief thatthemunicipalitywillworkwithhimand support him.

A representative from tradition-al affairs in Bhisho said they arehappy that the day of the inaugura-tion of the chief had finally come.

“We have been waiting for thisday for a long time.”

He said the department of localgovernment and traditional affairshave a responsibility of abiding bydecisions made by royal families.

“The royal family makes a deci-sion, sends it to the local traditionalaffairs office, thedecision is thenele-vatedtoBhishowhereitisapproved,”he explained.

He said the Bakoena nation islucky to have a young and energeticchief.

Reverend Christopher Qhali saidgood behaviour is important in aleader. He also urged the chief to seta good example for his people andcommunity.

“In order to be a straightfowardand diligent chief, you must be apraying chief,” he said.

In his acceptance speech ChiefLebenya extended a word ofgratitude to all those who preparedfor the ceremony.

“IwanttothanktheBakoenaroyalfamily for believing that I am up tothe task of being chief,” he said.

He also urged the community towork with him and promised to re-spect and honour his crown.

Top cop arrested for alleged corruptionFEVER REPORTER

THE Mount Fletcher community isin shock after the Mount FletcherPolice Station station commander,Colonel Moraba Majoro wasarrested and charged with fraud.

It is alleged that Majoro soldland that was earmarked for apolice station under the Elundini

Municipality in Mount Fletcher.Majoro was arrested by mem-

bers of the organised crime unitlast Wednesday.

According to a report in theDaily Dispatch, Eastern Capepolice spokesperson ColonelSibongiseni Soci confirmed thearrest and said the Majoro was outon R5 000 bail.

Soci said they are determined to

root out corrupt activities withinthe South African Police Service.

It is alleged that the land wassold to a prominent businessmanin the area who later blew thewhistle and informed the authori-ties of the transaction after the dealwent wrong.

Majoro will appear again at theMount Fletcher Magistrate’s Courton 16 September.

for Operation Sukuma Sakhe inKokstad,NyanisoMsiya, revealedthat they will start their PublicService VolunteerWeek (MandelaWeek) by conducting a marchagainst drug abuse and crime thiscoming Monday.

Sukuma Sakhe will be engag-ingonanumberof activities in thebuild-upto InternationalMandelaDay next Friday.

This year’s Mandela Week willbe the first to be observed afterNelson Mandela’s death. Msiyasaid that Sukuma Sakhe, a pro-gramme that includes variousgovernment departments, SAPS,NGOs and other stakeholders, de-cided to hold the march after see-ing the rising levels of drug abusein Bhongweni and Shayamoyatownships.

The march will start from theGreater Kokstad Municipality of-fices to Hope Street, and will pro-ceed to Riverview Stadiumwherethere will be sports activities aspart of the programme.

“OnTuesday theywill be a con-ducting a clean-up campaign inBhongweni, then on Wednesdaywe will visit 80 households

aroundKokstadandwill be takingnote of the challenges that peopleface and we will then try assistthem,” Msiya said.

He said politicians from thenational and provincial govern-mentandheadsofgovernmentareexpected to be part of the week-long programme.

Msiya said the Sukuma Sakhedelegation will head to Wansbeck

where they will take various localgovernment officials to provideservice to the people there.

“Wewill havedepartments likeHome affairs for thosewho do nothave IDs, Sassa for those who donothavegrants—everyonewillbecatered for,” he said.

On the last day of MandelaWeek(Friday),Msiyasaidtheywillspend 67 minutes opening and

handing over a library inKransdraai.

“The reason we decided toopen a library is that the localhigh school gets very bad matricresults every year so we want toenable pupils to get informationand study from the library.

“We will also hire a full-timelibrary assistant to help them,”Msiya said.

AccordingtoSnowReportSA,onlylightflur-riesofquicklymeltingsnowwereexperienced.It reported that it appeared that the Draken-sberg border of KZN and Lesothowere “in thesnow zone” for Monday evening and earlyhours Tuesday morning as well.

Intheirreporttheyalsohighlightedthatcer-tain parts of the KZN Midlands such as FortNottingham, Impendle,Mooi River andRoset-ta could also experience some snow fall. “Wecould also verywell see snowonSani pass andintoLesothoregionssuchasMokhotlong,”saidSnow Report SA.

It reported that some “very light falls havealready been reported between Underbergand Bushmans Nek just after 5 pm” yesterdayevening.

Harry Gwala District Municipality (DM) is one of the 10 District Municipalities in the Province ofKwaZulu-Natal. formally inaugurated in order for him to rule his peo­ple. The Department of Local Government & Tradi­tional Affairs, Matatiele Local Municipality and Ba­koena royal family at Fobane, under the MangolongAdministration Area in Matatiele, held an inaugura­tion ceremony of Morena Theko Lebenya, a memberof the Matatiele Local Municipality Council.

In his welcoming remarks Chief Lebenya said withpride that it is in their culture as Basotho and Bakoenato honour and respect chiefs, he referred them as“sons of the soil”.

“We are gathered here today to formally inaugu­rate our younger brother, son, to the rightful throneof headmanship,” said Lebenya.

The new chief is taking the throne after his fatherdied five years back. However, before the formal inau­guration it is said that Morena Ntoko Lebenya, alsoa family member, was requested by the Bakoena royalfamily to act on behalf of Morena Theko as he wasyoung and busy with his studies.

Giving messages of support, Mzamane pleadedwith the community of Mangolong and Mabenyengarea to work with their chief and show respect as heis young and may need guidance from his elders.

The speaker of Matatiele Local Municipality Coun­cil, Cllr Jackie Bosman­Magangana appreciated thegood working relations with Matatiele traditionalleaders and said their contribution and participationin local government is noted with appreciation. Shefurther said that Matatiele Local Municipality is oneof the municipalities that has traditional leader repre­

sentatives in council. She wished him well as he takesover the throne.

As he anointed as the new chief, Reverend Qhalistressed on his good behaviour in leading by exampleto his people, and the youth in particular.

In his acceptance speech, Lebenya extended aword of gratitude to his elders for believing in him andalso for allowing him the opportunity of ruling thepeople of the Mangolong administration Aarea. Heasked the community to support him during his ruling.

Basotho showed off their traditional dances andgames with pride as part of educating the new gener­ation saying that they must be taught about their cul­ture and protect it. Performance of local traditionalgroups left attendees entertained especially guestsfrom Germany and Scotland. It was indeed a ceremo­ny to witness especially nowadays when many peoplehave lost their tradition.

The ceremony was graced by the Eastern Cape De­partment of Local Government & Traditional Affairs,Matatiele Local Municipality Speaker and Councillors,traditional leaders from all Ma­Benyeng traditionalcouncils and its communities.

Illegal car washing continuesWE are writing to you in absolute desperation now.

It has been more than two months that we haverequested assistance in the matter of illegal carwashing opposite our car wash business inHawthorne Street, yet it appears that nothing at allhas been done as the people concerned continue toharass customers every day.

As ratepayers of this town, businesses are not al­lowed to display any items on the pavement outsideour stores, but these people continue to ply their tradeby intimidating clients and staff alike and the powersthat be appear to turn a blind eye.

Enough is enough.

I can assure you that this area is going to turn intoa mini­war zone and we will lay the blame squarelyon the shoulders of those from whom we have re­quested, and not received, assistance.

The media’s role is to report accurately,honestly and without bias, the facts of anygiven situation, be it at local, national andinternational levels.

The media can also be part of peace-building and mending bridges in certain cir-cumstances.

Newspapers are cited as being the mostrelied-upon source of information regarding

crime, tax, national and local governmentactivities, schools, politics, jobs, communityand neighbourhood events, arts, zoning, so-cial services, and real estate and housing, toname a few issues.

So with the intervention in GKM ofNomusa Dube- Ncube, MEC for Cogta, it isclear that the media’s reporting on the crisishas come with results.

The truth is, if you are in a position ofpower and you don’t perform as per yourmandate, you are likely to influence negativereporting from the media, whose mandate isto report the facts.

son Sikhumbuzo Sethuntsa said theleadership of Kwa Sani proves be-yonddoubt that it iscommittedtoem-poweringchildrenandtheyouthwithknowledge from a young age.

The theme of the exhibition was“Make health your new high in life,not drugs’’, and the objective was topromote a healthy lifestyle for theKwa Sani and help them make theright choices that will propel them inthe right direction in life.

Toaddtotheexcitementof theday,amotivationalspeakergracedtheoc-casion. The event took on the form ofOperation Sukuma Sakhe as stake-holders, the Department of Health,social development, Sassa, Khuphu-ka Projects and Vukuzithathe also

graced the occasion.Amunicipality thatdoesnot invest

in itsyouthdoesnothaveafuture thatis why the Kwa Sani Municipalityplaces more effort in coming up withprogrammes and strategies that canbe used to change the lives of youngpeople because they are the future.

Thusi also spoke about the pro-grammesthatdealwithmalemedicalcircumcision.

Social Development and Sassaemphasised that the youthmust visittheir offices regularly as they have abudget and programmes for the KwaSani youth.

They asked the youth of Kwa Sanitostartor formco-operativesthatwillempower them in all four wards un-der this municipality.

Malwande Zungula (23) has hisownrecordingstudiowheremanyas-piringartistsnowrecord theirmusic.Malwande started with idea ofowningastudio in2008whenhewasgiven an old keyboard by his neigh-bour.

“I always had an interest inmusicsowhen I got the keyboard it gavemethe idea of owning my own studio.”

He said hismother noticed that hehad a passion for music and boughthim a new keyboard.

“I started very young, peoplewould record by earphone, I thenstartedsavingmoneytobuysoftware,computers and microphones and itgrew to be the Lwandez Productionsyou see now.”

Even though LwandezProductions is a modest studio it hasrecorded a number of local artists in-cluding hip-hop groups KSDK,Dinangwe Boys, Hustle Gang, andothers.

Malwande said artists come from

Bizana, Mount Frere, Umzimkhulu,Mthatha, Flagstaff and Mount Ayliff.

“I started recording music forpeople only, but now I also do wed-ding, funeral and party videos.”

“The money I get from the

company helpsme a lot because I amotherwise unemployed.”

Hesaidoneof theexciting times inthe studio was when gospel artistSifisoNcwane recordeda songwithalocal group in his studio.

“Some of the highlights of owningastudioiswhenfamouspeopleaskformy help — for instance people don’tknowthat IproducedNakaMjwentruDVDs by Nomakhisimsi,” he said.

Malwande encouraged youngpeople to make things happen forthemselves.

“Weall know that there is noworkin our country, so the clever thing todo now is to find out our talents andmake them work.”

Hesaiditwasnoteasytogetwherehe is today.

“I knocked on many doors askingfor funding. Iwouldpresentmy ideasandpeoplewouldpromisetohelpme,but theydidn’t, so Idecided todo it onmy own,” he said.

His mother Ndileka Zungula saidshe is very happy with what her sonis doing because his “career” pre-vents him from getting involved withcrime and drugs.

Mawande said he wants his busi-ness to grow.

“I am not satisfied yet. If I could Iwould have a studio in town, but fornow I can’t afford the rent, but withthe help of people I have been talkingI think I will make Lwandez Produc-tions bigger.”

FORD Motor Company of Southern Africa(FMCSA) will give a glimpse of its vision for anew Ford Figo concept later this month.

Highlighting premium design along withsmart andsafety features, theconceptvehicleprovides an indication of the design languageto be used in a future version of the popularFigo. It isconfirmedthataproductionversionof the Figo Concept is planned for the SouthAfricanmarket, but details and specificationshave yet to be confirmed.

At less than four metres long, the conceptdisplaysapurposefulpresenceandano-com-promise aesthetic that continues Ford’s de-signleadershipintheglobalcompactcarmar-ket.

“Wedon’twant consumers tohave to com-promise when it comes to choosing moderndesign, value, safety, and technology in theircars,” says Mark Kaufman, vice president formarketing, sales and service of Ford Sub-Sa-haran Africa.

Series — The Burry Stander Classic.The race starts at the Port Edwardholidayresortandwinds itswayuptoClearWaterTrailsonthewaypassingthrough banana, macadamia, pecanand coffee farms.

With a fairly quick start AlanHatherly and Andrew Hill moved tothe front to set the pace as they werekeen to shake off as many riders aspossible. Losing themon the first hill,I would have to fight off the group Iwas riding with.

With the first half of the racebeingpredominately climbing, you knowyoucanspendalittleextraenergyand

then enjoy the second half, as youbomb down through the greatlygroomed Clear Water Trails. Movingaway from the chasers around 15kmin, I was now on my own and had tokeep pushing hard and hold ontothird spot.

Heading into the Clear WaterTrails section, it was time to havesome funaswerodesomeof themostamazing trails, swooping aroundburms and going through rock gar-dens.

This kind of riding suits me reallywell, enablingme to increasemy leadon the chasers.

LAST weekend the KokstadRugby Club hosted the SKZNvs DSRU rugby match, withSKZNwinning their sixth con-secutive game, holding on totheir undefeated title.

The much-anticipatedgamebetween the rival teamsboasted excellent skills on thefield, the final score being 35-17.

CongratulationstoJacquesWittstock (Kokstad) and War-

ren Humphries (Ixopo) whowereawarded the “manof thematch” title.Therugbyfestivi-tiesopenedwiththecombinedKokstad-Harding vs Matat-MaClear curtainraiser, whichhad spectators holding ontotheirseats inanticipation.TheKokstad-Harding teamclaimed victory with their22-8 win. Huge congratula-tions to both teams for an out-standing game.

After the games, playerswere treated to a potjie pre-paredbyourownmasterchefs— Shane and Dean Wicks. Avery big thank you to them.

Notice is hereby given, in terms of Section 53 (3) of the Municipal FinanceManagement Act No. 56 of 2003 that the Mayor must ensure-

(a) That the revenue and expenditure projections for each month and theservice delivery targets and performance indicators for each quarter, as setout in the service delivery and budget implementation plan, are made publicno later than 14 days after the approval of the service delivery and budgetimplementation plan; and
