It requires those manufacturers to adhere to all laws, and Marico views any allegations of wrongdo- ing in a serious light, and will investigate them fully. “The manufacturers deny being party to any such pollution.”

Three of the originals quit, leavingthe financial services GM as the onlysurvivor. Two of the posts — generalmanagers corporate services andtechnical services —arevacant, await-ing their third incumbent over thatperiod. As far as the community, whoare effectively the “owners” and the“customers” of a municipality and themunicipality are concerned, those twoare among its important departments.

Such turnover in suchashortperiodis worrying, suggesting either poorselection of appointees or internal in-stability or both. Regarding selection,the procedure has been revised to in-corporate checking of references priorto shortlisting, interview by a selectionpanel containing a specified limitationon the number of councillors and in-cluding an independent expert, and acompetency evaluation of each of thetop three candidates produced by thepanel.Thefinalselection ismadebythecouncil in a general meeting, based onthe results of the evaluation.

According to Democratic AllianceCouncil caucus leader Edwin Baptie,the ANC’s Umdoni caucus, in the proc-ess of selecting a newgeneralmanagertechnicalservices,isrepudiatingthere-vised procedure that their party com-mitted to.

“Theychoseto ignorethecompeten-cy evaluation results obtained by pro-fessional consultants and voted infavour of an applicantwhowas consid-ered‘notappointable’bythecompeten-cy-based evaluation.

The DA is considering submitting acomplainttotheMECandrequestinganintervention on the basis that this deci-sionhasbeenmadecontraryto legislat-ed requirements. It would appear thatcadre deployment remains the keydeterminant in spite of the frequentfailure of the previous appointments.

THE Inkanyezi Foundation, whichconcerns itself with the affairs of thedisabled, has initiated planning for awheelchair challenge at ScottburghMall.

The challenge is aimed at makingshopkeepers and service industriesaware of the problems encounteredby disabled people while shopping.

Scottburghmall management hasgiven its blessing to the project and

Inkanyezi chairman RufusVeeriah points out that the idea isnot to have wheelchairs racingaround the mall, saying that safetywill be paramount.

“We envisage a type of treasurehunt in which participants, ratherthancompetitors,willhavetoacquirecertain products or services and re-port back with them.

“That will highlight the practicaldifficulties faced by wheelchair-bound people and we hope some ofthe shop owners or managers willagree to participate themselves togain first-hand experience of theproblems and issues,” Veeriah toldthe Fever.

PENNINGTON-BASED Basset CraftBrewery will be among 19 craftbreweries presenting their products to

the public at the South Africa On Tap CraftBeer Festival at Rovers Club at Kings Park onSaturday 9 August.

Eight injured in Twini accident

EIGHT people were injuredafter a taxi and a car wereinvolved in a rear-endaccident on the N2 atUmbogintwini Hill on Tues-day 22 July. A report fromthe scene indicates that the

car was slowing downfor traffic when the taxislammed into the rear of it.

Netcare 911 paramedics,the fire department andother services found a femalestill seated in her vehicle

with serious injuries. Thetaxi passengers was foundon the side of the highway.After the injured were treat-ed at the scene paramedicstook them to hospital.

Intervention needed in Durban Metro PoliceON behalf of the DemocraticAlliance in theeThekweniCouncil,I have called onCommunity SafetyMEC Willies Mchunu to exercisehis oversight authority inDurban’s Metro PoliceDepartmentasamatter ofurgencyfollowing a spate of disturbing re-cent media reports highlightinghowdys-functionalandineffectivethey have become.

Itwasrecentlyreportedthatfivecity Metro police officers hadallegedly turned rogue and hi-jacked an uMhlanga businessmanat gun point before robbing him ofbetween R70 000 and R170 000.

It isalleged that theyusedanof-ficial Metro police vehicle whichthey duly signed out at theirstation’s gate.

This vehicle, fittedwith a track-ing unit, is depicted as taking theroute they took during the hijack-ing includingbeing stationary out-side the victim’s business.

Other reports have highlightedhow Durban Metro police evadedanUmkomaasSAPSvehiclewhichattempted to prevent them fromdumping homeless city vagrantsandwhoongaaddicts on theSouthCoast.

Again it was reported that

Durban Metro Police chief CyrilNzama’s bodyguard ThamsanqaMbongwa had misplaced hisofficial firearm while off duty.Mbongwa has reportedly costratepayers almost R1 million indamaged cars written off while hewas behind the wheel and that hefailed to report the loss of his offi-cial firearm until 10 days after theevent in contravention of the Fire-arms Control Act.

It is clear that theDurbanMetroPolice Department is becoming aliability by brazenly breaking thelaw they are expected to uphold,terrorisingcity residentsandcom-

mitting crimes.I urge Mchunu to step in

speedily as their failure reflectsnegatively on his department aswell.

I will be tabling amotion in thisregard at the next sitting of theCommunity Safety portfolio andif Mchunu is serious aboutrestoring residents’ faith in theDurban Metro, he will heed theDA’s call.

I spoke to a builder who assured

me that the Act, asking for all thesecertificates, only came out in 2011.

A while ago a Pennington resi-dent complained in your paper thatit takes so long for plans to be ap-proved.

Why not sit at your desks andfinish the work that must be doneand get the plans approved withina month instead of harassingeverybody else with this kind of

stuff.And, while we on the topic of

plans and certificates, has any ofthese new houses built in Malan-geni got approved plans and certifi-cates? It is not fair that new housesand additions everywhere shouldfall under the same Act?

deployment is clearly a hardmove to make, especiallyat the lower levels wherepolitical clout is the onlysubstitute for intellectualcapacity or technical ability.

Even the most obtuse shouldrealise that people promoted forno other reason than for theirpolitical views are a threat toachieving the growth and im-

provement in circumstancesneeded to keep them in power.

Political views and intellectare not necessarily mutually ex-clusive, but nor are they mutu-ally inclusive.

If Umdoni is not to experi-ence more management insta-bility, its ANC component shouldadhere to the selection processtheir leaders introduced.

‘Silent Protest’ againstsexual violence, rape>> Central to the protest is the public act of showing solidarity with rape survivors

ON Friday 1 August at thestart of Women’s Month,thousands of volunteers will

participate in the eighth annualSilent Protest to draw attention torape, educate the public about theirright to post-exposure prophylaxis(Pep) after rape and to demand bet-ter services for survivors.

Theprotest,organisedforthefirsttime in Durban by the Aids Health-care Foundation (AHF), in associa-tion with St Michael’s LutheranChurch, aims to highlight rapesurvivors’ right to Pep in order toprevent HIV sero-conversion. The

demand for greater access to Pep isin linewith AHF’s 20x20 Campaign.

Central to theprotest is thepublicact of showing solidarity with rapesurvivors.

The protest will take place from6am to 5pm in Durban at StMichaelLutheran Church, 43 Milne Street,Durban CBD.

Government crime statistics re-veal that 66 000 sexual assaultswere reported in South Africa lastyear. Of these, only 6.5% were suc-cessfully prosecuted and less thanhalf of one percent of perpetratorswill serveany jail time.Studies show

that many rapes are not reportedthough. These statistics demon-strate the culture of impunity inSouth Africa, where rape is com-monplacebecausethereisanunder-standing thatnopunishmentwill re-

TWOcriminalsweregivendouble lifesentences after raping and robbing awoman from Eston, mid-Illovo.

EricBapheleleMakhanya(36)andMsawakhe Tasolo Ndlovu (36) ap-peared in the Pietermaritzburg HighCourt on Tuesday 22 July on twocounts of rape and two of robbery.

The suspects pleaded guilty to allcharges andwere convicted and sen-tenced to life imprisonment each forrape and life imprisonment for rob-bery.

On Thursday 5 June at 10.45pm,the victim (28) forgot to lock her doorand fell asleep. A while later she wasawoken by two intruders who de-manded money.

They covered her face with apillow and blanket, ransacked herhome, stole a laptop and two cell-phones and then raped her. She re-ported the incident to the mid-IllovoSAPS and charges of rape and rob-bery were opened.

The docket was handed to thePlessislaer Family Violence, ChildProtection and Sexual Offences unit(FCS) for investigation.Mid-Illovode-tectives, Plessislaer FCS and MagmaSecurity received information on thewhereabouts of the suspects andwent to Umbumbulu where the sus-pectswere.Thetwomenwerearrest-ed the next day.

ProvincialCommissionerLieuten-ant-General Mmamonnye Ngobeniapplaudedthesuccessandexpressedher confidence in the judicial systemwhich has meted out befitting sen-tences to these rapists.

“The sentences handed downwillsend a clear message to like-mindedwould-be offenders that the policewill trace, arrest andensure that theyare successfully prosecuted.”

SATURDAY 26 July was sup-posed to be a happy day in KZNand at Umdoni Retirement Vil-

lage, it was in most respects, but theSharks failed to come to the party. Itall startedwithbreakfaston thestoepin glorious weather with three “wisemen’ braaiing sausages and the la-dies cooking the eggs.

That was followed by tea, coffee,cakesandbiscuitscontributedbyres-identsandthentheimportant issueofthe score sweepstake. Most showedheart over head, backing the Sharksto perform another miracle, but it

soon became apparent to the audi-ence that the genie had escaped fromthe bottle. Throughout 80 minutes,notasinglewatchercouldfindreasonto rise from his or her chair in glee.

At the end, in line with the usualfantastic service delivery, chairladyRosalie Arentsen announced that tis-sues(ex-serviettes)wereavailablefordrying eyes and the forlorn audiencemeltedoff towatch theBrumbiesandWaratahs play better rugby, in thesanctity of their homes.

Fishing talk byexpertANGLERS and environmentalists are invitedto attend a talk by Paul Cowley titled “Fishingfor Data” as the South Coast ConservationForum’s August Rostrum guest speaker.

Cowley knew from an early age hewantedto become an ichthyologist and, as a fisher-man, converted his passion for the sport andhis loveof fish intoacareer thathas takenhimaround the world.

He did this via a BSc from the University ofPort Elizabeth in 1985 and BSc honours, MScand PhD at Rhodes University He progressedto become theprincipal scientist for the SouthAfrican Institute of Aquatic Biodiversity and aRhodes University research associate.

Wanting to know what fish were doingwhen he couldn’t catch them led him to takea particular interest in fish behaviour andmovement ecology.

He is passionate about conserving recrea-tional fishery resources, promoting responsi-ble angling and developing best handlingpractices to maximise survival in catch-and-release fishing. With appropriate tackleCowley doesn’tmind targeting anything frommullet to marlin and his challenge is to catchthem on artificial bait. He has about 100publicationsunderhisbeltandhascollaborat-ed on research projects with scientists allover the world.

THE Pennington Conservancy hasasked the public to report anysuspicious behaviour relating towildlife in the Pennington area to039 975 2123, following a reportthat a group of workers allegedlyattempted to load a terrifiedand screaming small buck onto theback of a bakkie in BeefwoodDrive.

Cost of education in SA increases>> Lack of financial management skills leads to students finding themselves in debt

PRESIDENTBarack Obama saidhe only finished paying off hisstudent loan eight years ago.

It demonstrates the huge commit-mentof takingondebt topay forone’sstudies.

In the U.S., student debt will thisyear amount to $1.2 trillion. In SouthAfrica, there are similar challenges.

For example, student debt at theUniversity of KwaZulu-Natal is aboutR220 million, while R166 million isowedbystudents toUnisa, indicatingthat similar financial challenges arefaced in paying back student debt.

Wikus Olivier, debt counsellor atDebtSafesaidpeopleoften find them-selves paying off student debt, whentheyshouldinsteadbepayingofftheirmortgage or saving for their chil-dren’s education.

“The increasing cost of education,with a lack of financial management

skills often leads to students findingthemselves in debt once repaymentsontheirstudent loanscommence,”hesaid.

Olivier said students should con-sider other options before taking outa student loan.

There are scholarships and/orbursaries that do not need to be re-paid.

It is important to understand theterms of the loan.

Questionssuchas,“canIgeta low-er interest rate”, “what will my

monthly repayments be” and ”howmuchwill this loan be in total?” needto be dealt with.

There are anumberof factors thatcan assist in avoiding or paying offstudent debt quicker once you haveentered the corporateworld, said Ol-ivier.• Work out how much is enoughBorrowonlywhatyouneedwhentak-ing out the loan. Determine howmuch money you need to cover stu-dent costs, academic material, yourcost of livingandyour family’s contri-bution.

Youdonothavetoaccepttheentireamount of the loan that you are of-fered.

Be sure to use the loan for what itwas intended.• Draw up a budgetDrawupabudgetassoonasyouhavegraduated that includes the monthly

Sadtu wantslonger holidaysfor teachers“WE want even longer school holidays.”

That was the sentiment of South AfricanDemocratic Teachers’ Union (Sadtu) mem-bers who yesterday expressed outrage at thereduction of school holidays, meaning teach-ers must stay in schools until mid-December.

TheirangerwasexpressedatSadtu’sKwa-Zulu-Natal conference in Durban when theunion’sgeneral-secretaryMugwenaMalulekeoutlined challenges facing teachers and edu-cation sector.

Malulekesaid inthepast teacherswouldgoon holiday at the end of November and returnto classrooms towards the end of January.

“We were not working until December 13and reopening on January 7,” he said.

As if that were not enough, Maluleke saidteachers found themselves having to workduring school holidays.

“How all of a sudden do we see a situationwhere a teacher has got to conduct examina-tions on the last day of school before we closeand then is further expected towork through-out the holidays?” he said.

Maluleke was referring to teachers havingtomark examination papers during holidays.He said teachers deserved more school holi-days because they also spent their weekendsmarking papers and preparing for lessons.

Maluleke’s comments come in the contextof teachers being expected to conduct morn-ing, afternoon, Saturday, winter and springclasses as a way to improve matric results, inparticular.

While no specific resolution was taken onthe holidays, Sadtu listed a number of issuesit was prepared to take up with the depart-ment.

KwaZulu-Natal Federation of GoverningBodiesofSouthAfricanSchoolsmanagerPaulRencken said he was not aware of changes inthe legislation reducing school holidays.

However,hesaid increasingtheschoolhol-idays to suit the needs of the teachers wouldbe a disadvantage since the already existingschool days did not provide enough time toteach pupils. — WR.

A host of new features have beenadded, while the vehicle’s renownedquality, space and safety have beenmaintained.

The newly-designed front bump-er, radiator grille and fog lamps, as
