Introduction to EIFDC

In June 2007, CPS collaborated with the Alcohol and Drug Services Division (ADS) and the Sacramento County Juvenile Court to apply for a federal grant to increase the well‐being and improve permanency outcomes for children affected by parental drug use.  CPS and collaborative partners were awarded the grant and the funding was utilized to implement the Early Intervention Family Drug Court (EIFDC).  This voluntary court program enhances the CPS interventions with families before the p gremoval of the children is necessary.

EIFDC Goals Increase the number of children who remain safely in their parent’s custody without Court dependency.

Decrease the recurrence of maltreatment.

Reduce CPS/Court costs for reports, attorneys and proceedings.

Increase treatment and service compliance.

Assist families in developing sustained support plans through linkages to community resources.

Increase the number of infants receiving developmental screenings and treatment.

EIFDC Criteria: Mother and/or baby tests positive for drugs at the time of delivery.

Prenatal drug exposure in the third trimester of pregnancy.

Parents with children ages 0‐5, who’s lives are impacted by drug use (primarily methamphetamine).

ER Social Worker, utilizing proper assessment tools and guidelines, assesses that parent meets criteria for Informal S i i  (IS)  i   ith  hild   d  th     f  iSupervision (IS) services with children under the age of six.

Parent agrees to participate in EIFDC IS services.

Parent signs an IS case plan, EIFDC consent form and a viable petition is drafted but held in abeyance.

Participate in EIFDC treatment team staffing. 

Conduct EIFDC Drug Court hearings. 

Provide an overview of the Drug Court hearings and welcome participants. 

Provide encouragement and motivation for participant to refrain from substance use and to succeed in their treatment program. 

Issue incentives and consequences as recommended by the EIFDC treatment team. 

Terminate participant’s participation in EIFDC when the treatment team has decided the participant is non‐compliant and/or cannot benefit from the program.

EIFDC Components Drug Court Hearings

Hearings held at 30 day intervals to determine parents compliance with treatment and to encourage success in recovery until 6 months of compliance is achieved or a court dismissal is necessary.
